The phenomena of radicalisation today develop and change at high speed, with their extreme forms manifested globally. The destructive dimensions of (violent) Islamist or right-wing radicalisation have become dramatically visible in Europe posing serious challenges to European societies at large. This report aims to address a knowledge gap with regard to how and to what extent internationally observed radicalisation processes are manifested in Bulgaria. Four different forms of radicalisation are investigated, including Islamist radicalisation, right-wing and left-wing radicalisation, as well as football hooliganism. The report provides policy makers and the expert community with a systematic overview of the main risks to which the Bulgarian society is exposed, as well as of the main actors and ideas, the repertoire of actions and the groups at risk associated with radicalisation. The report outlines recommendations for improvement of the policy and institutional response with regard to radicalisation by way of monitoring and prevention measures as well as multi agency collaboration and community engagement.

The year 2009 was, from the point of view of Slovak official development assistance (ODA or Slovak Aid hereafter), the first year of implementing the new Medium-Term Strategy for Official Development Assistance of the Slovak Republic for the years 2009-2013. It was also significant for the efforts to take steps in the desired strategic direction. On the other hand, it also bore the consequences of the hectic transformations made in the previous years as well as of continual personnel changes. Ostensibly it could even be labeled a year of search for a sure footing for the very first step in the direction set by the Medium-Term Strategy. What is, however, left out of this orientation are important pillars such as properly determined systems, a personnel base, evaluations and expert discussion to enable the specific practical implementation of plans. It was at the same time the last year before the expected milestone represented by a commitment to be achieved by Slovakia and other new EU Member States adopted by the Council of the European Union, i.e. to earmark 0.17% of their GDP for development assistance in 2010. All indicators show quite unambiguously that the obligation (just as with the other countries) will not be met on our part. The year 2009 was, inter alia, a year when the winds of the global economic and financial crisis were seen for the very first time within the ODA budget. This was distinctly in evidence as the national budget for 2010 was being drafted: the volume of funds earmarked in the draft budget for the project part of development cooperation was, compared with 2009, reduced by 60%, while several ministries did not plan any financial means at all for development cooperation of their own. Finally, the issue of climate change impacts on our ODA was fully broached in 2009. Although not visible at the moment, a new priority broke into Slovak development assistance that will in an important way influence Slovakia’s thinking in the area of development assistance in the coming years.

Countering Subversion Online: What Role for Public Policy?

This final chapter aims to offer a synthesis of the main vulnerabilities that liberal democracies contend with, as they encounter contemporary forms of political subversion, and to propose a set of policy principles to guide ongoing reflections on how to best respond to that challenge. Four areas of vulnerability are identified, namely individualized political messaging; group dynamics and political polarization; platform algorithms and self-radicalization; and falsehood dissemination dynamics. In discussing each of these areas, insights are drawn from both very recent and more established academic research, at the crossroads of psychology, social psychology, communication studies, and political science. This leads to framing elements for the formulation of proposed policy principles, followed by examples of recent measures in selected countries.

Cities operate more and more like enterprises as they are confronted with an increasing global competition for investments, business locations, fairs and tourism, as well as scientific and creative excellence. On the other hand, economic, political and social changes since the late 1960s have caused mounting social and urban fragmentation which has led to upward revaluation or devaluation of some inner-city districts. Those neighbourhoods are characterized by a concentration of developmental, ecological, infrastructural and socio-economic problems as well as ethniccultural diversity (cf. Franke et al., 2000:244ff.). Based on the assumption that the process taking place in these areas reinforce themselves continuously, many American and European cities developed political programs in the early 1990s to counteract the 'downward spiral' by bringing different sectors of local government and civil society together.

For more than a decade the countries of the European Union (EU) have been chasing their ambition to make Europe a centre of excellence’. In 2000 they formulated their common goal of making the EU the most competitive and dynamic knowledge economy of the world in the Strategy of Lisbon. The European Recovery Plan of the European Commission, which aimed to combat the most recent economic crisis, emphasized the importance of the innovative knowledge economy and scientific research (European Parliament, 2010). To fulfil the targets of the Europe 2020 Strategy (e.g. increasing productivity, competitiveness, economic growth, solving the problem of labour shortage in sectors of innovation), stimulating intra EUlabour mobility or needs-based migratory flows were named as relevant policy tools. Similarly, encouraging highly skilled immigration from non-EU countries was considered to be essential. In the EU, the share of the highly educated among migrants born outside the EU was almost negligible - only 2% - compared with 4.5% in the USA, 8% in Australia and almost 10% in Canada. As a consequence, the EU-countries got engaged in a global ‘battle for brains’, not only as a union, but at the same time among themselves in order to attract the ‘best and the brightest’ and to reach sustainable economic growth.

The Slovak Republic is not located on the main migratory routes of people from the third-countries on their way to Western Europe and the state itself has never become final destination for irregular migrants or asylum seekers. Despite this fact, the crisis of migrants coming from the Middle East and sub-Saharan Africa significantly influenced both Slovak domestic and foreign policy and created unprecedented dichotomies between Slovak internal and international stance towards the issue, generating impression that Slovakia is playing both ends. Main aim of the paper is to provide evidence of how intensively can migration waves affect even those countries that are neither source countries nor transit or final destination countries for the migrants. The paper presents position of the Slovak Republic on the ongoing migration crisis and the EU solutions including the deal with Turkey and explains the dichotomy among the opinion of the general public and political leaders on one hand and the official stance country presented as the presiding country of the Council of the EU on the other hand, providing evidence that the argumentation lines of both sites were not as diverse as presented and proved to be right from the long-term perspective.

This volume contains papers from a scientific conference held on 29 April 2025, dedicated to the fiftieth anniversary of the establishment of the Department of Economic Sociology at the University of National and World Economy. A special place is devoted to the relationship between sociological science and economics, as well as to the possibilities of applying an interdisciplinary approach to the study of current development problems. The second thematic focus concerns the role of institutions and public policies in achieving economic and social progress in the context of global transformations. It is in such a context that topics related to economic education and training, changes in the world of work, and the governance of business organizations are addressed. The collection of papers also covers other topics traditionally among the objects of study in economic sociology, such as the criminal economy, violence, migration, health and quality of life. Containing an impressive total of 105 papers, the collection will be of interest to a wide audience - academics, researchers, undergraduate and postgraduate students, and anyone intellectually engaged with the complex interplay between social and economic phenomena and processes. Last but not least, more than 40 of the papers included in the collection are by undergraduate and postgraduate students - an expression of the principle of continuity between the past, the present and the future.
