Социологическият анализ на икономическите неравенства: проблеми на методологията

The paper outlines basic elements of the sociological analysis of economic inequalities. The baseline argument of the paper is that economic inequalities are a sociological concept which carries different content in comparison with economic differentiation and heterogeneity of incomes, which in turn are most often perceived as direct proxies of economic inequalities. The theoretical analysis of the concepts of economic differentiation and economic inequality made is focused on their specific interpretation schemes and measurement strategies and methods. The main problematic areas of classic measures of economic differentiation and are outlined including an analysis of most common research findings. The focus on the sociological analysis of economic inequalities (interpreted as status distances between economic roles and resources associated with these roles) includes the principle aspects of this analysis and a comprehensive research program (including concepts and indicators). Some methodological conclusions regarding the interpretations of economic inequalities are made, based on three ISSP surveys (1992, 1999, and 2009). Also based on empirical data some of elements of the outlined research program with regards to Bulgaria are explored: economic differentiation (Gini and extraction ratio), status identification its relationship to subjective social class, etc.

In the light of the official statements made by the capitals of its coastal states, there is probably not a single centimetre of free space left in this sea, to which a claim has not been issued. In some parts of the sea, the claims of three, four of even five states overlap, creating a truly Gordian knot. The significance of the South China Sea causes that if the dispute over the archipelagos is not settled by implementing peaceful methods and means, at the negotiation table, East Asia region is likely to become a potential source of destabilisation and conflict whose size, in respect to the location and the number of parties directly or indirectly engaged in the dispute might turn out to be extremely hazardous.

Health care in Szczecin in the years 1945–1946 in a culminating way illustrating with its ruined landscape sanitary problems of West Pomerania can be taken for a epitome of the post-war overall Pomeranian situation. Both the length of the World War Two and its repercussions were to thoroughly revise many spheres in the life of the inhabitants of Szczecin and Pomerania, including the German population, and finally they brought about a loss of the illusion of living in a little homeland, a ‘back country’ (German: Hinterland), which seemed not to be threatened with an attack of foreign troops. Death of hundreds of thousands of people and the annihilation in the industry, economy and culture of the region and its capital were just a sort of sad accompaniment for the general health of the society in Pomerania of the time.

Similarly to Beldiceanu’s thesis, who claimed, that conversion to Islam on the Balkans was against the interests of the central treasury, as it created exemption from the so-called poll tax (cizye), Pal Fodor argues in the same tone when investigating the religious policy of Ottomans in Hungary. Islamization remained limited owing to several factors beside the mentioned interests of the central treasury. As the territory of Hungary was never totally controlled, the Hungarian nobility was more or less able to tax the serfs from the refuge area and prohibit any relations with the Ottoman authorities (even under the penalty of death). Beside the existence of the condominium, the relatively small number of conquerors (50-100 thousand, beside them many Orthodox – compared to the 850 000 local reaya population), also implied that Islam could not be established among broad layers of society. Forced conversion was against the principle of zimma, but of course minor repressions against Christianity were regular (prohibition of reconstructing ruined churches, insulting priest or kidnapping them for ransom was a good business, etc.). The Ottomans tried to increase the existing opposition between Catholics and Protestants, but in this respect their attempts were mostly futile (although Catholics often claimed, that the success of Protestantism in Hungary is partly the result of the Ottoman support). The puritanism of Calvinist churches and the anti-Habsburg behaviour of Protestants were advantageous for the Ottoman rule. It is true that Catholicism was never treated so well, but even this initial sympathy towards Protestantism disappeared by the 1560s as many Protestants fought against the Ottoman army. Furthermore, the Antitrinitarians wanted a syncretic religion reforming the Islam too instead of accepting it. The Ottoman behaviour soon shifted to neutralism (they even let Catholic monks entering the occupied zone from 1615 on), and religious questions only had relevance, when these could serve political or economic goals. Favouring Orthodox people (establishing churches) was also among the tactics partly because of the family ties of the conquerors. On the whole, the attitude of the Ottomans towards their Hungarian subjects can best be described by the term “religious indifference”. Taking advantage of the constant religious disputes between the various denominations, the main aim of the Ottoman’s “religious” policy was to extort as much money from the local Christians as possible.

The aim of the report is to inform the scientific community about a new, previously unknown and very interesting collection of documents chronologically and thematically related to the recent history of Bulgaria. The archive was created by Todor Hristov Puliev (1837-1913), a successor to and representative of the great Pulievs’ family from Karlovo. After his death the documents were kept by the family of a politician well known in the past Theodor Theodorov, whose granddaughter Nadezhda Teodorova donated the archive to the archive collection of BHA. The report consists of two parts – the author’s text and 13 documents. In the first part the author provides biographical information about Todor Hr. Puliev, presents his donations and the kinship ties of the Pulievs. Then she makes a review of the documents arranging them by type, origin and content. The archive is a treasure trove for researchers of the post-liberation history. Thematically it contains a wealth of data testifying to persons and events, problems of everyday life, business, mentality and culture of the social stratum to which Todor Puliev belonged. This is evident from the documents selected for publication.

When starting economic reform in 1978, China had the socialist countries of Central and Eastern Europe (SCCEE) as an alternative model. From 1978 to 1985 there were frequent contacts between Chinese economists and those with SCCEE background, who were introduced by Chinese economists of old generation (born in 1900s-1920s). The Chinese economists of middle generation (born in 1930s) led the criticism of the SCCEE economic reform in late 1980s, participated by their young assistants (born in 1940s-1950s). After 1989 China lost its interest in SCCEE economic reform, but the economists of middle and young generations who were familiar with SCCEE economic history became the principal consultants of policy-making in 1990s and even policy-makers in 2000s and 2010s. They were trained just in the studies of SCCEE economic theories and practice.

The presented baruthanes give grounds for making the following important conclusions: First, almost all baruthanes were built in the 19th century as gunpowder stores or powder-kegs and have a specific architecture (an exception in this regard is the state factory in Razgrad for the production of refined saltpeter). Second, the spread of these baruthanes follows the policy of decentralization implemented by the Ottoman authorities in the establishment of baruthanes outside the Bulgarian lands. Third, the built baruthanes were most likely related to the securing of gunpowder for the Russian-Turkish wars in the nineteenth century.

The paper reveals the formation of the concept in Bulgaria’s laws in the period 1878–1912, related to the stimulating the settlements in the country. Starting with the Constitution, the author examines some basic laws connected with the implementation of this aim such as the Law on Population of Uninhabited Lands in Bulgaria (1880), the several versions of the Law of Acquisition of Bulgarian Citizenship as well as the legislation connected with the settling of the refugees. Particular groups of laws were targeted to different categories of population abroad with regard to attracting them to the Bulgarian Principality. For the realization of this policy the legislators set out mainly encouraging measures of economic and political nature, with the dominance of those of economic character. The main tendency in reflecting this political concept in the envisaged laws was to gradually expand the opportunities for attracting potential settlers to the country. Nevertheless, there was a marked inconsistency in the implementation of this trend by the government. This was mainly due to the lack of convenience among the ruling circles about the necessity of this type of policy and its enforcement through the existing legislation in the country at that time.
