The relevance of the study is based on the widely studied, but inexhaustible philosophy of the relationship between politics and morality. The main concept of the study is moral imagination, which theorists associate with two abilities of the subject: the ability to see the moral aspects of a situation (insight) and the ability to imagine a multitude of possibilities (insight quantity), i.e. alternative solutions to a problematic situation from a moral perspective. Compared to decision-making in the business management sector, where moral imagination has been empirically studied more, political discussions and deliberations are broader in their topics, and they are influenced by a larger and more diverse circle of actors and ideas. The goal is to discover the manifestation of moral imagination in political debates and its conditions through the analysis of the components of insight and foresight of possibilities. The empirical basis of the study is the Seimas debates related to the management of the COVID-19 pandemic. The study examines the extent to which politicians are able to perceive the spectrum of moral issues related to the situation under consideration and how broad (especially from a moral perspective) the range of possible solutions, proposals for solving the problem, and discussions are, assuming that these two components based on definitions of moral imagination define the characteristics of the ability of moral imagination in relation to the subject. The results of the study show that it is possible to detect (and further study) components of moral imagination in political discourse using the thematic analysis of content. The study also revealed that further research into the bond between moral imagination and ideology could be valuable.

Based on data from a sociological study by the authors “Student Family of Russia”, conducted in 2022 in 12 regions of Russia, the article examines the attitude of student youth to having children. The authors define the reproductive potential of student families as the difference between existing reproductive intentions and the birth rate in the current economic and social conditions. The study showed the presence of different strategies of student youth in having children. In general, the proportion of married students with children is very small, which is determined by the value orientations and attitudes of young people towards professional and family careers. The article identifies possible family and demographic policy measures that will increase the birth rate among student families.

Married men show selfishness in ignoring the interests of their wives and children. This often leads to the breakdown of families. After a divorce, these men do not take care of the children from their ex-wives. Some of them create new families, which often break up for the same reason. Others do not create any new families, so as not to limit their personal independence. Married women tend to be selfish in ignoring the interests of their husbands. As a result, their families fall apart. However, even if their ex-husbands were good fathers, these women generally do not believe that their own behavior harmed the interests of their children. They are convinced that they can either properly raise and financially provide for children without a father, or find them a stepfather, who, in the opinion of these women, will be better than their own father. Ex-husbands often agree with this opinion of their ex-wives because it frees them, as fathers, from caring for their children. Selfishness takes different forms in the family life of men and women. However, any form of selfishness destroys families. A thorough study of this problem is necessary. Overcoming mass selfishness is one of the necessary conditions for overcoming the demographic crisis.

Based on historical sources, the article examines the activities of the governing bodies of the Bashkir Autonomous Soviet Socialist Republic to protect the health of mothers and children during the Great Patriotic War and in the post-war period. Using various sources, the author examined the state and development of healthcare, the state and development of medical care for women and children, the impact of the Great Patriotic War on them and the effectiveness of measures to improve the health of women and children. Positive results in the activities of local authorities and healthcare institutions, as well as problematic issues in their work, are considered. The author analyzes the contribution of the health authorities of the Bashkir Autonomous Soviet Socialist Republic to the protection of maternal and child health in the post-war period.

Специфика психолого-педагогического и клинико-психологического сопровождения лиц с инвалидностью, поступающих в вуз: оценка существующих вариантов запросов

Introduction. The research problem of this study is to describe the options and specifics of existing requests for psychological, educational and clinical psychological support for people with disabilities entering the university and to summarize the data obtained on the launch of support mechanisms at the university. The purpose of the article is to identify and describe the variables in the existing variants of requests for psychological, educational and clinical psychological support for people with disabilities entering the university. Materials and Methods. The research is based on cultural, historical and activity-based approaches, as well as existing scholarly data on the peculiarities of personal and professional development of people with disabilities and information from special education and psychology on psychological, educational, medical and social support for people with special education needs. The study employs empirical and interpretative methods, including testing using the tools of ‘perspektiva-pro’ information regional portal, a survey of applicants with disabilities developed by the Resource training and methodological centers of higher education network and posted on the allRussian portal ‘InclusiveEducation.rf’, analysis of statistical data using the dichotomous Pearson correlation coefficient (φ). The study involved 317 university applicants, school and intermediate vocational school leavers, who have a confirmed status of a person with a disability. The age range of the participants was between 18 to 23 years old, including 140 male and 177 female applying or planning to enter Cherepovets State University or partner universities of the Northwestern Federal District in academic years 2022-2024. Results. The authors found out that the variability of the characteristics of requests for psychological, educational and clinical psychological support for individuals with disabilities entering the university is largely determined by the nosology of the disorder, the degree of limitations of vital functions and the gender of the applicant. The more pronounced are the violations, the more difficult are the perception and processing of information, the more specific and ambitious are the expectations from the university. Moreover, these expectations are more pronounced in male applicants than in female ones. The study determined that the option of requesting support slightly depends on the region, age, previous level of education (school, intermediate vocational school). Psychological, educational, clinical and psychological support for people with disabilities entering the university can be carried out effectively only by a multidisciplinary team, the main result of which is information assistance in defining a professional trajectory aimed at acquiring a profession that promotes health preservation and an independent lifestyle, overcoming disabling attitudes capable of resisting elements of segregation. Conclusions. The article describes the variables included in the structure of existing options for requests for psychological, educational and clinical psychological support for individuals with disabilities entering the university. Based on the findings, the mechanisms for supporting disabled people entering the university were revealed.

Among the most serious consequences of drug abuse for any society, in addition to economic damage, are also health problems and criminal behavior related to illegal drugs. Accordingly, the general goal of the research was to examine the occurrence of drug abuse (determine the reason for starting drug experimentation, the average age of first taking drugs and the average age of taking the primary drug of addiction, who was the first to find out and expose the drug problem and what type of drug addicts consume ), risky behavior (to determine when criminal activity occurred and the level of risky health behaviors) and some aspects of the treatment of addicts (to determine whether there are differences in the outcome of addiction treatment depending on the type of primary drug of addiction, who referred the addict to treatment, whether he is receiving pharmacotherapy and which dominant treatment facility). The research was conducted on the collected data of 6,858 persons treated for drug abuse in the Republic of Croatia, average age M=38.02 years (SD=10.17). For the purposes of this research, the Pompidou questionnaire was used with basic data on addicts in the treatment program. Of the total number of respondents, 82.7% were men. The results show that the most common reason for experimenting with drugs is the influence of peers or partners (39.6%). The average age of first taking any addictive substance was M=16.22 years (SD=4.09). For the largest number of addicts, the first drug of addiction was cannabinoids (80.3%), while in the largest percentage (70%) heroin was the primary drug of addiction. It was found that 34.6% of addicts broke the law for the first time after they started taking harder addictive substances, and 26% after they started taking lighter addictive substances. Furthermore, 63.9% of addicts took drugs intravenously at one point, whereby the average age of the first intravenous intake was M=21.15 years (SD=4.86). 53.1% of addicts used common utensils for consuming addictive substances. Slightly more than half of addicts (55.5%) personally applied for some form of addiction treatment, and the dominant treatment institution is the service for prevention and outpatient addiction treatment (77.8%). In the end, the outcome of treatment for opiate addiction is somewhat more favorable than for treatment of non-opiate addiction. The obtained results on a practical level could be used to shape guidelines for public policies related to disciplinary measures and criminal procedures. They emphasize the need to involve educational institutions in the primary prevention of drug addiction.

Social support refers to various aspects of social relations, therefore it includes mechanisms that can protect the individual from the negative effects of stress. Social support and social relations are considered important because they contribute to improving the quality of health. The results of the research indicate that the mother’s health condition, as well as the level of symptoms of depression and anxiety, and the successful adjustment to parenthood are associated with a higher level of social support during pregnancy. The aim of this study is to provide an overview of knowledge about social support and its role and importance during pregnancy, and to examine the perceived social support by close people among pregnant women in the Sarajevo Canton. The study, which was conducted in May 2019, involved 94 pregnant women (N = 94) in the Sarajevo Canton. In order to obtain information on how pregnant women in the Sarajevo Canton perceive social support, the Perceived Social Support Questionnaire was applied, and data on individual socio-demographic characteristics were collected. Qualitative analysis of the collected data yielded results that indicate that pregnant women in the Sarajevo Canton often have at their disposal various forms of social support from close people in their environment. Ultimately, it is of the most importance for pregnant women to have people who will encourage them during the stressful period of pregnancy. The practical implications of the work are primarily related to the possibilities of planning and implementing preventive activities aimed at improving the quality of mental and physical health of pregnant women.

The author’s views on the development of posttraumatic stress disorder (PTSD) after birth are contradictory. According to some authors, there is a high probability of occurrence of PTSD after childbirth. In determined situations and under certain circumstances delivery can be highly stressful experience and terrifying event in which the mother and/or child’s integrity is compromised. For those women who, after childbirth and/or complicated pregnancy, are not able to adequately integrate these occurances into their life experience, it results in the development of PTSD. Another group of authors believes that PTSD developes only due to experiencing the adverse occurrences, while labor is traditionally regarded as a positive event and a positive life experience. The report contains a review article on research of PTSD caused by induced delivery, and the risk factors for the development of postpartal PTSD. The aim of this work is to review the former studies on this issue. Based on a review of numerous recent studies, according to available data, it can be concluded that there is a significant correlation between PTSD and experience traumatic childbirth and that, as the most significant risk factor for the development of PTSD after childbirth, occurs sexual abuse in childhood.

The health and well-being of the population are two core values that underpin the Russian state policy. With digitizing healthcare, a growing interest has been witnessed in the constitutional value of health, as well as the right to healthcare and medical assistance. This focus is essential for the development of the Russian healthcare legislation and state policy strategies. Here, the normative content of the right to healthcare was explored from historical and current perspectives. The study used both standard (analysis and synthesis) and some specific (historical, statistical, logical and comparative legal) methods. The analysis was based on the constitutional provisions of the Soviet era and the Constitution of 1993; the laws and regulations of the federal Russia that concern healthcare and define the priority areas of the Russian state policy; and the legal interpretations from the Constitutional Court of the Russian Federation and general jurisdiction courts. Particular attention was given to the role of health in different areas of life, such as the economy, society, environment, science, and technology. The retrospective research on the constitutional regulation of the social value of health during the Soviet era was performed. The normative content of this value and its components in the current Russian legislation was identified. Guarantees for the right to healthcare and medical assistance in the priority areas of the Russian state policy were considered. Recommendations to improve these established guarantees were designed.

Globalization has had far-reaching effects on all key spheres of public life, leading to mixed outcomes, both positive and negative. One of the recent global trends is the fast and large-scale spread of viral infections, which has profoundly reshaped the economic landscapes, political environments, and government systems of most states. As the COVID-19 pandemic progressed, governments worldwide were forced to impose unprecedented restrictions that interfered with fundamental human rights, such as the freedom of movement and speech, to curb the virus spread. It sparked rigorous debate among the academic community and practicing lawyers. This article overviews the measures taken by Russia and other states in response to the COVID-19 pandemic. The obtained results highlight the need to legally establish new conceptual frameworks related to disease control, as well as to develop clear legal guidelines on optional and mandatory steps that public authorities should take in order to ensure the sanitary and epidemiological well-being of the population. Therefore, it was concluded that certain legal provisions must be specified to define the grounds and extent to which the rights and freedoms of citizens can be limited in case of viral epidemics.

Increasing life expectancy has led to a marked growth in the older population with cognitive deficits. This study examines how institutional texts match the communication skills of older people with accelerated aging phenotype. Major shifts in the speech production and processing patterns during the third age stage were traced. A taxonomy of linguistic elements that make people having dementia or pre-dementia struggle with understanding written texts was compiled. The analysis showed that written informational texts and announcements produced by public institutions are generally too complicated for older people with cognitive impairment. Common barriers include unnecessarily long sentences, complex syntax, numerous multisyllabic words, loanwords, abbreviations, terms, bureaucratic style, excessive punctuation, convoluted comparisons, etc.

A healthy city is a concept and an approach to the identity of a global city. The modern form of this phrase stems from a 1987 World Health Organization (WHO) project. In the first decade of the XXIth century, the city of Belgrade gradually revived its previous spirit of a European capital and managed to rebuild the severed links with its European neighbors by gradually becoming involoved in the process of European integrations and regional cooperation. At the end of the XXth century, Belgrade’s demographic and social structure gradually changed as a result of the dymanic changes caused by the emigration of a part of the young and best educated population and the great pressure of refugees and internally displaced persons, as well as immigrants from the empoverished parts of Serbia. This wrought changes to the city’s urban identity with far reaching consequences. We are witness to the halt and stagnation in the development of the structure of health care institutions. A new energy has been invested in this stage of the development of the helath care sphere and health care culture and an interaction between the health care sector, ecology and the infrastructure has been realized.

While it was expected that the COVID-19 pandemic, which came right after the European Green Deal announced in 2019, would reduce the momentum of decarbonization in the EU’s energy policy, developments point the opposite. While the main policy priority of states in 2020 and 2021 was to combat the COVID-19 pandemic, this situation was quickly replaced by Russia's attack on Ukraine in February 2022. While the issue of whether the crisis caused by the COVID-19 pandemic is an opportunity or a threat to the energy transformation has not yet been resolved, Russia’s attack on Ukraine has changed the priorities of energy security and decarbonization in the EU’s energy policy. Therefore, in the third year of Russia's invasion of Ukraine, how was the EU’s post pandemic energy policy affected? The study aims to reveal the answer to this question in Christensen and Snyder’s (1990) theory of chainganging and buck-passing based on neorealism. The study concludes that the EU and its member countries shaped their energy policies during the COVID-19 pandemic and the subsequent Ukrainian War, on the basis of a chain-ganging strategy that includes interdependence rather than buckpassing strategy.

The literature on urban planning and spatial planning increasingly emphasizes the need for a more thorough analysis of the impact of pandemics on urban spatial policymaking. This article identifies critical proposals for change regarding urban spatial policies that emerged after the COVID-19 pandemic and relates these to literature on spatial planning. The focus was on two issues directly relevant to this topic: urban spatial planning and environmental protection. The use of the analytical-comparative method, preceded by a literature review, allowed a preliminary characterization of the selected works. The following research questions were posed: 1) What critical spatial planning topics have been addressed in discussion of the pandemic? and 2) Have publications on both the pandemic and urban planning made a vital contribution to the broader discussion on institutional aspects of urban planning? An important conclusion is that the COVID-19 pandemic has revealed the consequences of ignoring theoretical findings in public policymaking, which can lead to social and environmental inequalities on a global scale, and differences in pandemic restrictions across political and social systems.

Въведение: Всички хора, независимо дали имат увреждане или не, се нуждаят от възрастово-подходящо сексуално образование, за да развият положителни нагласи спрямо своята сексуалност и да избегнат негативни последици. Целта на тази статия е да представи обучителна инициатива, която разработва методика за организиране и провеждане на сексуално обучение за младежи с интелектуални затруднения, отчитаща спецификите, произтичащи от вида на уврежданията и възрастовите им потребности. Направен е сравнителен анализ на политиките по здравно и сексуално образование на младежи с интелектуални затруднения в Белгия и България. Материал и методи: Разработена е обучителна програма относно взаимоотношенията, емоционалния живот и сексуалността за младежи с интелектуални затруднения, предложена от специалисти, които работят с хора с интелектуални затруднения, в социалните услуги, предоставяни от Сдружение за подкрепа на лица с умствени затруднения, Варна, България и Les Jardins du 8ème jour, Брюксел, Белгия. В продължение на една година 4 групи участници – в България и Белгия – работиха по различните теми, включени във всеобхватна обучителна програма относно взаимоотношенията и сексуалността. Използвани са методите на неформалното образование, както и специфични художествени техники. Резултатите показват, че подобно на връстниците си от общата популация, младите хора с интелектуални затруднения реагират на различните теми, свързани с взаимоотношенията и сексуалността, според тяхното възпитание и ценности, както и в зависимост от степента на съотнасяне към техния личен опит. Основният извод от пилотното изпълнение на новата програма е, че обучението трябва да бъде всеобхватно, адекватно, достъпно и навременно, да формира необходимите социални и комуникативни умения, да съдейства младите хора с интелектуални затруднения да изграждат разбирането си за лични граници, които да познават и да могат да спазват.Introduction: All people, whether they have a disability or not, need age-appropriate sex education to develop positive attitudes towards their sexuality and avoid negative consequences. The aim of this training initiative is to develop a methodology for organizing and conducting sexuality education for young people with intellectual disabilities, which takes into account the specifics arising from the type of disability and their age needs. A comparative analysis of the policies on health and sexuality education of young people with intellectual disabilities in Belgium and Bulgaria is made. Material and methods: A training program on relationships, emotional life and sexuality for young people with intellectual disabilities has been developed, offered by specialists who work with people with intellectual disabilities in the social services provided by the Association for Support of People with Mental Disabilities, Varna, Bulgaria, and Les Jardins du 8ème jour, Brussels, Belgium. For a year, 4 groups of participants – in Bulgaria and Belgium – worked on the various topics included in this comprehensive training on relationships and sexuality. The methods of non-formal education were used, as well as specific art techniques. The results show that, like their peers in the general population, young people with intellectual disabilities respond to different topics related to relationships and sexuality, according to their upbringing and values, as well as the degree of reference to their personal experience. The main conclusion of the pilot implementation of this program is that the training should be comprehensive, adequate, accessible and timely, to form the necessary social and communication skills, to assist young people with intellectual disabilities to build their understanding of personal boundaries that they know and can respect.

THE EVOLUTION OF THE COVID 19 PANDEMY IN ROMANIA IN THE YEAR 2022 AS REFLECTED IN THE NEWSPAPER “ROMÂNIA LIBERĂ”

The paper intends to present the evolution of pandemy of Covid-19 during the year 2022 and its effects upon Romanian society in overall as presented by the Romanian newspaper “România liberă”. The online archives of the newspaper “România liberă” present the context of the pandemy’s evolution in Romania during the years 2020- 2022 with an accent on the year 2022, period which we researched further for the present article. The issue of vaccination, the outburst of different varriants of the virus Covid 19, the public isolation and endemic fear generated by the means of mass media campaign which also helped and raised the citizens’ awarenress regarding the emergence of this virus, were a few coordinates of evolution of public life in the pandemic context. The restrictions imposed to the population including also the international travelling were bypassed by the fact that most people of Romania took the vaccine and, in this case, the resistance in front of new varriants of the virus was much more higher. It was a kind of hybrid war that we won and seemed to reach an end, but the battle was in fact to be stronger than before as individuals in front of emergent challenges. The article intends to present the internal and external context of the evolution of pandemy, with a focus on Romania’s evolution towards the end of the pandemy.

SELF-PERCEPTION OF THE POSITION OF TEACHING ASSISTANTS

Procedures for creating methods and measures of support for children with developmental disabilities in the Republic of Srpska. This includes the introduction of a role called assistant for students in the regular department.The assistant’s role, tasks and competencies have been determined, as well as the procedure for his engagement. The minimum requirement for performing such a demanding role is to have completed high school, with no additional education required. Our research shows that many assistants are younger people, students, from different educational structures, with strong motivation and empathy towards children and the upcoming job. Since the most numerous assistants are students of Special Education and Social Rehabilitation (NUBL), for this qualitative research, a structured interview and focus group were used, in order to seek answers about the position of assistants in teaching, the expectations placed before them, as well as the obstacles they face in their engagement.

All people experience crisis situations during their lives. Each of us has personal experiences of crisis and they are different, but most of us can be recognized and seen through the word: crisis. It would be difficult not to remember a person who has not suffered a loss of a loved one, a loss of material or emotional values. Just like individuals, organizations can move through a crisis period, too. Fatal injury or death at the workplace, investigation in the company, change of ownership of the company, product or service suspected of adverse may effect customers or the population. There is no part of the business where the crisis cannot occur. How many times have we received a true and clear message about the event, and how often have we based our meaning about the event on information from sources of dubious reliability? Successful crisis resolution requires a pre-designed plan consisting of two equally important elements: a crisis resolution plan and a crisis communication plan. Crisis communication is an interactive process, and can be defined as the exchange of information and opinions before, during, and after the outbreak of a crisis situation. The term “crisis situation” means a specific, unexpected and unusual event that creates a high level of uncertainty and threat or experience of threat to the priorities of an organization. Crisis communication involves individuals, groups and institutions (organizations). The messages in crisis communication are often multiple, with the main aim of eliminating the impact of the crisis and reducing the impact of the crisis to a minimum.
