Summary/Abstract: Main precondition for effective implementation of vocational guidance and counseling activities is the professionalism of the specialists working within the system for handling adolescents in conflict with the law. Such attempts in Bulgaria are rather occasional than systematic, with no overall vision and strategy. The paper discusses results from a representative survey, conducted among secretaries and public educators from the Local Commissions on Juvenile Delinquency. On this basis specific recommendations are presented, outlining both difficulties and perspectives.
