This article seeks to analyze the significance and the dimensions of the notion of “milieu” in Foucault’s lectures on governmentality at the Collège de France. After reconstructing Foucault’s brief genealogy of the term, I will put forward two arguments. First, I will show that the “milieu” constitutes a strategic element in the emergence of a liberal governmentality in the 18th century. Secondly, I will argue that mobilizing the “milieu” not only enables the government of humans but also makes possible a “government of things” (Foucault) that addresses complexes or assemblages of humans and non-humans.

The article considers the development of chronopolitics, a new current in political science, which studies political time and its structurally-spatial features. Its conceptual foundations date back to the 1970s, to the world-system theory of I. Wallerstein and G. Modelski’s “long cycle” theory, which, for their part, serve as a conceptual basis of contemporary geopolitical research. The author views the two connected sciences (chronopolitics and geopolitics) as mutually complementary in a theoretical and applied aspect.

Social Innovations between Politics and Policy

The Social innovations are a trendy approach for presenting modern ideas in management and policy plans especially at the local and regional levels. It is also a well-adopted concept on the national level mainly in the social policy, and partly in some economic development measures. The understanding of their role, place, and capacity in the contemporary and future governance mix of instruments is an area open to debate. Where do social innovations stand between politics for social change and the policy for social problem-solving? What is their specific implementation in the social sector and policy? These are the main questions that this piece of research addresses. The results expose two different understandings and approaches to the development and implementation of social innovations. The presented conclusions are useful in reconsidering the social or societal variety of innovations at the policy level.

Celebrity politicians usually have an advantage – their image is already created outside politics. The so-called celebrity status supports their goals with the ability to reach and mobilize otherwise apathetic audiences. It is also perceived as an added value to the image of a politician. That’s why the subject of the study is the role of the celebrity status phenomenon and its transformation into political capital in modern political communication. The study aims to analyze this phenomenon in two different socio-cultural contexts – the pre-election campaign in social networks of Donald Trump in the USA (2016) and that of Vladimir Zelensky in Ukraine (2019). The last three weeks of the campaigns are considered, answering the questions which specify the research task.

The Election of a Kleptocrat: Viktor Ianukovych and the Ukrainian Presidential Elections in 2010

In 2010, Viktor Ianukovych, a candidate whose democratic credentials were disputed and whose shady background hardly inspired feelings of admiration or trust, was elected president of Ukraine. By asking the voters themselves on the eve of the election how such an individual could have won their votes, this article shows that when Ukrainians went to vote in 2010, they evaluated the qualities and the policy-issues associated with Ianukovych higher than those ascribed to his opponent, Iuliia Tymoshenko, even if only slightly so. In a Ukraine that since the Orange Revolution in 2004 has come increasingly to embrace democracy, the 2010 presidential elections marked a certain democracy fatigue that in the end came to favour Ianukovych’s “strong hand” image. Regional belonging is a usual factor in Ukrainian voting, and it played a role in the political assessments of the 2010 presidential election. However, issues of identity and language were among the lowest ranked in both eastern and western Ukraine, far behind the heated topics of jobs, unemployment, and welfare services. Later, identity-politics became more accentuated in the aftermath of the Revolution of Dignity in 2014 and the ensuing war between Ukraine and Russia. In 2010, what united many voters regardless of region was a stronger concern for jobs and welfare services than for democratic commitment in the candidates, or for identity politics. Those more personal issues paved the way for Ianukovych to become the president of Ukraine.

Economic Status and Elections: The Voting Behaviour and Economic Hardship in Rome

Empirical research shows the existence of a relationship between the electoral behaviour of citizens and their economic condition. The economic voting theory explains that in periods of economic growth citizens-voters reward the government considered the author of their well-being; on the contrary, in times of crisis, the population punishes it. The peculiarity of these studies, based on the analysis of secondary data designed for other primary purposes, is to have national territorial dimension, where the percentage of votes collected by government/opposition parties in political national elections is associated to the country’s macro-economic indicators (for example, GDP or unemployment rate). Nevertheless, up to now, only few scholars have analysed this relationship at local level, due to the lack of local statistical data on citizens’ economic conditions. This study tries to fill this gap. It is conducted in the city of Rome, to understand whether the electoral behaviour of Roman citizens changes in function of their economic hardship, in each of the 15 Municipalities of the capital city of Italy. To this end, two different data sources are integrated: Electoral Statistical Office of Rome and Italian Revenue Agency. The results offer empirical evidence to strengthen the local relation between electoral behaviour and economic conditions.

Polarized disinformation. The coverage of US presidential election by Polish TV

RESEARCH OBJECTIVE: Analysis of how the 2020 US presidential election was covered and framed by Polish television news programs, and whether the polarization of media and politics in Poland was reflected in the studied content, influencing its bias. THE RESEARCH PROBLEM AND METHODS: The analysis of the cover age of the US presidential campaign by three nationwide TV news programs – TVN, TVP and Polsat by using content analysis with elements of framing analysis and comparative analysis. THE PROCESS OF ARGUMENTATION: The article consists of four parts: the first explains the methodology of the study, the second discusses how presidential elections are covered and framed and what influences the national media being interested in covering foreign events. The third part presents the results of the study, and the last contains the discussion and conclusions. RESEARCH RESULTS: The coverage was dichotomous and there was a correlation between the political affiliation of the media and their choice of framing. The media used a combination of game, strategy and conflict framing that highlighted differences between Trump and Biden in terms of the election results and their personal attributes. We found that the electoral rivalry was portrayed as a conflict between the candidates and that the Polish media constructed “enemy” images of candidates and voters depending on their political sympathies. CONCLUSIONS, INNOVATIONS, AND RECOMMENDATIONS: The polarization of media and politics in Poland was reflected in the coverage of the US election. The broadcasters placed Polish political conflicts in the context of the US campaign. It shows that foreign events may be covered by national media through the prism of political bias.

Izlazak iz jednine? Razvoj istraživanja javnih politika u Hrvatskoj 1962.-2022.

The aim of this paper is to present and analyze public policy research in the context of the development of Croatian political science, while also probing the relationship between public policy research within political science and its application through other sciences and interdisciplinary areas in Croatia. After the introduction, in the first part of the paper, the concept of public policy is delineated and the development of the theoretical discourse that was formed around public policies as a rational system of state intervention in society that strives for good governance is presented. In the second part, the context-specific development of public policy research within the framework of Croatian political science is analyzed and interpreted. In the third part, this development is linked to the examples of policy relevant research and teaching in other academic institutional foci and discourses that deal with public policies. In the conclusion, the current state of public policy research is evaluated and possible future directions of research development and academic influence on public policy making are outlined within and across the borders of political science. Our thesis – or, more precisely, a value-driven projection – is that in front of public policy as a theoretically and methodologically constituted subject of research and the political science sub-discipline, stronger interdisciplinary cooperation outside the framework of political science asserts itself as a major practical challenge ahead in the joint task of solving relevant public problems in the political community.

Dyplomacja naukowa jako kategoria dyplomacji wpływu – przypadek Francji

In the last decade, science diplomacy, one of the subcategoriesof diplomacy of influence, has recently gained unprecedented attention asa subject of both an academic inquiry and political discourse. States adaptingto these changes create science diplomacy legal and institutional frameworkswhich combine the priorities of foreign and science and technology policy.But still, there are only a few advanced countries in this respect. One of themis France, which began building the institutional and strategic foundations ofscience diplomacy in the middle of the 20th century, and can now providea source of good practice for states at the beginning of this path.The article presents the conceptual basis of diplomacy of influence and organisational model of French science diplomacy, an example of diplomacy ofinfluence based on the potential and attractiveness of science. Analysing particular dimensions of the model, we point to conditions, such as the conceptof foreign policy, assumptions of scientific policy or the structure of the state’sscience and technology sector, which influence the specificity of French science diplomacy. We argue that the distinctive features of the French modelof science diplomacy are its strong link to foreign and development policyobjectives, its treatment of science as an essential instrument of foreign policyand diplomacy of influence, but also its emphasis on supporting the internationalisation of science and increasing France’s participation in international scientific undertakings.

КУЛЬТУРНА ДИПЛОМАТІЯ: ТРАНСФОРМАЦІЯ ДЕФІНІЦІЇ ПОНЯТТЯ В КОНТЕКСТІ ЕВОЛЮЦІЇ СВІТОВОЇ СПІЛЬНОТИ (1930-ті – початок 2020-х рр.)

The purpose of the article is to reveal the essence of the «cultural diplomacy» concept at the current stage and trace the transformations of its definition in the context of the world community development during the 20th and first decades of the 21st century. Research methodology. The method of terminological analysis, the method of interpretation and operationalisation of concepts have been applied to ensure the understanding of the content essence of the «cultural diplomacy» concept. The method of historical and cultural analysis has enabled considering the definitional transformations that took place during the 1930s – early 2020s in the context of the development of the world community and international relations, as well as the method of systemic analysis to identify the specifics of the phenomenon of «cultural diplomacy» at the current stage. Scientific novelty. The definition of the «cultural diplomacy» concept has been studied in historical retrospect and at the present stage; considered and analysed the development and transformation of the concept in the context of the specifics of the evolution of the world community; a proper definition of the concept of «cultural diplomacy» is proposed. Conclusions. Cultural diplomacy is directly related to the use of culture as an object and means of achieving the fundamental goals of the state's foreign policy, creating a favorable image of the country, popularising culture and language. At the current stage, in the conditions of globalisation processes of an interdependent world, in which the spread of information and communication technologies facilitates communication between people from different countries, cultural diplomacy is an extremely important aspect for ensuring international peace and stability. In the context of the specifics of the current state and development trends of international relations, cultural diplomacy is considered as a direction of foreign policy carried out by national states in cooperation with state and/or private entities with the aim of spreading the culture of this country abroad, as well as the development of international cultural policy with the aim of cultural exchange and cooperation between various international subjects – states, international organisations, and individuals.

Interconnections between Minister Cabinets in Greece. A Bicentennial Study with Implications on Economy

In this paper we deal with a network analysis of interconnected cabinets in Greece for an extended time period. In parallel, we present a small review of the economic crises that have occurred in Greece over this period. More particularly, we used historical sources to locate all different Greek governments and all economic crises starting from the 1821 Greek revolution to the present days. We also formed a two-mode (also known as affiliation) network of ministers and cabinets and subsequently created a network of interconnected cabinets. We used dedicated software to visualize this network and used Social Network Analytical procedures in order to calculate its properties. Finally, in an attempt to investigate possible relations between network metrics and economic crises, we note and discuss an interesting observation between a specific metrics and such major economic events. In our paper, we firstly introduce the context and present our research questions. We then present the relevant literature, mainly discussing the extent to which Social Network Analysis has been used to investigate patterns of behaviors in politics. We then proceed to presenting and applying our methodology on network creation, visualization and metrics computations. The following section discusses the longitudinal evolution of our network and the relation between its clustering coefficient and the emergence of economic crises. We then finalize our paper with some conclusions.

Odgovorno ponašanje u saznajnim praksama koje se oslanjaju na upotrebu internet pretraživača

Disinformation, propaganda content, conspiracy theories, pseudo-scientific interpretations, and similar deceptive narratives that we come across through our internet-search engines, represent a serious threat to acquiring true beliefs and preserving democratic values. With this in mind, their wide presence in our internet searches poses relevant questions, including those that are the subject matter of this paper:(a) how and to what extent can the epistemic landscape that facilitates their spread be understood; (b) to whom can we ascribe the responsibility for their acquisition and distribution; and (c) what measures and strategies can be taken to mitigate their impact on public opinion to a satisfactory extent? To partially answer these three closely connected questions, we will deal with socio-epistemic characteristics of the Google search engine, the ways in which it affects our epistemic practices and strategies for improving the users’ epistemic position. Special attention will be devoted to the question of a more precise distribution of responsibilities between the search engine and the epistemic agent. Within our position, the weight of responsibility is equally distributed between the user and the search engine.

Комуникиране на политики за образованието в кампания за парламентарни избори

In this report, the author defends the claim that the effectiveness of information flows between the rulers and the ruled is a prerequisite for maintaining a constructive communication interaction between these two participants in the communication. Research is presented based on the campaign for parliamentary elections in the period October-November 2021 in Bulgaria, with the focus on alternatives for the education system. The aim is to find out to what extent education policies are advocated and prioritized in the programs made public by competing political parties.

Българската политическа система: палиативна промяна или радикална реформа

Between a Shrinking and a Shifting Space: the Symbolic Inclusion of the Disability Movement in Policy-Making in Romania

In this paper, we explore how political opportunity structures for the inclusion of the disability movement in Romania are shaped from the perspective of self-advocacy and service provider NGOs active in the field of disability. Building on in-depth semi-structured interviews with nine representatives of self-advocacy and service provider organizations, we explore how they understood the processes by which they participated in policy formulation processes. Our results show that both service provider and self-advocacy organizations feel that their inclusion in the policymaking process is mostly symbolic and tokenistic, but that this can and did change in the last years. However, despite a general concern for a shrinking space for civil society organizations influence on policymaking in Central and East European countries, disability organizations in Romania describe the political opportunity landscape as a fluctuating one, rather than one that is evolving in one direction. Moreover, whereas service provider organizations seem to perceive higher levels of inclusion on the national level, whereas self-advocacy NGOs seem to perceive themselves as being better included and more influential on local levels. This also reflects the presence of bottom-up federative efforts of service provider organizations as opposed to the lack of successful bottom-up federative efforts in the field of disability based self-advocacy organizations. Finally, our paper problematizes inclusion in policy-making as an unequivocally positive process, showing how disability organizations sometimes choose not to participate in order not to legitimize problematic decisions through their symbolic presence in the negotiation process.

Dynamic Routing in Urban Transport Logistics under Limited Traffic Information

A method for online dynamic routing of freight delivery under limited traffic information using an ant colony algorithm, has been proposed. This method leverages real-time IoT data on traffic flow (TF) intensity from traffic sensors on urban road network (URN) sections, combined with averaged historical data on TF parameters (speed, density, intensity) obtained from traffic sensors on representative sections of homogeneous clusters within the URN. The procedure for forming homogeneous clusters within the URN and identifying representative sections is described. The results of simulation studies using the URN of Kyiv as an example indicate the potential of this method for urban transport logistics in conditions of complex traffic.
