”PARCUL URBAN” DE LA CONCEPT LA PROIECT. METODĂ ȘI REZULTATE

With the increase in complexity of cities, urban parks - both central and peripheral ones - have changed their roles and feel the need to adapt themselves to the new conditions. Consequently, the issue of urban park - both at conceptual level and as design methodology level has expanded and enriched in recent decades, including both principled issues and aspects of its relationship within the entire urban system. The research conducted through the discipline named “The Urban Park - Integrated Project”, program existing in the fourth year of the Faculty of Urban Planning - Department of Landscape, aimed synthesizing the perceptual options of students, highlighting how we can relate to this topic. The project has consisted in a debate on the park’s role within the actual city, on the possibilities of intervention in the meaning of a closer relationship with the needs of the population for which it is addressed, and also a tool for innovation in an integrated design methodology (urbanism- landscape). From this point of view, the investigation started by students’ capture of the population options related to the project site - according to certain categories of users considered relevant. Formulating a significant intervention concept was the most difficult stage and at the same time the most attractive - here being synthetically addressed all layered analyzes issues, and the responses were the most diverse. The result of this research has materialized in a public presentation of the projects carried out partly in team, and partly individual, by commenting solutions and scenarios of intervention.

Stereotype researches of natural conditions on the territory of Serbia have caused limited application value of the large number of recent development strategies and planning documents of different purpose. The best indicator of this is the Strategy of development of planning area of the municipality Ub where, apart from general analysis of natural potential, determining the areas endangered by different intensity of geomorphologic processes was neglected in many ways. At what extent the territory is at risk of slope processes represents an important factor in choosing the location and planning the purpose of the land use, and in defining the degree of concentration of physical structure and objects of infrastructure. This kind of analysis is unavoidable segment of strategy for spatial development of some territory. Therefore, apart from the analysis of natural conditions as the potential of development of some territory, the same attention should be paid to rightful assessment of degree of impairment of the territory, i.e. limitations for its development and growth.

This article examines contemporary forms and practices of parenthood. The main focus is on mothers who have regular access to Internet, good education and standard of living. The effort to understand new maternal practices goes through the Foucauldian concepts of governmentality and technologies of the self. The fi gure of the mother is discussed both as important for the biopolitical strategies of the modern family and as a main target of different parental suggestions. New practices devoted to the enforcement of child creativity and adaptivity are regarded as a means to achieve relative security and as a part of the process of inheriting social statuses. Empowerment of the mother is discussed as crucial in these forms of governing the self. Three topics are spotlighted as significant for the self-actualization of the mother and for bringing up 'successful'children. The importance of naturality, femininity and self sufficiency and their specific interpretations and correlations are discussed.

The subject of research is a functioning of public-private partnership in healthcare system in Ukraine.The main aim of the article. The main aim of the article is to determine the nature and forms of PPP, to analyze of international experience of PPP usage in healthcare and to determine the main directions of it's implementation in Ukraine to solve the current problem with funding of medical institutions.The main tasks. The main tasks of the research are to analyze the theoretical basics of PPP development,of it's forms, advantages and disadvantages in healthcare, to determine the preconditions and possible problems of PPP implementation in Ukraine, to create the recommendations on effectiveness analysis of different forms of PPP in Ukraine.Methodology of research. In article was used such research methods as system method to analyze the role of PPP among different healthcare funding mechanisms, statistical method - to form the database of research, analytical method - to analyze the preconditions of PPP development, especially to analyze the legislation base, experts review method - to analyze the effectiveness of current examples of PPP in healthcare in Ukraine.The results of research. In article were determined the nature and forms of PPP, was analyzed the international experience of PPP implementation in healthcare, was analyzed the perspectives of PPP development, were proposed the guidelines of PPP implementation for healthcare resources support.The sphere of results implementation is defined as perspective guidelines on PPP implementation in healthcare for officials and directors of healthcare institutions for improvement of healthcare services quality.The results of research. The international experience and Ukrainian practice shows that PPP mechanism is one of the key drivers that can highly improve the quality level of healthcare services in Ukraine.

The article focuses on the question how the normalization of U.S. –Soviet relations in the beginning of the 1970s influenced the communication between the superpowers. Four main aspects of the dealings between the United States and the Soviet Union are discussed. They are: the negotiations about the status of Berlin and SALT I; the India-Pakistan and Vietnam wars in the context of relations between the two principal powers of the Cold War period. The main conclusion presented is that triangular diplomacy played an effective role in Europe, but a destructive one in Asia.

We will present each model of planning just as it is discussed in the technical literature of planning theory. In doing so, we will only trace the main lines along which the planning - theoretical discussion has developed, even though there obviously are many different approaches to planning over and above what we will discuss here, i.e. any list of planning forms and styles could be extended almost indefinitely. Any approach that lies beyond these main lines of development will not be considered beyond this point.

The paper deals with problem of employing the representations of gender relations as a “soft power” resource in international arena. The authors examine how contemporary media discuss the issues whether the image of Russia as a bulwark of traditional values can be used as Russian “soft power” resource in the international arena. The image of Russia as the guardian of family and religious values plays a noticeable role in Russia’s identity politics. At the same time it meets criticism which points out that the idea of restoration of the traditional values, first, is archaic and aimed against gender equality and, second, serves as an element of propaganda and features as a part of the “proxy war” that Russia wages against the West.

This article examines the current state, problems and methods of forecasting social and economic development of the Republic of Belarus, and proposes primary directions of its improvement, which is the subject of the research. With considering of a new stage of economic development of the Republic of Belarus, which based on the implementation of innovation policy crucial relevance in the Republic of Belarus attain researches in accounting processes of creation, implantation and applying of innovations in long-term forecasting social and economic development. The aim of the article is to elaborate main research areas and applied projects on improving long-term forecasting social and economic development. We used following research methods to reach this aim: abstract-logical, analysis and synthesis, induction and deduction, comparison, rationale, generalization, appraising, systemic and complex approaches. Results: The necessity of implementation of a new instrument for the long-term forecasting social and economic development was substantiated. This instrument is Foresight, which involves the increase of innovative activity and advancing growth of competitiveness of Belarusian enterprises. The Foresight methodology includes dozens of traditional and new expert methods. At the same time this methods continue their improvement working off processes and procedures, which provides the increase of validity of foresight in scientific, technical, social, and economic development. In order to account all possible options it is commonly involved a considerable number of experts. It is usually applied a combination of different methods in every Foresight project including the Delphi method, SWOT-analysis, brainstorm, scripting, technological road maps, creating expert panels and relevance trees. At the same time, there is no single correct method in Foresight because it must be always adapted to certain conditions in which it is carried out. There was found the direct dependence between success of the Foresight project and the complexity of applying mentioned methods of forecasting while the system of combining their usage is constantly becoming more complicated. The area of usage results of the research: is the improvement in system of long-term forecasting on the levels of country, economic complexes, economic sectors and enterprises of the Republic of Belarus. Conclusions: The usage of Foresight in forecasting social and economic development of the Republic of Belarus will improve the accounting innovative processes, identify the most acute long-term problems, assess long-term prospects and possible options for social and economic development, provide expert discussion (scientists, businessmen, heads of enterprises, officials) about acceptable directions in the further development of Belarus and create measures for movement in the chosen direction, which is acceptable for all parties

The aim of the current report is to provide new data and insight on the social and economic effects of public investments in Roma communities from a human development perspective. Its objective is to establish the effects of a wide range of public investments made by Kavarna municipality in the mostly-Roma neighbourhood of Hadji Dimitar, between 2004 and 2014. The investment covered areas such as housing and infrastructure, healthcare, employment, income, poverty and social exclusion, justice and crime, and political participation. It reviews a range of indicators with the aim of establishing the effects of these investments on the social and economic development of the neighbourhood and its residents, both Roma and non-Roma. It also looks beyond the neighbourhood to provide a comparative perspective on a national level. The data presented here is derived from a variety of sources and covers a range of indicators. Every effort has been made to ensure the use of similar indicators and definitions as previous household surveys, notably the UNDP/FRA study, and the NSI, however, the results are not directly comparable due to the difference in survey methodologies, samples and scope. The data presented should be taken as an indication of trends and tendencies. The lack of concrete data on the initial investments, the inputs and relevant baseline indicators has also challenged the quantifying of the contribution of individual public investments. Different investments have had different impact on the development of the neighbourhood and reducing the distances with the Bulgarian residents. This impact has been established by looking at the results obtained from a specialised household survey conducted among 300 Roma and non-Roma households in the Hadji Dimitar quarter of Kavarna in 2015. The relevance and impact of these changes is analysed through comparison with the national averages for the whole population and the averages for Roma nationally. It is also measured against the investments to establish a positive correlation between the effect and the investment where such data exists.

Social entrepreneurship is conceptualized through juxtaposing and comparative analysis in relation to business-economic entrepreneurship. Social entrepreneurship is treated in a sociological perspective as, in a sense, a hybrid concept. Special attention is devoted to the character and functions of social entrepreneurship, to the figure of the social entrepreneur and to the people engaged in the social enterprise. The entrepreneurs and the economic/capitalist entreprises strive for profit, and in pursuing their economic goals, they respond to social needs. The guiding motive of social entrepreneurship is to achieve the social tasks of vulnerable groups and members of society. The author notes the need for studying traditional social entrepreneurship and traces the perspectives of development of modern social entrepreneurship in Bulgaria and in united Europe.

The article presents the results of an author's study aimed at tracking the practice of research agencies in Bulgaria regarding the observance of professional standards in publishing empirical data from “sociological” pre-election surveys during the election campaigns for the National Assembly, President, and European Parliament in the period 2014 – 2021. To achieve the goal of the study, a monitoring tool was prepared and used, answering the question: to what extent is it legal and in accordance with professional standards to present and publish data from so-ciological (pre-election) surveys during the election campaigns in the period under review. The leading indicators for monitoring are derived from the Electoral Code, the codes of ethics, and statements of ESOMAR, BSA, BAMOR, and ABRO.

An alarmingly bad economic situation in Serbia has imposed the need for the Government of Serbia to draw up a strategic document for the economic development of Serbia from 2011 to 2020. This document has been designed after the document issued by the European Union under the title The New Lisbon. This European Union document gives clear directions, i.e. strategic directives for the development of the Union in the forthcoming decade. This paper presents a brief overview of the Europe 2020 strategy and the Serbia 2020 strategy, as well as the reasons due to which the anticipated projections will not be able to be achieved in this country. Furthermore, it analyses the reasons why Serbia will not be able to join the European Union for many years to come. Joining the European Union represents a government project, yet in Serbia from the very beginning, it has been marked by economic interests and strategies. Looking from this time horizon, it seems that all the former strategies in Serbia have been wrong. And the current model of economic growth is unsustainable. This is shown by macroeconomic parameters which are more than alarming. Besides the internal factors which represent an obstruction to further economic growth and development in Serbia, there are also numerous external factors. The most prominent include unsettled issues in this region, as well as the global economic crisis which has brought about the enlargement fatigue and a general identity crisis within the Union. Serbia which would like to join the European Union has to implement all the necessary reforms and meet all the obligations and criteria that had to be fulfilled by all member countries of the Union. Serbia also has to adopt European standards required by the European Commission, entailing that it truly has to show its pro- European orientation.

The article analyzes condition of social and economic development of Ukraine, describes requirements of strategy of economicsafety and priorities of stable development of state and formulates principles and directions of changes in economic policy on thebasis of requirements of economic safety and necessity of stable innovative development.Aim of this research is to formulate principles and directions of changing economic policy of development by means of analyzingthe condition of economy on the basis of requirements of economic safety and stable development of state and regions.This research proposes the following conclusions. Overcoming crisis and transfer to the social and economic development oninnovative basis presupposes usage of theoretical and methodological grounds of economic safety strategy on the basis of theory ofsafety and concept of stable development.Economic safety of the state is reviewed as the condition of national economy which presupposes economic resistance to internaland external threats. Balance and socially oriented development of economy is reached by means of realizing forms and methods ofeconomic and financial policy. Current economic policy of the state shall reflect the requirements of economic safety and needs ofstable development.

The subject of research is the theoretical and practical issues of the formation and development of the innovative project and program management system in Ukraine as a key factor in the reform of budget management.The article purpose is to investigate the process of establishing the innovative project and program management system in Ukraine, determining the main prerequisites, positive trends and deficiencies in its development.Research methods. Methodological and theoretical basis of the research consists of the works of foreign and national scholars. It is used methods of analysis and synthesis, methods of generalization and comparison,abstract-logical and historical that allowed realizing conceptual integrity of the study.Results of the work. The article defines the prerequisites that, in the opinion of the author, contributed to the construction and transformation of the innovative project and program management system in Ukraine. The role of the program-target method and the implementation of national projects in the development of the innovative project and program management system is clarified. The main factors of the spread of technology of project management in Ukraine are determined. Particular attention is paid to research the development of the management system of innovative projects and programs supported by international financial institutions.Scope of results. Project and Program Management. Budget management. Innovation policy.Conclusions. Current state of the project and program management system in Ukraine is the result of the chaotic application of modern project management practices of foreign countries, but, unfortunately, does not have sufficient legal and institutional support. An important step towards the establishment of a modern management system for innovative projects and programs was, firstly, the introduction of program-target method that involves mandatory assessment of the effectiveness of programs by determining quantitative and qualitative performance indicators and, secondly, the implementation of national projects because of implementation practice of creating project offices in the preparatory phase.
