The work analyzes the current state the higher education financing in Ukraine. On the basis of the Treasury system financing higher education detailed analysis, it is possible to highlight the weaknesses and shortcomings of this funding mechanism. In order to review the current state of the higher education financing and directions of its improvement, this paper discovers the mechanism of the Treasury's funding for the higher education, its advantages and disadvantages.Nowadays, the higher educational institutions look for the alternative funding sources therefore, the research was conducted. Due to analysis, one may clearly see that the most common practices usually attract financial aid for the universities. The alternative methods of financing the higher education in Ukraine are offered as a result, there are various possible activities for domestic higher education to reach the desired goals. In addition, all the types of the state financial support were considered the international practices of the private funding became the core theoretical background for the research. On the basis of the obtained results, there are several recommendations to give for the improvement of the financial support of the Ukrainian higher education as well as the promotion of the scientific research activities of the University.

Any attempt to make a research on our society’s command economy in its various fields can help our management develop analytical approach and implement a liberal economy type.The important observations are:At the end of the 20s New Economic Policy (NEP,) that was characterized by its liberal management of economic processes and some elements of marketing economy, was replaced by command economy with its directive and voluntaristic approach and noneconomic methods of national economy management.Later in the 30s for a long period the economy of the Soviet Union went back to the policy of “military communism” which was based on the regression of commodity-money relations, dry administration and compulsion. “Great Leap” in heavy industry during the years of industrialization caused serious disruption, disorganization and considerable complications in the economic development, including railway transport and other areas of national economy.

DIGITAL DOCUMENTARY EDITING OF ST PATRICK’S EPISTLES. LINKING THE MANUSCRIPT WITNESSES TO THE CANONICAL TEXT

St Patrick of Ireland, the fifth-century missionary and bishop, wrote two epistles which are commonly referred to as Confessio and Epistola ad milites Corotici. These two texts survive in seven medieval manuscript witnesses which were copied centuries after Patrick’s time. This article discusses digital transcriptions of these manuscript witnesses. The transcriptions were encoded using the encoding standard of the Text Encoding Initiative (TEI) following a documentary editing approach. The transcriptions will be the core of a new digital documentary edition. This edition is meant to be a research tool for the exploration of the medieval documents, but at the same time it is a mediator between the manuscript witnesses and existing text-critical editions and translations of the texts. This mediator function is achieved by including markers of lines and chapter of a canonical edition and links to an existing text-critical edition online. In the final section a few examples will briefly be look at that illustrate what kind of analysis will be possible and what visual presentations of the transcriptions will be incorporated in the new edition.

The aim of the present study is to create the profile of persons who have become aware of their need to have a specific tool to move intelligently in an urban space. The research is conducted within the frame of smart cities literature and approaches cities from the perspective of the presence of Information and Communication Technologies in all areas of social, economic and political life. In this context, smart people are considered to be persons who use the advantages of technology to obtain information-knowledge and are capable to identify the need of a smart tool to assist them in various domains. A concept map is created that is interpreted as a tool to measure the physical and virtual presence of senior undergraduate students in Economic Informatics in places significant for academic information and knowledge transfer. When one talks about “digital art” there are a great number of very different manifestations that could potentially fall into this category. One of the first things to keep in mind is the fact that as a term “digital art” does not refer to any particular style or aesthetic, thus the great variety. Much rather it is a medium through which artists choose to present their ideas. However as with all things digital, this can take on a lot of different facets, the digital turn has provided not only the opportunity for art archival and dissemination, but also as an extensive creative tool whose only limit lies in the imagination and/or technical skill of the author. To put it simply, digital art can range from works created entirely with the use of a computer and software, to alteration done with the help of the digital medium. It can include appropriation of other classical works that receive new life and meaning through this approach.

nțeles în sens larg, fără pretenția unor redefiniri sau reinterpretări teoretice, postmodernismul a avut în spațiul cultural românesc manifestări vizibile mai ales în domeniul literar, muzical ori al artelor vizuale. În ceea ce privește cercetarea științifică din domeniul umanioarelor, puțini au fost cei care au avut vocația sau curajul de a fi contemporani-cu-epoca-lor în stil dar și în conținut. Cu alte cuvinte, cercetarea științifică românească a rămas cantonată în vechile tipare metodologice, tematice și stilistice, păstrând „toți nasturii închiși la cămașă” și constrângerea unei cravate deja demult demodate, purtate pe post de marcă a seriozității academice. Cu toate acestea, câțiva cercetători cu o deschidere interdisciplinară mai amplă – asemenea unor temerari experimentatori ai „stilului neastâmpărat” în cercetare sau a unora care știu-să-se-joace-serios și să facă din actul lecturii academice o plăcere nu numai pentru creier, dar și pentru urechi sau ochi, cum sunt (pentru a intra în logica lui Trei ) clujeanul François Bréda, sibianul Gheorghe Manolache ori bucureșteanul Bogdan Ghiu – au abordat subiecte marginale ori metisate într-o scriitură cu certe valori estetice, nefăcând rabat, în același timp, de la rigorile științifice. Importantă pentru acești cercetători a fost realizarea unor texte polivalente, structurate pe mai multe paliere de înțelegere, cu trimiteri mereu subversive „pour les connaisseurs”, dar care, nu în ultimul rând, trebuie să producă plăcere. De cele mai multe ori, tehnica (de codare) folosită pentru lansarea mesajului ideatic apelează la: jocuri de cuvinte, întreruperi, pauze, puncte de suspensie, paranteze, slashuri, sublinieri, ruperi de ritm, fragmente, aluzii, linkuri, travestiuri, mixaje, combinații neașteptate ori kitschuri de toate felurile (de limbaj, bibliografic, tematic, discursiv etc.).

In the article are researched peculiarities of mass celebrations setting in 60-80's of the XX century in Kyiv. There is established that mass celebrations in Kyiv had mainly state and official character of the period. In this regard the setting of celebrations (posters, banners, portraits, stands, musical accompaniment and theatrical performance) subordinated to the ideological content and had propagandistic trend.The article outlines that the Soviet past of Ukraine further largely continues to define our mentality, mode of life, pattern of behavior in society. One of those Soviet "remnants" in Ukrainian society is some mass celebrations. It is states that in general the phenomenon of mass celebrations is an important part of social and cultural realities of our time and used as a communication technology, as a method of consolidation of various communities and way of broadcasting a variety of social ideas.The aim of the article is the study of specific setting of mass celebrations in Kyiv during Soviet period in 60-80 years of the XX century.The most developed in domestic scientific researches is ethno-cultural aspect of holiday phenomenon (V. Borysenko, M. Havryluk, M. Zakovych, S. Zubkov, O. Kurochkin, P. Sokolov, I. Sukhanov). Holiday as a social phenomenon studied Y. Belousov, D. Genkin, K. Zhyhulskyy, A. Mazaev, E. Kaverina, A. Nekrylova, O. Nemyro, A. Piotrowski, V. Propp, S. Turin, D. Uhrynovych, N. Hrenov, O. Shcherbynin, and L. Shumikhina. Specificity of holiday as a symbolic form of culture reveals O. Popravko. In scientific studies of T. Gayevska and J. Slutskaya holidays analyzed as a part of Soviet culture. Some aspects of mass celebrations setting in Eastern Ukraine in the 60's and 80's of the XX century studied O. Penkova.At the beginning the article proved that mass celebrations played an important role in Soviet culture. Besides the entertainment function they had ideological significance. Soviet ideologists V. Lenin, N. Krupska, A. Lunacharsky and others emphasized the importance of consolidation official and national celebrations as a part of cultural state development and ideological activities. Since the early 60's of the XX century began a new stage in the development of mass celebrations, which were caused by profound political changes in the Soviet Union after the 20th Congress of the Communist Party. According to the O. Penkova’s research in this period, "the state returns to human beings at the first time". However, mass celebrations in the USSR kept its state and political character. The state established official holidays and was trying to turn them into public tradition. According to the Decree of the USSR Supreme Soviet "About the holidays and memorable dates" from the 1st of October 1980 to the category of nationwide celebrations were included the anniversary of the October Revolution – on 7–8 November, V. Lenin's Birthday – on 22 April, International Day of Worker's Solidarity (Labour Day) – on 1–2 May, Victory Day of the Soviet people in the Great Patriotic War of 1941–1945 – on 9 May, USSR Constitution Day – on 7 October, National Day of the Union of Soviet Socialist Republics – on 30 December, Day of the Soviet Army and Navy – on 23 February, International Women's Day – on 8 March.Then the article passes to the statement that the state established official holidays and was trying to turn them into public tradition. The special feature of these key holidays was a clear organization that carried out by apparatus structures of the Communist Party. Commissions were engaged in preparation for the holiday, which were created in all steps of the party vertical. The trade unions, The Young Communist League (komsomol), the administrations of enterprises and institutions also carried out decisions of the party apparatus. The basic forms of the mass celebrations were meetings and demonstrations during the 60-80's of the XX century in Kyiv. Together with parades of various kinds (military, sports, etc.) they were the main forms of expression festive aesthetics of the Soviet era. Involvement to the celebration of state holidays began with early childhood. The main form of mass state holidays in Kyiv were demonstrations of workers that took place on the 7th of November and the 1st of May. The celebration of the 1500th anniversary of Kyiv in 1982 became a significant mass celebration in Kyiv in the Soviet period as well.In the conclusions is revealed that setting of mass celebrations is closely associated with ideological content of the Soviet period (the 60-70's of the XX century). In Kyiv such mass celebrations as Victory Day, May Day, Day of the October Revolution and others necessarily were held in the form of meetings and demonstrations. At the time of the events constantly were used state symbols, portraits of leaders and senior communist party leaders, Heroes of the Great Patriotic War and the Socialist Labor. In order to ensure solemnity and emotionality in the setting of mass celebrations were applied large stands depicting the Kyiv emblem or symbols of Kyiv enterprises. Banners with slogans, posters, music of patriotic character, elements of theatrical performances involving athletics and choreographic groups were also widely used.

The first part of the text reconstructs the key elements of Birmingham school theory of culture in the context of Gramsci’s conception of hegemonic power. the second part of the text focuses on applying the above mentioned interpretative tools to the selected case study – events which took place in Krakowskie Przedmieście after the Smolensk plane crash. The main purpose is to show how “the cross conflict” can be understood as a routine hegemonic practice. I will focus on: the role of the Polish Catholic Church in constructing hegemonic power; defenders of the cross as a counter‐hegemonic resource; “the cross conflict” in the context of other “culture wars” which took place in Poland; the role of religion as a way of constructing resistance in symbolic realm.

Paradygmat emancypacyjny? O możliwym nowym zwrocie politycznym w polskim kulturoznawstwie inspirowanym tradycją CCCS

The intellectual tradition of the “Birmingham school” is without a doubt one of the fundamental ingredients of Polish cultural studies. Nevertheless, it had been inscribed into the Polish leg of this complex discipline in a very specific, sometimes distorted manner. This text explores the political dimension of cultural studies and their potential as a useful critical approach in the epoch of neoliberal hegemony. In spite of the fact that British cultural studies of the CCCS (Centre of Contemporary Cultural Studies) tradition and Polish academic approaches to modern culture had developed in very different political and social conditions and there had been very few, if any, direct interactions between them, they share many ideas. Today, the depoliticisation of Polish humanities, although not overwhelming, is remarkable. In the time of a multilayered crisis, researching culture should not be devoted only to the “politics of pleasure” but also to the relation between the contemporary politics, economics and culture in general. In this essay, the author proposes one of the potential ways of exit from this problematic situation which is based on juxtaposing and re‐examining the scientific and political heritage of the cultural studies, some elements of Polish anthropology, Marxism and their postmodern reinterpretations. It takes form of an open framework, the “emancipatory paradigm”. New look at the CCCS tradition is proposed as a tool that enables the recapturing of crucial elements of political critique such as class analysis which has been almost abandoned by the practitioners of Polish cultural studies due to its historical burden generated by the vulgarised Marxism under the communist regime.

The article deals with marketing strategies of films and cinemas in Berlin during the first years after World War II. The author analyses diverse visual presence in the ruined city. Special attention is paid to questions concerning the political situation (Berlin as an occupied and divided city) as well as the demographic situation. Given the huge surplus of women in the German population after 1945, cinema audiences reflected this fact very precisely – seeing as the cinema was one of the few leisure time activities in those years.

Docudrama or semi‐documentary series are television programs that imitate documentary style and form while depicting fiction and using actors. They appeared in Poland in 2010 and were produced for and featured on the most popular Polish mainstream television channels, Polsat and TVN. Three years later their popularity has yet to peak. The success of the semi‐documentary series can be seen as a response to the economic and, perhaps, cultural crises of recent times. They certainly satisfy a particular need within many viewers for easy entertainment that is sensational and engaging yet lightweight and undemanding. While the genre’s lack of sophistication and its audience’s facile appreciation may draw criticism, they have attracted much attention beyond their first instance popularity, instigating various vlogs, parody videos on YouTube, Facebook fanpages and other instances of media and interaction. This paper will look at the causes underlying this recent cultural phenomenon and consider the extent of its reach.

Taboo issue of the public sphere, understood as the “inarticulate” prohibition of the reflection of fundamental foundations of social discourse itself, is one of the principal elements that prevent conclusive analysis of the mechanisms of power in the symbolic space. FEMINIST RHETORIC IN BARACK OBAMA AND HILLARY CLINTON’S DISCOURSE

November 8, 2016, marked the beginning of a new era in the American political setting. The Obama era was known as a period of great opening, minority-friendly approach and liberal vision. Of the two candidates that were running for office in 2016, Hillary Clinton seemed to have the most similar approach to the now former president of the USA, Barack Obama;Clinton was framed as the de facto carrier and enforcer of Obama’s legacy. Feminist approaches are not gender-determined; Obama himself has made a mark as a feminist leader. Clinton ran for the highest office as a pioneer of women’s representation in politics. The aim of this paper is to discover the similarities between Obama’s discursive style and Hillary’s approach. Through critical discourse analysis, we launch this research in order to emphasize gender negotiations, in terms of both content and style.
