Epistemic Value of Public deliberation in a Democratic Decision-мaking Process

This paper discusses the epistemic value of public deliberation in a democratic decision-making process. I first discuss David Estlund’s standard account of epistemic democracy – in order to be legitimate, a decision must be a result of both fair and epistemically reliable procedure, i.e., of procedure that in most cases leads us to (procedure-independent) correct outcomes. This approach is characterized by the idea that democratic deliberation only has instrumental epistemic value, i.e., serves as a good means to achieve desired ends – a high correctness probability of the outcomes. I defend this approach from three objections put forward by Fabienne Peter, who claims that Estlund’s position is not a practicable conception of democratic legitimacy, that it makes unnecessary demands and that it is normatively misleading. Finally, I argue against pure epistemic proceduralism, an alternative approach that tends to reject consequentialist epistemology in favor of proceduralist epistemology. By doing so, it has lost a way to evaluate the epistemic value of (deliberative) democratic procedures, and is thus vulnerable to the problem of various (reasonable) people holding different epistemic practices and disagreeing on which practice should be the one that is epistemically valuable and that produces legitimate decisions.

A Conceptual History of Political Regimes: Democracy, Dictatorship, and Authoritarianism

The labels we attach today to distinguish political regimes have histories. Applying them without understanding these histories is sometimes anachronistic and ethnocentric. I have little new to say about “democracy” and “dictatorship”, so that the discussion of these concepts is just a reminder. “Authoritarianism”, however, is a dubious neologism. I advance two claims: (1) In all regimes the power to command and be obeyed entails some dose of reason-giving, (2) What distinguishes regimes is the form and the extent to which the authority of rulers is monopolised by physical force. I conclude that the concept of “authoritarianism” adds little to the distinction between democracy and dictatorship.

The article has been withdrawn. Transparency is often associated with the terms of democracy and political governance. Looking back in the Greek ancient school of thinking, the governance has supposed fixed and previsible rules. In the 18th century, the philosophy of Lumière brothers resumed this idea in the context of liberal conceptions’s development. In the economic field, Adam Smith is the author that uses clear rules in the opposition with the discretionary power. Jean Jacques Rousseau used one of his masterpiece ’’The Social Contract” advocating for an impressive openness of public affairs. Tranparency will become a common subject once the modern state is made, giving his citizens the power of governance. In the late ’80’s, USSR brings into discussion the transition through Mihail Gorbaciov proposals, called ”Glasnost” for publicity and ”Perestroika” for recontruction. In the second part of the 20th century, we see a lot of authors (Chevallier, Sitglitz, Cottier, Passquier, Meilland) debating for a transparent administration because this one becomes the centre of the policy maker process.

Use of social bots on social media platforms is spreading. Their use became prominent in US 2010 midterm elections and later in 2016 presidential elections between Donald Trump and Hilary Clinton. In Turkey and Russia social bots were not used just for one purpose, they silenced political opposition, sent out propaganda and padded the number of social media followers. They had avatars with pictures on social media platforms. Social bots were clearly connected to PRI party in Mexico, whose leader Enrique Peña Nieto won the 2012 election. The case of 2015 UK general election shows that when more resources are put into social bots, the more effective they are.

Although the Roma Holocaust in Romania has been documented, and there is an officialpolicy to recall this historical fact, its memory is marginal in contemporary Romaniansociety. This article analyzes four recent examples of art of memorialization of the RomaHolocaust in Romania and argues these artistic forms of memory play an important role inthe building of a more comprehensive public memory of the Porrajmos. The analysis usesan interdisciplinary approach, which combines theoretical resources that belong to the studyof cultural memory with a focus on artistic memory, and the analysis of the relationshipbetween art, politics, and memory. The examples of artistic memorialization have two aims:to render visible the historical trauma through the use of testimonies of the survivors and toprovide further documentary sources of this historical trauma.

“Diversidade Católica” Case: Relations and Tensions between Homoaffectivity and Religiosity in Digital Circulation

In societies in mediatization, an increasingly intense process of communicational empowerment of persons and collectives emerges, which can also be seen in the realm of religion. In socio-digital platforms such as Facebook, there are numerous cases of unofficial, non-institutional, alternative religious presences, which may publicly exhibit internal conflicts within religions. In this context, this article analyzes the communicational action of the group “Diversidade Católica” (Catholic Diversity) on Facebook, specifically the process of preparation and divulgation of the 1st National Meeting of LGBT Catholics, held in Rio de Janeiro, Brazil, in 2014. To understand this phenomenon, this paper reflects on the concept of mediatization of religion and the emergence of “lay-amateurs” in digital practices. As a conclusion, it is pointed out that the digital environment becomes an alternative public space for religious minorities, who can also say a “public and networked word” about religions, such as Catholicism, exponentiating its religious “diversity” in the fabric of social relationships. Inside the alleged homogeneity of a religion such as Catholicism, there is the emergence of its pluralism and polysemy in the communicational metamorphosis of practices and beliefs, that are reinvented in relation to what is dominant, hegemonic, traditional and conventional in the Catholic historical context.

Transition on Trial

In this article, I examine the People’s Tribunals and the relevant debates surrounding them. I focus in particular on the symbolic role of these special trials in the Romanian public imagination after 1989, as well as the ways in which scholars can better fit them into existing historiographical patterns. Concepts such as “political justice” or “transition” will also be further explored. Also, I analyze the way in which the Soviet influence in these post-war trials has been perceived, while also looking at the multiple ways in which it can be interpreted. I then show that the study of the Holocaust in Romania is contingent upon understanding these crucial post-war attempts to deal with the horrors of Romania’s past. With all their issues, the People’s Tribunals were crucial in condemning war criminals who perpetrated the genocide of Jews and Roma in Romania. Their unique character must be drawn into relief as they were based on special laws, as ordinary courts did not have the capacity to deal with the unprecedented nature of the crimes that took place during World War II. In this sense, seeing these legal proceedings within the larger European context of dealing with Nazi crimes is of the utmost importance.

With the delimitation of airspace and outer space being a continuous issue, various arguments intend to analyze the viewpoint of the geopolitics of near-space being considered neither as part of Astropolitik, nor the geopolitics of airspace. Consequently, a comparative methodology in regards to the multidimensional objectives of geopolitics is followed: (1) evolving a theoretical military basis of spaceplane deployment; (2) examining the natural background of the geopolitics of near-space; (3) constructing the ‘history-future’ relation of the geopolitics of near-space; and (4) analyzing the increasing of America’s national power through spaceplane deployment. Principle results obtained from the theoretical comparative methodology consequently determine the fundamental establishment of the geopolitics of near-space.

Overview of the Trade Relations Between the European Community/Union and the United States at the Threshold of Globalization and Post-globalization Era

The main goal of this article is to present to the European reader the implications of the unstable relationships between the United States and an integrated Europe. The article focuses on the trade relations between the US and Europe in the globalization era. It explains the meaning of some basic terms used by trade experts, such as globalization, regionalization, glocalization, and strategic trade. The author also tries to explore the reasons for the recent crisis of global trade. The main part of the paper reviews the major disputes between these two regions which resulted in postponing of the negotiations of the Trans-Atlantic Free Trade Agreement. As we have observed in the introduction of the article, the relationships between the European Union and the United States have always been complicated and the article presents the main reasons for these disagreements. In a time of renewed Trans-Atlantic negotiations, pro-American sentiments in Europe grew stronger, and European experts on trade and politics emphasized that the US significantly increased support for the European Deterrence Initiative (EDI). Still, with comments repeated by President Trump many times that “Europe needs its own army”, the European media began warning the readers that the crisis in US-EU relations may soon return.

Inflow and settlement of people originating from the Near and the Middle East in Europe is anything but a new phenomenon. It has its long-standing tradition and well documented history. Since the Early Middle Ages these processes were an inseparable element shaping ‘European identity’. Therefore the recent intensification of the migration process from the Middle East to Europe should not be perceived as an unique event. Within such a context, cyclical character of migration processes may be worth consideration. A new contextualization of the recent migration processes needs to take into account new criteria, especially dynamics of the demographic growth. This article argues that aforementioned circumstances in the regions surroundings Europe are of primary importance for its future, and strives for proper understanding of their impact. For Europe, North Africa and Near East are especially important.

Britain's exit from the European Union and the election of President Donald Trump at the White House are events that are part of a broader global world change project that dominated international political life in the US's sphere of interest and influence in the post-World War II period. The article highlights some of the causes that led planners in Washington and London to make radical changes in their future projects. It highlights how the US has lost over the past decade and a half its international influence and the internal crisis generated by the priority promotion of global interests in the face of the deep interests of the US. It also shows that Britain, after fighting hard with great losses in two world wars as the winner, found itself in a situation where, within the EU, Germany would make the most important decisions. The article highlights the way how it started and then stalled the process of encouraging the American doctrine of Europe of nations.

The Dilemma over Washington Consensus Guidelines or Industrial Policy: Lessons from Croatia

During the 1990s Croatia went through the process of transition to market economy mostly following the Washington Consensus policy guidelines. Since the period before the last global financial crisis, Croatia has shown almost no convergence to developed European Union member states and has been among the least developed ones. This paper examines the causes of Croatian development lag, while providing an overview of contemporary development policies and international production fragmentation trends that affected them. The paper points out to several important factors that shaped the Croatian development path. Expectations from foreign capital were overrated, as the foreign direct investment consisted mainly of brownfield investment in large monopolistic companies and was rarely directed to export-oriented sectors. Accession to the World Trade Organisation was followed by stronger growth of imports than exports and joining the European Union did not bring economic growth as fast as expected. Lack of industrial policy implementation has led Croatia to deindustrialisation and increasing importance of the tourism sector as a form of the Dutch disease.

In the article, I try to refute an old and widespread superstition according to which the new political philosophy created by Niccolo Machiavelli breaks with classical political philosophy by taking a novel position toward the political; that is, that classics were idle “idealists” while Machiavelli is a coldblooded “realist”. To do that, I compare the most explicit part of The Prince (chapters XIV-XIX) with the end of the fifth book of Aristotle’s Politics and attempt to show that in the most pivotal chapters of his most famous work, the Florentine, in fact, often borrows Aristotle’s advice on how to preserve a tyrannical rule.

Southern and Eastern Europe in the Eurozone: convergence or divergence?

A number of studies have concluded that, contrary to expectations, European monetary union has not reduced income disparities among the 12 Western European member countries. In fact, incomes per capita between Southern and Northern Eurozone members have diverged since the Eurozone was created, in contrast to earlier trends which had seen rapid convergence in living standards across Western Europe. The paper revisits this issue and investigates whether something similar occurred in the five Eastern European countries (Estonia, Latvia, Lithuania, Slovakia and Slovenia) which joined the Eurozone between 2007 and 2015. The conclusion is that, despite similarities with Southern Europe in some areas, overall developments in Eastern Europe were different and led to convergence rather than divergence. Important reasons for this were Eastern Europe’s relatively high levels of institutional quality, a politically motivated determination to anchor these countries to the West and, possibly, the legacy of pre-war history.

THE RUSSIAN AND ARGENTINIAN EXPERIENCES OF RADICAL REFORM: BETWEEN ECONOMY AND POLITICS

The 1970s and 80s saw a wave of market liberalization in Latin America, Africa, and Asia, but also in the United States and Western Europe. It reached Central and Eastern Europe just as the socialist bloc was disintegrating. To explain this exceptionally universal movement, a number of studies have emphasized that the changes went hand in hand with a very specific reconfiguration of the frameworks and actors implicated in the development and implementation of the decisions to liberalize. Despite their richness and detail, these studies tend to focus on the decision-makers and base their conclusions on an overly monolithic idea of how the reforms were implemented. A detailed comparison between two countries permits us to assess the differences and similarities of two recent cases of radical reform. In order to analyze the complex interaction of economics and politics—whose definitions and boundaries have changed noticeably in the course of these transformations—we will study the cases of Argentina and the USSR (Russia) during the period beginning with their first steps toward market liberalization in the 1970s and ending with the neoliberal crisis of the late twentieth and early twenty-first century.
