A Guidance Based Approach for Enhancing the e-Government Interoperability

Developing e-Government interoperability in the government context is a complex task. As interoperability in government context is associated and hindered by many challenges and barriers connected to government nature of complexity. Interoperability is generally defined as the ability for two (or more) systems to exchange information and to use the information that has been exchanged. In this paper, we focus on computing systems interoperability across government ministries to achieve interoperable e-Government IT based solutions. In order to achieve e-Government interoperability in an organised and efficient way, this paper establishes a guidance-based approach for enhancing the e-Government Interoperability. This contribution is motivated by the limitations of the traditional software engineering methodologies in terms of analysis, design and development frameworks to a point that they can hardly cope with the growing issues of e-Government services interoperability.

Několik poznámek k systémům hodnocení soudobé evropské veřejné správy

There are two principal systems of the public administration execution in the European Administrative Space: European continental and Anglo-Saxon conceptions. More than thirty European countries belong to the continental conception. These countries differ in the comparison among others what concerns their traditions as well as their historical development. Taking these facts into account the continental conception could be divided into three or four subsytems mentioned in this conception.What concerns the European Administrative Space development the Treaty of Rome para-graphs about the European Economic Community since year 1957 represents its basis. Its performance was specified in the greater detail by several European Communities legal standards (acquis communaitaire), first of all by the Single European Act since year 1987 and by the Maastricht Treaty valid since the 1st November 1993 on the basis of it the European Union was set up. Some legal aspects of the European Union activities are mentioned in this article.

The aim of the article is to characterize the activities undertaken by the provincial government of Warmia and Masuria within the framework of active social policy for the benefit of people at risk of social exclusion. Basing on the available statistics, the article presents some activities in the field of social and professional reintegration which were carried out in social integration centres, clubs, and social cooperatives. It attempts to show how effective these actions are when measured by the index of people’s economic independence. The statistics show that the institutional activities into social employment bring results, although they are not impressive.

Legislative public policy in Lithuania is a specific area of state activity, where the reasons for the purpose of lawmaking and change are analyzed. Also decisions are made to improve the drafting of laws and the accompanying legislation, to increase the efficiency of legal regulation, and the legislative measures try to solve social problems. However, the formation of legislative provisions in the field of public policy and administration of its implementation in Lithuania is characterized not only by links, but also by large gaps between these phenomena, because of the linkup and confrontation between different interests. And this is perfectly understandable, because public policy is based on a utility and law is a paradigm of justice. That is why politicians use the legislative powers in the context of todayʼs reality, having a multiplicity of interests, not only duplicates by his behaviour, but sometimes also focuses on a larger scale of social roles. A politician, who at the same time is a legislative subject, focuses not only on the electorate, but also on the political interests of the political party, and the protected economic interests of business representatives. Finally, he has some personal interests in his presence in power. As the dysfunctional legislative practice shows, there are also cases where the main goal of the politician is not justice, but the desire to gain as much populist popularity as possible, in the hope that all the ways are good: disregard for laws, nihilistic thinking that eliminates the sense of reality and delete the boundaries of differences between illusion and reality.

The disposition principle is found illo tempore, enshrined in civil procedural rules. At the same time, through its content this principle evokes the prerogatives of private law subjects to exercise an option for a certain legal conduct. In concreto, the disposition principle is transposed into the rules of private law, exempli gratia, in the field of company law and insolvency law. Being transposed into these regulations and thus responding to the challenges launched in the area of private law, we plead for the disposition principle to be acknowledged as a principle of substantive law.

Motivation is an inner force that drives a man to satisfy his needs and goals. During the process of motivating, every person needs to be well acquainted, because motivating is not only knowledge, but also a skill. Motivation is very important in all spheres of life, and also at work when we need to motivatie employees. It is often not easy to motivate employees in the right way. Motivated workers are working harder and settingbetter goals. The key to successful motivation is to get to know employees and their motivational factors.In organizations, motivation is often more important than strategically set goals and plans expressed in numbers, and managers and leaders have a task to recognize this. It is not easy for a leader of a team to easily motivate team members. They say that motivation lasts 3 to 5 days on average, so we ourselves conclude thatwe should be motivated more often. Everything is fine as long as someone is there to motivate us, and even better if we are strong enough to motivate ourselves. People these days are often motivated by money, while professional motivation is based on the need for learning, self-esteem, gaining status. A small number of managers realize the importance of motivation as a key element in raising productivity and efficiency, andthink that it is enough for the team members to set the goal.

Transformation of official mutual relations of public servants is subject to some regularities in legal provisions. Differentiation of subjects appropriate to take some acts in law is noticeable, but there is also a possibility of making a classification of some changes. In the article, the content of the officers’ service relationship was analysed basing on legislation concerning selected uniformed services. It allowed specifying the typical and characteristic forms of transforming the service relationship and the premises on which the changes are based as well as indicating that a typical phenomenon is terminological convergence. A supplement to the considerations is presentation of basic concepts, such as an officer, service, nomination, appointment or a business relationship.

This paper offers an analysis of a draft bill on Public Documents together with implementing acts. It focuses, in particular, on the key regulations concerning the list of public documents and their classification, on the process of document specimen design as well as on the exclusivity granted to the producer of blank forms of documents of the first category, examining the impact of the analysed regulations on the system of public document security. The analysis leads to a conclusion that the draft bill has some essential drawbacks which may make the law in question inconsistent with EU law and reduce the level of public document security. These drawbacks have been identified and appropriate corrections have been suggested.

The post-Soviet region is inhabited by communities using a high number of languages anddialects. This linguistic mosaic has been formed for millennia. Very often it turned out to be a factorseriously influencing the development of the geopolitical situation in this part of the globe. The post-Soviet region remains a space where language issues are still challenging and very sensitive.In large measure, traditional problems became more complicated during the period of the regionalexpansion of the Russian language in the nineteenth and twentieth centuries. Nowadays, states in theregion try to create more or less autonomous language policies, sometimes calculated on relieving andsometimes on fueling socio-political conflicts. Language policies often turn out to be the instrument bywhich players in the region are trying to diminish or increase the gap in mutual relations. Additionally,political solutions applied to language issues often serve as a kind of argument in the axiological rivalrybetween communities living in the area of the former USSR. The paper aims to analyze some selected aspects of these policies. It also tries to characterize ingeneral their rhetorical qualities and argumentative potential.

The influence of demographic indicators on corruption perception in Slovenia

The attitude to corruption and the perception of it (as well as the acceptance or rejection of corruption) depends largely on the customs and traditions in a particular country, with the causes of corruption deriving from the political, economic, social conditions of a particular country and from the historical development, customs and culture. However, the demographic indicators must not be ignored. The existing researches thus show that the perception of corruption, at least to some extent, depends on gender (women are supposedly less corrupt and perceive corruption more; age and education). For the purpose of this article, the influence of demographic indicators (gender, age) on the perception of corruption in Slovenia was researched. The results were compared with the already known researches and it was determined that there are no statistically significant differences in the perception of corruption with regard to gender and age, which shows that Slovenia, in view of the specifics of the corruption perception (although the corruption perception is high in Slovenia), differs from other countries in which researches took place.

The text describes main US missile defence efforts in the first years of D. Trump’s administration. The analysis of current aspects of BMD (Ballistic Missile Defence) deployments is enhanced by probability analysis examining missile defence reliability. Donald Trump took office in the time of increased military competition between the West and Russia and a dangerous regional crisis related to North Korean nuclear arsenal and its ballistic tests. BMD appeared to bring additional chances to US deterrence options in regional scale, allowing more successful first strike or active defence posture. Notably, D. Trump’s administration managed to raise defence expenditures including BMD spending.

Revision of Japan’s Foreign Policy After Donald Trump’s Electoral Victory

The article analyzes the process of modification of Japan’s foreign policy after Donald Trump’s election as US president. As short- and middle-range aims of Japan’s diplomatic strategy were outlined with expectation of victory of Hillary Clinton, Tokyo was forced to abruptly change its policy. Re¬lying on the neoclassical realist theory, the article examines the complex interaction between the external factors, such as security threats from North Korea or China, and domestic factors both in Japan and the US, that is personal, institutional, societal and economic determinants. It is argued that while it was strategic convergence between Tokyo and Washington that enabled relatively smooth cooperation between Prime Minister Abe and President Trump, internal factors, such as right-wing credentials of both decision makers, distorted and to some extent facilitated this process.

Relations Between Singapore and the People’s Republic of China in the Light of Donald Trump’s New Southeast Asia Policy

The aim of the article is to analyze the relationship between Singapore and the People’s Republic of China in the light of the current policy of the President of the United States Donald Trump. The point of reference for the presented analysis is the foreign policy of the former President Barack Obama, based on the strategy known as “pivot to Asia” – the strategic turnabout of the United States to the Asia-Pacific region. One of its main objectives was the signing of a multilateral agreement on the establishment of a free trade zone, the Trans-Pacific Partnership (TPP), bringing together 12 countries. The main subject of the present analysis is to examine the impact of Donald Trump’s decision of January 2017 to withdraw from the TPP trade agreement on the relations between the remaining signatories of the agreement, as well as to examine Beijing’s actions, which may seek to increase its sphere of influence in Asia through the breakdown of TPP. The main part of the research is focused on the triangle politics concept in international politics, which will include China, Singapore and the United States. Besides the two largest economic powers, Singapore is included because of its membership in the TPP and ASEAN, and due to its strong economy and its population (predominantly) of Chinese origin it can be viewed as the “fifth column” or may otherwise play a role in the Greater China concept.

The proper functioning of local-government administration means not only improving legal and organisational solutions, but mainly officials abiding by ethical principles. Therefore, an important role in the process is played by the ethical standards of good administration referred to in the European Code of Good Administrative Behaviour. The principles apply to the assessment of the operation of public administration. They reflect the duties of the administration towards the citizens. The purpose of this paper is to assess the importance of the principles of ethics as a factor conditioning the efficient operation of local government administration. The questionnaire research carried out among local government staff and their stakeholders enabled the identification of the most frequent irregularities in the work of the officials and indicates the importance of the principles of ethics in the process of eliminating irregularities.
