Summary/Abstract: Leadership behavior of managers has the potential for more effective management of teams and organizations. The focus of the article is the question of whether the model of expert leadership can be applied in public administration. The framework of competencies of managers in the Bulgarian civil service has been updated by introducing the leadership behavior in managerial competence. In the article we will examine what the normative change in the model of competencies consists of.
