MYANMAR’S FOREIGN STRATEGY TOWARD CHINA SINCE ROHINGYA CRISIS: CHANGES, OUTLOOK AND IMPLICATIONS

Myanmar has crafted a neutral foreign policy since its colonial years to avoid leaning too much on any foreign power, but a spiraling political crisis at home is pushing it toward China as a buffer against international outrage. Myanmar faces charges of genocide against the Rohingya. China has backed Myanmar in the UN. In fact, China is in a similar situation. China is grappling with international criticism over perceived repression of ethnic Uighur people. Myanmar is exposed to various words and loud in the international community. So Myanmar wants to improve relations with China and is turning into an active cooperative attitude as a strategy to secure a friendly army. This paper shows how the diplomatic relations between Myanmar and China are changing, and how Myanmar’s foreign strategy toward China is approaching. Also this article analyzes the outlook of diplomatic relations and the implications of the current situation.

DRUG TRAFFICKING IN WEST AFRICA BORDERLANDS: FROM GOLD COAST TO COKE ACOST

Drug trafficking has become the new threat to the economic and political stability of the West Africa sub-region; by virtue of its new toga as the new transit hub for drug trafficking. 80% and 13% of seizures in cocaine transhipment annually of 60 – 250 tons to Europe and globally respectively, passes the West African maritime borderlands/coast. The informal economy based on drugs has replaces over $400 million contribution to the region’s GDP from fishing. The impacts of drug trafficking had had a long negative toll on the institutions of the states and state-building infrastructure in the region. Besides, intra-states conflicts, drug money and activities had exacerbated state failure in the region; notably in Guinea-Bissau, Mali, Guinea, etc. The West African Coast Initiative is making crawling impacts. Although, still in its pilot phase, it had enhanced coordination of intelligence in the region on drug trafficking and organized crime. However, it is still short of fundamentally addressing obvious policy gap, due to its lack of clear focus; plus, being only operational in just five West African states. This paper identified absence of comprehensive maritime coordination policy against drug trafficking in West Africa as the bane of the surge. Therefore, a tripartite approach, based on state, regional and global levels policy restructuring in the region is required.

ENERGY AND GEO-ECONOMICS: EVIDENCE UNDERPINNING RUSSIAN INTERVENTION IN SYRIA

Since September 2015 and the Russian military intervention in the country, the interests in Syria have been numerous and of great importance for the actors involved in this conflict. The interests in Syria are numerous and of great importance for the actors involved in this conflict. Russia, like the Allies and opponents of the Bashar Al-Assad regime, is fighting for geopolitical, geo-economic, or ideological reasons. The Middle East region finds itself shaken by the sharp resurgence of a confrontation between actors allied to the United States, other allies of Russia, and this Syrian crisis thus impacts the geopolitical configuration of the region. This paper presents an analysis of the Russian intervention strategy in Syria. We argue that Russia intervened in Syria to strengthen the already existing Russian-Syrian alliance, to curb extremist proliferation, and to take advantage of Syria's strategic position. The objective is to determine the reasons for the Russian military intervention in Syria related to energy and geo-economic interests. The Russian intervention in Syria was an ideal opportunity to draw closer to several powerful states in the region and a way to benefit from positive spin-offs on its arms market and hydrocarbon road plans. Despite the risks and costs associated with defending the Syrian regime, Moscow has secured its political and economic power in the Middle East.

The Karioti are a Greek-speaking ethnographic group from Bulgaria, a large part of which migrated to Greece in the 1920s. The hypotheses about the emergence of the migrant community in the village of General Inzovo as well as the factors influencing the emigration to settlements in Northern Greece (the Municipality of Eginio, Thessaloniki region, and the village of Trikala in Imathias) are diverse: social, economic, political and others. The new environment in which the Karioti settled had a significant impact on the community. Language, traditional clothing and cultural features are part of the external manifestations that distinguish them from other communities. By using certain specific elements in traditional clothing, the community demonstrates a desire to be distinguished among others and vice versa, by rejecting others it reflects a desire to join the urban community.The preservation of the musical heritage of the Greek-speaking communities in the three settlements has gone through several periods, which are not identical in the two countries. Contemporary folklore manifestations and the activities of the community cultural institutions in the settlements aim to preserve the local identity of the Karioti in Bulgaria and Greece.

Over the last decades, the Strandzha region suffers a serious demographic crisis and the outflow of population results in significant change in the local culture. The empirical data of the current research is based on fieldwork in villages of Fakia (Central Strandzha, Sredets Municipality). The aim is to give a picture of the current condition of the folklore and religious culture through symbolic and specific phenomena. Enyova bulya custom is widely spread in Strandzha region and is conceived as an accent in the Enyovden (Yanovden) celebrations that take place on the 24th of June and is one of the main summer feast days until the ’60s of the 20th century. Enyova bulya is associated with fertility, maiden's transition and the well-being of the settlement community. Today, the custom is disconnected from the context of the festive life of the researched community as far as the world view of the main actors has been changed. Main doers are elderly women, the time of the celebrations is not exactly fixed thus the sacredness of the actions is automatically degenerated. A conclusion can be made that the custom nowadays has the characteristics of a tourist attraction in some aspects. Keeping the celebrations is perceived as a need to declare local identity and local diversity. The transformations in the religious culture of the researched community can be analysed in a similar direction. St. Modest cult (celebrated on December 18) is seen as “typical only for Strandzha region”. In the past, the cult is related to the local livelihood – livestock-raising and agriculture. For example, in Fakia village is believed that the woman that gives out ritual bread first will be the first to finish harvesting. Today, as a result of drastic changes in livelihood, the cult exists as a characteristic of local religious culture – grounds for the local dimensions of cultural identity. Anyway, ritual practices serve the local identity. Searching a motivation in tradition keeps alive a local peasant community in process of dramatic demographic and social crises in Strandzha region.

The article deals with the role of Czechs in Bulgaria in the decades after its Liberation in 1878. The author argues that the Czech presence in the country was substantial and clearly visible, so it had a significant imprint on the development of Bulgarian society at the time. This might be the explanation for the tens of “places of memory” and objectified “grateful memory” for the “Bulgarian” Czechs, expressed in the names of settlements, streets, schools, mountain peaks, etc. Other examples include monuments and memorial plaques, as well as works of art dedicated to outstanding Czech people such as Konstantin Jireček, the Škorpil brothers, the Prošek brothers, Antonin Kolář, Antonin Novak, Josef Schnitter, Libor Bayer, and many others.

Paradoxically enough, our present times combine conservation with the destruction of architectural heritage. The preservation of this heritage is closely related to the foundation of the nation state and serves to show the “national genius” embodied by the peasant. Simultaneously, the different disciplines that study the issues of architectural heritage show that there is a tendency of mutual disregard. Nevertheless, the transnational concept of the rural home in Southeast Europe (mainly Romania and former Yugoslavia) which I have studied and documented in the 1970-s, displays similar features in close geographical zones, and also in zones that are marked by the culture and history of imperial colonization: Austrian in the first case and Ottoman in the second. The perspective from the point of view of regional heritage makes possible to apply a trans-border approach in order to reveal connections of kinship between neighboring villages separated by political boundaries. In the article, the differences between certain cultural areas are explained with the support of history.

The article examines and analyses the process of “inventing” Kyustendil Spring Day in the context of socialist festivity. Based on the local tradition of welcoming spring in Kyustendil, which integrates pre-Christian rituals related to the day of spring solstice, the Day of Forty Martyrs of Sebaste in the Orthodox calendar and Mladentsi in the folk calendar, the holiday is gradually “domesticated” by the socialist authorities in the late 1960s, purged of its religious elements and re-invented – engaged with “new, socialist content”. Having combined various festive forms, symbols and rituals and occupying various urban spaces throughout the years, the holiday eventually established itself as a successful “invented tradition” during the socialist period, including several elements: a beauty contest, a ceremony for handing over the symbols of spring, a carnival procession, a public celebration on the Hisarlaka hill above the town, and accompanying cultural and sports events.

Le musée ‘Trésors spirituels de l’Ukraine’ à Kiev comprend plus de 400 icônes allant du xve au xixe siècles. Dans cette collection, plusieurs exemplaires témoignent d’une série de traits stylistiques indiquant que leur origine pourrait se situer dans la Ruthénie des Carpates, de Pokutia ou de Maramureș. Ces icônes se caractérisent par une forme simplifiée; une palette de couleurs limitée; une composition schématique; des formes stylistiques bien connues aux siècles précédents; un fond doré gravé; et des cadres en bois particulièrement sculptés. Le présent article décrit six de ces icônes : l’icône de la Mère de Dieu sur Trône, peinte par Michail Popovich de Kolomyia, dont les oeuvres se trouvent dans les églises de Budeşti-Josani et de Budeşti-Susani ; l’Annonciation de la fin du xviie siècle, oeuvre du peintre d’icônes de Hǎrnicești à Maramureș et Bǎlan-Josani ; une icône du xviiie siècle, la Descente du Saint-Esprit, peinte dans un style similaire à celui de l’icône de Saint Nicolas de Shelestovo, près de Moukatchevo (aujourd’hui au Musée de l’Architecture et de la Vie Populaires d’Oujhorod) ; et trois icônes – Christ Pantocrator, Théotokos Hodegetria et Archange Michel – provenant du même atelier que les Trois Saints Hiérarques du Musée d’Ethnographie Régionale d’Ivano-Frankivsk.

SOVEREIGNTY OVER THE PARACEL ISLANDS IN 1884-1945: AN APPROACH FROM THE RIVALRY BETWEEN FRANCE, CHINA, AND JAPAN

The Paracel Islands are situated in the South China Sea geographic center and have an important strategic location for the military and the economy. Since 1884, France has represented the Vietnamese state as a protectorate to manage the archipelago. In the context of France seeking to expand its influence into the Asia-Pacific region, disputes over sovereignty over the Paracel Islands occurred during the colonial period between France (representing Vietnam), China, and Japan. The article aims to analyze the importance of the Paracel Islands in the policies of France, China, and Japan in general. Moreover, the specific activities of France in the struggle with China and Japan to affirm and protect sovereignty over the Paracel Islands would also be analyzed. Based on primary and secondary data, along with historical research methods, research methods in international relations, and other interdisciplinary research strategies, the article concludes that the Paracel Islands play an important role in the strategies of France, China, and Japan. Hence, the Paracel issue in this period has gone beyond the framework of traditional territorial disputes, becoming "internationalization” with consequences that persist to the present day. France's policy to exploit and administer the Paracel Islands was persistent, thorough, and systematic in the military, economic, political, and diplomatic spheres.

The monograph is an up-to-date, rich and valuable study of an issue that does not fall often into the focus of media attention. Important for the overall understanding of what is happening in the countries of the Western Balkans is the presentation of the political and public attitudes towards the EU and NATO. The key stages of the Euro-Atlantic integration of the six countries are presented.Desislava Sotirova presents the importance of reconciliation between countries, peoples and ethnic groups, highlights the role and meaning of good neighborliness and regional cooperation, cooperation with the International Tribunal for the former Yugoslavia and the International Tribunal for Kosovo. An important element is the external influence in the region of the Western Balkans, of Russia, China, Turkey and Saudi Arabia.The coverage of the Euro-Atlantic integration of the countries of the Western Balkans was studied through three public media – BNR, Deutsche Welle and BBC. Among the approaches identified by the author in the media coverage, the observation that after the interest has been attracted, the media focus on the internal development of the six countries and out of their interest remains the extent to which the EU and NATO are prepared to accept new members.

Cimitirele evreiești sunt o prețioasă sursă de informație despre evoluția comunităților cărora acestea le-au aparținut, despre orientarea lor rituală, raportată la curentele iudaismului tradițional ori ale celui modern, și despre interferențele dintre evrei și creștini, mai ales atunci când investigația vizează arta funerară și structura epitafurilor. Exemplul cimitirului evreiesc din Alba Iulia se încadrează în cea de-a doua categorie, fiind vorba despre o comunitate cu o tradiție remarcabilă, fapt ce a și influențat adeziunea ei la orientarea ortodoxă, dar care a receptat în timp influențe de tip reformator, care au determinat atitudini mult mai deschise față de noile idei. Tocmai de aceea, perspectiva istorică din prima parte a studiului, care se bazează pe cele mai importante surse documentare identificate (planuri ale cimitirului și un registru vechi al înmormântărilor redactat în mai multe etape de comunitate), include exemplificări ale tendințelor de evoluție a comunității și de modificare a structurii epitafurilor ori a tipului monumentelor funerare de la sfârșitul secolului al XIX-lea. În schimb, analiza epigrafică și cea artistică, stilistică și tipologică din celelalte două părți ale articolului, pentru a fi convingătoare, sunt mai strict circumscrise, făcând referire la o selecție a pietrelor funerare datând din secolul al XVIII-lea și din prima jumătate a secolului al XIX-lea. Diferența tipologică și stilistică între cele din secolul al XVIII-lea, pentru care pot fi sesizate similarități cu pietre tombale din alte cimitire europene inventariate, și cel puțin unele dintre cele secolul al XIX-lea este evidentă. Forme baroce clare caracterizează unele dintre monumentele edificate spre mijlocul secolului al XIX-lea, iar cele neogotice pe cele de mai târziu, de la sfârșitul aceluiași secol, ceea ce probează serioase întârzieri în receptarea lor. Conținutul inscripțiilor s-a modificat și el în cea de-a doua perioadă, reflectând o mai mare sensibilitate în cazul epitafurilor dedicate defuncților copii, acestea fiind susținute și de delicatețea simbolurilor care însoțesc textul. Obiectivul articolului a fost cel de a evidenția, prin intermediul analizelor epigrafice și stilistice, măsura în care orientarea rituală a comunității a fost cea ortodoxă. Răspunsul la această întrebare este afirmativ, dacă avem în vedere perioada istorică de circa două secole și jumătate scursă de la constituirea comunității și până spre finele secolului al XIX-lea. Dar în ultimele decenii ale acestui secol au început să apară elemente care anunțau o diversificare a orientărilor, probată de profilul monumentelor funerare amplasate în această perioadă în sectorul istoric al cimitirului și al celor din celelalte sectoare ale sale.
