Оценка уровня налогового давления на экономику региона (на примере АР Крым)

The purpose of the article is to assess the level of tax burden on the economy of the administrative-territorial units (hereinafter – ATU) region and to determine the parameters of the tax regulations, which are characterized by a high degree of influence on economic processes in the region.Assessment of the impact of tax regulation on the level of economic development is to determine the nature and impact of parameters of tax regulation on the level of region’s economic development. According to the author’s approach [4], the main phase of the study is to determine the level of the tax burden on the economy of ATU region. The author finds it necessary to take into account the legislatively fixed powers of local authorities for amend the parameters of the tax system, features of the regional structure of tax revenues to the state and local budgets, and trends of socio-economic development. In this regard, assessment of the level of the tax burden on the economy of the region ATU requires consistent realization of several steps: 1) grouping of tax revenues to the state and local budgets by the level of management (const and variable) and type of the object of taxation (taxes on consumption (TC), taxes on capital or property (TP), income taxes or taxes on activity (TI), taxes on labor (TL), environmental and resource-rent nature taxes (TR)), 2) the calculation of indicators of the tax burden level on the economy of the ATU region, highlighting a group of taxes «const» (TC, TP, TI, TL, TR) and group tax «variable» (TC, TP, TI, TL, TR), and 3) grouping ATU region in terms of tax burden.Results of the study allowed to determine for each ATU of Crimea the most effective parameters of tax regulation, which effective use by local government will create conditions for the development of industrial and agricultural production, increase of investment attractiveness, the introduction of energy-saving technologies in the region's economy.

Article object – is to determine the principles and trends, which are forms the habitat of interaction of political relations in a modern Ukrainian society, using the conceptions of industrial and post-industrial societies. In the article the author made a try to start analyzes of Ukrainian political relations from the view of theoretical economy. Follow definitions were formulated: political market and its equilibrium, political demand and the political demand price, political supply and the real situation in political competition in Ukraine. The role of government in organizing of political processes and a corruption, as its result, has been analyzed. Also, the writer paid attention to problems of transforming modern Ukrainian society, according to conception of post-industrial civilization. As a result, we say: main barriers of forming „fair play” regulations of Ukrainian political market today are: monopolizing tendencies in a production resources ownership, slow tempo of forming citizen society, dominating of material needs under the un-material needs of society, which is based on the low life-living.

The existent approaches of the determination of concept, aims and ways of providing of food safety, as component national safety of Ukraine are examined in the article.The result of research showed that the that basis of the assured providing of food safety of the state is warning of internal and external threats, due to the increase of own production of raw material and food volumes, by realization of the system of measures, directed on innovative development of the agro-industrial complex.The strategic aims of agricultural policy at the present stage is providing of production activity of business entities with the purpose of increase of production of goods volumes in accordance with the necessities of population of Ukraine and world market, adjusting of price availability of food stuffs, for an user, achievement of indexes of quality of food stuffs.The necessary condition of providing of food safety of our state is the effective functioning of agricultural sector of economy of Ukraine development of basic industries of agricultural production. It must be provided the active, self-weighted and successive public agricultural policy.

The topic of this empirical study is focused on applying usage of heuristic methods in the process of retail shops placement as a starting point of putting into effect targeted communication of retail shops with a customer in their radius of action. Subsequently, maximisation of communication strategy’s effect is based on appropriate communication with the target market within a limited are a determined by buying stream, which affects the target customers and influences their shopping decisions and the volume of realised purchases in the given retail shop. The study is based on two mutually interconnected levels of related knowledge. On the first level, it deals with an analysis of relationships between selected macroeconomic indicators in the Slovak Republic and points out their direct influence on development of retail takings as a basic economic premise of retail shop functioning. On the second level the authors focus on the specific application of heuristic methodsin the field of optimisation of retail shops placement in the context of maximisation of their radius of action and target group service, in which an ideal precondition for targeted and efficient communication with a customer occurs. The aim of the contribution is to point out, using practical application of heuristic methods ADD and DROP, the optimisation possibilities of retail shops placement with special emphasis on delimitation of direct communication space. The aim of application of the above-mentioned methods is to practically use the outcomes of the realised research and obtained statistical data.

Synthesis and Characterization of Compound PMPA Using Nuclear Magnetic Resonance Spectroscopy and Optimized Molecular Structures Calculated Using the DFT/B3LYP Method with the 3-21G** Basis Set Combined with CoII Complex

In this study, the Schiff base complex of CoII derived from reaction between Benzene-1,2-diamine, Acetophenone, and 1H-Pyrrole-2-carbaldehyde have been synthesized. All the complexes have been characterized on the basis of elemental analysis and spectral studies. All the complexes are light in color and stable to atmosphere. Elemental analysis shows ML2 stoichiometry for the complex. IR spectral data indicates coordination through NH pyrrole and azomethine nitrogen groups. Electronic spectral data suggests a polymeric octahedral structure for the CoII complex. The structural characterization of Schiff base and cobalt complexes were carried out on the basis of their melting point, solubility, elemental analyses, conductivity measurements, FT-IR, 1H NMR, 13C NMR, DEPT 90, and HETCOR spectroscopy studies. Molecular geometries, vibrational frequencies, and NMR frequencies of the title compounds in the ground state are calculated using the Hartree-Fock (HF) and density functional theories (DFT/B3LYP), and GIAO methods with the 3-21G** basis set and compared with the experimental data. The calculated results show that the optimized geometries can reproduce the crystal structural parameters, and the theoretical vibrational frequencies show good agreement with the experimental values. The calculated Highest Occupied Molecular Orbital (HOMO) and Lowest Unoccupied Molecular Orbital (LUMO) energies show that charge transfer occurs within the molecule. The geometries and normal modes of vibrations obtained from DFT/3-21G** calculations are in good agreement with the experimentally observed data.

The Higher Education system all over the world in general has over the years been evolving and changing to meet the essentialities of its citizens. In order to improve and sustain, standard efforts are put in to create better atmosphere for reaching higher echelons. Education systems that are introduced enhances the social, environmental and quality of the country in general. The type of education and access to education has a direct relationship to the economical development and the country’s progress. Though we could see progress happening but we have to ensure that quality education is provided. With specific reference to India, we have at present 6,415 engineering/technology institutions with an intake capacity of 1,844,642 students at the under-graduate level. At times it seems that due to mushrooming of technical institutions in India, the challenge in maintenance of quality in technical education takes a very serious dent. In fact this issue remains upper most in the minds of the students, the parents, the faculty and the industry alike. There is a strong correlation between a country’s competitiveness and the quality of education, more so of higher education. Developing nations like India should start to explore and exploit its excellent potential and move forward, to attain a higher level of quality in engineering education, by strengthening its talent. The various quality assurance approaches and models that are in place elsewhere in the world could be studied, compared and applied in shaping the national vision.

The effectively formed professional competence is a guarantee, that the graduating students are prepared for the future professional challenges. A technological model of teaching and learning in a compulsory course in engineering ecology from the Bachelor program “Heat Engineering” of TU-Sofia is presented in the article. The technology has been developed on a broad, integrative theoretical basis and on the basis of an international and national studies which are related to the preparation of future engineers. The outlined components of the model - goal setting, learning content, teaching and learning activities, resources and diagnostics are based on a survey of teachers, employers and students on the ability to create the necessary professional competencies. The obtained results prove that the applied model corresponds to the set training objectives, the strategy and the vision for development of TU-Sofia and the requirements of the business. The introduction of modules related to risk assessment, uncertainty, sustainability and environmental impact assessment significantly broadens the prospects of future engineers at the beginning of their careers. The developed technology provides opportunities for creating and validating the appropriate tools for studying students’ achievements and the degree of formation of their professional competencies.

In recent years unfolds an information communication revolution, associated with significant changes in technology, software and communications, and the transition to a new type of economy, which is summarized by some authors as the "revolution of the concepts" (Р. Drucker). As a precondition and a result occur also significant changes in the place and role of humans in the production system. The goal of the current paper is to summarize the main features of the new type of economy, as in the interpretation of key concepts for it to systematize the ongoing changes in the forms of application, functions, nature and content of work. For the achievement of the basic goal and tasks of the research will be applied the traditional methods of induction and deduction, the historic and the logical approach, methods and means of the comparative analysis. The analysis leed to the conclusion that the work in the new economy differs significantly from that in the previous stages of the development of the economy. Its evolution follows the trend of more dynamic development, the use of more highly qualified staff, the increasingly widespread application of various flexible forms of employment.
