The bright blue sky that engulfs you. The sapphire endlessness of a calm sea. Palms and pink bougainvillea, parks with olive trees, oranges and tangerines tumbling down in the streets. And Cypriots - curious, smiling and well-wishing. Such as the author's neighbor, Mama Marrula, who turned 85 every one of these four years and drove her car to the supermarket so confidently. And the sun that gently touches you in the winter months and burns you in the summer. But you smile and you feel light and happy. Her gratitude goes to Father Peter, who really provoked her to write this essay about Cyprus with love and a bit of nostalgia.

Radovi u publikaciji Diskriminacija – jedan pojam, mnogo lica upućuju čitateljke i čitatelje da shvate lica i naličja bosanskohercegovačke stvarnosti, evidentna u diskriminatornim praksama na nivou svakodnevnog života, kao rezultat internalizirane logike nasilja u bosanskohercegovačkom društvu. Kroz svakodnevicu, kroz administrativno-birokratsko upravljanje životom građana BiH, te kroz zakonodavstvo i institucije, svjedočimo procesima kojima zapravo služi diskriminacija u javnom životu – eksploataciji, osiromašenju, marginalizaciji i otuđenju. Stoga je ova publikacija vrijedan korak u javnoj borbi protiv diskriminacije, kao obliku borbe za jednakost, a protiv društvenog, političkog, svakodnevnog nasilja.

Prošlo je više od godinu dana kako knjiga Zabilježene. Žene i javni život Bosne i Hercegovine u 20. vijeku živi i kako se glas o njoj pronosi. Brojne osobe, koje su direktno ili indirektno povezane sa knjigom su nam se javljale – hvaleći naš rad, šireći glas o njemu, dobronamjerno ga kritikujući, ukazujući na neke činjenične greške ili sugerišući argumentovano neke izmjene. U međuvremenu smo i same dolazile do novih podataka i dopisivale ih u knjigu. Pred vama je, dakle, dopunjeno izdanje u kojem su ispravljene greške na koje nam je bila skrenuta pažnja i koje je dopunjeno ponegdje novim saznanjima. U ovom procesu posebno spominjanje zaslužuju i autorice pojedinih poglavlja, kao i Jadranka Miličević.

Why Do Countries Break Up? - The Case of Yugoslavia

The book deals with the violent and inconclusive break up of Yugoslavia. The author relies on the rational political choice approach to construct an explanation that (i) given the preference of the exYugoslav nations for ethnic justice over individual liberties and rights, and (ii) given the influences of the long terra ethnic strategies and rivalries, the legacy of the four decades of communist rule, and the complexities of the post-socialist transformation process, the break up of their common country was what it took the Yugoslav nations to try to realize their political preferences. In Chapter 1 the process of “Balkanization” is discussed. First, the theory of constitutional choice is criticized. It is shown that the assumptions (stated and unstated) on which the theory is founded are not mutually consistent. Second, it is argued that that makes the idea of self-determination inoperable and self-destructive. Yugoslavia was founded on the principle of self-determination; it has been dissolving in accordance with the same principle. Third, the illusive idea of individual and ethnic identity, of the “self”, in the Balkans is described and analyzed. Fourth, the implications for the failure of any constitutional idea to be accepted as legitimate in Yugoslavia are drawn. In Chapter 2 the process of the discovery of liberalism during the communist rule is discussed and the reasons for its failure given. All the classical liberal ideas were discovered in Yugoslavia in conflict with the socialist principles; they failed to play a key role in the transformation of the country because they did not arise from an idea of a Yugoslav state. In Chapter 3 a “straightforward explanation” of the break up of Yugoslavia is given. It is argued that the state did not break up for economic reasons (as a way to get out of socialism), but for the following two reasons: (i) independent ethnic state is the long term strategy of Serbs and Croats (the two dominant Yugoslav nations); (ii) political preferences came to dominate the economic ones in the process of transformation. Given the goals and the preferences and given the facts of the ethnic configuration, the break up of Yugoslavia was inevitable and it inevitably had to be inconclusive. In Chapter 4 the contribution of the communist legacy is discussed and the record of individual and collective rights left in the ex-Yugoslav states is reviewed. It is shown that none of the newly established states has achieved a significant increase in those rights and is far from any ideal of a liberal state. In the conclusion, the idea that “Balkans are different” is rejected and it is argued that the failure of the principles of civic rights and international order to be respected and implemented will invariably lead to the same set of outcome. In that the importance of the case of Yugoslavia lies.

Izborom tekstova dr Ksenije Atanasijević Etika feminizma obuhvaćeni su oni njeni radovi u kojima se ona bavila temom žene. Već na prvi pogled pada u oči da je Ksenija Atanasijević napisala mnogo takvih tekstova, u raznim žanrovskim oblicima i u veoma širokom tematskom okviru. Pisala je o: filozofiji feminizma; tretmanu žene u filozofskim i literarnim delima; zatim o stvaralaštvu žena, životima istaknutih žena i njihovim dostignućima; feministima i antifeministkinjama; borbi žena da ostvare politička, ekonomska i socijalna prava; organizacijama žena kod nas i u inostranstvu; bliskosti feminističke i pacifističke ideologije. Uz to, napisala je niz prikaza i ocena domaćih i stranih knjiga o ženi i feminizmu, kao i knjiga koje su napisale žene. Ovi tekstovi su publikovani u intervalu od 1923. godine, kad u časopisu Ženski pokret izlazi njena prva studija koja eksplicitno ima za temu ženu — “O emancipaciji žena kod Platona” —, do 1959. godine, kad je u listu Republika izašao prikaz “80–godišnjica smrti Žorž Sandove”. Osim toga, i u svojim drugim tekstovima o filozofskim i književnim ili teorijskim temama, na primer u studijama o lirskom filozofiranju Rabindranata Tagore i filozofiji Božidara Kneževića, Ksenija Atanasijević, kad za to ima povoda, ne zaobilazi temu žene. Bezmalo, tokom celog svog bogatog, plodnog i raznovrsnog stvaranja naša najveća filozofkinja, naprestano je pisala o ženi i ženskoj sudbini.

It was my great pleasure to be invited as a keynote speaker, and I am delighted to have been asked to provide a prologue of this highly interesting and topical international event held in Slapanice, organised by the Department of Public Economics at the University of Masaryk, Czech Republic. The event attracted many high qualitys cientific papers from a range of international speakers, including those from established and early career research academics and postgraduate and doctoral students. The level of debate during the day allowed all delegates, but especially students, to clarify conceptual, theoretical and empirical understandings of the subject of public administration and management. It was also very encouraging to see the attendance of many non-academic delegates who work in the field of policy and practice. Their involvement enabled all those present to align research with the practicalities of implementing some of the scientific findings.
