Serious Games for and as Cultural Heritage

Contemporary methods of preserving cultural heritage rely highly on digitization and archiving as foundations for developing various virtual heritage applications. During last two decades, video games proved to be an interactive visual media able to incorporate virtual heritage in amazing and highly appealing ways. At the same time, each video game represents a valuable artifact reflecting technological, socioeconomic and historical issues of its creation. Therefore, video games are an essential and integrated part of modern cultural heritage and themselves need preservation efforts. The present paper discusses video games as a modern tool for presenting cultural heritage by integrating art, storytelling and digital technology. It focuses on both entertainment games and serious games for cultural heritage and provides some illustrative examples of such games with discussing their approach and novelty. On the other hand, video games are viewed as interactive artifacts that are a valuable part of the modern cultural heritage, which requires specific efforts for their preservation together with technological platforms and gaming environment.

An Approach to Raspberry Pi Synchronization in a Multimedia Projection System for Applications in Presentation of Historical and Cultural Heritage

This paper discusses an implementation of a multimedia projection system with two synchronized video sources, based on the Raspberry Pi single-board computer systems. The system is primarily intended for various projections in presentation of historical and cultural heritage, although it can be used for many other related purposes. The considered multimedia system has two projection surfaces - a horizontal projection plane and a 45° inclined special glass projection plane which creates the hologram-like Pepper’s Ghost effect. Each plane displays a separate high-definition video obtained from the corresponding Raspberry Pi. Synchronization of presentations is achieved using custom connection through the general purpose input/output (GPIO) connector of the Raspberry Pi and the wiringPi interface library. As valuable aspects of the system, we can point out the following. From the practical point of view, the system has low cost due to the use of Raspberry Pis. Generation of a holographic effect, as well as larger flexibility in creating the contents of the presentations due to the two projection surfaces, are additional attractive features.

Contemporary visitors expect to interact and get more information about exhibitions that they visit by using information technologies. Therefore, in this paper we discuss a system that we developed to enable an improved presentation of some of the most famous cultural monuments in Niš using QR codes. The system allows to easily add interactive content for cultural and historical objects, in the form of text, images, sounds, or 3D models. These contents can be accessed by using QR codes. The QR codes are implemented as purposely-designed plates, in accordance with requirements by professionals from the heritage protection institutions. Scanning of the codes using mobile devices (smart phones, tablets, etc.) provides additional information to visitors in multiple languages and in a variety of multimedia formats. The provided data are about facilities, personalities, and events that monuments mark. The discussed solution is, using web technologies, made to be cross-platform and adaptable to any resolution.

Open Access Infrastructure for Research in Croatia

There is a vibrant Open Access environment in Croatia and several academic and research institutions initiate different activities concerning open access to the scientific information (Ruđer Bošković Institute, School of Medicine, Faculty of Humanities and Social Sciences, Faculty of Mechanical Engineering and Naval Architecture, Faculty of Organization and Informatics at University of Zagreb, University of Zadar, University of Osijek, National and University Library, etc.). It is very important to improve collaboration among different stakeholders, as well as to provide top-down guidance harmonized with EU practices. Important blocks of the existing Open Access research infrastructure are presented in the paper: the Croatian Scientific Bibliography CROSBI, the Croatian portal for Open Access journals HRČAK, and the common infrastructure for digital academic repositories DABAR. Future development of Open Access infrastructure in Croatia is discussed.

Managing the ever growing production of mathematical research literature requires specific tools. Besides the digital libraries, of particular importance are the reference databases zbMATH and MathSciNet. Focusing on the former one we describe the remarkable historical developments and major events related to predecessors of zbMATH illustrating the gradual evolution of this tool and putting its current state in context. We describe some important features and functions of zbMATH and present the practical experience and the workflow used by the Prague Editorial Unit which contributes to the creation and maintenance of zbMATH.

Meteorološka stanica u Gračanici imala je svoju historijskokulturnu i naučnu opravdanost. To se ogleda kroz činjenicu da Bosna i Hercegovina ima zanimljive klimatološke karakteristike, jer svako polje, planina i svaka kotlina ima osobene klimatološke uslove. Dolina rijeke Sokoluše, njena otvorenost prema Sprečanskom polju, blizina planine Ozren i sam položaj doline na obroncima planine Trebava, fizičkogeografski su faktori koji oblikuju osobenost klime Gračanice. Gledano sa klimatološkog aspekta, Gračanica bi trebalo da ima profesionalnu meteorološku stanicu drugog reda, odnosno osmatračku stanicu. Gračanica sa svojim položajem između dvije glavne meteorološke stanice–Doboj i Tuzla– upotpunila bi klimatološku sliku doline rijeke Spreče. Trenutno stanje, gdje WMO (World Meteorological Organization) propisuje upotrebu niza od 1961. god. do 1990. god. kao referentnog niza, omogućava kompletnu klimatološku sliku ovog područja, pošto je u tom perodu bila aktivna meteorološka stanica u Gračanici, ali ovaj niz neće biti kompletan nakon pomjeranja referentnog klimatološkog niza. Ova činjenica pruža priliku da se osmatračka meteorološka stanica ponovo uspostavi u Gračanici.

One of the pedagogical conditions instrumental in overcoming socialization problems in teenagers of boarding schools by means of ecological education is individualization of pedagogical work with students. It is noted that along with some specific features of personality development, conditioned by the nature of boarding schools (often correctional), other common problems inherent to the process of socialization practiced by boarding school students also exist. These problems are determined by the living conditions and low educational level of the students. To demonstrate multiple opportunities of ecological education in socialization skills’ develop-ment in teenage students the monographic method, which is seldom used in pedagogics, was employed. This method is facilitative in tracing prolonged high-quality changes in students’ identity. General characteristics of the technology, used in the individual work with boarding school students, are provided. A description of each stage of the technology is presented: the in depth study of the student’s individual abilities for socialization; research results of the individual shortcomings barring socialization; projection of the individual program of work; implementation of the program of individual ecological education; assessment of the individual work productivity. Pedagogical ways and means of structuring each stage of the technology in focus are revealed. Conclusions on the ef-ficiency of individual ecological education in solving socialization problems in boarding schools students are made.

ОРИЕНТАЦИЯ СТУДЕНТОВ НА ПРОФЕССИЮ УЧИТЕЛЯ В ПРОЕКТНОЙ ДЕЯТЕЛЬНОСТИ

Possible ways of the value based attitude development in future teachers are considered in the article. Analysis of the problems inher-ent to contemporary general education, human resourcesʼ potentials, requirements asserted upon contemporary teaching community actualize the need to study students’ attitude toward pedagogical work. The obtained research results speak of the weak orientation of students towards professional competencies’ development. The survey, however, demonstrated a rise in educational activities significant for self-fulfillment and self-development of students. At the same time, continuing teacher education is not seen by the students as a priority of specific value. One of the ways to overcome such contradictions, in my opinion, is a realization of the profile training program with psycho-pedagogical orientation in the course of basic education. The main steps of the joint project “A teacher in the modern world” involving students and undergraduates of the same profile education are described. The aim of the project was to develop a set of mechanisms making a selection of the teaching profession preferable. The conclusions of the article suggest that projecting as a practically-oriented technology contributes to the development of required competencies and provides stable orienta-tion towards teaching profession.

The system of compulsory enforcement of court judgments and acts of other bodies needs to be developed and improved due to the low level of execution of court decisions. Currently, the Russian system of court enforcement proceedings is in development. The Federal Service of court bailiffs of Russia implements informational exchange practice (with different departments as well as with people) in the process of court judgments’ enforcement and acts of other authorized bodies. The use of modern technologies in this area is one of the key factors in developing information-oriented society. The age of information technologies dictates its rules to all areas of life including law enforcement. The Russian Federal Service of court bailiffs actively employs informational technologies in its work. Contemporary enforcement systems of Russia and Finland have a lot in common. The article deals with the issue of new information technologies’ introduction into the enforcement system of both countries, Russia and Finland. Analysis of the experience gained by the foreign colleagues and its continuity in the area of information technologies’ introduction are studied by the author.

A comparative analysis of legal regulations concerning environmental issues encountered in Finland and the Russian Federation is carried out. The methods employed for national environmental policy development are determined. The essence of ecological policy practiced in both countries is analyzed with the help of legal sources including the Federal Law “On Environmental Protection” of 10.01.2002, the laws of Finland “On Environmental Protection” (№ 527/2014), the Environmental Doctrine of the Russian Federa-tion, the Concept of long-term social and economic Development of the Russian Federation for the period up to 2020, as well as other national strategies of Russia and Finland, dedicated to environmental issues. For a long time Finnish legislation in the field of environmental protection was largely influenced by the European Union law. However, in recent times it began to assume its national character and ambitions. Finland's environmental policy incorporates coexistence of ecology and economy on the principles of sus-tainable development in conditions of democratization. It is also based on the wide involvement of general public in the execution of environmental programs and enhancement of its cultural, social and economic levels. Environmental policy of the Russian Federa-tion aims to create more efficient administrative management models instrumental in solving environmental issues and examines the concept of sustainable development as a principle of ecologically friendly industries.

ХАРАКТЕРИСТИКА АДМИНИСТРАТИВНЫХ ПРАВОНАРУШЕНИЙ В СФЕРЕ ЭКОЛОГИЧЕСКОГО ЗАКОНОДАТЕЛЬСТВА ПО ДАННЫМ СУДЕБНОЙ ПРАКТИКИ

The aim of this work is to study the content of administrative violations in the field of ecology. For the first time, a study of statistics of environmental violations on the example of the Republic of Karelia allowed us to define the main characteristic features of this type of offense. The relevance of the topic lies in the fact that in the last five years the Republic has seen the rise in the number of registered environmental administrative violations. The offences are massive and, according to the data, are performed 35 times more often than environmental crimes. In terms of the inflicted harm these offences are comparable to the damage caused by envi-ronmental crimes. The results of the study run as the following: the main violators of environmental legislation are individuals (70 % of all offenders), much less are legal bodies (25 %) and administrative officials (5 %); wrongful conduct of individuals is expressed most often in the form of poaching — up to 60 % of all violations. The greatest number of environmental administrative violations, occurring in the areas of Karelian Republic, is registered on the territories with the high level of unemployment. (Muezerskiy, Belo-morskiy, Suojarvskiy and Pudozhskiy regions). The lowest level of legal violations is characteristic of the areas with prevailing urban population and high levels of employment (Petrozavodsk, Kondopoga, Kostomuksha, Kem and Segezha).

The article deals with the wide range of problems associated with the definition of the role of the Arctic zone of the Russian Federa-tion in the sphere of strategic national interests. The Russian part of the Arctic is an abstract term. At present, there is no legal regula-tion defining the Russian borders of the southern part of the Arctic. The Arctic macroregion plays an important role in sustainable development of the country ensuring Russian national interests, its economic development, defensive capacity, and environmental security. However, the federal law on the Arctic zone of the Russian Federation has not been adopted yet. It is still in the process of legal drafting. The need to establish the Arctic zone as an independent subject of the state regional politics is supported.

In 2000, the General Director of State Archives in Poland issued recommendations how to publish directories to archival holdings. The purpose of these recommendations was to set in Polish archival information system this finding aid (operating between guide to archival holdings and list of funds), to standardize its construction and to increase the importance of this aid in the searching of archival materials. This aim was achieved partially. On the basis of recommendations it is possible to define the term directory to archival holdings, but the standardization of its construction is impossible. Recommendations are susceptible of various interpretations and too general. Moreover, particular state archives have tried to change the construction of directories, but now not all modifications are useful from the archives users’ point of view. Editors of directories to archival holdings seldom used typographical tools which could have enhanced the informative usefulness of these finding aids.

The article presents results of a study conducted on the websites of the world’s top 10 universities according to the QS World University Rankings 2013. The aim of the study was to examine the use of Web 2.0 technologies on their libraries’ websites. The research involved analysis of tools that enable and improve communication with users. Tools such as discussion forums, RSS channels, social networks (Facebook, Twitter), blogging instant messengers etc. were examined. Then, it was analysed to what extent these libraries make use of Web 2.0 technologies and for what purposes. The research was done in period between 1st January and 15th March 2014.
