In this issue our writers present four essays that once again rethink our relationship with Nietzsche’s controversial, later writings. Robert Malka explores the ways in which a story can find its basis in both the self and the world in Nietzsche's works. Gary Shapiro reimagines Nietzsche as a proto-ecologist or prophet of environmentalism. Bradley Kaye mines the strange affinities between Nietzsche and Pelagianism. And finally, Thomas Steinbuch treats us to “Cursing the Curse: Nietzsche on the Machiavellianism of Pity” in the early sections of The Antichrist.

We live in an era of intense turbulence of much disenchantment and bewilderment. Geopolitical tensions are deepening and are transforming international relations. Political tribalism is revealing deep divisions between nations and the political and economic failures of countries are causing mass exoduses from Belarus, Libya, Afghanistan or Venezuela to name a few. The pandemic caused by the SARS-COV2 virus has accentuated these changes, as expressed in the latest Oxfam report (2021) calling it the virus of inequality, where more than 2 million people have lost their lives and hundreds of millions have fallen into poverty, while most of the world's richest people and companies remain the richest on the planet. Their multimillion-dollar wealth has returned to pre-pandemic levels in just nine months, while for the poorest it could take more than a decade to emerge from the impacts of the pandemic (Berkhout, Galasso, Lawson, Rivero Morales & Taneja, 2022).

Finally, the developed thesis leads to the conclusion of increasing consumer participation on the account of state control and supervisory authorities.

INTRODUCTION: ABOUT THE PURPOSE OF THIS VOLUME

The purpose of this volume of PUBLIC POLICY.bg is to draw attention to a topic that is usually considered primarily a matter of history. Thus, Holocaust remembrance is usually debated by historians. The study of this past is often in narrowly specialized academic units of Jewish studies or in Holocaust Studies Centers. Such academic structures exist in many universities around the world. They have long developed an extremely high level of expertise on this historical heritage. Conferences are held, exclusive publications appear in many languages. This autonomous scientific space is being reproduced and developed further. The problem, however, is that it remains relatively encapsulated and isolated within the narrow boundaries of experts on the subject. It can be said that the first problem that caused us to dedicate this issue of the Holocaust Remembrance Policy journal was the need to draw attention to the interdisciplinary nature of these studies and highlight the importance of horizontal links between different scientific fields in them.

The main idea of the article is that the Marxist-Leninist aesthetics in its extreme and dogmatic variant, shared by academic Todor Pavlov, leads to theoretical disorganization not only in the field of aesthetics but in the general artistic field as well. This happens because the treatment of aesthetics simply as an ideological and political norm system inevitably leads to the disappearance of art as anything other but ideology and politics. The article examines an extremely dangerous dogmatic reduction that does huge harm on the ever-present diversity of art. By means of this reduction dogmatism through its political and ideological concepts is even capable of destroying art. Dogmatism ideologically mystifies art, thus in fact obliterating it.

Ransomware as a security threat – social and criminal legislation aspects

This article focuses on the analysis of social and criminal aspects of the phenomenon of ransomware-malware abuse. The authors’ basic hypothesis is that the optimal mechanisms in terms of security and Criminal Code protection against this specific form of attacks on computer systems and data stored therein are still underdeveloped. The review of scientific and professional literature and the use of legal-dogmatic and normative methods by various authors have shown that crime related to the use of ransomware- malware has a potential to seriously endanger certain segments of modern society - economy, sensitive personal data, national and supranational critical infrastructure. The authors have also noted the shortcomings of currently available legal solutions. The authors conclude that it is necessary to conduct tailored educations of computer system users and also to undertake appropriate activities for the purpose of improving security culture. The authors additionally present concrete proposals for improving the legal framework for criminal legislation.

The research summarizes estimation of the experience rate of loneliness and life satisfaction in a sample of individual cases of older adults – users of social services. The empirical analysis shows significant negative correlation between loneliness and satisfaction variables. It can be concluded that interventions for supporting the quality of personal contacts and profound intimacy are much more essential in the gerontological social work from those interventions that focus on expanding, diversifying and growth of relationships in a quantitative aspect. The utilized research tools can be applied in practical social work for differential assessment of the rate of life satisfaction and social functioning. This way in the individual assessment it is possible to be distinguished areas of stability and satisfaction from those with unsatisfied needs, deficiency and dysfunctioning.

Main precondition for effective implementation of vocational guidance and counseling activities is the professionalism of the specialists working within the system for handling adolescents in conflict with the law. Such attempts in Bulgaria are rather occasional than systematic, with no overall vision and strategy. The paper discusses results from a representative survey, conducted among secretaries and public educators from the Local Commissions on Juvenile Delinquency. On this basis specific recommendations are presented, outlining both difficulties and perspectives.

The article presents field research in the small town of Rakitovo, in which the Roma population is significant part of its inhabitants who are living in two neighborhoods.Based on the framework program for integration of minorities in the country this article presents an overview of the municipal educational strategy for desegregation. It is shown the activity of the Roma Foundation "Future". The aim of the study was to determine the cause stimulating Roma students to attend the community center library. Through methods of observation, comparison and interviews it is traced the activity of library Roma users. The results of the study indicate that the ethnically mixed schools, foreign example, increased requirements, migration of parents and the small number of children in the family are crucial for the development of Roma students. Community Center Library is the link between the Roma neighborhood and educational institutions. It provides an environment conducive for socialization of minorities.

The article presents the results of a study of students' perceptions of the online courses' quality in response to the changes accompanying the COVID-19pandemic and the need to make the transition from face-to-face to distance learning in higher education. This article aims to survey the pedagogy students’ perceptions– these future pre-school and primary school teachers towards the quality of online courses “Didactics of human – society and human – nature”, “Inclusive education” and “Ecological education” during the COVID-19 pandemic. The survey was conducted with 107 future teachers at Veliko Tarnovo University “St. St. Cyril and Methodius” – Vratsa Branch in June after the completion of the online courses in the summer semester during the academic year 2020/2021. The data collection tool is a structured questionnaire developed by A. Young and C. Norgard with closed ended items used in this survey in an adapted version and provided to respondents via an access link. In general, the results of the survey show that students have positive perceptions about the quality of online courses. However, they need to be encouraged to be active participants in each of the online courses, including by engaging in online discussions, other proactive interactions as well as performing a variety of assessment tasks, recognizing the importance of goals. Regardless of the outcome of the crisis caused by the COVID-19 pandemic, efforts towards the quality of online courses and the corresponding perceptions of students will therefore continue to be the focus, as changes in the learning environment become more sustainable and the future of higher education should adapt to these changes.

Reflective thinking paradigm contains a set of trainings based on the pattern of mental tools and it helps its users to be able to present the educational materials in a framework that embraces the nature of thinking, various learning activities and the learning based on reflective, creative and critical forms of thinking. Reviewing of the related literature shows that most of the challenges are due to learning and learning-related factors. Accordingly, the present study examines the thinking level of senior postgraduate engineering students of Shahre-Rey University. For this purpose, the Reflective Thinking Questionnaire (RTQ)developed by Kember et al. (2000) was used. TOPSIS method was used to evaluate the thinking level of the subjects. The results showed that habitual action, which is one of the skills of reflective thinking, is ranked first and perception is ranked last, which means that the senior postgraduate engineering students learn superficially. It is suggested to ask professors and teachers to hold classes that train reflective thinking skills, so that they can be a good and appropriate model of using reflective thinking skills for their students. So that students can improve their thinking levels and succeed in their math problems solving and these learners have good academic progress.

Setting off from the origins and main historical-sociological theories of human dignity, this article centers on the importance of acknowledging and respecting the rights of some of the most affected categories of vulnerable groups today,namely: people with disabilities, refugees, and the elderly. Dignity, perceived as the main ethical value and source of any human right, has crystallized in the social and collective thinking of recent generations, becoming a „reminder” of responsibility for each state. In this context, this article brings to the fore both the issue of human vulnerability and suffering, as well as the need to reconsider the attitude towards caring relationships for these categories of people.
