CITES CRIMES IN POLAND – CAUSES, MANIFESTATIONS, PREVENTION

This study analyses the illegal trade in protected fauna and flora species from the perspective of green criminology. In the criminological part, the author diagnoses the causes of these phenomena (etiology), characterizes symptomatic forms of pathologies occurring in this area (phenomenology) and suggests methods for counteracting and combating undesirable phenomena (prevention). Additionally, statistical data concerning the examined phenomenon in Poland are presented. The relations between CITES crimes and other criminological categories are examined. In the legal part, the author refers to regulations of international law, the European Union law and Polish criminal law. The paper also presents principles concerning liability for CITES crimes in Polish criminal law.

SITUATIONAL CRIME PREVENTION: THEORETICAL BACKGROUND AND POSSIBILITIES FOR FURTHER DEVELOPMENT

Inspiration and issue(s) that are addressed: Situational Crime Prevention is part of the Crime Prevention Policy and in recent years, it’s proponents strive to replace the social prevention as unsuccessful in crime reduction, too expensive and too demanding to tackle the social criminal factors. That way, a group of criminologists claims that prevention from distance doesn’t work and redirect their interest toward removing the situational factors that make opportunities for crime. In that regards, our article will elaborate the basis and main findings related to the benefits and possible risks of situational crime prevention. Purpose of the paper (scientific and and/or social): The aim of the paper is to present the pros and cons of the application of situational crime prevention. The scientific and social objective to study this model of crime prevention stems from the need that the wider crime policy should encompass, not just the repressive measures, but also preventive, and not just undertaken by the criminal justice system, but beyond and by the agencies within civil society and private sector. Methodology/ Design: This paper provides an overview and analysis of certain scientific papers and studies that present research findings and results related to situational crime prevention. Also, we will go through several criminological theories and perspectives within the environmental criminology, in order to present theoretical background of situational crime prevention. Limitations of the study/ paper: Lack of public and scientific discourse, as well as un-recognition of the importance of situational crime prevention among criminal justice policy makers in our country. Results/Findings: Main findings refer to the recognition of the benefits of situational crime prevention, but also of certain negative sides that demand careful application and selection of certain prevention measures by the main stakeholders. General conclusion: Situational Crime Prevention may reduce crime in certain circumstances, but cannot solve the crime problems, i.e. cannot decrease or remove the criminal factors. That way, it can be part of the general national crime prevention policy, but only together with the social prevention, because those two are like two sides of one coin. Justification of study/ paper: Research and situational crime prevention in the Republic of Macedonia should be subject to continuous analysis. Science, based on scientific research and results should help to promote the positive effects of its application in order to find its appropriate place within criminal justice policy.

SECURITY MANAGEMENT AND ENVIRONMENTAL CRIME - SECURITY MANAGEMENT STUDENTS’ ATTITUDES

Reason(s) for writing and research problem(s): Environmental crime represents a contemporary form of endangerment of our security. Repercussions of an environmental crime can be irreversible for Earth`s biosphere. Aims of the paper (scientific and/or social): The role of this paper is to assess knowledge of students studying safety management about their understanding of environmental crimes. This will be done through an analysis of safety management curriculum. Methodology/Design: In this research, we analyzed views of students in their freshmen and senior year of undergraduate study of a Safety Management program. During this research students answered questions about the environment, endangerment of it, as well as environmental crime. Research/paper limitations: This research was done at University of Belgrade – Faculty of Security, among freshmen and senior students. Results/Findings: Both groups of students had similar views towards environment however, the group of senior students showed more proactive behavior and readiness to act against environmental crime. General conclusion: Obtained results can be used as a foundation for an identification of new investigative questions that will address relationship between education and environmental crime. Research/paper validity: One of the more effective ways in which contemporary society can combat environmental crime is an appropriate professional response. This can be done with education, in particular with education of students who are directly responsible in fight against environmental crime – Safety Managers.

Weather changes and their belonging manifestations in the form of meteorological phenomena have always been largely associated with economic ascents and descents, and have entailed a series of economic, cultural and political changes that have left their mark on the entire history of a particular region. Meteorological changes, but causally also those in the economy, are also visible in the 1930s in the Adriatic region, where in some cases they completely destroyed economic activities and yields. This paper deals with the disasters that plagued the island of Vis in the period from 1935 to 1939 on numerous occasions and in various occurrences. Some contemporary newspaper articles in Split’s Novo doba, Jadranski dnevnik and Jadranska straža remained, as well as detailed writings on the destruction of vineyards and yields in the fund for the Economy of the Banovina of Croatia (HDA, BH-OSG, IV, 39039-44 / 1939). The overall problem has been viewed from multiple perspectives; variability of weather and its impact on the overall situation, natural hazards as a considerable factor in the complete destruction of viticulture and their reciprocal echoes, and people‘s perceptions of these hazards as disasters that present themselves within the confines of oral history.

Since the 70’s, environmental and social issues have raised to the top of companies’ business plans, policymakers’ agenda and people’s life being a driver for innovation and sustainable change. Many companies aligned their corporate culture, strategies and products to sustainability principles, gaining a competitive advantage from it. Many others did not, not believing in the change or trying to cheat the system with greenwashing strategies. To this extent, identifying the characteristics of green products, understanding consumer’s purchase behavior and what they are willing to pay extra for, how competitors rethink supply chains and promotional channels would be useful for businesses that aim to design, develop and market green products. Green Marketing is a key factor to this process. One side enhances clean production by designing and developing green products. The other side advocates and strengthens sustainable consumption, keeping the consumers well-informed during the overall purchasing process. This study reviews the most relevant papers related to Green Marketing since its formation to the present analyzing definitions, approaches, concepts, strategies, tools and solutions. The review shows that Green Marketing has changed over time, adapting to the growing attention and relevance gained by the entire sector. During this journey, different strategies have been implemented, various types of green products exist, and consumers are well-engaged in sustainability in addition to preserving the environment and being socially responsible. Companies furthermore have changed their attitudes for opportunities or because of pressure from legislators or consumers. Supply chains are vital to achieve sustainable consumption, reducing pollution and waste. Advertisements play a key role to inform and advocate the benefits of going Green Marketing.

THE MESOLITHIC CEMETERY OF GROß FREDENWALDE (NORTH-EASTERN GERMANY) AND ITS CULTURAL AFFILIATIONS

The site of Groß Fredenwalde was discovered in 1962 and has been known as a Mesolithic multiple burial since 14C-dates verified an early Atlantic age in the early 1990s. New research since 2012 reconstructed the situation of the poorly documented rescue excavation in 1962 and identified six individuals from at least two separate burials. The new excavations uncovered more burials and Groß Fredenwalde stands out as the largest Mesolithic cemetery in North Central Europe and the oldest cemetery in Germany. In this paper the known burial evidence from this site is presented and the location of the cemetery, mortuary practices, and grave goods are discussed in a broader European context. Northern and Eastern connections appear especially tangible in Groß Fredenwalde and it is suggested that the community associated with the Groß Fredenwalde Mesolithic cemetery was integrated into wider cultural networks connected to the North and East.

South-Eastern Lithuanian Stone Age pottery reflects the way of life, nutrition, social status, artistic expression, and intercommunity relationships of its creators and users. Natural conditions unfavourable for the survival of organic material and the intermingling of artefacts from different periods in sandy settlements limit the ability to precisely date and reconstruct the long, distinctive process of Neolithisation that began in the late 6th millennium bc. Analysing the traces of ceramic vessel use, the structure of the pottery, the coiling and decoration technologies, their changes and reasons, it is possible to understand better the traditions of the Forest Neolithic communities and the encounters of different influences in SE Lithuania.

This article describes a research study developed during the webinar organized in order to celebrate 6th of March as European Day of Speech & Language Therapy. In this research participatedRomanian SLTs (N=150). The research was based on the following objectives: to identify thetypology of the present used resources in the Romanian SLT field; to implement the Padlet as a toolfor collecting and sharing data and to identify the area of resources that has to be developed. Resultsdemonstrated that SLTs mainly use virtual resources (VR=106) in their present work and that materialresources that can be used online is the less detailed and mentioned category (MRV=17). The thirdcategory of resources is the category of material resources (MR), those that are to be used mainlyduring face-to-face SLT therapy. This category is represented by a relatively low number of units,compared with VR (MR=61). Regarding the use of Padlet, we consider that this focused-groupbased research was enhanced with success, participants in the research, even if they were anumerous group, and the research was developed online, had the chance to express their points ofview, without difficulties.

Environmental degradation and political stability: A comparative study of civil and common law developing economies

Nowadays, environmental degradation and political stability are two of the most well-debated topics in the sphere of macroeconomics, which potentially have significant consequences on the welfare of society. This paper studies the impact of political stability on CO2 emissions in a comparative framework of civil and common law developing states. The findings based on the panel vector error correction model (PVECM) illustrate essential differences regarding the CO2 emissions-political stability nexus in our samples. Notably, we reveal a long-run monotonically increasing relationship in French legal origin economies, while a bell-shaped pattern is at work in English legal origin ones. Thus, a closer look at the political stability status in the context of environmental policy, in countries where the future levels of political stability are associated with a reduction in CO2 emission, may give valuable insights in fighting climate change.

A herbarium collection of Petrozavodsk State University has a “Chinese” assemblage put together by Vladimir Ivanovich Ermakov. V. I. Ermakov (1919–1999) is known as a Soviet forester and a specialist in selection and cultivation of woody plants. From 1968–1986 he worked as a director of the Forest Institute of Karelian Branch of the USSR Academy of Sciences. From 1954–1958 V. I. Ermakov worked as an advisor at the Research Institute for Tropical Agriculture (Hainan, Chinese People’s Republic). After the Second World War the Soviet Union experienced a great demand for natural rubber. In order to produce this strategic raw material a few plantations of Hevea brasiliensis, as world cultivated rubber species, were established in the tropical areas of China. Lots of Soviet specialists were involved in this work, including V. I. Ermakov. The collection in focus includes 30 specimens – herbarium leaves of shoots of Hevea brasiliensis, different species of eucalyptus (the strips of eucalyptus were planted to protect plantations of Hevea brasiliensis), as well as layers of natural rubber, obtained by different methods of treating the latex of Hevea brasiliensis. The covers of some herbarium collections have gift inscriptions of V. I. Ermakov written in Chinese and Russian. One of them says: “To our dear teacher Ermakov for good memories from all Chinese selectors of the Department of Selection of the Research Institute of Tropical Plants in South China. June, 5, 1956, the city of Canton”. The “Chinese” collection of V. I. Ermakov represents not only a particular Chinese period of his scientific work, but also opens up one of the pages describing the history of the Soviet-Chinese relations in the middle of the XX century.

Since the 1980s, in International Relations discipline the “widening” of the concept of security led to several definitions, including environmental security, and the understanding of environmental problems such as climate change as a global security issue that requires joint efforts in the international system. Given the projections of the Mediterranean Basin to be one of the most affected regions by climate change, understanding Turkey’s perception and policies regarding environmental problems and climate change is important. This paper, thus, examines Turkey’s approach to climate change during the period from 2002 to 2019 under the Justice and Development Party rule. By drawing on the Copenhagen School’s politicization/securitization framework, this study claims that throughout the 2000s Turkish governments have made climate change visible as a problem, developed administrative, institutional and political initiatives, taken on responsibilities, albeit limited, and addressed climate change predominantly within the sustainable development framework, thereby politicized rather than securitized climate change.

In this article, the ecological dimension is discussed in the selected Turkish oral poetry samples. The framework of our study is to evolve the concept of ecology consisting of the terms “oikos/home” and “logia/science”, which means “the science of home/being at home”, to the meaning content that covers the entire natural and cultural environment in which people live. In this context, considering the human being at home and being on earth, trying to determine the extent to which the reflections, beliefs, and approaches about “being in the world/nature” that we think include the folk songs as the type of oral poetry constitute the main purpose of the article. In this context, the ecological functional dimension of the folk songs, which constitute an aesthetic and communicative aspect of the Turkish folk culture, is evaluated within the framework of the functional theories of folklore and interpreted in light of the views of deep ecology approach. Exemplary folk songs and minstrel (ashik) poetry which are thought to contain nature-related themes used as data for the study were selected through literature review. While the interpretation scheme is established by utilizing the ethnomusicological point of view in terms of evaluating music in a cultural context, deep ecology approach determines the conceptual framework of eco-critical evaluation.

Demografski razvoj Podvelebitskog primorja u uvjetima periferije

The sub-Velebit littoral is the most striking example of a rural periphery and, in this vein, a developmentally problematic zone in Croatia’s littoral belt. This is, among other things, reflected in the problematic features of the contemporary settlement structure of this area. With the exception of Senj and Obrovac, which are characterised by long-term developmental continuity, the existing settlement structure was established and developed since the latter half of the 17th century. The first modern census, conducted in 1857, recorded a population of 18,601. The higher natural carrying capacity and the palpable growth in the economic carrying capacity resulting from the activation of the mercantile/intermediary function of Senj since the late 1770s resulted in a focus of settlement in its northern section by the mid-19th century (over 70% of the population of this section of the coastal belt lived in the territory of the City of Senj). From the mid-19th century until the First World War, the population steadily rose (with the exception of the 1870s), and the maximum population was recorded in 1910. The demographic progress of this time was the result of a growing natural increase (an outcome of the already commenced demographic transition in the northern section of the Velebit coastal front) and emigration (which intensified after the decommissioning of the Austro-Hungarian Military Frontier in the 1870s). Since the early 20th century, emigration increasingly became the fundamental factor of demographic development, which was reflected in depopulation after 1910.The main propulsive factor underlying emigration up to the Second World War was the overpopulation of a passive zone, and thereafter the stagnation in Croatia’s regional development. Despite developmental impulses after the modernisation of the coastal highway in the late 1950s, followed by the application of measures aimed at a more balanced regional development in D. Husanović-Pejnović: Demografski razvoj Podvelebitskog... Senj. zb. 37, 119-142 (2010.)Croatia during the 1970s and 1980s, stagnation in regional development and the ensuing emigration remained a constant in the development of this zone until the onset of the 1990s. In the last inter-census period, significant absolute and relative depopulation was recorded, which were exacerbated by warfare, especially in the southern section of the area under observation.Long-term and intense emigration led to deep and unfavourable consequences in the demographic development and settlement structure of the sub-Velebit littoral. In addition to depopulation, i.e. the continual diminishment of social energy, its impact was also manifested in the rapid ageing and negative natural trends, so that this part of the coastal belt had acquired the features of an exodus zone with a dying-off trend by the 1980s. The negative intensity of demographic processes continues to grow, which is demonstrated by the over one-quarter share of the elderly in the population and the ageing indicators with “extreme deep age” features by2001, and the negative natural trends and consequent depopulation of 4.2% during the period from 2001-2007. These negative demographic processes are correspondingly reflected in the settlement structure, above all in the continual decline in settlement density and decrease in the average size of settlements.Given the features of demographic processes, there are nonetheless considerably notable internal differences between individual parts of the sub-Velebit littoral. On the one hand, these differences are manifested in the already-commenced demographic transition and emigration from the northern and central sections, which up to the 1870s grew within the scope of the Military Frontier (City of Senj and the Karlobag Municipality), and their absolute (City of Senj) and relative (Karlobag Municipality) depopulation as a periphery to Dalmatian municipalities(Starigrad and Jasenice). On the other hand, they are reflected by differences in the direction and intensity of demographic processes between submontane, coastal and central settlements. In contrast to the remaining sections of the littoral, here the submontane settlements (northern and central sections of the Velebit coastal front) did not move down towards the sea prior to the modernisation of the Adriatic highway, and after this the process lagged greatly behind the emigration outside of this zone. The notably modest demographic growth of Karlobag and several other coastal settlements from 1991 to 2001, as opposed to the depopulation of all other settlements (including central settlements), was in fact due to fictive registration motivated by thespeculation of owners of vacation housing.The negative demographic processes in the sub-Velebit littoral shown here indicate the need to undertake appropriate measures aimed at stabilising the settlement structure in thisspecific coastal belt, which has the explicit features of a peripheral zone. In this regard, the development of the labour function in central settlements should have a crucial importance. Given the seasonality and generally limited proportional possibilities of tourism in this part of the coastal belt, the development of the labour function in the future should be based on production activities to a greater degree, including those which serve the tourism industry. However, this type of development in central settlements, which will give them the capacity to become stabilising hubs of settlement in their local governmental units, certainly requires more complex regional and local developmental policy measures and instruments.

Until the first half of the 20th century the Croatian agricultural population often moved from the mountains to flatland areas, where the numbers of farmers has not markedly changed. However, for this the movement from mountainous parts to the Croatian coast work has a greater importance, which caused the decrease in the numbers of farmers and was a sign of the economic development of that time. The aim was to show, through a prism of the life Velebit’s piedmont dwellers, reasons for leaving southern Velebit and the reasons for the population’s relocation to the coastal area of today’s tourist resorts of Starigrad, Paklenica and surrounding places. Modernisation processes (characteristic of Croatian areas in the second half of the 20th century) – the development of goodsmoney relations, urbanisation and industrialisation and the development of tertiary and quaternary services activities related to tourism have affected the life of Velebit's piedmont area, allowing them to quickly leave their livestock and farming, whereat there is land reclamation and the deruralisation of these places. In this work the emphasis will be placed precisely on the difficult living conditions before moving, or before the modernisation processes (at least in rudimentary forms) began to penetrate into this area.Through the work of the top Croatian ethnologist Vitomir Belaj, which will serve as a theoretical base and a secondary source of information, as well as through the works of other authors who have touched upon the issues concerning agricultural-livestock economy and the ways of life of the mountain farmers, in this text will be displayed everyday life of at least one part of Velebit's piedmont area – the difficult living conditions, which facilitated the departure from this rural area. Religious particularities, such as the ritual held after the celebration of the mass of Our Lady or the custom of placing the deceased at special places for resting purposes during the funeral procession to cemeteries known as mirilima, along with some reminiscences of family and interpersonal relationships of the inhabitants of southern Velebit are supported by interviews which were carried out on 7th May 2010 with Mrs. Kristina Bušljeta, who was born and lived in this area until 1958. This will also serve in the already described living conditions of the Velebit piedmont region. Velebit's piedmont dwellers lived without passable roads for animal-drawn carts and cars, without sufficient drinking water, with constant restrictions, especially related to working with livestock such as goats and chopping wood. One of the key reasons for the deruralisation as well as the subsequent land reclamation of this area was the construction of the Adriatic magistral (main coast road) which brought about the development of tourism and service industries, meanwhile, moving to the coast also represented a social prestige in the local inhabitants, who were primarily involved in the construction of residential buildings on the coast. All of this contributed to the final decision on the abandonment of rural areas of southern Velebit. So that Velebit's piedmont dwellers, their occasional settlements, barns, hay barns, wells and pens are not left to complete oblivion it is necessary to write about the rural life that once inhabited the southern Velebit slopes, and hopefully this text contributes to that.

Coastal areas have always been an indispensable area for humankind due to the opportunities they offer. The sustainability of the coastal areas, which have social and economic meanings for human activities, has been endangered as they are exposed to huge pressures owing to the rapid depletion of resources. It is necessary to well-organized integrated coastal zone management that adressess environmental, economic and social dimensions with a holistic approach as well as spatial planning in order to sustainability of coastal areas. In this context, integrated coastal zone plans and spatial planning relations in Turkey were evaluated through case study on Izmit Bay and Bursa Province within the frame of principles of integrated coastal zone management as a comparative table. As a result of this study, it was seen that decisions are developed only for the land sections, and there are no provisions regarding aquatic ecosystem and water resources management for marine sections in the integrated coastal area plans of Izmit Bay and Bursa Province where anthropogenic effects are intense. The awareness of the actors involved in the process should be provided first in order to constitute a management model for consistence and coordination between institutions and administration that have authority and responsibility in the coastal areas and the sectors in business on the coastal areas.

Today; It is known that the biggest threat to sustainable development is environmental problems, however, all countries of the world, including our country, closely follow the developments in the environment and implement various studies, policies and strategies for a solution. The rapid population growth, unplanned urbanization, industrialization and economy in the world cause the depletion of natural life resources and the spread and diversification of problems such as environmental pollution from the local to the global. Today, it is observed that the media brings up issues related to environmental problems. While the media has focused on Global Warming and Renewable Energy Sources especially in 2007 and 2008, it is seen that recently, it has been focusing on Hydroelectric Power Plants, Thermal Power Plants, Mining and Coastal Forestry areas and Public Institutions and Civil Collective Organizations dealing with these issues. In 2020, Kanal Istanbul and Covid-19 gained weight on the agenda. In this context, the perception management of the central government through the media in the implementation of environmental policies and strategies creates differences of opinion in the society. It is observed that the media is widely used in the works of non-governmental organizations engaged in environmental activities in matters affecting the society, such as the protection of nature, the reduction of biodiversity, the destruction of forests, and the opening of the coasts. In this context, it is important to have an independent media in determining the positive / negative aspects of the policies and precautionary studies followed by the governments in the countries and in the adoption and implementation of the common policies and measures by the society. Similar to the current situation, the role of the media is that people have the right to know the measures taken against all environmental problems, how many of these measures can be implemented and the results obtained. In this study, in order to ensure sustainable development, the perspectives and management of written, visual and social media in the solution of environmental problems in our country and how it affects the individual and society will be examined and evaluated within the framework of laws and agreements.

Discussions on promoting economic growth in the face of environmental degradation and resource depletion more and more often refer to the concept of the circular economy (CE). Although it is still at the initial stage of its development and for the time being does not make a separate school in the structure of economic thought, it increasingly determines the way of perceiving the principles of sustainable development and the possibilities of their practical implementation. On a basis of the critical literature review, the article presents the general assumptions of the CE concept and discusses the activities undertaken in this respect in the European Union and Poland. The circular economy implementation in practice shows that it is not a perfect solution – it responds to contemporary development challenges, but its implementation limits barriers, both financial (ecodesigning and eco-innovation costs) and non-financial (legislative, public knowledge, short-term planning of activities).

What was at stake in the nineteenth century was not only the impulse towards light (in the case of photography), but also towards sound, which had its own matrix and devices, associated with another form of culture. The culture of the senses, whether as memory or as experience, was, at that time, a crucial element in a new perception of reality. This new perception was revealed in the rise of artistic works where the dweller of the urban or rural environment was part of the narrative. Sound culture started to develop from the nineteenth century onwards, when technology made it possible to reproduce what was invisible and to conduct research in invention centres and laboratories. Hearing and listening became crucial parts of the one’s access to reality and individual education. Sound established the relation between technology and the subject, increasingly uniting communities around the acoustic experience.

The effects of membership in the Polish National Cittaslow Network

Research background: Identification of the effects achieved by cities owing to their membership in the Cittaslow network plays a role not only in the development of every city, but also in the growth of national and international Cittaslow networks. Being a member of the Cittaslow network, and thereby adopting the slow city development model, affects the process of urban management by directing it towards such activities that agree with the assumed development concept. The achieved effects, manifested in the social, economic, and spatial spheres, contribute to the improved quality of life in a slow city, which in turn influences its development. Purpose of the article: Identification of the effects of membership of Polish cities in the Polish National Cittaslow Network. Methods: The study included a diagnostic survey method. The diagnostic survey based on a standardized survey questionnaire was used to identify the effects achieved by the Polish cities in the Cittaslow network. The survey was addressed to mayors of all member cities in the Polish National Cittaslow Network. The survey was conducted in May 2020. Findings & value added: The most important effects to date of cities being members of the Polish National Cittaslow Network, and their scale, have been investigated. An attempt was made to determine in which areas of urban life the effects become observable in a relatively short time (a few years), and which effects are attainable after a longer period of time. Major barriers to obtaining the desired effects were also identified. The research fills in a gap in this scope, as it provides a complex analysis of the effects of the membership of cities in the national Cittaslow network as seen by the city authorities. The results can serve to make comparative analyses of the effects achieved on different levels of development in the national Cittaslow networks, particularly in view of the fact that the Polish National Cittaslow Network is the second largest network in the world with respect to the number of member cities.
