Au moment où le « Printemps de Prague » atteignait son apogée, je reçus à la rédaction des Literarni Listy la visite d’un communiste italien, venu au nom d’une importante maison d’édition proche du Parti communiste italien. U m’expliqua que les communistes et les gens de gauche, en Italie, s'intéressaient vivement au déroulement des événements de Tchécoslovaquie et considéraient que l'expérience tchécoslovaque présentait un intérêt exceptionnel pour une perspective socialiste européenne. Us suivaient assidûment les extraits de la presse tchécoslovaque qui leur parvenaient en traduction, ce qui avait suscité, tout particulièrement dans les milieux intellectuels, le désir de mieux connaître, et si possible dans sa teneur intégrale, le contenu des discussions de principe qui se déroulaient dans les pages des Literarni Listy.

Chacun, s'il connaît quelque chose du monde et s’il l'a parcouru dans ces derniers mois avec des yeux pas tout à fait aveugles, confirmera que la Tchécoslovaquie est l'un des pays les plus tranquilles d'Europe. Et il ne s’agit pas d’un calme apparent, en surface. La Tchécoslovaquie est un pays où, en comparaison avec l’époque d'avant janvier, la tension s'est nettement relâchée, à l’intérieur de la société, et où le processus de la normalisation, englobant aussi le mécanisme interne de différenciation des opinions politiques, se poursuit d'une façon que quelqu'un a récemment comparé à « une récréation ».

Lorsqu'au cours de la première matinée du IVe Congrès des écrivains, Pavel Kohout se mit à lire la lettre de Soljenistyne dans laquelle ce grand héritier de Tolstoï décrit le sort tragique de la littérature soviétique dans les conditions du stalinisme et du néostalinisme, Jiri Hendrych, assis au premier rang, à la tribune, se rembrunit, enfila sa veste par dessus sa chemise blanche ornée de bretelles et s’en alla en chancelant. Au fond de la tribune, où nous avions pris place, Prochazka, Lustig et moi, il dit encore cette parole historique : « Vous avez tout perdu, vous avez tout perdu... » et il quitta la séance.

In his book Diplomacia amerikane dhe Shqiperia Leonard Demi observes, “The ties between Albanians and America do not begin on the date of the establishment of diplomatic relations between Albania and the United States of America, but long before that time, around the end of the 19th century.” (p. 9) Although Demi is referring specifically in his observation to the arrival in 1892 of the first group of Albanian immigrants who settled permanently in the United States, it is also true that a small, but growing number of Americans had during the 19th century become aware of the existence of the Albanian people and their national hero, Skenderbeg.

Média a politika: Zahraniční zpravodajství českých médií v roce 2009

Tato kapitola analyzuje obraz české zahraniční politiky v českých médiích. Identi¬fikujeme hlavní charakteristiky zahraničního zpravodajství, především tematickou strukturu agendy, přítomné aktéry a prioritní destinace. Analýza je tvořena dvěma částmi, přičemž sledujeme odlišné aspekty a používáme různé analytické nástroje. První část představuje kvantitativní obsahovou analýzu hlavních zpravodajských relací tří českých celoplošných televizních stanic. Použili jsme stejnou metodiku i analyzovaný vzorek jako v loňském roce. To nám umožňuje rozšířit výzkum o srovnání s výsledky analýzy z roku 2008. Druhá část doplňuje studii o kvalitativní šetření vybraných událostí. Zde se soustředíme na charakteristiky mediálních textů venovaných třem zásadním událostem v roce 2009, a to: 1) pádu vlády na konci března; 2) zářijovému rozhodnutí o zrušení plánované výstavby radarové základny v České republice; 3) podpisu Lisabonské smlouvy v listopadu.

Bezpečnostní rozměr české zahraniční politiky

Zatímco v předchozích dvou letech dominovalo bezpečnostní agendě české zahraniční politiky téma třetího pilíře americké protiraketové obrany, relativně očekávané rozhodnutí nové americké administrativy otevřelo prostor pro další témata, která byla do značné míry upozaďována. Významnou roli v procesu hledání nových bezpečnostních výzev sehrálo české předsednictví v Radě EU, jehož programovou součástí se staly také bezpečnostní priority. Jak tato kapitola ukáže, v rámci tohoto procesu došlo ke zdůraznění tematiky energetické bezpečnosti. Tuto problematiku lze však také zasadit do širšího kontextu debat o bezpečnosti dimenzi české zahraniční politiky. Počátkem roku také bylo dosaženo do značné míry předem avizované dohody o vysílání českých ozbrojených sil do zahraničí. Tento parlamentní krok znamenal napravení prozatím bezprecedentní situace, kdy kvůli vnitropolitickým sporům nedošlo koncem roku 2008 v Poslanecké sněmovně ke konsenzu mezi hlavními demokratickými stranami ohledně vysílání českých vojáků do zahraničních misí.

Spojené státy americké v české zahraniční politice

„Pro mnoho našich občanů jsou Spojené státy symbolem svobody a optimismu, demokracie a ekonomického úspěchu, vlastenectví a mezinárodní solidarity,“ napsal český prezident Václav Klaus v blahopřejném dopise ke zvolení Baracku Obamovi a dodal, že do budoucna doufá v další dynamické rozvíjení vzájemných vztahů. Podle hodnocení MZV mají tyto vztahy již nyní nadstandardní „spojenecký charakter a jsou založeny na sdílených hodnotách a na těsných vztazích mezi EU a USA. Politiky obou zemí mají mnoho společných prvků v oblasti bezpečnosti a při podpoře demokracie a lidských práv.“ Tak jako v minulých letech byly v uplynulém roce vztahy mezi ČR a USA intenzivní a staly se předmětem široké politické a veřejné diskuse. Příznačná pro ně zůstala asymetričnost (nyní však palčivěji pociťovaná) a zejména po uzavření vízové kapitoly a útlumu spolupráce v oblasti lidských práv také dominance bezpečnostní dimenze. Významnou změnu z hlediska zintenzivnění vztahů přineslo české předsednictví Radě EU v první polovině roku.

Hospodářský rozměr české zahraniční politiky: Důležitý nástroj boje s hospodářskou krizí

Rok 2009 představuje z hlediska vývoje české – a do velké míry i globální – ekonomiky v jistém smyslu zrcadlový obraz vývoje roku 2008. Rok 2008 začínal ještě v duchu převažujícího optimismu a příznaky vážné hospodářské krize se začaly postupně dostavovat až během podzimu, rok následující začínal v ovzduší výrazné ekonomické deprese a pesimismu, pokud jde o hloubku a dobu trvání této krize, avšak během jeho druhého pololetí se začaly postupně množit náznaky obratu k lepšímu, který by snad mohl nastat již v roce 2010. Koncem října např. české ministerstvo financí predikuje na rok 2010 růst HDP o 0,3 %. Počátkem listopadu 2009 potom ČNB přichází s odhadem, že růst české ekonomiky v roce 2010 by mohl dokonce činit 1,4 %. Výše uvedené přitom platí, jak pokud jde o světovou ekonomiku, tak ve vztahu k ekonomice České republiky, která ani v rámci světovém, ani v rámci evropském rozhodně nepatří k těm nejhůře zasaženým.

Závěrem: Český nezájem se prosazuje

Lze očekávat, že budoucí analýzy české politiky budou chápat rok 2009 jako významný mezník českého politického vývoje. Zůstává však otázkou, zda bude považován za bod, v němž česká politika dosahuje svého dna, aby se odrazila k očistě a obnově v rámci stávajícího systému, či za moment, v němž začíná volný pád končící krachem českého pokusu o liberální demokracii. V české zahraniční politice se tento rok, bohatý na události, projevil hlubokými otřesy jejích dvou základních ideo-vých orientací – evropské a atlantické. Právě analýzou těchto otřesů začíná naše závěrečné shrnutí. Následovat budou úvahy o některých dalších důležitých událostech předchozího roku.

The multilateral dimension of Czech foreign policy

In 2015, for the first time since 2011, there has been a change of the decisive value and strategic framework of multilateral co-operation or, as the case may be, of the whole Czech foreign policy. On 13 July, the new Concept of the Foreign Policy of the Czech Republic was approved.1 It follows up the concept from 20112 as well as the programme statement of the government and tries to reflect the changes in the world political order too. This concept has identified three decisive global objectives, which will form the basic outline of the content of this chapter again: a) Security; b) Human dignity and human rights and c) Prosperity and sustainable development.

VÝZNAMY STABILITY LOKÁLNÍCH POLITICKÝCH ELIT A MOŽNOSTI JEJÍHO HODNOCENÍ

Electoral behavior and thus the stability of municipal councils were determined by political and economic aspects of social transformation, including organizational irrationality in the early 1990s in Czechia. Given these facts and the growing polarization of space, it turns out that there are a number of small "non-viable" municipalities in the Czechia, which also show specific – high or low – values of stability of local political elites (municipal councils) and relatively unfavorable social, economic, demographic and other parameters. For these reasons, the ambition of the presented text is to reveal, through quantitative analysis, territorial differentiation of the stability of local political elites and selected factors, that either individually or in context, influenced changes in the staff of municipal councils in 1994–2018 in the Czechia.

American foreign policy and its approach to the world, throughout its nearly two-and-a-half centuries of existence, can be divided into periods of isolation and intervention. The period of isolation spanned from the victory in the American War of Independence against the British Empire in 1783 until the Spanish-American War in 1898, considered a pivotal point in America's foreign relations and global approach. American involvement in two world wars, followed by its position as the sole superpower in a unipolar world after the Cold War triumph over the USSR in 1991, enabled the USA to pursue an interventionist foreign policy. This policy involved active military and diplomatic interventions worldwide, often directly employing military force in places such as the former Yugoslavia (B&H and Serbia), Afghanistan, Iraq, and indirectly through proxies, leading to "proxy" wars as seen in contemporary Ukraine. In Eastern Europe, we are currently witnessing the largest military conflict on the Old Continent since the end of World War II. Given its scale, involvement of parties, weaponry used, geopolitical interests, etc., we can confidently assert that this conflict is not merely a conflict between Ukraine and Russia, but rather between Russia and the West or Russia and the American concept of interventionism, i.e. the American hegemony in international relations.
