Summary/Abstract: Poppy straw represents a specific form of plant biomass generated after the harvesting of opium poppy (Papaver somniferum L.), which, despite the absence of seeds, retains residual amount of morphinan alkaloids, particularly concentrated in the poppy capsules. Although historically regarded as an agricultural by-product of limited value, its chemical composition and potential for misuse have made poppy straw a subject of increased scientific and regulatory interest. This article examines the toxicological, legal, and security aspects of poppy straw handling within the Czech Republic and in an international context. Particular attention is paid to the analysis of the 1961 United Nations Single Convention on Narcotic Drugs and its implementation into Czech legislation through Act No. 167/1998 Coll. The paper analyses the obligations imposed on poppy growers and processors, including measures aimed at preventing the misuse of poppy straw for the illicit extraction of opioid substances. Emphasis is placed on the role of state supervision, particularly that of the Czech Ministry of Health and the Inspectorate for Narcotic and Psychotropic Substances, in the authorization, oversight, and reporting of poppy straw imports and exports. The article further highlights the risks associated with imprudent commercial handling of poppy straw and the potential legal consequences for primary producers in cases of its subsequent illicit use.
