E-waste challenges in Cape Town: Opportunity for the green economy?

E-waste research on South Africa cities is modest compared to the much larger research output on other African cities (e.g., Accra, Ghana, and Lagos, Nigeria). Synthesizing gray reports, academic literature, and findings from 25 interviews with key Cape Town stakeholders (from informal and formal firms and industry, civil society, and governmental organizations), this paper assesses the current e-waste landscape in Cape Town, bifurcated between numerous informal individuals/firms and a handful of large formal operators. E-waste activities focus on collection (with little value added), dismantling, preprocessing, and refurbishment without final processing, the latter being performed in Johannesburg and overseas. After a decade of e-waste deliberation, government, businesses, industries, consultants, and civil society organizations are coalescing around approaching e-waste as a strategic green economic opportunity, a tilt coinciding with the designation of Africa’s first designated green special economic zone at Atlantis. The green economy tilt, however, is by no means guaranteed: deficiencies in data, e-waste infrastructure, capacity building, and major differences of opinion about the role of informal operators persist.

Towards regional economic development in South Africa: Conceptualising the ‘region’ associated with economic development through the Durban Aerotropolis

This paper critically considers the conceptualization of the ‘region’ in regional economic development. It utilizes the Durban Aerotropolis in KwaZulu-Natal, South Africa as a case of reference through which the conceptualization and underpinnings of ‘region’ associated with economic development are understood. This exercise is prompted by the nomenclatural shifts in local government from local economic development to regional economic development which is causing shifts in approaches to the implementation of economic development projects. The findings presented in this paper show that in the conceptualisation of the region in the instance of the Durban Aerotropolis, understanding the function, form and scale of a regional economic development project becomes pertinent to the social construction of the region with consequences for the project focus and implementation. In the discussion, function is examined as the purpose of a regional economic development project, form refers to the kind of economic development mechanism or strategy which could assist in fulfilling that purpose and scale speaks to the extent, reach and magnitude of the project, without which the implications are challenging practical enactment or implementation of regional economic development projects. The social constructions of region outlined in this paper thereby attest to the multiplicity of definitions which are typically based on the context in which the concept is being used and thus shows the ‘region’ inherent in regional economic development as produced through, and for, an assemblage of economic activity in space. From this we understand the region in regional economic development to be a social construct which presents itself as an assemblage of economic activity in space. Although we understand regions as spatially contingent, the theoretical and empirical conceptualisation of regions within regional economic development planning, policy–making and practice must draw on the specifics of contextuality to ensure its utility to economic development.

Urban tourism and climate change: Risk perceptions of business tourism stakeholders in Johannesburg, South Africa

The nexus of climate change and cities is acknowledged as of growing importance for inter-disciplinary research. In this article the focus is upon the perceptions of climate change and responses by tourism stakeholders in Johannesburg, South Africa’s leading city and major tourism destination. Using semi-structured qualitative interviews with 30 tourism stakeholders an analysis is undertaken of the risk perceptions of climate change. Overall the results suggest a major disconnect between the climate change threats as openly recognised by Johannesburg city authorities and of the risk perceptions as revealed by local tourism stakeholders. The predominant view articulated by tourism industry stakeholders is that climate change responses and associated sustainability initiatives are something of a ‘nice to have’ rather than a necessity given current the current state of awareness and of climate change risk perceptions by businesses.

ZRÓŻNICOWANIE PRZESTRZENNE WYKORZYSTANIA FUNDUSZY PROGRAMÓW POMOCOWYCH UE – PRZYKŁAD GMIN WOJEWÓDZTWA KUJAWSKO-POMORSKIEGO

The article is an attempt to balance the EU funds at the municipal level of the Kujawsko-Pomorskie voivodeship in the first full financial perspective (2007–2013). The analysis included the total of EU funds, with the allocation of direct payments, of programs aimed at the development of agriculture and rural areas (Rural Development Program, FISH OP), and the Regional Operational Program of the Kujawsko-Pomorskie Voivodeship and Operational Programs: Infrastructure and Environment, Innovative Economy, Human Capital. It has been shown that the level and structure of disbursement characterized by a strong spatial differentiation – are important for local development, so this issue should be a sine qua non for municipal planning papers.

Currently, over half of the inhabitants of our globe live in urbanised areas. This has led to a significant increase in population density in cities over the last few decades, and thus has changed the lifestyle of their residents. In thousands of cities, it is increasingly difficult to find a pretext and the opportunity to establish closer relationships with the people around us. Artistic activities related to the creation and presentation of art in public spaces are one of the ways to activate the potential of urban residents. The aim of the article is to analyse five small-scale artistic activities defining spatial procedures, thanks to which positive effects can be achieved – socialising and making space more aesthetic.

FACTORS INFLUENCING THE DEVELOPMENT OF NON-AGRICULTURAL BUSINESS ACTIVITIES IN RURAL EASTERN POLAND

The aim of the research was to assess the conditions and identify factors influencing the development of non-agricultural business activities in rural local government areas of Eastern Poland, making use of taxonomic methods and analyses of variance. The empirical content of the article was sourced from the Local Data Bank of Statistics Poland (Bank Danych Lokalnych GUS), including the 2010 Census of Agriculture (Powszechny Spis Rolny 2010), and also data from the Institute of Soil Science and Plant Cultivation (IUNG-PIB) in Puławy. The study findings indicate that rural local government areas of Eastern Poland are strongly differentiated in respect of prevailing conditions for the development of non-agricultural business activities. The most numerous of them was the group consisting of local government areas with moderate conditions while the group of local government areas with better or weaker conditions was less numerous. Moreover, the results of the statistical analysis have shown that significant factors favouring developments of such business activities in rural local government areas of Eastern Poland are essentially the influx of people, municipal investments, as well as European Union financial resources for programs and projects’ implementation.

Objective: The aim of this article is to investigate if Romanian rural localities hosting or situated within a natural WHS (World Heritage Site) have benefited from their situation and developed the local rural tourism. Research Design & Methods: Since the topic of this article had not been previously investigated for Romania, the research was constructed as a case study, exploring the available secondary data on tourism supply and demand. Within the case study, a combination of empirical methods was used in order to investigate two ratios (the survival rate and continuity ratio) constructed to study the sustainability of the offer of local tourism. Findings: Romanian rural localities hosting or being part of a WHS do not exploit properly their tourist potential. However, these localities are in a better position than common rural localities from the viewpoint of a sustainable tourism offer. Implications & Recommendations: Further studies on tourism demand and tourism governance for WHS localities are needed in order to help local governments to develop authentic and sustainable tourism for these areas. Contribution & Value Added: Given the sparse academic Romanian literature focusing on WHSs, this study contributes to this field and opens new avenues for research. Furthermore, the findings of this study add to the existing international literature by supporting the idea that simply the presence of a WHS in rural areas is not a panacea for promoting tourism.

The aim of the paper is to present the issue of crowdfunding in relation to urban projects, with particular emphasis on the participation in its latest media dimension. Combined with a critical approach to urban creativity policies, this perspective broadens the scope of the debate on urban communities and the involvement of city dwellers in the bottom-up modification of these policies. The paper constitutes a commentary on the current state of research on crowdfunding and proposes a holistic approach towards it which is based on the concepts stemming from cultural studies, media studies, and urban cultural studies.

We are living in the area of cities and mayors. Local authorities are more and more effective, sometimes it looks like they even take over the role of state governments. But it is about cities. Is there a place for towns and their residents in processes of global urbanization and public participation? The article is focused on participatory process in medium-sized cities and towns in Pomeranian Voivodeship in Poland. It is based on own research (interviews with local authorities and non-governmental organizations), analysis of websites of town halls and city offices, acts of local law, reports on public consultation. The research indicates shortcomings in the implementation of residents’ rights to take part in public participation processes.

This article discusses worldwide experiences in testing and acceptance of vehicles without drivers, highlights the importance of legal regulation of autonomous vehicles in particular through the analysis of legal regulation in the country that has achieved the most in the development of this technology and its present-day use, it provides a sociological dimension of the use of these vehicles, and then discusses the relationship of the Republic of Serbia towards the vehicles of the future and the advantages and disadvantages that they bring. Legal requirements are only one, but significant obstacle for the vehicles without drivers, though the circumstances in this area are gradually changing.

This paper considered the phenomenon of social exclusion and the period of its introduction by numerous participants in Serbia. The research of this phenomenon is accompanied by the analysis of unemployment, poverty and exclusion, regarding the access to education and health services in rural areas, as a quality indicator of the situation in Serbia. The aim of this research was attained by overviewing the position of social exclusion in the scientific and institutional frameworks, as well as its presence in Serbia. The survey was conducted both on the basis of official statistics in Serbia together with official statistics of European institutions with consideration of documents, official statements and previous researches. The results are presented through a number of indicators of social exclusion in rural areas, which are in some segments compared with urban areas.

Vrlo je smjelo nazvati scenom ono što se u Tuzli dešava po pitanju proizvodnje i slušanja muzike. U stvari, slobodno mogu reći da takvo nešto i ne postoji. I bolje je bilo leći i praviti se mrtav, nego se prihvatiti opisivanja i mapiranja tog mitološkog pojma. Tuzla je sama po sebi budžak – vječito mali grad, i samo se u par navrata desilo da su dešavanja u muzici i pop kulturi nadišla karakter provincijalnosti i bila generator zajedničkih energija šireg kruga ljudi. Ako krenemo redom, od kraja šezdesetih i početka sedamdesetih godina i pojave prvih pop-rock bendova pa na ovamo, priča glasi ovako. Počelo je normalno, kao i svuda u okruženju – Radio Luxemburg, skidanje tuđih pjesama i sviranje na igrankama. Priority tasks of reducing unemployment and poverty are set in the development strategy of Bosnia and Herzegovina. In the next ten years, it can be assumed that the revitalisation of rural areas would indeed help to significantly reduce these problems and positively reverse the future economic trends. Policy of reliance on agriculture and rural economy as a whole should be not only in a function of survival in the present, but also of the permanent commitment of our country and the economic development policy based on decentralisation and harmonious economic development.Our clear commitment to approximation to the European Union, precisely in the rural sector, entails major changes, radical restructuring, which will surely seek large investments as well, significant enlargement of agricultural holdings, technological and infrastructural reconstruction, different education and permanent training, i.e. a significant change of the way of life in the rural area and changing people's mentality. By such a policy, the life would return to the rural area. The state should support this new development concept, initially to be the financier as well, so as to ensure the necessary initial resources, but also to take care of the balanced and harmonious development of the country as a whole.

Small and medium enterprises have great importance for the development of the national economy. Their influence is particularly important in the process of globalization, because, thanks to the flexibility and capabilities of rapid adaptation, it can provide survival and growth in dynamic conditions.The subject of the work is an analysis of the possibilities of developing and improving the competitiveness of small and medium enterprises in the rural areas of the Republic of Srpska and Bosnia and Herzegovina. The aim of the work is pointing out the possibility of developing entrepreneurship and small and medium enterprises in the function of reviving rural areas. The underlying hypothesis of work is that entrepreneurship is a significant factor of economic development, which confirms the positive experience of developed countries. The particular importance of work is related to modern development concepts, such as the concept of rural development.
