Održali slobodni izbori na kojima je pobijedila Hrvatsko-srpska koalicija Frana Supila, te u svibnju izabrala 40 izaslanika za zasjedanje zajedničkoga, Hrvatsko-ugarskog sabora u Budimpešti. Ali, nade se u sporazum s također novom ugarskom vlašću ipak ne ostvaruju, rasprave u Budimpešti sve su mučnije, te 3. srpnja 1907. završavaju demonstrativnim odlaskom hrvatskih zastupnika. Na početku te zadnje sjednice, dok je govorio izaslanik Hrvatskog sabora, neki su zastupnici Mađari nešto došapnuli predsjedniku ugarske vlade i ministru financija Sandoru Wekerleu, a on smjesta to prenio predsjedatelju Istvanu Rakovszkom.

Home Guard (Domobranstvo) was the regular army of the Independent State of Croatia (Nezavisna Država Hrvatska, NDH), which was established in April 1941 after the Axis attack on Kingdom of Yugoslavia. NDH was ruled by the extreme right wing Ustasha movement headed by Ante Pavelić and its territory consisted of Croatia, Slavonia, Syrmia, Dalmatia and Bosnia and Herzegovina. Hungarians occupied and annexed Međimurje and Italians annexed parts of Croatian coast. A demarcation line divided NDH in German and Italian spheres of influence. Alongside with Home Guard, Ustasha militia was established as a military wing of the ruling Ustasha movement. Although Home Guard had air forces and navy, its ground forces were the most numerous and the most important. Tradition of the Croatian units of the Royal Hungarian Home Guard from the Austro-Hungarian Empire was often evoked after the establishment of NDH. Some Croats who were former Austro-Hungarian officers were also included in the Home Guard. Nevertheless, the basis for the formation of Home Guard were Croat and Bosnian Moslem officers and conscripts who had previously served in the royal Yugoslav army. The paramilitary units of the Croatian Peasant Party, the leading Croatian political party in the Kingdom of Yugoslavia, played an important role immediately after the proclamation of NDH. Elements of this para-military organization took part in the disarmement of the Yugoslav units. In late April 1941 one of its detachments was sent to Bosnia and Herzegovina to establish Croatian military organization in that area. The first half of the 19th century in Dalmatia is marked out by the rule of Francis I. Austrian strategic interests resulted in a long-prepared reorganization of the structure of the state which brought about significant changes. Traditional commercial and fiscal relations were transformed. On 23 December 1817, Francis I issued the “Patent for the introduction of a stable cadastre” (Patent uber die Einfuhrung des stabilen Katasters), by which a general property tax was introduced in the Monarchy. Work on the cadastre of Dalmatia was begun after the nomination of Governor Franjo Tomašić in Zadar (the capital of Dalmatia) in 1822 and completed in 1838. Immediately after the triangulation was done in 1838, the original cadastral plans were deposited in the Central Archives in Vienna. Today, copies of these can be found in the State Archive in Split under the title “Archive of maps of Istria and Dalmatia.”

This research deals with a historiographically common subject that, until now, did not have monographic coverage. Its subject are the members of the political, social and economic elite of Serbs assembled in the Serbian club within the Croatian Diet as the part of the ruling People’s Party at the time of viceroy (ban) Károly Khuen Héderváry (1883-1903). Insufficient research of this segment of the Serbian politics loyal to the government at the time it was becoming a significant factor in the system of Croatian agreement autonomy, primarily reflects the lack of both suitable primary and secondary sources, and the innovative methodological approaches that are caused by the scarceness of the basic resources on the subject. Comparative prosopography proved to be the optimal methodological tool in placing the research focus on a very narrow and biographically unknown elite group that was active in different spheres of Croatia proper (Banska Hrvatska) as well as in the wider regional frame of Transleithania (the state union between Croatia and Hungary) at the turn of the 20th century. Prosopography is an established method of political and social history that is used in the research of numerically identifiable (smaller) elite groups in a shorter time frame and it implies analysing a number of complementary serial sources by introducing standardized questions on the background and status of the members of the Serbian elite. The use of comparative prosopography has enabled detection of a deeper social and economical background of the political action and ideology of the Serbian club, as well as a broader circle of the Serbian elite in several social spheres Σ within the institutions of Hungarian- Croatian parliamentarism, in banks, savings banks and financial organizations in Croatia proper and within the institutions of Serbian church and school autonomy in Hungary and Croatia. Prosopography has not, until now, been used by other researchers for analysing the subjects from Croatian history, and therefore it was applied in creating the database on elite groups that lacks in Croatian historiography of the 19th and the 20th century, especially if it is taken into consideration that this was a period of systematic production of many suitable printed serial sources, especially public or state registers on administrative affairs and economy. The groundbreaking importance of this research, from the perspective of Serbian subject matter in historiography, is mostly reflected in the fact of (re)construction of the Serbian identity in quite a number of representatives in the Croatian Diet and especially those members in ruling structures of the financial organizations since most of the available Croatian and Serbian sources from that period either indirectly imply a possible Serbian nationality of the individuals in the researched groups and institutions or they are tacit on the subject. The book embarks upon analysing the subject that historiography so far has mostly dealt with in regards with the Serbian club within Khuen’s People’s Party.

Recognizing the profound significance of the problem to countries in Southeast Europe, the Center for the Study of Democracy (CSD) in Bulgaria and the Center for Research and Policy Making (CRPM) in Macedonia have started an initiative to monitor and analyze the hidden economy and to outline actions for curbing its negative implications in Macedonia. CSD and CPRM seek to introduce evidence-based tools for monitoring and awareness raising for tackling the hidden economy in Macedonia, based on the experience CSD has acquired in monitoring and fighting the hidden economy in Bulgaria for more than 10 years. The purpose of the current review is to outline recent leading research and best international practices in monitoring the hidden economy. The compilation of articles summarizes the most recent activities in countering the hidden economy in the EU and beyond. Understanding current research and policy work on the hidden economy will help Macedonian government, practitioners, and civil society to better understand its nature and implications for development on national and local level in Macedonia. This introduction makes a brief review of the prevailing understating and definitions of the hidden economy, ways of measuring it, and concludes with a summary review of the articles included in the reader. The current reader aims to aid Macedonian policy-makers and other stakeholders to better understand, monitor, and tackle the hidden economy and its negative consequences on society and the economy, and in particular on the most vulnerable groups. It brings together the best recent academic knowledge on the hidden economy compiled and adapted to address the needs of the local constituency in Macedonia. The reader tries to serve as a helpful reference tool as well as a source of ideas and recommendations for action.

The report entitled Monitoring and Assessment of Public Policies and Programmes (available in Bulgarian only) reviews the methods for monitoring the activity of the public sector, central and regional authorities and public-private partnerships. The systematic and thorough use of integrated tools for the monitoring and evaluation of public policies and programs is yet to become the normin Bulgaria. He underestimating of the importance of these practices is one of the reasons for the relatively low level of preparedness of the country in adjusting to the requirements and challenges of EU membership. The lack of monitoring and evaluation of public policies and programs leads to many problems, e.g. related to the mismanagement of EU pre-accession and structural funds, the implementation of the harmonized European legislation, the capacity of the Bulgarian administration. In this context, the knowledge and use of these methods and techniques is a prerequisite for sound, effective and accountable governance. They are also needed for increased public participation and involvement of all stakeholders in the development, implementation, monitoring and evaluation of public policies and programs.

The issues of security and rule of law are central for the development of societies and their prosperity. The level of security provided by the state is an important prerequisite for the quantity and quality of investments coming into the economy. The personal safety of citizens frees and energizes their creative capabilities. Establishing the rule of law will factor in significantly for the rise of trust in Bulgaria on the international scene, and particularly among its partners from the European Union. The police guarantees the security and public order in the country. By law it is obligated to counteract crime and protect citizens’ rights and freedoms, to preserve their life, health and property. A few of the Bulgarian policemen continue to work and live with the understanding of being part of a power structure, established to exercise mainly repressive functions. These views are being shared to a great extent by the political class and by society as a whole. This is not the case with developed democracies, in which police is perceived as a state authority designed and bound to provide citizens with security services.

The report for a second consecutive year presents information about Bulgaria’s crime rate from an alternative source - victimization surveys - and attempts to make a systematic comparison of the crime level according to victim-reported crime and police crime data. The crime situation in Bulgaria is also compared to crime in a number of European countries. The findings of three national crime victims surveys, referred to throughout this report as National Crime Surveys (NCS), offer an opportunity to assess street crime in Bulgaria in the period 2000–2005. The first NCS 2002 and NCS 2004 examined only 11 categories of offenses against households and persons, while NCS 2005 also incorporates 11 categories of offenses against companies. The 11 categories of offenses included in the NCS correspond to about 80% of all police-registered crimes in Bulgaria. The report does not cover corruption, drug-related or organized crime offenses, as they are the subject of other CSD analyses. Toward the end of the 1990s and, particularly after the year 2000, as the prospect of EU membership became more likely, greater political stability and economic prosperity in Bulgaria led to a gradual decrease in crime. This trend, which was most perceptible in the period 2000–2005, was the result of several factors. Declining unemployment, rising incomes and economic growth provided alternatives to many individuals with criminal incomes. Demographic processes and emigration also contributed to the reduction in crime. Further strengthening of the judiciary and the law-enforcement systems, in an attempt to meet EU-set requirements, revived the criminal justice system, which in 2004 issued six times more sentences than it did in 1993. A comparison of the NCS 2005 with the European Union International Crime Survey (EUICS) shows that Bulgaria’s level of street crime has remained lower than the average level of EU countries. Whereas in 2004 the average EU prevalence rate for the eleven crime categories among citizens above 15 was 15.6%, the prevalence rate in Bulgaria was 12.9%. The dynamics of some types of crimes, however, calls for special attention.

Combating Corruption and Fraud in the Public Administration is titled the new anticorruption reader of Coalition 2000's series, called Clear Future. It addresses wide range of readers - civil servants, representatives of legislative and judiciary, students, academicians and NGOs, which contribute in overcoming the corruption problem in Bulgarian society. The first section contains an introduction to the Bulgarian edition by Ms. Svilena Simeonova and Mr. Valeri Dimitrov. The second section outlines the outcomes of various research, recommendations and measures to combat corruption in the public sector developed by the American expert Peter Jones. Detailed consideration is given to the circumstances and the environment, contributing to the development of fraud and corruption in public administration and the role of auditors and auditing as levers in combating these events. The third section presents the European Principles for Public Administration, which would be of great use in implementing public sector reforms in the context of Bulgaria's EU accession negotiations. The reader is published with the support of USAID.
