Bize göre bu kadınlar hayatlarında iki büyük kırılmayı ardışık bir biçimde deneyimlemektedirler: göç ve ayrılma/boşanma. Bu süreci daha iyi anlamak için doktoramın ilk yılında 4 görüşmeci kadınla gerçekleştirdiğim ön saha çalışmasının sonuçlarını analiz edeceğiz. Türk Sığınma Hukukunda Suriyeli Sığınmacıların Çalışma Hakları

Suriyeli sığınmacıların Türkiye’ye adaptasyonlarının sağlanması ve asgari yaşam standardı elde edebilmeleri için çalışma haklarına erişimleri sağlanmalıdır. Sığınmacıların çalışma izni almasında uygulamada büyük sorunlar çıkmaktadır. Suriyeli sığınmacıların çalışma izinleri süreci, başlangıçta özel bir hukuki düzenlemenin yokluğu ve düzenlemelerin çıkarılması ardından ise çıkarılan yönetmeliklerdeki hükümlerin belirsizliği ve uygulanmasında yaşanan problemler nedenleriyle halen sıkıntılıdır. Yabancıların çalışma izni alması, genel itibariyle zorlu bir süreç iken, söz konusu yabancı bir mülteci veya sığınmacı olduğunda, daha da zorlaşmaktadır. Suriyeli sığınmacılar genel olarak YUKK m. 91’de düzenlenen geçici koruma kapsamında korunmaktadırlar. Geçici koruma sağlananlar için çalışma izinleri ayrıca Geçici Koruma Yönetmeliği m. 29’da ve bu madde doğrultusunda çıkarılan “Geçici Koruma Sağlanan Yabancıların Çalışma İzinlerine Dair Yönetmelik”’te özel olarak düzenlenmektedir. Ancak hem bu düzenlemelerde boşluk olan durumlarda genel çalışma izni hükümlerine referans verilmesi hem de yabancıların ile 1951 BM Mültecilerin Hukuki Statüsüne İlişkin Sözleşme kapsamında ve YUKK m.61 kapsamında korunan mültecilerin durumu ile kıyasla değerlendirilebilmesi için, öncelikle genel hükümlerden bahsedilmesi yararlı olacaktır. Ardından Geçici Korunan Yabancılar için getirilen özel hükümler incelenerek, son olarak uygulamada çıkan bazı sorunlar, mevzuat ışığında değerlendirilecektir.

Mevsimlik Gezici Tarım İşinde Çalışan Kadınların Çalışma ve Yaşam Koşulları

Bu çalışmanın en temel amaçlarından birisi, ücretli bir işte çalışmak kadına her zaman kazandırmakta mıdır sorusuna yanıt aramaktır. Genel olarak kadınların ücretli çalışan olmaları halinde hak kullanımlarının genişleyeceği, kazandıkları ücretin bir kısmı üzerinde söz sahibi olabilecekleri, doğurganlık, nasıl giyinileceği, kamusal alan kullanımı, oy ve miras hakkı gibi konularda fayda görecekleri düşünülmektedir. Bu yaklaşımın özünü oluşturan liberal düşünce kadınların ücretli çalışan olmaları ile toplumsal cinsiyet eşitsizliklerinin azalacağı ve yoksulluğun kadınsılaşan yönünün gerileyeceğini iddia etmektedir. Çalışmada görüşülen kadınlar kentsel alanların periferinde yaşayan, eğitim ve beceri düzeyi düşük kadınlar olup kendi yapabilirlikleri üzerinde sosyo-kültürel engel ve baskıların fazla olduğu, kentsel iş piyasası çeşitlenmesinin az olduğu alanlarda yaşamaktadırlar. Genel olarak 18 yaşın altında evlenmiş ve Türkiye ortalamasının bir hayli üzerinde çocuk doğurmuşlardır. İçinde bulundukları yoksullukla baş etme mekanizmalarından birisi olarak ücretli gezici tarım işçiliği yapmaktadırlar. Bir yandan tarlada çalışmakta diğer yandan toplumsal cinsiyete bağlı her türlü sorumluluğu oldukça ilkel şartlarda sürdürmektedirler. Tüm bu sorumlulukları ve çalışma zorunluluğunu sıkı ataerkil baskı altında gerçekleştirmektedirler. ”Namus”, “iffet” gibi beden denetiminde sık kullanılan araçlar, bir yandan kadınların yaşamlarını bedenleri üzerinden kontrol altına alırken, diğer yandan ise kadın emeğinin gizlenmesini kolaylaştırmaktadır. Bu yüzden yeniden üretim altında kategorize edilen ücretsiz, görünmez emek, beden denetiminden soyutlanarak tam olarak anlamlandırılamamaktadır.

Türkiye’de İçgöçün Belirleyicileri: Bir Genişletilmiş Çekim Modeli Yaklaşımı

Küresel Dünyada Turist Göçerler Olarak Yabancı Uyruklu Yüksek Öğretim Öğrencileri: Erzurum Atatürk Üniversitesi Örneği

Yeryüzünün dört bir yanında mevcut farklı beşeri topluluklar arasındaki her türde etkileşimi sınırlayan engellerin ortadan kalkması anlamında küreselleşme, sonuçlarının bir boyutu açısından malların ve bilginin yanı sıra insanların hareketliliğinin de artmasını sağlar. Zygmunt Bauman’ın (2010, s.89) ‘akışkanlık’ olarak tanımladığı bu hareketlilik, insanlar açısından iki tür ortaya çıkarır: aylaklar ve turistler. Bunlardan ilki ‘aylaklar’, Torstein Veblen’in (2005) sosyal bilim literatürüne kazandırdığı ‘aylak sınıf’ kullanımından ayrılır. Çeviriden kaynaklı bu tür bir benzeşim (vagabonds ve leissure class), aslında birbirinin zıttı iki grubu ifade eder. Bauman’a (2010, s.109) göre aylaklar, tüketim toplumunun aşağı katmanlarını temsil eden, ekonomik yönden az gelirli ve kusurlu birer tüketicidirler. Tüketim kapasitelerinin gelirleriyle orantılı bir şekilde sınırlı olması bunda etkilidir. Bu noktada, aylakların sahip oldukları ekonomik düzey, onları, şimdiki hallerinden daha iyi koşullara sahip bir yer aramaya zorlar. Söz konusu zorlamanın ortaya çıkardığı hareketlilik ise ağır bir nitelik taşır. Mülteciler, sığınmacılar ve emek göçmenlerinin içinde yer aldığı aylakların ekonomik durumu kadar eğitim ve öğretimden de yoksun olmaları ağırlıklarının en önemli nedenidir. Bu noktada, hiç kimsenin böylesi grupları kendi içlerine dahil etmede istekli olmaması, aylakların hareketlerinin her daim engellerle karşılaşmasına neden olur. Veblen’in (2005, s.19) aylak sınıfı ise endüstriyel işlerden muaf, ancak savaşmak ve dini hizmet vermek gibi onur barındıran işlerle ilgilenen ve feodal hiyerarşinin üst katmanlarında yer alan asilleri/aristokrasiyi temsil eder. Bu anlamda kastedilen aylak, maddi yönden varlıklı ve boş zaman açısından oldukça zengin bir grup olarak ifade edilir. Bauman’ın küresel hareketlilik için belirlediği diğer grup turistler ise tüketebilme kabiliyeti açısından toplumun üst katmanlarında yer alan eğitimli kişilerdir. Bu yönleriyle turistler, aylaklara nazaran daha hafif bir nitelik taşır. Bauman’a (2010, s.105) göre turistlerin bu hareketliliği bir zorunluluk olarak değil de isteyerek gerçekleştirmeleri onları aylaklardan ayıran en önemli özellikleridir.

Kavramlar ve onlara yüklenen anlam zaman içinde değişebilir. Kavramlara yüklenen anlam olumlu olmasının yanı sıra olumsuz da olabilir. “Göçmen” kavramı bu bağlamda değerlendirilebilir. TDK Büyük Sözlükte, “Göçmen” kelimesi, “Kendi ülkesinden ayrılarak yerleşmek için başka ülkeye giden (kimse, aile veya topluluk), muhacir” olarak açıklanır. Uluslararası Göç Örgütü’nün yayını olan Göç Terimleri Sözlüğünde ise “Göçmen” maddesi açıklanırken; “Uluslararası ölçekte, evrensel olarak kabul edilmiş bir ‘göçmen’ tanımı bulunmamaktadır” tespiti yapılır. Açıklama şöyle devam eder; “Göçmen terimi genellikle, bireyin göç etme kararını, zorlayıcı dış faktörlerin müdahalesi olmaksızın kendi özgür iradesiyle ve ‘kişisel uygunluk’ sebepleriyle aldığı tüm durumları kapsar şekilde anlaşılmıştır. Dolayısıyla bu ifade, maddi ve sosyal koşullarını iyileştirmek ve kendileri ve ailelerine ilişkin beklentilerini geliştirmek amacıyla başka bir ülkeye veya bölgeye hareket eden kişiler ve aile fertleri için geçerli kabul edilmiştir. Birleşmiş Milletler göçmeni, sebepleri, gönüllü olup olmaması, göç yolları, düzenli veya düzensiz olması fark etmeksizin yabancı bir ülkede bir yıldan fazla ikamet eden bir birey olarak tanımlar.” (Perruchoud, 2009, s.37.) İlk bakışta Göçmen kavramını tanımlama veya açıklama konusunda fikir birliği olmadığı göze çapar.

ICT USE GAP AMONG THE ELDERLY: EVIDENCE FROM THE EU COUNTRIES

ICT use is becoming an increasingly crucial determinant for the old-age population to meet their demands for high-quality life and low-cost services. However, ICT use, including the employment of online purchase of the elderly population, varies widely among different EU-281 countries. This study aims to investigate Internet usage, especially in terms of online purchase behaviors among elderly Europeans aged 65 and older. Through clustering analysis, the aim of the paper is to identify the heterogeneity in Internet usage among the elderly population in the EU members. Results highlight the gap that exists in the level of online purchasing widely among EU countries.

If it was not for the coronavirus pandemic, 2019 and the beginning of 2020 wouldnot have been regarded in the international politics as overly exciting. One exceptionwas the American-Iranian crisis at the turn of 2019/20. America under Donald Trumpcontinued to waste its leadership capital at both global and transatlantic level. The Weststarted to show signs of its triple division into the US – Western Europe – and Central/Southern Europe, with the latter widening the distance from “old Europe” and shiftingpolitically towards a second class democracy at best. Under Viktor Orbán, Hungarybecame in a way the fi rst private state in contemporary Europe. Transition of power atthe top of EU institutions paralyzed the Union’s foreign activity. Russia, despite its ratherpoor domestic performance, was doing well internationally mainly due to the weakEU and the hectic American policy. China continued its stable course, although itseconomy was slowly losing its previous impetus. Thomas Hobbes’s visions of politicsseemed to settle down in the wider Middle East, where there were many mid- and microlevelconfl icts, clashes and tensions, and no hope for a clear weather. The coronaviruspandemic, which started during the fi rst months of 2020 and will last for a few monthsmore, will bring deep consequences for the global and national economies all overthe world as well as for international politics. However, COVID-19 driven changes needmore time for a credible assessment.

The article discusses the evolution and functioning of the Common Securityand Defence Policy of the EU in 2019. The authors begin with an analysis of the maindeterminants of cooperation within CSDP, focusing on the impact of the perspectiveon Brexit as well as internal political changes and tensions in main European countries(France, Germany), and US-Europe relations. They discuss the evolution of the politicaldimension of European cooperation on security and defence, including the debates onEuropean strategic autonomy and changes in European institutions. They also presentthe development of PESCO, including the course of the debates on the participationof third states in this initiative, as well as it’s functioning in 2019. Additionally, theyanalyze current changes in operational activities (i.e. CSDP missions and operations),including modifi cations of key instruments for executing such actions, like the socalled Civilian Compact. In conclusion, they off er an overall assessment of the resultsand achievements of CSDP in 2019, together with a concise prognosis of its futuredevelopment.

The still relatively weak public support for the government and the outbreak of localprotests were a source of concern for the Kremlin in 2019. Responding to those,the authorities tightened control over the Internet and launched a historical campaignto create an image of an external enemy. Above all, however, at the beginningof 2020, the Kremlin changed the government, initiated constitutional amendmentsand announced new social transfers. This was not only meant to meet the socialdemand for change, but also to prepare a process of power succession, which aimedin fact at guaranteeing the continuation of Putin’s rule. This process was acceleratedbecause the economy was stagnant, with no prospects of much improvement while newchallenges appeared on the horizon. In foreign aff airs, Russia continued its currentpolicy, abandoning hope for a breakthrough in relations with the US. However, it hopedthat growing transatlantic tensions and the fear of strengthening Russian-Chinesecooperation would lead European countries to revise their policy in a direction morefavourable for Moscow, which was reinforced by France’s initiatives to normalizerelations with Russia.

Thirty years after the fall of the Berlin Wall and the German reunifi cation a year later,the Federal Republic of Germany is facing new challenges in internal and foreignpolicy. The main goal of this article is to describe the trends and key events shapingboth these spheres. Firstly, the author describes the evolution of the German partysystem as well as the emergence of the climate policy as a key issue infl uencing voters’preferences. The second part of the article focuses on the way Germany is graduallyadapting to new global realities in which globalization is accompanied by growingrivalry of global and regional powers. Following a two-way strategy, Angela Merkel’sgovernment tries, on the one hand, to protect the multilateral order and, on the other, toreconcile contradictory interests in relations with China and Russia while maintainingstrategic alliance with France and the USA. In the meantime, Germany is awaitinga new political era after chancellor Merkel leaves offi ce, which may prevent the FederalRepublic from taking bolder steps in foreign policy until a new political constellationemerges. However, Brexit and the decision on Huawei and ZTE participation in buildinga German 5G network might speed up the process of defi ning the role of post-MerkelGermany in world politics.
