Summary/Abstract: The timeliness of reference to the problems of protecting constitutional rights, creation of conditions for successful development of human potential of internal migrants, internally displaced persons in Ukraine is conditioned by the legal regime of martial law in the country and a number of urgent issues for Ukrainian society. The article reflects the importance of creative borrowing of adaptive ideas of internal migrants, internally displaced persons which were developed in the theory and practice of international humanitarian law, taking into account the peculiarities of national character. Despite the modern developments of scientists on the effective protection of the rights and freedoms of internally displaced persons, the basic concepts related to the legal support of migration processes, the prevention of discrimination on any grounds, the adaptation of internally displaced persons to new living conditions, their social integration into host societies, the support of a qualified human capital of internal migrants, self-organization of internally displaced persons, their social, legal, psychological and pedagogical support, development of a culture of volunteering, require further scientific understanding and investigation. This research article reveals the primary importance of education aimed, on the one hand, at realizing, at the level of convictions of every citizen of Ukraine, the importance of feasible participation in creating comfortable living conditions for this vulnerable category of the population - internally displaced persons, and, on the other hand, at understanding the personal and professional involvement in the successful performance by the state of its functions, the context of which is the phenomenology of the law rule, where the key basis is the mutual responsibility of the state and the citizen. The article focuses on some practical and indicative aspects of the raised problem, where the strategy defines effective ways of integrating internally displaced persons into the host communities of Ukrainian society. The special mission of university communities in this regard is emphasized. In particular, it is about the experience of the only state institution of higher education in the Ukrainian Danube Region ‒ the Izmail State University of Humanities, on the basis of which the Izmail Regional Humanitarian Hub operates. This successful experience of implementation of pilot projects regarding systemic professional assistance to internally displaced persons in the aspect of crisis intervention was recognized as promising.
