Evolution of Nature Management Scientific Concept in Russian Geography

Nature management is regarded as a process reflecting multiple interrelations in NatureHuman society system. As practical activities it appeared with the beginning of human nature exploitation. But its scientific concept is being developed only nowadays when synthesis of natural and human sciences knowledge became possible. This synthesis reflects the postnonclassical stage of science development in general marked by philosophers. Evolution history of nature management scientific concepts in Russia is presented. It started at the second half of the 20th c. Contributions of economic and physical geography to this process are described. Differences of nature management and geoecology which tasks are often regarded as similar are demonstrated. Geographical nature management absorbs several concepts of geoecology, economic geography, economy, culture studies but must be regarded as a an individual branch of science Examples of geographical nature management outside Russia are given. It develops within the frames of regional analysis– traditional for European and American modern geography. This analysis presents synthesis of geographical, social-economic, geoecological, ethnic-cultural and other knowledge about the studded area and is directed at revealing of nature management administration mechanism.

Mapping Soil Erosion Susceptibility Using Gis Techniques Within The Danube Floodplain, The Calafat - Turnu Măgurele Sector (Romania)

The Danube floodplain, the Calafat – Turnu Măgurele sector, through its main features (topographic and climatic characteristics, land use and soil type) and human activities, constitutes an area exposed to soil erosion. The main objective of the present research is to map soil erosion susceptibility using the GIS techniques for the computation and representation of areas, which are exposed to soil erosion correlated with the field data for the validation. Analyzing the entire model, the relatively simple methodology, the database consistence, the comparability of the results with the existent soil erosion values at national and local scale, we can say that the model was applied with success in the studied area (areas and classes of water erosion susceptibility: very low, low, moderate, high - Ciupercenii Noi, Desa, Măceşu de Jos, Grojdibodu, Orlea, very high - Rast, Negoi, Catane, Bistreţ, Goicea; areas and classes of wind erosion susceptibility: very low, low, moderate - Ciupercenii Noi, Dăbuleni, Ianca, high - Calafat, Poiana Mare, Desa, Goicea, Piscu Vechi, very high - Poiana Mare, Rast, Negoi, Bistreţ, Gighera, Orlea. The soil erosion susceptibility map can be useful for planning erosion control measures and for selecting suitable sites for runoff plot experiments.

Water has been the main and affordable source of energy for centuries. In order to be able to use water power in the final technical facilities, water works had to be built for this purpose to ensure that the water was collected in the country. The aim of the present study is the reconstruction of the use of water and the reconstruction of water management systems in the historic mining landscape on the example of water management system of Ľubietová surroundings, whose effectiveness was also determined by the existence of so-called Little Ice Age. So far unknown facts, phenomena and contexts that contributed to formation of the water management system in the mountainous country have also been gained through field research.

IMPACTS OF SOCIO-ECONOMIC FACTORS ON CARBON DYNAMICS IN BLACK SEA FORESTS: A CASE STUDY FROM AKÇAABAT FOREST PLANNING UNIT

Forest ecosystems play a crucial role in mitigating the negative impacts of global climate change as an essential carbon sink. Land use and land cover change, mainly deforestation, degradation, and afforestation, have significantly affected carbon (C) stock. This study analyzed the effects of land use and land cover changes on forest C dynamics and its spatial distribution based on demographic, socio-economic, and landscape structure in the Akçaabat forest planning unit. Moreover, forest C dynamics in aboveground, belowground, deadwood, litter, and soil were calculated separately based on forest inventory data in 1984, 2008, and 2018. While the total C stock increased by about 38.04% between 1984 and 2008, it increased only by about 4.64% between 1984 to 2018 due mainly to not including of non-state-owned areas covered with forest trees (about 4369.40 ha) in the forest management plans developed based on land cadastre in 2018. The most considerable contribution to the C pool was from the soil by about 73.39%, 72.32% and 61.60% in 1984, 2008 and 2018, respectively. Deciduous cover types, young and full covered forests, had the highest average C density with 442.61 Mg ha-1 49.65 Mg ha-1 and 144.47 Mg ha-1, respectively. Over three decades, the conversion from degraded, forest opening, and non-forest areas to productive forests as well as increasing the quality of forest structure characterized by increasing mixed forest, young or mature development stages, and full covered forests has contributed positively to the C stock. This increase in the quality of the forest can be explained by conversion abandoned agriculture areas to forested areas with migration, reduction of social pressure on forested areas based on decreasing forest crime, and increasing forest crime, and increasing aware awareness and increasing awareness and sensitivity to the environment based on economic development.

The northern area of Bucharest has experienced a more recent urban development by including in the administrative limits, in successive stages, throughout the twentieth century, some suburban communes transformed into neighborhoods of the capital city as a result of the increasingly accelerated trend of the socio-economic development of Bucharest. This evolution was also favored by the construction of infrastructure elements (Băneasa Airport, Băneasa Railway Station), but also of cultural heritage elements (villas of Romanian cultural personalities), buildings that have a certain historical architectural and cultural value. The aim of this study is to analyze the cultural heritage of the northern area of Bucharest, based on a multicriteria evaluation (functional-chronological criterion correlated with the territorial one), of the historical monuments, in order to outline a series of measures of optimum capitalisation from the cultural and tourist perspective. Because the Northen area of Bucharest is individualized by cultural obiectives that represent symbolic elements of the capital city due to the functions they perform (representative museums, presidential station), the authors proposed several cultural routes in order to bring to light these valuable cultural objectives and to better capitalize them.

In discourse on the city, it often gives rise to false equivalences with preexisting or more recent terms such as town planning and urban planning. In the following comments, it is first a question of retracing the semantic origin and giving its meaning and then of indicating the general principles organizing urban development as well as the factors influencing the evolution of the procedures followed for the production of the city and to identify the new approaches adopted with regard to the problematization of this concept.

Kad je nizozemski atmosferski kemičar Paul J. Crutzen 2000. godine - posežući za analognim konceptom talijanskog geologa Stoppanija (1824. - 1891.) predložio izraz »antropocen«, kako bi današnje doba markirao iz prirodno-povijesne vizure, nametala se pretpostavka da će taj izraz ostati dijelom jednog hermetičkog diskursa, koji se koristi iza zatvorenih vrata instituta za analizu plina ili geofiziku. Zahvaljujući nepoznatoj seriji slučajnosti tom sintetičkom semantičkom virusu očito je uspjelo proći kroz dobro izolirana vrata laboratorija i proširiti se u općem životnom svijetu - pri čemu se stječe dojam da se posebno lako reproducira u kontekstu učenih feljtona, muzejskog pogona, makrosociologije, novih religioznih pokreta i ekološke alarmantne literature.

Kako bismo trebali reagirati kada se suočimo s vijesti poput one iz Le Mondea od utorka, 7. svibnja 2013.: »U petak, 3. svibnja, koncentracija CO2 na Mauna Loi dosezalaje 399.29 ppm«? Kako možemo upiti neobičnu novost naslova: »Količina CO2 u zraku najvećaje u posljednjih 2.5 milijuna godina - prag od 400 ppm CO2, glavnoga čimbenika globalnog zagrijavanja, bit će prijeđen ove godine«? To širenje kako razmjera daleke prošlosti, tako i učinka našega kolektivnog djelovanja zabrinjava još i više u podnaslovu u istome članku, koji tiho navodi: »Najveća dozvoljena granica CO2 prijeđenaje tik pred 1990-u«. Dakle, ne samo da moramo progutati vijest daje naš nedavni razvitak izmijenio stanje stvari značajno starije od samoga postojanja ljudske vrste (dijagram u članku podsjeća nas da su najstarija ljudska oruđa razmjerno vrlo nova!), već moramo upiti i uznemirujuću činjenicu da je drama dovršena i da je glavni revolucionarni događaj iza nas, jer već smo prešli nekoliko od devet »planetarnih granica« koje neki znanstvenici smatraju krajnjim barijerama koje se ne smiju prijeći!

Postavku da živimo u »katastrofičnim vremenima«, kako glasi naslov knjige Isabelle Stengers, ne bi trebalo smatrati na prvi pogled ničim drugim negoli svođenjem kraja metafizike na ono štoje mišljenju u suočenju s tzv. zbiljskim stanjem već unaprijed postavljeno kao vanjska granica. Posrijedi je, naime, problem koji iziskuje promišljanje razloga zašto između biti i pojave onoga »katastrofičnoga« više ne postoji razlika. Ako svjedočimo ozbiljenju svih negativnih potencijala destruktivnoga sklopa suvremene tehnosfere i antropocena, nije li onda to što se »događa« u svijetu samo nastavak apokaliptičkoga načina razumijevanja mišljenja? Ono više nema pred sobom tajnu nadolazeće budućnosti, već samo i jedino ispunjenja onoga štoje, hajdegerovski iskazano, sudbina zapadnjačke metafizike kao nihilizma.

Mogućeje reći da se tek krajem dvadesetog stoljeća, nakon događaja kao što je snimanje Zemlje iz svemira, izvjesnosti nuklearnog uništenja života na Zemlji ili sva veća brzina novih medija koji realiziraju mogućnost globalne publike (kad je cijeli svijet gledao napad 11. rujna), mogao pojaviti problem globalnog etosa. Ako je u svim etičkim teorijama uvijek prešutno postojalo neko »mi«, onda će se ova virtualna univerzalnost uvijek boriti rame uz rame zajedno sa moralnim valorizacijama određenih zajednica. Kako ćemo, u konkretnom svijetu koji nastanjujemo, početi promišljati život kao takav? Sadašnje stanje planeta u cjelini, kao krhke omeđene lopte naposljetku nam daje mogućnost i postavlja imperativ da promislimo istinski etos.

MEĐUNARODNO PRAVO O KLIMATSKIM PROMJENAMA

Climate changes are one of the most current global topics occupying an important place in the United Nations’ agenda. The devastating effects of climate changes have had a significant impact on the adoption of legally binding instruments committing Member States to enhanced engagement, especially in reducing greenhouse gas emissions and activities that will reduce global temperatures by at least two degrees. This paper analyzes legally binding documents like the United Nations Framework Convention on Climate Change, as amended by the Kyoto Protocol, and the Paris Agreement on Climate Change. Although confronted with scientific evidence of the global effects of climate change that have intensified with the development of industrial societies, states have not shown the same level of willingness to ratify and implement the said international instruments. The article suggests the need to tackle international climate law in ways that pay attention to the productive effects of these international agreements, as well as the need to examine their distributional effects, examine what new social relationships they establish and stabilize, as well as how power and power can be reorganized or rearranged by procedures which comply with international environmental law and international human rights law.

The modern stage of socio-economic and demographic development of cities is characterized by the process of urbanization. Characteristics of indicators of transport activity of the metro of the city of Saint Petersburg are given in the paper. The maximum load in the morning and evening hours was statied based on a study of daily passenger traffic. The classification of metro stations was given based on the obtained models of passenger traffic. The model of the incoming passenger traffic of the N-station was built taking into account 4 passenger traffic intervals. The incoming passenger flow at each interval was described using a straight line equation. The values of the parameters of the line equations for each interval were obtained using the least squares method. A graphical representation of the model of the incoming passenger traffic of the N-th metro station is presented. The developed model allows you to manage the unevenness of passenger flows and is a real reserve for improving the work of the metro, facilitating the conditions for passengers to stay in the car, and rational use of the main means of transportation.

Landscape changes, especially the rice landscape in a context of urban growth and drought, is a current issue in Vietnam, particularly in coastal areas at the origin of the water resource pressure. A human geography approach, combined with the study of physical geography, helps to understand the landscape construction at the fourteen communes in the mouth of the Gianh River (Quang Binh Province, Central Vietnam) and analyze the relationships between the changes of rice landscape and urbanization. It highlights the impacts of drought on agricultural activities, as well as helping to understand the effects of changing landscapes on water resources. In the study area, the inhabitants work mainly in agricultural activities that depend on the rice landscape and the water resource to feed their families and produce an income. However, since the Doi Moi policy in 1986, economic liberalization and the opening of Vietnam have led to a change in the soil's occupation, particularly within the agricultural zone. This change has led to difficulties within agricultural activity and has increased the impacts of the drought phenomenon, particularly in decreased precipitation and temperature increase. Such issues should guide the orientations of development policies along the river and in the mouth in particular. This is why, in this article, drought maps are produced to follow this problem and to help develop irrigation networks to ensure food security.

The paper presents findings of an exploratory research into the ways of discursively constructing the role of humans in climate change. Relying on the broad framework of ecolinguistics and critical discourse analysis, the authors conducted a comparative qualitative analysis of a corpus of texts published in Croatian and anglophone media in a limited, randomly chosen period. The aim of the research was to establish what »stories« (Stibbe 2015) related to this important social problem are given prominence in the analyzed corpus of Croatian and anglophone media texts, what points of common knowledge, i.e.«topoi« (Wodak 2001) are activated in the interpretation of these stories and what strategies of constructing »social actors« are used in the two corpora. The contrastive qualitative analysis makes it possible to gain insight into the differences in the focus of reporting, prominence given to particular (sub)topics in particular communities and rhetorical strategies used in shaping the discourse on climate change.

Balneoclimatology - where to?

The beneficial effects of natural healing factors (mineral or thermal waters, mud, topoclimate and microclimate) have been known ever since antiquity. In our country there are proofs of the presence and effects of mineral/ thermal waters ever since the Dacian period. They used mineral waters for therapeutic purposes or for their healing effects. The first doctor in Dacia Felix was Marcus Valerius Longinus. The use of mineral and thermal waters continued during the Roman period, but also after the departure of the Roman legions from Dacia. In the Middle Ages the use of natural healing factors was in profound decline, but the interest in balneology on our territory was reborn since the 18th century. The beginning of the scientific stage of balneology was marked by studies of mineral waters and coincides with the middle of the 19th century. Most scientific studies appreciated internationally were conducted in the late 19th and early 20th centuries. Thus, the Society of Medical Hydrology and Climatology was established in 1922. Its activities were carried out from 1922 to 1943, then from 1943 to 1946 it was called the Romanian Balneoclimaterical Society having Professor Sturza as the President. Under the patronage of this society was also printed the magazine of the society called 'Balneoclimaterical Magazine'. In 1924, Professor Teohari organised the Balneology Institute in Bucureşti. He was the founder of the Romanian modern balneology by introducing experimental research whose results were published in the Bulletin of the Balneology Institute. In 1949, the Institute of Balneology became the Institute of Balneology and Physiotherapy. Unfortunately, at the end of the 20th century and the beginning of the 21st century, balneology started to be slightly in decline. However, in recent years there was revival of interest in balneology, materialized through a large number of published studies, restoring spas and inserting them into the spa circuit, increasing spa flows. As we know our balneary past, it is our duty to continue tradition and to use correctly the spa resources that are so numerous and so valuable in our country.
