Bosanski identitet kao protuteža nominalnom hrvatstvu i hrvatsko-muslimanskom književnom kanonu: kratki i neobjavljeni povijesni pregled bošnjačke književnosti Envera Čolakovića iz 1942. godine

Bosanski identitet kao protuteža nominalnom hrvatstvu i hrvatsko-muslimanskom književnom kanonu: kratki i neobjavljeni povijesni pregled bošnjačke književnosti Envera Čolakovića iz 1942. godine

Author(s): Muhidin Džanko / Language(s): Bosnian Publication Year: 0

This paper analyzes the unpublished overview of Bosniak literature written by Enver Čolaković. Written during the time of the Independent State of Croatia (NDH) within the project entitled “Croatian Muslim Monographs”, this study, content wise, had to adhere to the rigid national-ideological framework of the cultural policy of that time. However, the author, insisting on his Bogomil roots, Bosnianhood and Bosnian identity of the Bosniak literature managed to achieve, to the extent it was possible, a counterbalance to the nominal Croatianhood and the officially promoted “Croatian-Muslim literary canon”. The quality of his work can be seen in the fact that Čolaković wrote not only literary-historical overview of the Bosniak literature, but also provided its general periodization, and established, according to his personal ideas and literary-esthetic predilection, anthological-chrestomathic order of writers and works of Bosniak literature.

Education Outcomes from Migration and Remittances in Albania and Macedonia

Education Outcomes from Migration and Remittances in Albania and Macedonia

Author(s): Author Not Specified / Language(s): English

This study looks at the impact of migration and remittances on the educational outcomes of the children left behind. The paper analyses this impact by examining the cases of Albania and Macedonia, countries that have experienced substantial outward migration. The paper tests the hypothesis of whether migration and remittances have a positive effect on the children's education. To test this hypothesis and the mechanism by which migration and remittances affect children’s schooling, empirical specifications were used, including a fixed effect model and an ordered probit model, which analysed the effect of parental remittances and migration experience on the educational level of children generally and for girls’ and boys’ education levels separately. The study uses the most recent empirical surveys conducted in Albania and Macedonia that gathered information on the socio-demographic characteristics of children, migration by household members, household income and expenditures, as well as remittances and their allocation to household consumption. The paper shows that parental experiences of migration have an important effect on the educational attainment of children in both Albania and Macedonia, whereas remittances only have a significant effect on the education status of children in Albania. The results of this study demonstrate that, in the case of Albania, having a migrant parent and remittances more positively affect the education of girls than of boys. This difference in the case of Macedonia is insignificant. The main message for policy makers is that providing a more gender balanced education supply would reduce gender inequalities in terms of years of schooling and educational attainment.

The MIICT Inclusivity Handbook tackles issues related to the incorporation and utilization of Information and Communication Technologies (ICTs) within the context of public services, for the purpose of ensuring comprehensive inclusion of all individuals, irrespective of their personal characteristics and backgrounds. To this end, the report examines the fundamental notions of еquality and аntidiscrimination, emphasizing their utmost importance as catalysts for inclusion within public services and the indispensable roles they play in eradicating discrimination, marginalization and ostracization of individuals who want to avail themselves of such services but encounter various setbacks, ensuring they can access and navigate through them comfortably and with ease. In order to obtain an expansive understanding of the subject of inclusion, the report looks into the fields of gender equality, inclusion of migrants and refugees, inclusion of persons with disabilities and special needs, inclusion and e-governance, and inclusion and data protection. It identifies the main issues of ensuring inclusion within public services and it also elaborates on the various methods of guaranteeing such inclusion, accentuating on the multiple benefits ICTs have in this regard due to their widespread reach, as well as the versatility, simplicity and interactivity they provide. Ovih dana i ja, kao i mnogi drugi, razmišljam o Ukrajini. Posebno o tome kako njima, građanima (sic!)

THE IMPACT OF THE UKRAINIAN REFUGEE WAVE ON REGIONAL SECURITY. RISK ASSESSMENT AND EVOLVING SCENARIOS

Author(s): Teodora-Ioana MORARU / Language(s): English Publication Year: 0

In today’s society, instability and conflict are growing more prevalent, with citizens fearing for what is next, for what some state actor might do, and its impact on our lives and our children. The ongoing Russian-Ukrainian conflict presents a gloomy scenario in which all our beliefs, as European citizens, seem only to survive as glimpses of hope. The probability of such an impactful conflict and the unlikely military conventionalism related to it makes every citizen of any European country to doubt the safety net in which we thought to be, so far. The most devastating effect, specific and real at this moment, of the near conflict in Europe is an economic one since a new refugee wave threatens to destabilize all societal equilibrium. On the other side of the barricade, Russia's position is mainly due to the internal challenges it faces, as its economy is destabilized by United States sanctions. Low oil prices at the end of the second decade of the 21st century is causing serious economic problems in the Russian Federation. Thus, the state faces a rather weak demographic outlook in the future, which is why it is looking for solutions for expansion and evolution, both globally and as a major regional player.

REFUGEES FROM UKRAINE. IS THERE A CASE

REFUGEES FROM UKRAINE. IS THERE A CASE FOR STRATEGIC ENGINEERED DISPLACEMENT?

Author(s): Alexandra SARCINSCHI / Language(s): English Publication Year: 0

The purpose of this paper is to provide a framework for analyzing the current refugee flow from Ukraine in a manner that goes beyond statistics or humanitarian law towards intentionality and strategic games. The author will use Kelly M. Greenhill’s model of strategic engineered migration to investigate the case of refugees from Ukraine in order to assess the potential intention of Russia to use large masses of displaced people, caused by the illegal and unprovoked war, to achieve some hidden goals apart from the stated ones. The paper is built, first of all, on analyzing the theoretical framework focused on the types of strategic engineered migration, the evolution of the refugee flow, the humanitarian crisis and the implications for transit and destination countries. Also, there will be comparisons with the Russian intervention in the Syrian civil war and the case of the crisis caused by Belarus on its borders with Latvia, Lithuania and Poland as illustrative for the use of refugees and migrants by a state actor in order to achieve specific political goals. In the last section, the author will investigate the opportunity to translate the case of war refugees into the model initially dedicated to the broader issue of migration, and, finally, will use it to the present case of refugees from Ukraine.

In accordance with the planned dynamics of the Revised Action Plan for Chapter 24 - Report on the implementation of activities for the period July - December 2021, the competent authorities of the Ministry of Internal Affairs (hereinafter: MIA) and the Ministry of Labor, Employment, Veterans and Social Affairs (hereinafter: MLEWS) initiated amendments to strategic laws in the field of migration: the Law on Foreigners (Official Gazette of the Republic of Serbia, Nos. 24/2018 and 31/2019), the Law on Asylum and Temporary Protection (Official Gazette of the Republic of Serbia, No. 24/2018) and the Law on Employment of Foreigners (Official Gazette of the Republic of Serbia, Nos. 128/2014, 113/2017, 50/2018 and 31/2019). The presentation of the proposed amendments to the relevant laws was accompanied by a consultation process with interested stakeholders and an invitation to submit written comments and suggestions. Group 484 assesses this practice as positive, especially considering that it shows continuity in the approach of the competent authorities, as the previous cycle of amendments to the laws was also assessed as transparent and constructive by civil society organizations that work on migration.

Identifikaciona dokumenta stranaca i pitanje određivanja identiteta stranca u nacionalnom okviru

Foreign nationals residing in Serbia for extended periods often seek access to rights and services, including establishing associations or businesses, but face significant challenges due to lack of identification documents from their home countries. While some categories, like asylum seekers or those with approved temporary residence, can obtain Serbian ID documents and access services, many migrants remain without legal status or identification, making them “legally invisible” and unable to engage in legal transactions. This situation raises the need for clearer regulations on temporary or tolerated stay to ensure legal identity, increase legal security, and facilitate access to rights and services.
