The Architecture of an Intuitive Scientific Workflow System for Spatial Planning

In recent years, the quantity of open data has multiplied dramatically. This newly found wealth of data has raised a number of issues for any research exercise within the field of spatial planning: underpowered traditional tools and methods, difficulties in tracking data, transparency issues, sharing difficulties and, above all, an erratic workflow. Some new research tools to counter this irksome tendency do exist at the moment, but, unfortunately, we feel that there is still ample room for improvement. We have therefore commenced the development of our own research instrument, based on the Scientific Workflow System concept. This paper lays the foundation for its architecture. Once completed, both the instrument and the resulting data shall be freely available, truthful to the spirit of the open source and open data tradition. We strongly believe that spatial planning professionals and researchers might find it interesting and worthwhile for increasing the quality and speed of their work.

Danube area spatial integration by stimulating the Romanian port cities regeneration

Romania is crossed through by the Danube, the main European river course, the Romanian port cities being an important item of the European river network. Ports as Galati, Tulcea, Giurgiu are part of the Pan-European Corridor IV, assuring the Eastern link for the merchandises entering Europe through some of the main ports as Rotterdam, Wien, Mainz or Strasbourg. Their strategic location is offering the Romanian ports the opportunity of becoming the main gate for the water traffic between Asia and Occident. The paper is developing the concept of urban regeneration of the port cities and their spatial integration within the Danube influence area. The objective is to propose an analyze frame for the port – city system, to identify the possible strategies and actions for promoting the local development and port – cities regeneration supporting. The paper process has the following approaches: the assessment of the economic development, tourist opportunities, culture and nature resources as a support for tourism development and strengthening into the port cities. Population relationships, opportunities within the crossing border area these port cities are having in view are analyzed. The intended purpose of the paper is to highlight the functional particularities of port cities and to elaborate a scenario of planning approach to their study implications promoted regeneration of socio-economic and ecological assessments.

The analysis focused on shaping and describing some identity-producing categories of territories, focusing on those with a potential for the wine industry, starting from the premise according to which natural resources of a territory could not only represent a comparative advantage for the economic development of a region, but especially a competitive advantage. Laborious analyses performed at this stage confirm the competitive advantage theory for the Romanian regions of development as well, since 2003 and 2007 comparative data aggregated per region indicate that the regions with the highest potential for a culture have in 2007 the lowest production for the respective culture, confirming the insufficiency of the comparative advantage,of favorable natural conditions existing in a economy. The objective of the phase proposed initially was reached by demonstrating the importance of competitive advantage in stimulating the increase of competitiveness in the rural space. The detailed presentation of productive potential, presented in graphs at different territorial levels could support the next phase of the project, aiming to analyze the stimulation of rural development in identity producing territories starting from underlining the restrictive factors for the valorization of the agricultural potential of the Romanian rural space, especially those related to the national spatial planning policies.

Numerous studies revealed the existence of development gaps among Romanian regions, pinpointing two areas with an extremely low level of development: Moldova and Oltenia. This paper analyzes one of the possible explanations: the distribution of resources and their consumption, in an attempt to substantiate the Territorial Development Strategy of Romania. The results indicate that the lack of resources could constitute a possible cause of underdevelopment, but, in the absence of data, are inconclusive with respect to the consumption of resources.

The article presents the results of the survey of the architectural heritage represented by the military brownfields in Romania transferred in public property within the implementation of the Project “From Army to Entrepreneurship” within the South-East Europe Transnational Cooperation Programme aimed at supporting the conversion of military brownfields into business support centres or business incubators. The advantages and disadvantages of taking advantage of these heritage pieces, their deficient privatization, the lack of transparency in their taking-over by various stakeholders and the necessity to raise the awareness of the public local administration bodies are emphasized.

Historical maps are precious materials, which show spatial distribution of land use,vegetation, river patterns, and so on at the time the maps were produced. They are used forthe reconstruction of past environments or for comparisons in time analyses. However theimprecision of the historical maps, in the geometrical sense, makes the task of the comparisonvery difficult. This drawback brings us to the idea of incorporating the historical maps intoGIS, after geometrical transformation of the maps. It makes possible comparing and overlayingmultiple maps from different time periods. Furthermore it gives map-scales to historical mapsand enables broader range of quantitative considerations. This greatly increases the value ofarchival maps as information source.The paper outlines the procedure of incorporating old maps into GIS and some results ofthe transformation of early maps.

An attempt was made to evaluate Morąg’s potential and ability to meet Cittaslow certification requirements.

The aim of the article is to discuss and evaluate the significance of the coherent and compact urban structure for the development of the city and the indication of their use of activities that may have a positive impact on the quality of residents’ and other city users’ life, on the example of Wrocław. Methods used in the article are descriptive, simple statistical methods and case studies. There is a lack of cohesion and coherence in functional spatial structure in Wrocław. Meanwhile, compact urban structure can help improve the quality of life of residents and other city users. In the new strategic documents: the project of the Study of conditions and directions of Wrocław spatial planning and the Strategy for Wrocław 2030, attach great importance to the coherent and compact urban structure. Particularly important actions are: adherence to the principle of urban fulfillment, strengthening the role or creating bustling public spaces, taking care of the multifunctionality of the city center, revitalizing and ensuring more self-sufficiency of outlying settlements, and maintaining the distinctness of individual districts and urban units, while strengthening the functional links between them.

RECREATIONAL DEVELOPMENT IN THE SETTLEMENTS OF THE WARTA VALLEY IN WIELKOPOLSKA

Riverside areas have substantial recreational and tourist assets, but their potential in the settlements of Wielkopolska is underused due to difficult access to the river and the poor development of the embankments. The aim of the research is to analyse the functional-spatial structure and the development of River Warta areas in the settlements of Wielkopolska with respect to their usefulness in recreation. Particular attention is paid to accessibility and the location of recreational infrastructure in the Warta Valley. Out of the eleven Wielkopolska settlements which were included, only in four – Konin, Śrem, Poznań and Sieraków – had sections of embankment boulevards been built. In the riverside areas there are few recreational facilities used in connection with the close proximity of the river. However, a great tourist asset of the Warta Valley is the Great Waterway Loop of Wielkopolska, which operates successfully due to the growing number of harbours and marinas in all the settlements included in the study.

A METHODOLOGY FOR CALCULATING INDIVIDUAL INDICATORS OF TOURISM ACTIVITY

The purpose of the article is to find modern approaches for calculating the quantity of given characteristic features and accompanying tourist services and goods purchased by tourists, to determine the number of tourists visiting a city and forecasting the volume of travel services for the future. Solutions to the tasks set out in the article have been carried out with the help of both general academic and specialist research methods: analysis and synthesis, systematization and generalization, expert evaluation and extrapolation. Using the example of the city of Chernivtsi (Ukraine) the number of tourists visiting the city has been determined, the volume of services rendered and the average annual growth rate of tourism service implementation over the last five years has been calculated contributing to forecasting the volume of service delivery for the future.

THE IMPACT OF THE PERCEPTION OF LEISURE ON RECREATIONAL AND TOURISM SPACES IN AN URBAN AREA

The purpose of the present paper is to attempt to identify relations between the changing perception of leisure and the creation of tourism and recreational spaces in urban areas. The authors focus in particular on changes associated with the so-called ‘third wave’ (TOFFLER 2001), time compression (NIEZGODA 2017), and departure from synchronization. These considerations are illustrated by an analysis of the recreational activity of Szczecin residents and of tourists, and attempt identifying the relations between recreational space and tourism space. With the constant compression of leisure time, tourism activities become more similar to the leisure activities of residents, which means both types occur in the same environment. Urban recreational and tourism spaces overlap in a way that makes it impossible to separate them, but still allows the distinction of certain sub-spaces where either tourism or recreational behavior prevails.

Lublin Province is an important agricultural region in eastern Poland owing to the occurrence of fertile soils and the natural environment, which creates the specific conditions for the development of agriculture. The dense network of loess gullies and the common occurrence of steep slopes is a particular challenge for rational spatial management. This study investigated 35 rural districts in loess-covered areas in Lublin Province. An attempt was made to assess the correlation of the selected components of the environment: coverage by loess soils, gullies, areas of specific slopes and the socio-economic development of the rural districts. The indicators analysed included: forest cover, land use cover, size of agricultural holdings and economic indicators of agriculture. The conducted studies showed the impact of selected natural factors on indexes related to the agriculture of studied rural districts. In the case of loess areas, the density of gullies plays the most important role.

The rural landscape is characterized by considerable diversity in terms of natural conditions and socio-economic indicators. The Polish systemic transformation and subsequent membership in the European Union has had a great influence on the current functional and spatial structure of the rural landscape. The past decade has brought about a significant increase in the number of ecological and agritourist farms which, apart from transforming construction development and infrastructure (new roads, production lines), have also left their mark on the landscape. The social and economic changes occurring in the Pomeranian villages have also been reflected in changes in the functional and spatial structure of the landscape. Agriculture and forestry play an important role in the lives of rural communities in Pomerania and are the basis for natural resource management and development of the rural landscape. In this paper, the structure of the rural landscape is analyzed primarily in the context of multifunctional and sustainable rural development, whose main purpose is to improve the living conditions of rural residents by developing forms of multifaceted social, economic (mainly non-agricultural), and cultural activities.
