Towards the Prevention of violent Acts at Sports Events: Proposal on a regional Cooperation Framework

Since 2000 until today seven people were killed due to the sports violence in Serbia. Over the last two years the incidents of violence at and before sports events have generated political, academic and media debate. Incidents at the Genoa stadium Luigi Ferraris jointly with the incidents during the Pride Parade have just “spiced up” the current debate. Additionally the presidents of Croatia and Serbia came with the initiatives to establish joint regional football compe¬tition, similar to the one already existing in basketball, and to co-host the 2020 European Football Championship. Yet, the sport of such international character as football is generates considerable “degree” of insecurity, particularly in this region. Incidents are constantly repeated, not only as random or organized acts of violence but also in the form of different criminal activities. This paper places an emphasis on the prevention of violence. The aim of the paper is to stir public debate about the lack of regional co-operation framework in the fight against hooliganism and violence at the sports events. In that regard, we made a brief analysis of the current situation with the focus on the mechanisms of prevention, which are already in place within EU and other European countries. Finally, we propose the model of the regional co-operation framework. The essence of our idea is to establish an additional, eighth Task Force in the current SECI Centre organisational structure, with its HQ in Bucharest. We have named it Task Force on Prevention of Violence at Sports Events. In order to achieve this goal, it is necessary to build capacity through appoint Laison Officers that will be in charge of this metter within NFP of the SECI Centre member states. We emphasize that our idea is not to set up a new regional body for strengthening cooperation in the areas of justice and internal affairs; although there is a tendency among the Western Balkan countries to do so (we refer to the initiatives of Bosnia and Herzegovina and Serbia and Croatia). Our goal is to build up on the already existing institutional framework of cooperation.

The past years of pandemic have forced the population in every country to a different way of living, working, studying and interacting with each other. The article attempts to analyze and assess the digital skills of the population in Poland during the Covid-19 pandemic. It assesses the situation associated with the educational process from the point of view of teachers, children and their parents, taking into account the circumstances and conditions related to training, including state administration support. It uses data from documents of the Ministry of Science and Education and various publications and data from the Central Statistical Office (CSO) in Poland. Demographic indicators are selected and the structure of the rest is analyzed for the period 2005-2021, and for the covid situation the period 2018-2021.

U Federaciji Bosne i Hercegovine od 2015. godine u primjeni je Zakon o zaštiti i postupanju sa djecom i maloljetnicima u krivičnom postupku FBiH19. Zakon predstavlja strateški zaokret i donosi određene novine u oblasti maloljetničkog prijestupništva. Temelji se na rješenjima savremenog krivičnog zakonodavstva, međunarodnim standardima i iskustvima dobre prakse drugih zemalja. Zakonom se utvrđuju posebna pravila postupanja prema djeci koja su u sukobu sa zakonom, mlađim punoljetnim osobama i djeci koja su žrtve ili svjedoci, pri tome poštujući najbolji interes djeteta te omogućavajući da dijete, u skladu sa uzrastom, iskaže svoje interese. Njegova primjena u praksi zahtijeva pravovremenu reakciju i osposobljavanje svih nadležnih organa, prvenstveno stručnih osoba organa starateljstva, odnosno centra za socijalni rad.

Knjiga „Rodni stereotipi: Zvuči poznato?“ predstavlja veoma korisnu i interesantnu publikaciju koja nas suočava s predrasudama kreiranim oko pojmova roda i feminizma. U dvanaest tekstova prikazano je kako rodni stereotipi egzistiraju unutar društvenih i ideoloških matrica, ali i kako oni, u svakodnevnim i konkretnim situacijama, postaju sastavnim dijelom naših vlastitih zabluda. Realnost i konkretna patnja, koje se mogu prepoznati u brojnim navedenim životnim situacijama i pričama, djeluju kao žestok podsjetnik na teške i bolne sudbine žena na ovim prostorima, ali i kao koherentan i stručan materijal za edukaciju u oblasti rodnih studija i proučavanja rodnih stereotipa. U tom kontekstu, vrijednost ove knjige jest što na jednostavan način, prikazujući realne situacije, uključuje čitaoce u prepoznavanje takvih situacija te ih ujedno senzibilizira na pružanje otpora prihvaćenim i etabliranim rodnim stereotipima.

Dijalogom protiv nasilja - Rodno utemeljeno nasilje i multireligijski dijalog

Trening paket Dijalogom protiv nasilja je nastao kao dio Projekta: Rodno utemeljeno nasilje i multireligijski dijalog koji zajednièki implementiraju TPO Fondacija i Medica Zenica uz podršku UNIFEM-a. Projekat je zamišljen i dizajniran kao nastavak aktivnosti koje je TPO fondacija zapoèela 2008. godine u cilju promocije CEDAW konvencije i UN rezolucije 1325 o enama, miru i sigurnosti. S obzirom da je 2009. godine uspješno implentiran trening-seminar pod nazivom Modifikacija kulturnih obrazaca ponašanja ena i muškaraca u BiH na kojem su uèestvovale predstavnice 9 nevladinih organizacija iz BiH, TPO i Medica Zenica su odluèile da ovu vrstu edukacije nastave, s tim da se posebna panja posveti rodno utemeljenom nasilju i multireligijskom dijalogu. Imajuæi u vidu da su ene, uglavnom, iskljuèene iz multireligijskog dijaloga i izgradnje mira u zvaniènim projektima drave i vjerskih zajednica, naša namjera je bila iskoristiti potencijale i kapacitete koje su nevladine organizacije u BiH izgradile u post-ratnom periodu i osnaiti ih dodatnom edukacijom i vještinama potrebnim za prevazilaenje stereotipnih kulturnih obrazaca ponašanja i zadatih rodnih uloga. Ovaj Trening-paket je inovativan po svom sadraju i metodologiji, jer obraðuje pitanja rodno-utemeljnog nasilja i multireligijskog dijaloga komparativno, interdisciplinarno i metodom rodno osjetljive analize. Kroz komparativan pristup rodnih perspektiva monoteistièkog religijskog naslijeða katolièanstva, pravoslavlja i islama omoguæava se bolji uvid u argumentaciju i stavove univerzalista i kulturnih relativista u vezi sa enskim ljudskim pravima, ali i moguænost sagledavanja sliènosti i razlika koje ove tri religijske tradicije imaju u definiranju rodne politike u vlastitom diskursu. Iako ivimo u sekularnom graðanskom društvu u BiH, religije imaju znaèajnu ulogu u definiranju identiteta i rodnih odnosa, pa je stoga vano ukljuèiti religijsku perspektivu u svim oblastima graðanskog društva koristeæi pozitivne potencijale i argumente koje baštine monoteistièke religije. Ovom vrstom edukacije elimo, kroz dijalog religijskog i sekularnog, vjernièkog i graðanskog, teistièkog i ateistièkog, pokazati da je moguæe raditi na promjeni svijesti i stavova o rodno-utemeljenom nasilju koje pogaða sve slojeve društva i slabi zdrave temelje porodice i cjelokupnog društva. Nadamo se da æe Trening paket i propratna literatura koja æe biti korištena na edukaciji osnaiti ene u lokalnim nevladinim organizacijama i vjerskim zajednicama, kako bi što spremnije mogle odgovoriti zahtjevima konteksta u kojem ive i problema s kojim se suoèavaju ene djeca, ali i muškarci pogoðeni nasiljem. Polaznici/e Treninga/seminara æe nastaviti raditi u svojim lokalnim zajednicama, nastojeæi educirati što veæi broj ena i muškaraca o temama mira, pomirenja, nenasilnog djelovanja i dijaloga kao vanih pretpostavki za ivot bez nasilja. Koristimo priliku da se zahvalimo našim saradnicama: dr. Milici Bakiæ-Hayden, dr. Jadranki Rebeki Aniæ, mr. sci. Mariji Grujiæ, i mr.sci. i saradniku Alenu Kristiæu, koji su zajedno sa nama radili na izradi Trening-paketa. Posebnu zahvalnost dugujemo mr. sci. Mariji Grujiæ koja je pripremila radionice za tekstove o miru, nenasilju i multureligijskom dijalogu. Takoðer se zahvaljujemo UNIFEM-u koji je podrao ovaj projekt i napore nevladinih organizacija u BiH koje rade na promociji i implementaciji CEDAW konvencije i UN Rezolucije 1325 o enama, miru i sigurnosti. The Dialogue Against Violence training course originated as part of the “Gender-based Violence and Multi-religious Dialogue” project jointly implemented by the TPO Foundation and Medica Zenica with the support of UN Women. The project was conceived and designed to build on the activities begun by the TPO Foundation in 2008 to promote the CEDAW Convention and UN Resolution 1325 on women, peace and security. After successfully concluding a training seminar entitled “Modification of Cultural Behaviour Patterns of Women and Men in B-H” in 2009, attended by representatives of nine NGOs from B-H, TPO and Medica Zenica decided to continue this type of training, with particular reference to gender-based violence and multi-religious dialogue. Since women are largely excluded from multi-religious dialogue and peace building in official projects of the state and religious communities, our intention was to draw on the potential and capacity developed by NGOs in B-H since the war, and to strengthen them by means of further training to develop the skills needed to overcome stereotypical cultural behaviour patterns and predetermined gender roles. This training package is innovative in both content and methodology, analyzing gender-based violence issues and multi-religious dialogue on a comparative, interdisciplinary and gender-sensitive basis. The comparative approach to the gender perspectives of the monotheistic religious heritage of Catholicism, Orthodox Christianity and Islam provides a clearer insight into the arguments and views of universalists and cultural relativists concerning women’s rights, as well as revealing the similarities and differences of these three religious traditions as they define gender policy in their own discourse. Though we live in a secular society in B-H, religion plays an important part in defining identity and gender relations, and it is vital therefore to include a religious perspective in every area of civil society, taking advantage of the positive potential and arguments of the monotheistic faiths. Our aim with this type of training is to conduct a dialogue between the religious and the secular, the faith-based and the civil, the theistic and the atheistic, so as to show that it is possible to change people’s awareness of and views on gender-based violence, which is affecting every stratum of society and undermining the sound foundations of family life and society as a whole. We hope that this training course and the accompanying material will give women in local nongovernmental organizations and religious communities greater capacity to respond to the challenges of the context in which we live and the problems faced by the women, children and even men affected by violence. After completing the training course/seminars, participants will continue working in their own local communities to educate as many women and men as possible on issues of peace, reconciliation, non-violence and dialogue, as vital prerequisites for a life without violence. We should like to take this opportunity to thank our co-workers, Dr. Milica Bakić-Hayden, Dr. Jadranka Rebeka Anić, Marija Grujić MSc, and Alen Kristić MSc, who worked with us on developing the training course. LGBTI+ osobe imaju pravo na poštovanje, dostojanstvo i jednakost pred zakonom. Međutim, mnoge LGBTI+ osobe se suočavaju s diskriminacijom, nasiljem i kršenjem ljudskih prava zbog svoje seksualne orijentacije, rodnog identiteta, rodnog izraza ili polnih karakteristika. LGBTI+ osobe nisu zakonski ravnopravne s heteroseksualnim cisrodnim osobama u BiH. Istopolni seksualni odnosi nisu krivično kažnjivi u Republici Srpskoj od 1998. godine, odnosno u Federaciji Bosne i Hercegovine od 1996. godine. Zakon o zabrani diskriminacije iz 2009. godine zabranjuje diskriminaciju na osnovu seksualne orijentacije i rodnog identiteta. Takođe, postoji zakonska obaveza da se uskladi zakonodavstvo i politike s evropskim standardima u oblasti ljudskih prava, uključujući i prava LGBTI+ osoba.Istopolna partnerstava nisu priznata na entitetskim nivoima, što znači da istopolni parovi nemaju pristup istim pravnim zaštitama i socijalnim pravima kao parovi različitog pola. Trenutni pravni propisi u Bosni i Hercegovini ne pružaju jasnu sliku o tome da li pravna promjena oznake pola zahtijeva „po tpuno" ili „djelim ično" (medicinsko) prilagođavanje pola. Zbog toga je neophodno da Bosna i Hercegovina, njeni entiteti i Brčko distrikt usvoje zakone i druge propise koji će na sistematski i sveobuhvatan način regulisati proceduru promjene oznake pola u ličnim dokumentima i jedinstvenog matičnog broja na osnovu vlastitog zahtjeva trans osobe i prava na sam oodređenje, bez zahtjeva za prethodnom bilo kakvom medicinskom intervencijom. To implicira potrebu da se jasno definiše zakonom ili podzakonskim aktom u entitetima i Distriktu šta jeste promjena pola koju je izvršila zdravstvena ustanova, šta čini medicinsku dokumentaciju kojom se dokazuje prilagođavanje pola, te koja nadležna zdravstvena ustanova vrši tum ačenje dokumentacije. Takođe, život u drugom rodnom identitetu treba prepoznati kao osnov za upravne postupke promjene pola.

Sarajevo’s urban transport system, once advanced but then devastated during the war, has been patched up to serve its users. However, the increased use of motor vehicles, inadequate public transport, and environmental concerns have led to dissatisfaction, with heavy traffic during rush hours and reliability issues within the system. The Canton of Sarajevo has significant decision-making power over urban mobility, focusing on sustainable development and aligning its initiatives with the EU Energy Strategy 2030 and sustainable development goals (SDGs). Despite the efforts outlined in the Sustainable Urban Mobility Plan (SUMP), gender equality is inadequately addressed, and broader issues such as long wait times and travel distances are overlooked, impacting women’s experiences and necessitating a more inclusive urban planning approach. The plan also overlooks the urgent need for gender-sensitive public transport to enhance women’s mobility and autonomy. The Canton of Sarajevo’s Gender Action Plan (GAP) also falls short in recognising and addressing gender gaps in traffic and urban mobility. A survey undertaken by the Sarajevo Open Centre in September 2023, with the aim of understanding issues faced by women, was answered by 213 women from the Canton of Sarajevo aged predominantly 35 to 50. The survey included questions on safety and accessibility for mothers, pregnant women, and older women and offered a worrisome view of the vulnerability of women and of gender disparity, both of which as yet remain unaddressed. Expensive tickets in Bosnia and Herzegovina disproportionately affect those families with a single working member and multiple children. Daily public transport use by women is common (49.8 per cent), with 52.6 per cent needing multiple transport modes within a single day. Women usually spend BAM 50 to 70 (EUR 25 to 35) on tickets per month (22.5 per cent). Public transport significantly impacts daily life decisions related to economic opportunities and safety. A significant number of the women surveyed had experienced violence and generally felt unsafe using public transport, particularly female workers working night shifts. Despite high rates of harassment, official statistics are lacking, and 93 per cent of women feel that public transport lacks clear information on reporting and preventing incidents. However, there are existing practices that can be seen as models, such as those used in Vienna, London and Madrid, which – in synergy with practical mechanisms to enforce gender considerations in public transportation projects by local authorities and with financial institutions providing loans – could offer high-quality public transport that addresses these gender-specific disparities and improves women’s overall mobility and autonomy.

Urbani transportni sistem Sarajeva, nekada napredan, a potom uništen tokom rata, popravljen je kako bi zadovoljio svoje korisnike/ce. Međutim, povećana upotreba motornih vozila, neadekvatan javni prevoz i briga za okoliš doveli su do nezadovoljstva, prvenstveno zbog gužve tokom saobraćajnih špica i problema s pouzdanošću unutar sistema. Kanton Sarajevo ima značajnu moć odlučivanja nad urbanom mobilnošću, pri čemu se fokusira na održivi razvoj i usklađuje svoje inicijative s EU energetskom strategijom do 2030. godine i ciljevima održivog razvoja (COR). Naporima koji su navedeni u Planu održive urbane mobilnosti (SUMP), međutim, nedostaje aspekt rodne ravnopravnosti. Zanemaruju se šire teme poput dugih čekanja i udaljenosti vožnji, što utiče na iskustva žena i zahtijeva sveobuhvatniji pristup urbanom planiranju. Plan također zanemaruje i hitnu potrebu za rodno osjetljivim javnim prevozom, kako bi se poboljšala mobilnost i autonomija žena. Gender akcioni plan Kantona Sarajevo (GAP) također je nedostatan kada je u pitanju prepoznavanje rodno uslovljenog jaza u kontekstu saobraćaja i urbane mobilnosti. Na anketu koju je Sarajevski otvoreni centar sproveo u septembru 2023. godine odgovorilo je 213 žena iz Kantona Sarajevo, uglavnom dobi od 35 do 50 godina. Cilj ankete je bio razumjeti probleme s kojima se korisnice javnog prevoza susreću. Između ostalog, uključivala je pitanja o sigurnosti i dostupnosti za majke, trudnice i starije žene. Anketa je pružila zabrinjavajući uvid u ranjivost žena i rodnu neravnotežu, što su teme koje se inače ne obrađuju. Skupe karte za prevoz u Bosni i Hercegovini nesrazmjerno pogađaju porodice s jednim zaposlenim članom i više djece. Žene često svakodnevno koriste javni prevoz (49,8%), a od tog broja njih 52,6% koristi više vrsta prevoza u jednom danu. Žene obično troše od 50 do 70 KM (25 do 35 EUR) na karte mjesečno (22,5%). Javni prevoz značajno utiče na svakodnevne odluke o životu koje se tiču ekonomskih prilika i sigurnosti. Značajan broj žena koje su anketirane doživjele su nasilje i općenito se osjećaju nesigurno koristeći javni prevoz, posebno žene koje rade noćne smjene. Uprkos visokim stopama uznemiravanja – službene statistike nedostaju – 93 posto žena smatra da javni prevoz nema jasno naznačene informacije o prijavljivanju i sprečavanju incidenata. Međutim, postoje već utvrđene prakse koje se mogu smatrati modelima, kao na primjer one koje se koriste u Beču, Londonu i Madridu. U sinergiji s praktičnim mehanizmima lokalnih vlasti za sprovedbu rodne osviještenosti u projektima javnog prevoza – i uz kredite finansijskih institucija – ove prakse mogu pružiti visokokvalitetan javni prevoz koji bi uzeo u obzir ove rodno specifične nejednakosti i poboljšao ukupnu mobilnost i autonomiju žena.
