The paper deals with complex problems in addressing the adverse housing situation of the Roma population in Košice. After World War II, part of the city known as the gypsy camp under Moldavská way found itself in an extremely exposed position at the entrance to the city. Arrival the amount of working class from rural areas with extensive construction and urbanization ratios further deepen. Numerous Roma growth was evident. Housing problems are addressed through an allocation of older apartments, phasing out the huts in the camp and fi nally focusing on specifi c Roma settlement. The idea of a separate settlement originated in the mid-60s, in 1970, the planned housing units was not built. Another intention of anticipated settlement was in the area Myslava with lower standard family houses. Because of the high costs the concept of prefabricated houses gallery type was born. The government in 1976 refused to deal with Roma housing in specifi c neighbourhoods. Council city national committee nevertheless approved the construction of Luník IX without a specifi c focus. The construction was carried out in late 1970s, several policies were processed recall procedure Roma families from the camp as well as the old city, according to various streets. In 1981 began the history of Luník IX, its ethnic ghettoization with disastrous consequences to the present.

THE INFLUENCE OF THE DECOMMUNIZATION POLICY ON THE FORMATION OF UKRAINIAN NATIONAL IDENTITY

The article examined the impact of the decommunization policy in Ukraine on national identity formation. The objectives of the article were to determine the main reasons and consequences of decommunization in Ukraine. A historical approach to determine the causes of decommunization and justify its necessity is applied in the article. Sociological studies and expert opinions on decommunization are analyzed. Based on synthesis, analogy, and abstraction methods, the elaborated material is summarised, and the article’s conclusions are formulated. As a result, the conclusion has been drawn that decommunization could not contribute to the formation of national identity in Ukraine. The outcomes of decommunization had a positive effect only in combination with other efforts (educational process, dialogue with society, language policy). However, given Ukraine’s regional characteristics, it took time to unite the population around a shared historical memory, common symbols, and traditions. The policy of decommunization primarily contributed to the strengthening of regional identity. Moreover, improving the material well-being of Ukrainians and creating favorable conditions for living and working in Ukraine will unite the residents of all regions of Ukraine. These actions will significantly enhance the effect of decommunization in forming national identity.

LEGAL REGIME OF PROPERTY OF LAND IN ROMAN PROVINCES

The paper considers the specific problem of the land property outside Italy in the Roman provinces during the period of the late Roman Republic and the early Principate. The author studies how the Roman government faced the new problems that the conquest created and what Rome actually did when first met the Hellenistic concepts of the land property in the conquered territories and how they were applied or modified according to the traditional Roman law principles and regulations. It is emphasized that the need to organize the territory and to define the property of the people who lived on that territory or the rights which they had to the land for a very first time occurred in Sicily which the Romans organized as the first Roman provincia. The article examines the organization of Sicily according to Lex Hieronica, it considers the exemptions and immunities of some cities from the general legal regime of the province, and studies the collection of public revenues and the payments for the taxes for the exploitation of the land – vectigal et vectigalia publica. Key notions and terms like possessio, dominium, mancipatio, vectigal, vectigalia, tributum, stipendium are cleared and special attention is paid to the correct use of the Latin legal terminology. Some of the most important fragments from the Institutes of Gaius about the provincial property are examined and is made a carefully study of his language and the legal aspects of his consideration of the rights that the individuals had over the provincial lands. The research presents in details the organization of other provinces in the late Roman Republic and the early Principate and deals with the richest Roman province – Asia, which brings huge revenues to the Roman budget. Central part of the study is dedicated to the legal regime of the provincial land and the author considers the main opinions on this topic in the recent Roman legal doctrine and translates and analyzes the relevant classical Latin texts in the sources and provides an important bibliography on the problem, he tries also to define the Roman concept for „provincial property“ which for sure was not identical with the dominium ex iure Quiritium in Italy.

LOCAL SELF-GOVERNMENT, COMMUNITY, AND SOCIAL SERVICE DELIVERY IN KOSOVO

Community development is vital in networking and creating social capital. Local governments in Kosovo cooperate closely with their communities by offering public and social services, inclusivity, and social integration. This cooperation increases active citizenship, community development, social welfare, and local democracy. This paper aims to research and analyze the relationship between local governments and their communities, focusing on providing social services. The applied methodology included a quantitative survey of 300 respondents from three municipalities: Pristina, Fushe Kosove, and Obilic, targeting citizens aged 18 and above of both genders. The results show that local authorities in these municipalities offer community services and include their communities in policy-making and decision-making. While they also offer social services, community-based services should be restructured, and local authorities should pay more attention to empowering the community more comprehensively.

The paper presents the experience and the results of а long-term research of Serbian epics, primarily of singing to the accompaniment of gusle – the most common and preferred form of performing epic songs. Studying the tradition and the personalities proves to be important for the ethnomusicological and interdisciplinary understanding of this genre. The focus on this solo performative genre makes the relations with the guslars (epic singers who accompany their singing with gusle – a one-string bowed instrument), as primary collaborators in the research, especially intensive and complex. In relation to that, the implementation of 2003 Convention for the Safeguarding of the Intangible Cultural Heritage in Serbia is recognized as an opportunity as well as an ethical obligation of ethnomusicologists to achieve reciprocity in cooperation with guslars by supporting the safeguarding of epic singing to the accompaniment of gusle. This type of cooperation has brought new challenges and encouraged deeper reflections on social, i.e. socio-cultural responsibility and its impact on national ethnomusicology. Linking research results with cultural practice is one of the distinct challenges in contemporary humanities, so this paper in a broader sense is a contribution to the applied humanities.

The German population living in the Eastern European territories reached by the Red Army in 1944 was subjected to systematic cleansing. In Bulgaria, this process took place within an institutional framework and generated a substantial dialogue between the Soviet Control Commission, the Bulgarian State, and its German inhabitants. The study of this administrative dialogue reveals movements in the categorical repertoire created on institutional level in order to identify potential foreign enemies. Belonging of the so-called Germans to the national community was assessed through their religious, historical, social, or family affiliations. The heterogeneity of this population grouped from above reveals a strong social reality: the anti-German measures mainly affected individuals from mixed families, legally or ethnically related to the German world. This mixity appears to have been a problematic attribute for the ongoing administrative classification. The specificity of the category of intermarriage and its function multiplied the facets of this population and encompassed through the family institution the existing perceptions of what was an ‘enemy’ or a ‘friend’ of the new order. The classification of undesirable persons from mixed families generated unequal relations with the state, between locals and foreigners, between citizens and non-citizens, but also between women and men. By looking at the diversity of the studied group through the lens of identity representation analysis numerous questions related to the aspects of the complex social reality of the Bulgarian population at the end of World War II arise.

As UNESCO’s Convention for the Safeguarding of the Intangible Cultural Heritage turns twenty, the article focuses on its primary aim of safeguarding people’s living cultural traditions, practices, and expressions at the local level. Safeguarding measures are promoted throughout the Convention and related texts, but it is arguably the Register of Good Safeguarding Practices through which actual approaches are presented as being put to the test. The article uses the Register as a launchpad for examining community-based approaches to safeguarding ICH, and distilling “good” considerations for building ethical and equitable collaborations – from the first steps of initiatives to over the long term.

This article reviews two co-existing and mutually conflicting concepts in Bulgaria: the one of folklore and the policies of its conservation in the course of the 20th century, and the one of intangible cultural heritage (ICH) and the efforts for safeguarding it following the adoption, in 2003, of the relevant UNESCO Convention. A comparison is made between the folklore festivals, characteristic of the second half of the 20th century, and the Living Human Treasures Bulgaria National System, created in 2008 as one of the fundamental cultural policies of the Republic of Bulgaria in this sphere, which has resulted in the compiling of the National Representative List of the Intangible Cultural Heritage. Based on observations made during several of its consecutive iterations conducted so far, the article seeks to outline important aspects and issues of the rationalization of ICH and its safeguarding at the present moment. The author draws on her experience as a member of the team of scholars at the Institute of Ethnology and Folklore Studies with Ethnographic Museum of the Bulgarian Academy of Sciences (IEFSEM – BAS), which has been participating actively at expert level in the implementation of the 2003 Convention in Bulgaria.

METHODOLOGY FOR DEVELOPING A SECURITY ENVIRONMENT

The research conducted in this article is a substantiation of the method for strategic management of the development of the Ukrainian border security environment. The essence of the method is to determine the phases for the current state and the projected period for particular sectors of the state border, depending on their inherent characteristics, further selecting the concept of border security on this basis, establishing the type of barriers and criteria for ensuring border security that are appropriate for use. Further application of the methodology involves conducting a SWOT analysis for particular sectors of the state border, which identifies the strengths and weaknesses of the internal environment, opportunities and threats inherent in the external environment, and the formation of possible strategies for ensuring border security in three variants of organizing activities (in the conditions of day-to-day activities, a complication of the situation and martial law). Based on the results of the analysis and the illustrative example, it can be concluded that the proposed method for strategic management of the development of Ukraine’s border security environment is one of the possible effective mechanisms in the activities of the subjects ensuring Ukraine’s border security.

The political changes after 1989 in Bulgaria and the country’s difficult economic transition, temporarily led to a decline in patriotic feelings among the Bulgarian people. With few exceptions, such as Bulgaria's triumphant performance at the 1994 World Cup, which led to unprecedented national pride, the idea of belonging and unity began to dissolve in the harsh and uncertain conditions of the transition from socialism to a market economy. This led to a deterioration of relations in Bulgarian society, a sharp revision of values, a decrease in tolerance, and the entering into everyday life of the so-called language of hatred. Political parties were created which, under the guise of patriotism, openly promoted more radical sentiments toward various types of minorities. An increase in domestic crime at the time proved to be a fertile ground for such rhetoric. The fact that from the beginning of the new millennium until now, some Bulgarians have been invariably supporting nationalist parties, shows that these political formations are an expression of permanently present sentiments in the Bulgarian society. The current text will focus on nationalist manifestations towards the second-largest ethnic minority in the country – the Roma. For this purpose, specific events will be examined and analysed, and an attempt will be made to provide answers to several questions such as: What is the role of the Bulgarian minorities in these nationalist attitudes? Is it possible to build an identity based on the rejection of the other, and what are the manifestations of this rejection? How do such manifestations of intolerance and confrontation reflect on the identity of the minority itself? Who benefits from this rhetoric, and what are its consequences for the Bulgarian society?

The article examines, from a historical and contemporary perspective, the processes of valorizing diaspora gardening as local heritage in two significant "gardener villages": Polikraishte and Draganovo (within the municipality of Gorna Oryahovitsa). Based on field studies conducted in Bulgaria and Hungary, the research describes journeys to and from ancestral places, emphasizing their significance and functions in constructing local heritage. The text explores interpretations of diaspora gardening within the settlement's history. In the study, the valorization of gardening as local heritage in Bulgaria is considered a means of establishing connections between the two countries and an integral part of constructing the cultural memory and identity of the Bulgarian community in Hungary.
