This article presents the problem of politics of di erence realized within the American educational system, with a special emphasis on higher education. This politics is according to the author based on putting in the center of all educational actions the idea of diversity, as well in creating academic institutions. This key idea becomes in the American context a special significance, regarding the fact that the American society is based on ideology that celebrates multiculturalism and diversity as such. This article presents also an important for the contemporary situation in the United States problem of combining cultural and ethnic diversity on the economical category of di erence between various classes. Furthermore, it seems to be more significant in the light of the economic crisis in recent years that affected also American education in the same extent.

"A Change of Paradigm" in Developing Land Forces Officers' Professional Skills in Accordance with Hybrid Warfare Task-Requirements

In future conflicts, not only traditional or asymmetric actions will be used,but also a combination of the two in order to solve the disputes involving national and international actors, materialized today in different manifestation forms called hybrid war. The hybrid threats tell about the evolution of the contemporary and future threats,about the necessity of a national effort concerted towards providing an immediate effective response to these threats. From a different perspective, the diversity and the complexity of the issues raised by the hybrid threats prove that it is necessary to go beyond the technical or sequential nowadays answers. It results first that it is required to develop an appropriate security strategy which will make possible the efficient action against hybrid risks and threats, in an effective, operational and unitary manner.Therefore, the present article aims at sequentially highlighting the aspects supporting the need to correlate the coordinates of the national security strategy to the planning,conduct and quality assessment of the process of training officers from the “change of paradigm” perspective, in order to acquire the professional skills conforming to the task-requirements specific to the hybrid war. Nothing more natural, more necessary and at the same time more current in this perspective than modernizing the military continuous education system in accordance with the strategic norm of competence.

105 ANI DE LA PUBLICAREA ÎN ROMÂNIA A PRIMULUI TRATAT DE CALCUL PENTRU ELEMENTELE DE BETON ARMAT

Reinforced concrete was introduced in Romania since the end of the 19th century by Professor Anghel Saligny (18541925), the most important personality in the history of the Romanian civil engineering. The one who introduces the study of reinforced concrete, through lessons and projects, at the National School of Bridges and Roads in Bucharest, is Professor Ion Ionescu (18701946). Professor Ion Ionescu published the book Reinforced concrete. Elementary exposure of construction rules and calculation principles in May 1915. This is the first book published in the Romanian technical literature which presents material characteristics, execution, quality control, guidelines for structural calculation and examples of calculations for reinforced concrete elements. This technical book has a major historical importance and is a fundamental reference for the evolution and development of the study of reinforced concrete in Romania.

Alexandru Ciurcu was born at 29thJanuary 1854 inTransylvania (then in Austria-Hungary) where his Romanian parents took refuge after the 1848 revolution. Between 1876 and 1885, working as journalist in Bucharest, he invented a „jet cylinder”: a prototype of the future propulsion system he will make later in Paris with his friend Just Buisson. Ciurcu and Buisson tested the system on a boat, navigating upstream Seine River on 13thAugust 1886; so, 131 years ago, they tested the first manned vehicle ever powered by jet propulsion!On 12th October 1886, they received a French Patent for “Reactive propulsion system”.Before contract signing with French Civil Navigation Ministry, they made a last test on 16th December 1886; unfortunately, a pressurised container exploded, killing Buisson and anassistant. Ciurcu, wounded, survived. He later resumed testing the system on a railroad trolley; successfully, but not enough to develop an airship propulsion system.

A methodological analysis of the scientific research

The article addresses the structure of scientific research in the context of the methodology of science. This goal is realized through the concrete material of physical theory, detailing the structure of scientific research and its elements; its process and the laws it obeys; its results, which leadthe process; its motives, e.g. the "driving forces" of research and the role of philosophy in the process.The paperexamines the theoretical phase of researches as a synthesis of the empirical and the speculative,in contrast to the existing literature that presents the opposition between theoretical and empirical research. The steps of knowledge of the objective laws in a particular area are analysed: the empirical research,the non-fundamental theoretical,the speculative, and the fundamental theoretical; this analysis allows the generalization of the patterns of scientific research. Particular attention is paid to the speculative research and its main elements. The“methodological mechanism” of formation of new fundamental conceptions in science is unravelled. The essence of this mechanism consists of some non-logical cognitive operations (idealization, choice of “Gestalt”, substitution, generalization). The knowledge of corresponding combinations of these operations made by the investigator facilitates the process of research, decreases the probability of errors in the scientific cognition.

There is more than one definition for ‘migration’. Depending on how one handles the definition of the approach also changes. Reaching a consensus on a perfect definition of migration is almost impossible, since it has too many aspects to consider. In a very broad sense, migration can be defined as the process of the movement and the adaptation of people who move from one place to another for a set of reasons, including but not limited to fulfilling their needs, over a specific period of time (Brown & Moore, 1970). Whichever the definition of migration is taken into account, it is an event that changes almost everything both in the lives of migrating people and the people on the route. In a way, understanding the diachronic changes in history is achieved by looking at the migrations; people arriving at a place tend to change and cause some changes in the culture of the people that dwell in that place which creates a “Demographic Whirlwind” which can be both an opportunity or a threat (Morland, 2014, p. 8).

A Relational Approach to the Acquisition Decision-Making Process in the Military Organization

The market relations of military organizations focus on the acquisition of material goods and/or services. Nonetheless, the importance of the decisions related to the supply process is sometimes minimized. This attitude is so harmful for the efficacy and efficiency of the activities conducted by the military structure that at times it can have a negative impact on the management staff too. Problems may occur because the acquisition process must unfold performance-oriented; its main objective is the purchasing of material goods and/or services meant to ensure the smooth operation of the activities of the military organization. In case this cannot be achieved, it is highly probable that the mission of the organization itself is compromised. The present article explores the constitutive elements of the acquisition decision-making situation, certainty, uncertainty and risk connected to the purchasing mechanism, as well as the stages of the acquisition decision-making process.

A REVIEW OF MECHANICAL PROPERTIES OF DIAMOND-LIKE CARBON COATINGS WITH VARIOUS DOPANTS AS CANDIDATES FOR BIOMEDICAL APPLICATIONS

In the modern world, there is an increasing demand for implants, and technologies connected with their manufacturing. One of the possible paths of their development relates to the use of diamond-like carbon coatings (DLC) for the improvement of surface properties of the biomaterials used for implants. Further improvement of the mentioned properties can be induced by means of doping of the coating. Among the elements which are under current investigation of researchers, the following can be placed: Ag, Si, F, Cu, Ti, Ca and P. This paper reviews previously published experimental data concerning mechanical and physicochemical properties of DLC coatings doped with Ag, Si, Cu, Ti, Ca, F and P as candidates for biomedical applications. Although plenty of articles are published in the mentioned field, the differences of coatings’ synthesis techniques, various sources of dopants and substrates, as well as conducted experiments make no consistent view about a possible solution for their future implementation in medicine. Some of the selected dopants (Cu, Ca, P), still require better characterisation of mechanical properties. There is a necessity to conduct studies of mechanical and physicochemical properties of DLC coatings doped with these elements. This will enable adjustment of the necessary technological parameters to biomedical requirements.
