The article describes innovative projects from social policy area as a case study with regard to the one of Polish higher educational institutions (HEIs). In the years 2008-2015 Janusz Korczak Pedagogical University implemented 80 projects for a total amount of 100 mln PLN. Several of them had innovative and/or international character. The recent experience of Janusz Korczak Pedagogical University shows that many academic centers can initiate and implement a lot of novel projects. However, these efforts relates to certain organizational or managerial issues and, as a result, entail the need to change and reorganize the structure of educational institutions. Generally, the evolving role of universities as a creator and coordinator of innovations should give a fundamental impact on researches, teaching, didactics or publishing. There are obvious purposes which effect the development of higher-education institutions which have to social and practical application. The largest weakness in implementation of innovation is lack of contact with entrepreneurs, employer and not appropriate level of commercialization of innovative projects results.

The article concerns importance of freedom of speech in the public debate. It is one of the most important and fundamental conditions for the development of democracy and building of civil society. This is a liberty that requires responsibility for what is said. It may cause plenty of damage when lies are resorted to as a method of attaining goals at any cost. Such instances destroy the truth in its capacity of an extremely important value in public life. Fight for the truth takes courage. From its earliest days to the contemporary times, the history of the Polish state provides an excellent example of the significance of freedom of speech, attempts at its curtailment until complete abolition, and grappling with lies used as a tool for propaganda and manipulation.

Now 76 million migrants live in Europe. Although migrations are not a new phenomenon for Europeans, their growing scale causes the increase in fear among most societies in our continent. Those fears are also present among the Poles and a growing protest particularly against the relocation of refugees leads to the fact that our attitude towards foreigners has been constantly monitored by CBOS. Migration flows can have a significant impact on a local community both demographically and economically, socially or culturally. The objective of this article is to point out important threats which according to the author are brought about by external migrations and the assessment of their influence on the safety of local communities.

The article contains a fragment of research on the destructive impact of designer drugs (narcotic substances) on the security of local communities. The survey was conducted in three cities: Poznań, Jarocin and Piotrków Trybunalski on two groups of respondents: students and high school students. 417 people participated in the survey. The article describes the most characteristic types of designer drugs existing on the Polish market. The main theses around which the narrative is concerned are: the phenomenon of designer drugs is dangerous, it develops extremely dynamically and has destructive effects on the security of local communities. Only complementary and coordinated countermeasures (legal, operational police, school and college education, raising awareness at home, advertising campaigns informing about the harmfulness of using these supplements) can effectively counteract this negative phenomenon. The article discusses the methodological aspects of the research, it characterises the most popular types of designer drugs, the results of the scientific studies are presented in the charts, the results have been commented extensively, the concept of the fight against the phenomenon of designer drugs is proposed to increase the security of the local communities.

The aim of the paper is to describe the facts of the action of volunteer recruitment process to the Territorial Defense Forces in Poland. The article presents the general description and principles of the functioning of territorial military service as a new, non-realized form. The research includes references to the main legislative acts regulating the discussed issues. In addition, the publication also contains an attempt to justify the positive aspects of creating Territorial Defense Force in the light of the changing external threats to the state and changing geopolitical situation. In the article an analysis of the implemented changes aimed at supplementing the operational capabilities of the operational troops and the integration of the Territorial Defense Force with the public administration bodies responsible for state security has been included. This process has a direct impact on the local security, both in terms of counteracting military and non-military threats, with a number of undefined threats in mind.

It also contains personal experiences related to work in the system of rescue as well as evaluates it with reference to the available literature. The directive 95/46 functioning for a long time shows that the personal data protection law in EU needs to change. Elaboration of the new act took four years. The general data protection regulation act is a compromise between all member states who till now had more freedom to regulate this area (Regulation 2016/679). There is a hope that the new regulation will help to increase awareness of citizens. In the new document more emphasis is put on a guarantee of much more protection to personal data subject. Therefore it introduces for example the right to be forgotten or scope of information obligation much wider than now.

The article proposes the use of strategic thinking at the local level of security. It is offering a different kind of approach to strategy than used at the government level. The model is based on the concentration of attention on the microenvironment and the potential and competencies of the local entity. In the first sequence takes into account local specificities, which generates controllable risks. Factors imposed centrally are the background of such analyzes as uncontrollable threats. This strategy allows to take into account the real local risks, opportunities and potential without waiting for outside support.

The main objective of this article is to provide a multi-faceted and spatially-sensitive reflection on sex work. Taking as a point of departure subversive feminist politics on the one hand and the much contingent notion of citizenship on the other, I intend to present various forms of prostitution as potentially positive and empowering modes of sexual and emotional auto-creation. Informed by the leading research of the subject, as well as inspired and educated by Australia-based Dr Elizabeth Smith from La Trobe University in Melbourne, who had researched and presented female sex workers as self-caring and subversive subjects who make own choices and derive satisfaction from their occupation, I wish to seek academic justice for all those women (and men or trans people, for that matter) in the sex industry who feel stigmatized by political pressure and ultra-feminist circles across Europe. Translating Dr Smith’s significant research into European (and Polish) social realities would be a valuable contribution to the local discussions on gender and sexuality, and axes they intersect with. More importantly, however, a framework of a conceptual interdisciplinary approach needs to be adopted—one in which a specific queer form of lesbian feminist reflection is combined with human geography, both of which have much to offer to various strands of sociological theory and practice. Therefore, as a queer lesbian scholar based in Poland, I would like to diverge a bit from my usual topic in order to pay an academic and activist tribute to the much neglected strand of sociology of sex work. However, my multi-faceted and interdisciplinary academic activity allows me to combine the matter in question with the field of lesbian studies. Both a female sex worker and a lesbian have been culturally positioned through the lens of what so-called femininity is, without a possibility to establish control over their own subjectivities. Hence, on the one hand the article is going to be an academic re-interpretation of sex work as such, but on the other, methodological possibilities of acknowledging and researching lesbian sex workers will be additionally considered with special attention to feminist epistemologies and praxis. While a sensitivity to a given locality is of utmost importance when dealing with gender and sexuality issues, I would like to suggest a somewhat overall approach to investigating both female empowerment through sex work and lesbian studies inclusive of sex workers. Importantly, the more common understandings of the sex industry need to be de-constructed in order for a diversity of transgressive discourses to emerge.

The paper analyses women’s representation at the local level in Slovakia, or at the level of all (almost three thousand) Slovak municipalities, respectively. We focus on determinants of women’s descriptive representation in mayoral offices and how various factors (socioeconomic, cultural, or political) affect women’s political representation at this level. The main findings of the paper are that education or cultural factors (Catholicism and share of the population with Hungarian nationality) had only very limited effect on women’s representation, in contrast to the much stronger negative effect of the municipality size, which significantly decreased number of women in the position of Slovak mayors. However, we show that the strongest effect on women’s chances to be elected to the position of the mayor is whether women held mayoral post in a given municipality in a previous electoral term. This factor strongly favours women in following mayoral elections and at the same time it explained almost all variance in the dependent variable.

Public administration minimizes or eliminates threats affecting the security level. Crisis management activities are described in the Act on Crisis Management, which defines in the area of crisis management: competent authorities, their tasks and rules of operation, planning documents and financing of activities. The county self-government has its own and commissioned tasks of above communal nature, related to the removal of direct threats to public safety and order, defense, flood protection, including equipment and maintenance of the county flood prevention and fire protection and prevention of other extraordinary threats to human life and health and the environment. The cooperation of public administration within the framework of fusion on the county level has an impact on the efficiency of managing the security system organized at this level.

The article is concerned with the concept of sustainable development treated as an essential mechanism of security culture. The author emphasizes how important it is for the implementation of the concept to be inspired from the bottom up in the social aspect of local communities. Today, the sense of community seems to stand in opposition to the institutionalized civil society. A developmental project, in order to result in some degree of balance, should take into consideration such components of security culture as support for the poor, security of existence for future generations or a transparent delineation of the human-nature relation. The author believes that this requires a continuous promotion of lifestyles and policies leading to societies attaining self-sufficiency, a combination of theory with practice and the introduction of good, proven theory. The article features pragmatism which is meant to be consistent with the local social activism. It presents the concept of sustainable development, at the same time indicating that its requirements should be treated as practical instructions which come in useful in the transformation of ethical rules into instructions which may prove helpful in particular activities conducted on the local scale and which are aimed at solving social issues due to the efforts to increase security culture.

The article is an attempt to evaluate and synthesize the legal basis for the activities of social non-governmental organizations in a joint crisis management process. The observations made concern the practical use of the third sector to support government and local government organizations and the benefits that these organizations can bring in the complex, continuous and flexible crisis management process. The aim of the study is also to present the criteria that must be met so that social organizations can effectively participate in the implementation of tasks related to civil protection in cooperation with public administration units. The study systematizes and enriches knowledge about activities, non-governmental forms of security for the benefit of the crisis management system of the Republic of Poland.

The text rethinks the emancipatory potential of the movements engaged in the uprisings during 2012–2013, the most powerful in the history of the independent Slovenia. Regardless of their organisational form, time of occurrence or number of members, what is in focus is their understanding of politics and the potential to establish strategies for political operation. The author derives from the fundamental axiom that serious consideration of politics necessarily involves consideration of the basic radical equality among people that is emancipatory politics. The analysis is based on interviews with 19 movements that were active during the uprisings and shows some tensions between those who were active are within the paradigm of ‘the possible’, where politics is understood as a rule, and those in the field of ‘the impossible’ that is inventing spaces for politics based on radical equality beyond the struggle for power.

The aim of this article is to analyse the importance of public legal education in the overall task of strengthening the rule of law. Rule of law is a concept that encompasses four principles: accountability, just laws, open government and accessible and impartial dispute resolution. Hence, there are many actors participate in the shaping process of the rule of law, not only governments and public institutions, also citizens should play a role; because rule of law is a true platform for peace, civilization and guarantee of individual social and communitarian freedom within a State. Absolute respect for the rule of law is a prerequisite to join numerous international organisations, as well as the European Union which is a priority for Western Balkan countries. The purpose of this article is also to explore the situation of Justice in this region and how their inhabitants evaluate and perceive it, evidencing by the way the possibilities that PLE could bring to Western Balkans reinforcing the rule of law and raising awareness about social and community rights.
