November 17th 1989 is one of the most important milestones in the Slovak and Czech history in the 20th century. It initiated deep social changes and it led to global changes of the political system, and in consequence it opened the way for a Slovak and Czech society’s way towards democracy – political and economic plurality, civic and political freedom. It was put an end to the monopole of Communist Party of Czechoslovakia, that continuously held the political power in country since the coup d’état in February 1948 and forced the Slovak and Czech society to accept its will through directives, and often frequently, by using the force. Both societies as well as national minorities living in Czechoslovakia expected from the November ’89 not only some partial corrections of socialism, what was the case more than twenty years before during the crucial events of the Czechoslovak Spring in 1968. In November 1989, the inhabitants of Czechoslovakia wanted something more – their allegations were going behind the frames of the existing socio-political system. They had enough experience with the practices and the policy of the communist regime, more than years before they were able to compare the existing political situation and the economic conditions with the situation in the democratic Europe in order to formulate more concrete expectations concerning the future. The distance between the people and the policy of the communist regime was more and more evident, as they confronted their own conditions with the situation in the democratic countries of Western Europe. On the other hand, there was a part of society that was relatively satisfied by some social conveniences offered by the socialist system, although these conveniences were often insufficient and strictly limited by the stagnating and unproductive economic system. The leaders of communist party were aware of the fact that their normalization-policy and incapability to introduce essential corrections of the political mechanism felt into the contradiction with changing inner political and social atmosphere in Czechoslovakia.

Grazing, food production, agricultural interests, on the one hand, and biodiversity, on the other hand, do not necessarily exclude one another. On the contrary, pastures with sparse trees and shrubs may well integrate agricultural production and biodiversity conservation. The structural properties of the wood pastures are tightly related to biodiversity; therefore, traditional (and at the same time economically profitable) agricultural activities, such as grazing, pasture clean-up, and the maintenance of the sparse and old trees and shrubs, are essential for the conservation of biodiversity. These activities do not lead to the shortage of agricultural production – on the contrary, the presence of sparse trees and shrubs is accompanied by benefits such as shade for the grazing animals in the summer or foliage and fruit (acorn, thorn-apple, pear) as food supplement for the livestock in the summer and autumn.

In recent years, the rapid pace of urbanization has led to the use of spaces below and above the earth's surface more and more often. This makes issues related to property rights, restrictions and responsibilities on properties with different functional purposes extremely important. On the other hand, the development of modern methods and technologies for spatial data acquisition provides ever greater opportunities for a detailed presentation of our surrounding environment and the performance of effective analysis. The possibilities for the realization of 3D cadastre are growing. Like traditional surveying methods, laser scanning, the use of unmanned aerial vehicles to create 3D models, the use of 3D cameras are becoming increasingly used in practice and are very effective. The amount of spatial information collected through the listed methods is much larger. This, in turn, necessitates their implementation in a spatial database and the development of methods and operations for their processing and analysis. The development of smart cities that use different methods and sensors to collect spatial information supports a number of administrative activities, effective territory management, development of sustainable policies for spatial planning and risk assessment.

Factors influencing the investment policy of resorts on the Bulgarian Black Sea coast are multiple. Some crucial factors are the rule of law, the amount of capital, the aids, and subventions of the state, the taxation, the infrastructure available, the planning of destinations, the workforce as qualification, skills, and knowledge, the whole culture of the service provided, the popularization of the country as an attractive touristic destination, and, maybe the most important factor, it is the urbanization potential of the resorts themselves. However, the actual situation of the sector reveals not all of these factors are well considered and exploited both by the government and by the business. The following report aims to give some recommendations on how to improve the current state of the investment policy of resorts on the Bulgarian Black Sea coast.
