In the last years, the “Roma topic” attracts an increasing interest and takes a fopemost place in the public sphere of united Europe; hence, the Roma policies become a significant challenge on national and European level. Before analyzing the contemporary political discourses about the integration and the social inclusion of Roma, however, it is obligatory to know very well the previously existing state policies toward the Gypsies from the time of their arrival in Europe in the Middle Ages until today. Since a great number of the Roma population continues to live in the countries of Eastern Europe, the policies of the states which formed the “socialist camp” after World War II are very important. The analysis of the existing main political discourses about the Gypsies/Roma (and mostly of their results) should be the basis for the analysis of the contemporary national and European discourses about the Roma policies. Based on this, the achievements and the failures of those policies may find explanation and some prognoses about their results (or the lack of such) could be made.

Тhis study aims to present the results of the pilot evaluation of the training system application. The aims is to inform PE teachers and coaches on identifying underlying problems of discrimination, racism and violence, train them on innovative approaches for preventing these phenomena and provide them with educational tools. The training platform is composed by 6 modules that work to prevent incidents of violence, racism and discrimination in sport. The evaluation is done through questionnaires-interviews to 30 mentors. The conducted surveys revealed that the game and the comic present the main messages and mechanisms for tackling incidents of discrimination in sport in an interesting and attractive way. Another key point of the training process has been the self-reflection in relation to the practice carried out by the trainees, as well as the participation and interest that they showed along the entire formation process. The modules in the e-training platform present good practices, documents and programmes in a very accessible and interesting way. They are directed towards development of teachers and coaches’ skills for dealing with accidents of discrimination and violence in informal education in partnership with colleagues, students, parents and specialists in the field of grassroots sports.

AFRICA IN QUEST OF STABILITY? REFLECTIONS INSPIRED BY THE CURRENT PROBLEMS OF HUMANITY

This study proposes to analyze the determinants of the volatile situation of Africa and its capacity of adaptation or appropriation of the global stakes, with regard to the current problems of the humanity, described in the work coordinated by the Professor Dumitru Otovescu. Africa is considered here as a field of application since this continent is subject to all attention eye, all anxieties and all hopes. To lead this reflection, three methods of data collection were favoured: First, the ethnographic method which involved neutral direct observation. Observation provides information about social and political actors. Then, the interviews (unstructured, semi-structured and standardized) that gave rise to conversations, formal and informal, conducted on the basis of an interview guide, a questionnaire or a survey, structured around from subject. Finally, the exploitation of newspaper articles, magazines and periodicals, various reports, books, etc. At the end of this work, it is observed that Africa suffers as much as the other continents the volatility of the banking and economic system due to the practice of capitalism. Although sector-specific (developed-country) and global responses have been taken following several global economic and financial crises, Africa has remained isolated and compartmentalized. Today, its galloping demography and the extreme youth of its population as well as the natural wealth at its disposal are the basis of the hope of Africa. In contrast, the segmentation of its economic recovery programs, the tribulations of the New Partnership for Africa's Development (NEPAD), the faculties of its political governance and the recurrence of crises and complex escapes.

The article aims to reveal in most general terms the police actions against one of the major Bulgarian students’ organizations during the 30s of the 20th century. Documents from the archives of the Ministry of Interior and of Sofia District Court and studies on the police and on the justice system of the period have been used. Some of the main methods of collecting information and neutralizing the activity of the Bulgarian General National Union of Students (BGNUS) used by the state and its repressive bodies are revealed. Examples of the systematic violation of university autonomy by the police are provided but also examples of the popularity, which BGNUS acquires among students despite the prosecution and the semi-legal status of the organization. In view of the revealed data, it becomes questionable whether the government of Andrey Lyapchev and of the People’s Block during whose period of office BGNUS was constituted and developed its activities, has been of democratic nature (as supposed today by a large number of modern historians).

Poverty affects women more forcefully causing increased proportion as well as types of deprivations, a phenomenon called feminisation of poverty. Migration of rural poor to cities causes problems of its own, more so for the women. They come to cities in a bid to escape from rural unemployment and deprivation but lead insecure lives in the cities, exemplified by the urban domestic helps. The co-existence of feminisation and urbanisation of poverty affects the women and their families, particularly children, especially the girl child, who begins to experience deprivations in all its forms from a tender age. These reduced circumstances thus perpetuate across generations of poor urban women and entrap them deep in poverty.The objectives of this study are two-fold. Scientific literature is scanned for indicators used to study feminization of poverty and the validity of these indicators in the given context is examined. Secondly, the study aims to explore the most relevant indicators through direct interaction with the target population. Existing literature on feminized poverty is replete with studies that have used household as the unit of observation. While there are strong justifications for the choice, this approach is unable to address the intra-household inequalities. This study therefore employs the individual woman domestic worker as the unit of observation. The survey method, using questionnaire is employed for collecting the primary data.

In the article are outlined the results of a project aimed to describe the use of robot assistants in the light of improving the quality of life in the context of an aging population and increased percentage of people with disabilities in Europe. This shifts the focus to uniting and integrating the efforts of different sciences in search for adequate operating measures and stressing on what people with specific difficulties can, but not on what they cannot do, and maintenance of the autonomy of seniors living alone. The preferences regarding the assistant robot’s control, appearance, functions, and voice, people with disabilities and seniors living alone have, are described. Two groups of users’ preferences are identified - universal and specific, which is a valuable guidance for optimal consideration of the general and subjective characteristics and needs.

SOCIAL CAPITAL AND ITS CHANGES IN ARMENIA: CHALLENGES AND EXPECTATIONS

Social capital was the Achilles’ heel of the economic competitiveness of Armenia. In the meantime, the country made significant progress in solidifying it since the Velvet Revolution. In this article, we tried to present and analyze those elements of social capital which demonstrated significant progress in post-revolutionary Armenia, as well as the changes thereof. For that purpose, we have formulated the following research questions: What factors led to this growth, and what factors still lag? What hidden challenges can be observed through factual indicators which probably resulted from the slight decrease in the updated scores? What changes can be expected from the turbulent world and in the post-war society? The applied methodology is quantitative. In particular, to answer the research questions we used index analysis, graphic analysis, and comparison, correlation analysis techniques, pared t-test of the mathematical-statistical significance of changes, and Principal Component Analysis. The results of the analysis showed that a significant increase in the level of social capital was recorded in post-revolutionary Armenia, which was mainly due to the progress in institutional trust. Nevertheless, some revealed anomalies and encountered challenges undermined the archived progress in the growth of trust. Therefore, we put forward several recommendations.

Electronic administrative services are an effective tool for the modernisation of local self-government. The provided administrative services contribute to facilitating communication between citizens, businesses, and administration, as well as within the administration itself. This article aims to reveal the average provision of electronic administrative services at the local level by examining the average data for each district and to reveal the differences in the provision of electronic administrative services. For this purpose, statistical data on the population who are respondents to the services are used, and the electronic administrative services provided in Bulgaria largely meet the reliability standards. The arguments by which citizens justify the fact that they do not use electronic administrative services are related to public distrust of these services and state institutions in general, preference for personal contact with employees in the administration, concerns about insufficient information security, lack of computer skills, and personal electronic devices that allow the services to be used.
