The necessity of considering the right to a healthy environment in the context of intergenerational phenomenon is especially fueled by ac cusations that the current generations live at the expense of future unborn generations, which is often accompanied by a rather brutal rhetoric like „suspensive robbery“ (as the famous environmental activist Paul Hawken points out: „We have an economy where we steal from the future, sell in the present and we call that GDP“). In that sense, the paper analyzes the temporal range of the right to a healthy environment by addressing its substance, the idea of intergenerational justice and equality, the ability of future generations have rights in the present, as well as sustainable de velopment – until now the most optimal compromise between seemingly irreconcilable demands of economy and ecology as well as the interests of present and future generations.

Problem Setting. The implementation of biosphere reserves such tasks as: conservation of biological and landscape diversity, realization of the background ecological monitoring, studying of the natural environment, its changes under the influence of anthropogenic factors is possible only under condition of existence in the state a coherent, clearly defined control mechanism in the sphere of functioning and development of biosphere reserves. Effective public management in the conditions of free access of the public, research institutions and other subjects of management activity in this area is the key to preserving in natural state the most typical natural complexes of the biosphere, a harmonious combination of rational use of natural resources with their protection and reproduction.The actuality of the topic. The modern state of governance in the operation and development of biosphere reserves is studied in the article and the urgent need to further improve governance in this area is justified.It is established that a feature of administration in the sphere of functioning and development of biosphere reserves is in the fact that the subject structure of these relations is very diverse, as some of the players have managerial authority, although according to the law and their nature do not have authority regarding the implementation of regulatory impact. Therefore, it was proposed to classify management subjects in the field of functioning and development of biosphere reserves on the subjects of public administration and non-state control. In turn, the subjects of public administration should be attributed to entities of the general state administration in this area, for example, Ministry of Ecology and Natural Resources of Ukraine, and subjects of special public management, for example, the State environmental inspectorate of Ukraine. Non-state administration control there is a special administration of biosphere reserves and public inspectors.The purpose of the article. Despite the lack of specialized body of management of protected matter, proposed to create a single special authorized and isolated organ with clearly defined competence in the management of the NRF. In addition, it is proposed to improve the mechanism of state management by creating the appropriate territorial bodies, subordinate to the specified central body of executive power in the field of nature conservation to ensure implementation of state policy in the sphere of management of protected matter on places.Conclusions. The attention is focused on the need for the newly formed authority subordinate biosphere reserves, to resolve the inconsistencies between the different public authorities, enterprises, institutions, organizations in the formation and implementation of the strategy and development plans biosphere reserves. There was justified the opinion on improving the system of state management in the sphere of protection of biosphere reserves by the department of public service of protection of the NRF in an independent unit under the State environmental inspectorate of Ukraine, which is under the Ministry of ecology and natural resources of Ukraine.

The standard requires that schools and kindergartens form teams to support the personal development of children. Involving the parents or the people who take care of the child when carrying out the activities to support the personal development of the child guarantees the good results of those activities. The general support of the personal development aims at developing the potential of each child or student in kindergarten or school. In the context of the standard for inclusive education, the author develops and presents a mechanism for practical training for working with parents to the needs of the education of students in pedagogical subjects, and Social Pedagogy in particular. Competencies for teamwork (in cross-institutional teams for general care and support as well as in order to work effectively with colleagues) and networking are formed. Such competencies are required in the future professional realization as pedagogical advisors or social workers.

The problem of phytoremediation of territories exposed to the influence of non-ferrous metallurgy enterprises is currently extremely hot. Results of the study reflecting the influence of the soil of technogenic wasteland on selected parameters of the red fescue (Festuca rubra L.), which is a metal-tolerant species of cereals, are presented in the article. The samples of technogenic soils were taken near the copper-nickel combine (Monchegorsk, Murmansk region, Russia). The experiment consisted of 4 series, where the red fescue was grown on such substrates as technogenic soils, a mixture of the soils with control peat in the ratio 1:1 and 1:3, and control peat. The studied parameters included: the chemical composition of plants and soils (forms available to plants), the height and the weight of plants, the fluorescence of chlorophyll a, the content of photosynthetic pigments. The total copper content in the technogenic soil was 6,4 g/kg, nickel 1,6 g/kg. This peat was highly toxic. The plants did not sprout in such conditions. The content of elements in the soil in other series of experiments depended on the concentration of technogenic components and the pH value-directly proportional to Cu, Ni and other heavy metals and was inverse proportional for K, P, Mg, Ca. Fescue leaves in the series with 50 % addition of the technogenic soil contained heavy metals in extremely high concentrations – 300 mg/kg for nickel and 190 mg/kg for copper. The addition of the anthropogenic soil in the ratio 1:3 strengthened the growth processes, which led to an increased accumulation of the biomass and a rather high activity of photosynthetic apparatus.

ПРИСТУП ЗА ОДРЖИВО ПЛАНИРАЊЕ НА ПРИМЕРУ ЗАШТИЋЕНОГ ПРИРОДНОГ ДОБРА

Mostly, natural protected areas in Serbia are classified in category of (so-called) special purpose (intended) areas and allocated in less developed, depopulated, poverty regions, which are unable for sustainable development. Relatively isolated allocation of these areas, caused migration process in previous period resulting with current problems, such as low density of population(depopulation) and low level of economic development (depressed regions and areas). So far,interests (needs) and rights of local communities for development and investment were seriously jeopardized by rules of natural protection. In that order, reform of whole system of planning (from defining goals and objectives to management strategies, rules, and principles for implementation) based on rules and principles of sustainable development is necessary. Researching influences of economic politics and instruments in order of development and reaching protection aims is particularly important field of future researches. Active participation of local authorities in elaboration of development plans and providing funds with authorities and institutions responsible for managing protected areas is start point for increasing incomes in key sectors, activating produce of goods, tourism and services. So far restrictive approach, so-called “defensive approach” in managing of natural protected area has to be reformed, as basis for new challenges in managing. Defining new priority activities, producing standards and services which are pursuant with rules of protection and rights and interests of local communities are one of the most important activities in that order. Without active participation and negotiation with all actors in process of plans and programs elaboration, as well in creation of several politics from local to national level,is not possible efficient reform of planning practice. This article analyzes current practice and approaches in managing of natural protected areas in order of intention for intensification protection on one side, and investments and development in protected areas, on other side.

Unlike neighboring countries (Croatia, Bosnia, Macedonia), which are also passed through the armed conflict, the mine problem in Serbia, at least as far as risk is somewhat differ manifested, structured and manifestly expressed. While the first group of countries, mainly facing minefields remnants of the Civil War, Serbia, on the contrary, in addition to this problem, faces a threatening phenomenon related to sophisticated unexploded ordnance left behind after the NATO aggression. It is these mines, bombs and missiles, and after 20/10 years are not only risk, but also a great security, social, economic and environmental problem that cannot be delayed. This specific position of Serbia in relation to the mine threat in neighboring countries, the result is a contemporary strategic view which is applied through the concept and model ‘Joint Vision 2010’ the plan of military operations demonstrated during the NATO aggression. Application of the above strategic model, aimed at ensuring dominance in a wide range of effects, included the use not only of dominant maneuver, but also sophisticated modern ordnance many of which are first applied in wartime. During the aggression, NATO forces are using the latest generation of ordnance, which is the territory of Serbia, and especially its southern part, turned into a one-off experimental ground to test the accuracy and the effects on the pre-selected moving and stationary targets. Therefore, the problems in detecting, locating and mine clearance above ordnance far more complex and risky because they require a high level of expertise with a big financial commitment, but that’s just a classic minefields.

The site of Sabatynivka I in the middle part of the Sothern Bug region is known for its collection, a partial analysis of which made it possible to attribute the site to the stage B1 of Cucuteni-Trypillia and to the Sabatynivka culture of the Late Bronze Age. The results of excavations in the 1938—1939 and 1947—1948 have not been fully published. The scientific archive of the OAM NASU contains sources that make it possible to reconstruct the excavated trenches (data on the stratigraphy and planigraphy of the site). Over the past years, Odesa I. I. Mechikov National University team has made his didactic research on the site. New finds made it possible to obtain data on the chronology of the settlement; paleopedological analysis was also carried out at the two sections. The obtained results allow us to consider in more detail the climatic conditions and the environment of the population of the paleometallic epoch of the settlement.

In the scientific article the main problems that hinder properly protect environmental rights in court are considered: the presence of an exhaustive list of grounds for appeal to the courts environmental organizations, that are limited according to international standards. Another problem relates to the legal ignorance of citizens on how to protect environmental rights and their irrational use, abuse of the law in some cases. Prevents the realization of environmental rights the interests of others, improper investigation of the case by the court. Another aspect that prevents qualitative access to justice is ignorance of citizens in the proper formulation of the claim, thus the courts make decisions not in favor of those whose environmental rights violated or denied the opening of the proceedings. It is advisable to enable citizens to apply for legal aid centers providing primary legal aid from the state budget (for lawyers providing explanations, advice, preparation of legal documents), as the environment and citizens’ rights – a line of action in which the first all Ukraine state concerned. The issue of environmental protection of human rights,the preservation and restoration of natural resources on the principles of sustainable (environmentally sustainable) Nature should be regarded as one of the priorities and an important precondition for the European integration of Ukraine. Thus, environmental rights, and above all the constitutionally enshrined right to safe living environment and health must defend. After all, the quality and duration of life depend on Ukrainian Ecology.

The problems concerning research, preservation and management of Bulgarian cultural monuments in Romania have attracted the attention of the Ministry of Foreign Affairs and particularly the Embassy of the People‘s Republic of Bulgaria in Bucharest for many years. The Art and Culture Committee, the Bulgarian Academy of Sciences and other institutions are also involved in solving of these problems. Although many meetings of political and cultural leaders of various fields and the exchanged diplomatic notes the targeteted specific measures have not been achieved. The first reason for this is the lack of coherence, systematicity and organization and the lack of persistence, flexibility and purposefulness in solving of these problems by the People‘s Republic of Bulgaria.The second reason is the „special line“ of the Romanian government towards Bulgarian cultural interests and monuments. Remarkable in this aspect is the case of the Bulgarian School „Hristo Botev“ in Bucharest, which accordingly to the new architectural planning, were destroyed in February 1988 with an old Bulgarian church on Str „Kalarashilor“ (present-day „Cornelius Coposu“ Blvd.).
