The Challenges of Central European Security: Critical Insights

Author(s): Tamás Csíki,Jan Daniel,Ľubomír Lupták,Diāna Potjomkina,Richard Turcsányi,Václav Walach / Language(s): English

This book employs various theories of contemporary security studies to explore some of the most important and most common security issues in Central Europe at this time. Individual chapters of the book adhere mainly to European branches of critical and constructivist security studies, through which they look at some of the salient topics of Central European security politics. The distinction between internal and external security issues is employed throughout the book for analytical purposes. Under this framework, alliance building, security guarantees, “special relationships,” the relational politics of identity, and relations with major powers – documented in the book on the case of Latvia’s relations with United States – are examples of external security issues. Various pressing domestic security challenges, illustrated on the case of Hungarian far-right movements and their activities towards the Roma minority, are examples of internal security issues.

Mladí a nevšední: Studie občanského života mladých lidí z etnických menšin a majority v České republice

Author(s): Jan Šerek,Zuzana Petrovičová,Michaela Porubanová-Norquist / Language(s): Czech

The goal of the book is to capture perceptions of the Czech society and subsequent civic participation among young people from two ethnic minorities (Roma and Ukrainian) and the social majority. The authors focus on young people’s overall evaluation of the society, confidence in institutions, perceived collective efficacy and perceived discrimination. They study the patterns of young people’s civic participation, and also how these patterns relate to person’s social position, perceptions of the society and social environment. In their analyses, they build on two types of data (questionnaire-based survey and focus groups), collected in 2010–2011.

Ekonomické a správní nástroje ochrany krajinného rázu

Author(s): Jiří Guth,Naďa Johanisová,Martina Filipová / Language(s): Czech

The publication analyses and discusses legal and financial tools, including international strategies and policies, relevant to the protection of landscape character with a focus on agricultural impact in the Czech Republic. The first section summarises the available Czech literature on the subject and includes an analysis of the changes in scale of Czech farms after 1989. The second section summarises relevant financial instruments and their influence on landscape character. In the third section, a more detailed analysis of selected tools is attempted, including several case studies describing their use and impacts in practice. Section four summarises relevant international agreements, strategies, policies, and national and regional government programmes, and discusses their influence on landscape character in the Czech Republic. In the fifth section, policy changes on a national, international, and regional level favourable to landscape character are suggested. The summary in section six offers some general comments, including a plea for more effective control mechanisms and for more complex policies and strategies integrating small-scale rural renewable energy production with water and landscape character conservation and sustainable agricultural production based on local economic and biological loops.

Ozbrojené konflikty po konci studené války

Author(s): / Language(s): Czech

Did the Cold War, or rather the end of it, represent any kind of fundamental milestone in armed conflicts? Answering this question became the central research focus of a project undertaken by a group of specialists from the Department of International Relations and European Studies at the Faculty of Social Studies of Masaryk University as part of the grant funded project “Armed Conflicts in International Relations after the end of the Cold War”. The project was supported by the Grant Agency of the Czech Republic. To a certain extent the team of authors attempted to summarize the research that has so far been conducted in this field and to present a more complex picture of the kind of changes that have actually occurred within armed conflicts over the last two decades and what the reasons for and consequences of these changes are. What is certain is that the end of the Cold War did not put an end to armed conflicts as such. On the contrary, latent tension which manifested itself through fractional armed conflicts, mostly on the periphery, had many more opportunities to develop after 1990 and grew into conflicts which a number of powers became involved in. Europe – the continent in which the Iron Curtain was located, but which had been spared open armed conflict throughout the entire duration of the Cold War – in the early nineties was to witness the most extensive violence to have occurred there since the end of World War II.

The book focuses on the interconnected systems of education and labour market. It deals with the problem of choosing secondary school and future vocation at the end of the elementary school. The findings of the research are grounded both in sociological theories (emphasising the connection between the social structure and the behaviour of individual actors) and in feminist approaches (emphasising the necessity of social change towards a fair and just society).

Severoatlantická aliance a řešení ozbrojených konfliktů: Komparace angažmá v Kosovu a Libyi

Author(s): Zdeněk Kříž / Language(s): Czech

The following conclusions may be drawn from the analysis of cases in which NATO, as a security alliance of democratic states, proactively engaged in armed conflict through the use of military force, and in which its policies sparked controversy with regard to perceptions of international law. The Alliance employs military force in situations where an extensive humanitarian disaster is ongoing, impending, or anticipated, and where the international community exhibits strong expectations that NATO should address the escalating crisis. Both of the examined cases involved humanitarian disaster; however, both crises proved less severe than anticipated by the international community at the time of NATO’s military engagement.

Child welfare discourses and practices in the Czech lands: the segregation of Roma and disabled children during the nineteenth and twentieth centuries

Author(s): Victoria Shmidt / Language(s): English

In terms of methodological approaches, this book puts together eugenic studies and the segregation of Roma in order to indicate the new approaches to exploring the impact of the past on the current policies and routine practices in post-socialist world. It is possible to differentiate two camps of social scientists who practice historical method for reinforcing their attitudes towards the segregation of the Roma. In terms of retrospective analysis, both camps focuson the socialist period as a source of current issues regarding Roma, their discrimination and the intractability of practices. The main difference between these camps is the way of explaining the issue of segregation. Performed by applied scientists who study the strategies for well-balanced co-existence of the Czech and Roma, the first camp of scholars reproduces various essentialist concepts regarding Roma – putting forward the insuperable difference between the “white” majority and Roma as a call for more tolerant attitude. Utilising trans-historical disclosure of “traditional” values, the other camp leads the sources of segregation to the inappropriate discourses disseminated amongst public as well as professionals. Catching others in the act of producing essentialist notion, these scholars often criticise the first camp but remain unable to construct the sustainable alternative to segregation. While the critical response to the first camp connects it with the previous practices and policies of segregation, the critical deconstruction of post-socialist trans-historis mensures the necessity of deeper contextualization in order to recognise options for sustainable integration.

Neziskové organizace: teorie a mýty

Author(s): Vladimír Hyánek / Language(s): Czech

The roles and functions of non-profit organizations have been transforming in the last few decades; massive change is occurring in the non-profit sector and its organizations. Their position have progressively shifted, their traditional philanthropic and associational roles are being supplemented by other functions, missions and goals. Non-profit organizations are increasingly becoming competitors and collaborators with private firms and government agencies; they also represent important economic forces. The role of non-profit institutions in the modern world is certainly considerable and worthy of study. This book is focused on those above mentioned issues: non-profit organizations behaviour and the way particular theories and definitions reflect the non-profit phenomenon. The basic and favoured theories are being examined and confronted with real manners of the non-profit subjects. The attention is being paid especially to the basic concepts of the non-profit economics. The analysis of the particular theories and concepts serves as a base for the recommendations for the public policies towards the non-profit sector.

Regional Security Interdependence: Proceedings of the Workshop Organized by the Department of Political Science of the Faculty of Social Studies of the Masaryk University in Brno on 25 September 2015

Author(s): Miroslav Mareš,Tomáš Šmíd,Tomáš Kaválek,Iveta Hlouchová,Martin Laryš,Tomáš Bělonožník,Lukáš Visingr / Language(s): English

Contemporary security development is characterized by growing interdependence of security phenomena at local, national, regional and global level (Kegley, Wittkopf 2006). Within the world regions regional security complexes with their regional security orders were established (Stewart-Ingersoll, Frazier: 2012). The so called “new definition”of the regional security complex is related to „a set of units whose major processes of securitization, desecuritization or both are so interlinked that their security problems cannot reasonably be analyzed or resolved apart from one another“ (Buzan, Waever, de Wilde 1997: 201)“.

Living in the Digital Age: Self-presentation, Networking, Playing, and Participating in Politics

Author(s): / Language(s): English

Some of the most pertinent questions those of us living in developed countries encounter – both as individuals and as members of societies – have to do with how we live in the digital age. The range of scientific, economic, legal, and ethical discussions on the issue may, at times, feel overwhelming. Initial scholarly and policy claims about the revolutionary impact of the internet – on the ways in which we conduct our everyday lives, relate to one another, develop personality traits, and exercise our democratic rights – that surfaced in the early 1990s have gradually become more nuanced as more scientific evidence became available. This book Living in the Digital Age: Self-presentation, Networking, Playing, and Participating in Politics seeks to contribute to some of the most up-to-date, complex explorations of the topic.

Current Trends in Public Sector Research: Proceedings of the 20th International Conference

Author(s): / Language(s): English

The organizers of the traditional “Slapanice'' seminar have asked me to write the foreword to these proceedings. The seminar is celebrating its 20th anniversary this year and, they say, I was present at its birth. So here I am, having been officially declared to be an eyewitness, which has made me little bit broody. Twenty years ago, when we started inviting our colleagues from affiliated departments and institutes engaged in the teaching and research of public sector economics to Slapanice, not even the founder of our field of studies, the legendary Professor Yvonne Strecková, could have envisaged the successful future of the seminar that we are experiencing today.

Energiewende: And the Energy Security of the Czech Republic and Poland

Author(s): Filip Černoch,Yuliya Borshchevska,Veronika Jurčová,Robert Ach-Hübner / Language(s): English

The study focuses on the impact of the Energiewende (EW), i.e. German shift towards a decarbonized economy, and more specifically the large-scale deployment of renewable energy sources (RES), on the energy sectors of its eastern neighbors – the Czech Republic and Poland. Firstly, we provide a reflection of the EW by the Czech and Polish grid operators and energy policy decision-makers. Secondly, we introduce the possible pathways of EW’s future development, using the scenario analysis method. Thirdly, we provide a thorough explanation of the impact mechanisms through which the changes on the German electricity market are translated to changes to the ones of the Czech Republic and Poland. Fourthly, we evaluate the impact itself. Lastly, we provide a set of recommendations to both Czech and Polish decision-making bodies.

Examining Armed Conflict: Theoretical Reflections on Selected Aspects

Author(s): Zdeněk Kříž,Kateřina Fridrichová,Zinaida Shevchuk,Jana Urbanovská,Martin Chovančík / Language(s): English

Studies on armed conflicts are among the traditional themes of international relations. Neither the theoretical, nor the practical importanceof this issue is declining in any way. It is an extremely complex research field, integrating a plethora of findings from international relations, social sciences, as well as natural sciences. The complexity of the issue exacts a plurality of theoretical and methodological approaches in examining the phenomenon of wars. Consolidating obtained findings into a homogenous and coherent framework can, however, be even more demanding. This work represents a contribution to ongoing academic discussion in all major areas currently relevant to armed conflict research while identifying the main issues of academic debate and analyzing their shared features.
