Relevance of the research topic. Identification of the features of negative influence on the further development of Ukrainian production of cable and wire products, namely, the growth of imports of low-quality products and saturation of the market with counterfeit products, which leads to a decrease in production volumes, a reduction in productioncapacities, and profit losses for most Ukrainian manufacturers. In addition, the inefficiency of technical regulation programs leads to threats the security of the society: the use of counterfeit products is one of the causes of fires, which leads to loss of life, as well as economic losses. All this strengthens the importance of creating an effective system of state control in the domestic market of cable and wire products. One of the most effective ways is to improve technical regulation is through adopting the Agreement on Conformity and Acceptance of Industrial Products (ACAA). Formulation of the problem. Dangerous threats associated with the rapid growth of imports of counterfeit products in an increasingly open and competitive economy require increased state control in the domestic market, to ensure compliance with product quality and safety standards. Creating favorable conditions for the adaptation of Ukrainian manufacturers to the introduction ofhigh quality standards in accordance with EU requirements will help bridge technological gaps and ensure security in the domestic market. Selection of unexplored parts of the general problem. Faced with the increasing impact of threatening challenges on the development of cable and wire products, the problem of substantiating the directions of improving state control over the quality and safety of industrial products in the domestic market and promoting the adaptation of Ukrainian manufacturers to standards remains insufficiently studied. Setting the task, the purpose of the study. The purpose of the paper is to develop tools aimed at accelerating the adaptation of Ukrainian manufacturers to new high standards of quality and safety of cable and wire products, namely the development of recommendations for improving market surveillance, compliance with horizontal (frame) and vertical (industry) legislation in industrial sectors (cable production -conductor products), which allows to accelerate the process of concluding an ACAA agreement and will provide favorable conditions for the development of Ukraine industry. Method or methodology for conducting research. The authors used the following special research methods: statistical comparisons, groupings, samples (to identify trends in the cable-conductor market); structural and functional analysis (to identify problems impeding the successful integration of Ukrainian producers into the world trading space), expert assessments. The recommendations on directions and instruments of industrial policy are developed using the generalization of domestic and international experience according to new challenges of industrial development of Ukraine. The field of application of results. The results of this study can be applied to industrial policy-making for effective industrial stimulus measures of Ukrainian industry. Conclusions. It has been proved that in order to create favorable conditions for satisfying the needs of the domestic market for cable products and ensuring public safety, the implementation of such measures is paramount: the development of rules for the safe functioning of energy non-industrial products; the introduction of reliable control in the electrical market using the appropriate registers of manufacturers, suppliers and sellers of dangerous checkpoints and the improvement of the technical regulation system, including the introduction of a reliable control system and measures to prevent the entry of poor-quality cable and wire products across the Ukrainian border.

The state of the housing problem is an indicator as well as a factor of social and economic development. The nature of the housing problem and approaches to its solution depend on the internal and external social, political and economic situation in the country and in turn significantly affect on them.Currently in Russia the housing is very acute problem that refers to at least half of the population. The government participates in its solving on the federal and local level. The forms of participation vary from the drafting of laws and legal documents up to direct subsidizing certain categories of citizens.The paper considers the forms and the methods of governmental participation in the housing problem solving in Russia, the mechanisms and the results of their resource support; the principles of optimization of state participation in the housing problems solving; the model of estimation of the governmental participation in the housing problem solving, which takes into account the diversity of the forms, methods and results of the governmental participation.

The region of Latin America is considered as one of the regions in the world with the highest degree of economic inequality. In the following report, the data on economic inequality in the region since the 90s of the 20th century is presented and analyzed. The aim of the data analysis is the identification of the interdependences between the degree of inequality, current macroeconomic policies and international economic processes in the last decades. Consequently, conclusions are drawn on the factors of economic inequality and the opportunities for contemporary governments to correct this problem characterizing a lot of national economies.

An overview of the current trends in ecotourism demand and supply as well as the peculiarities of ecotourism marketing and advertising are made in the contests of sustainable development. The opportunities provided by the natural resources of the Botevgrad Municipality and the protected areas in the region are explored in this study. Specific proposals for new ecotourism products have been formed on the basis of the main conclusions, which aim is to contribute to the transformation of Botevgrad Municipality into an attractive tourist destination. Bulgaria ranked at the bottom of the Innovation Scoreboard of European Union. This evaluation by the Innovation Union on the innovation performance of Bulgaria brings a lot of negatives to the country. What are the main reasons for that innovation arrears? The report aims at analyzing and extracting the factors, which lead to this low performance. The focus in the report is set on the first ten indicators, which form the Innovation Scoreboard, as the report is the first part of a comprehensive study. The report’s idea is main factors to be summarized and some additional efforts to be made on improving the final result of the country in the Innovation Union rating. This could be effective only if the government supports not the improving of the indicators themselves, but supports the factors, which lead to these indicators.

Факторингът – финансова алтернатива за развитие на фирмите

The aim of the article is to investigate the existence of a dependence between the use of factoring by the companies in Bulgaria and their financial condition and development opportunities. The analysis is based on data from an empirical sociological survey among 1000 non-financial enterprises with different main activity and size. The study by the methods χ - square and non-parametric dispersion analysis (Kruskal-Wallis test) shows the existence of consequential relationships between the use of factoring and selected indicators of financial condition and opportunities for enterprise development. Such indicators are: the turnover of firms; increase the added value; reducing the cost of each production unit; investment and innovation activities of firms. It can be concluded that companies using factoring generally have better financial indicators, they are more innovative and higher investment activity, which creates better opportunities for their development.

Increasing competitiveness of national economy has become even more relevant due to the worsening problems of the world economy as a whole. This task takes the first place among the issues of national importance, because it’s closely connected to the achievement of rapid economic development and rising living standards of population. The goal of the article: To identify the problems and prospects of improvement of competitiveness of national economy of the Republic of Belarus, based on determination of competitiveness factors of a small open economy. Subject of research - competitiveness factors of small open economies. Methods: analysis and synthesis, comparative analysis, historical analysis, a systematic approach. Results of the article: micro and macroeconomic competitiveness factors of the Republic of Belarus were analyzed on the basis of systematization of theoretical approaches to the analysis of the competitiveness of a small open economy; problems of maintenance of competitiveness in the global economic crisis were identified; perspective ways to improve the competitiveness of the national economy, and possible ways of cooperation between the Republic of Belarus and its major trading partners were defined. Sphere of application: development of strategic directions of cooperation of the CIS and foreign countries and the Republic of Belarus in order to minimize the effects of the global economic crisis and maintain the competitiveness of the national economy. Conclusions: 1. In terms of globalization, a new approach to the definition of competitiveness and competitive advantages of the countries based on a comprehensive understanding of international competitiveness is formed. 2. The main external factors which influence competitiveness are: globalization of the world economic relations, increasing of economic openness growing importance of specific international groupings of countries, growing competition for FDI, knowledge, best practices and human capital. 3. Analysis of the factors of competitiveness of the Republic of Belarus revealed positive (favorable geographical position, cheap energy and a high level of human capital) and negative (small FDI inflows, use of only one vector in foreign trade, the predominance of intermediate and reducing the share of investment imports, large share of state property, low government spending on research and development, underdevelopment of the stock market, the low degree of competition) sides of the national economy 4. Solving problems of forming factors of national competitiveness in the context of globalization lies in: internationalization of Belarusian enterprises; formation of clusters; development of the institute of public-private partnership (PPP); intensification of exports and increase of share of high-tech products; attracting the leading multinationals in the sphere of passenger car industry, pharmaceutical industry, etc.

The article focuses on funding opportunities for the value chain in agriculture. Students are studying the financial instruments of the value chain in agriculture. The idea is that adopting innovative solutions to finance agriculture will improve access to agribusiness finances, create higher value in agribusiness, stabilize incomes and increase competitiveness. Financing the value chain in agriculture implies focusing on the use of an integrated and strategic approach, including: integration into the finance supply chain (financial institutions); structural aid from the government to strengthen the supply chain; enhancing information systems for protection against risks; enhancing cooperation and co-operation, etc. Achieving long-term economic benefits and fair value distribution in agriculture implies focusing on raising the role of different stakeholders such as government, financial institutions, processors, traders, and others.

The article considers budget mechanism of state support of national economy branches, analyzes composition, structure anddynamics of budget expenses for the economy branches, assesses the effectiveness of the state expenses for the state support ofeconomy branches and proposes measures to increase their effectiveness.Object of research: mechanism of financing state support of Belarus national economy branches.Aim of research: to prepare proposals concerning the improvement of mechanism of financing state support of the nationaleconomy branches.Tasks of research: to analyze expenses of the state for the support of real sector of economy, sources of their financing, diagnosefinancial mechanism of state support of branches and determine the problems of its functioning.Methods of research include economic analysis and synthesis, comparison and generalization.Methodology of research: the main provision of economic theory about state finance; works of Russian and Belorussian scientistsand practitioners about financing state support of national economy branches.Results of research: analysis of budget expenses for the national economy branches was performed; assessment of effectivenessof financial mechanism of state support of branches was provided and measures to increase its effectiveness were proposed.The research showed that in the conditions of development of market economy in the Republic of Belarus, the governmentconsiders state support of national economy branches to be one of priority tasks of financial policy, the execution of which is realizedby means of budget mechanism.

The deteriorating state of municipal budgets creates a number of obstacles to their use as a tool for policy-making. The discontinued fiscal decentralization process and some of the recent attempts to address the problem of increasing indebtedness among local authorities created prerequisites for an increase in the local tax burden, while prospects for improving the fiscal situation of municipalities are still lacking. The structure of municipal expenditures shows an increasing importance of the absorption of EU funds and a continuing dependence on the decisions of the central government. The relocation of personal income tax proceeds back to municipalities seems the only viable alternative within the existing tax system.

After the so-called ‘dictatorship’ period in Albania the country becomes recipient of financial assistance from the EU in the 90’s. This assistance is allocated through the PHARE program as well as other international donor programs (supporting food security, humanitarian aid during emergencies, development of voting standards as well as education, including loans by the European Investment Bank). This article analyses the financial aid provided by the EU to Albania and Bulgaria prior to their EU accession as well as some difficulties experienced by Bulgaria during its pre-accession funds utilization made available through PHARE program. This research is conducted with the following important limitation: the analysis covers only the duration of the pre-accession instruments and funds and the issues experienced prior to the formal accession of Bulgaria to the EU.

At the end of July 2015, a draft of new Accountancy Law was submitted to the National Assembly of the Republic of Bulgaria. The bill should be adopted and enforced as from 01.01.2016. The bill is aimed at introducing the provisions of Directive 2013/34/ЕС of the European Parliament and of the Council of 26.06.2013 on the annual financial statements, consolidated financial statements and related reports of certain types of undertakings in the national accountancy legislation. This report highlights the provisions of the draft of new Accountancy Law that transpose the European accountancy rules in the country. The report further studies the methodology for financial analysis of undertakings in the context of the new accountancy rules of Directive 2013/34/ЕС. The objective is to develop theoretically justified, clear and applicable methodology for financial analysis based on the information contained in the undertakings’ financial statements.
