The assessment of the effectiveness of anticorruption policies and trends in the spread of corruption is a key element of the Strategy for Transparent Governance and Counteraction of Corruption for the period 2006-2008 adopted by the Bulgarian Government. The Bulgarian Government’s 2006 Program for the implementation of this Strategy envisions the development of a system of indicators to monitor progress and actual impact. The System of Indicators was developed by the Center for the Study of Democracy based on the best European and world practices and primarily draws on the experience gained in Bulgaria in the period between 1997 and 2006 from the implementation of the Corruption Monitoring System developed by the CSD within the Coalition 2000 anticorruption initiative. The indicators for the evaluation of the results from the measures to counteract corruption and to enhance the transparency of government differ by type and methods of data collection and analysis: The first set of indicators reflects the adequacy, effectiveness, timeliness, implementation progress, etc., of the measures outlined in the Strategy and the Program. Another group of indicators aims to evaluate the social environment factors directly affecting the level of corruption and governance transparency. A third group of indicators show the effect of the implemented programs and measures by monitoring their outcomes and impact. These are of greatest value in assessing the effectiveness of anticorruption policies and the prevention and counteraction of corruption. As a follow up, CSD has published a policy brief on the need for a Europe-wide initiative to develop a corruption benchmarking instrument for the EU. Its purpose is to suggest ways of utilizing the experience with corruption monitoring and measuring during Bulgaria’s accession to the Union.

The reader is the latest edition of anti-corruption series of Coalition 2000 to which CSD serves as Secretariat. The reader is published by one of the Coalition 2000's founding organizations - Applied Research and Communication Fund. It addresses the role of Information Technologies (IT) in public sector reform. It focuses on "the information age" and addresses the need for a comprehensive administrative reform agenda integrated with use of IT. The authors discuss some critical issues that emerge in the process of administrative reform. They provide evidence and figures suggesting that government and public sector organizations are ill-prepared for "the information age". In fact, many existing organizational structures, hierarchies and procedures in government were designed for a different era. IT, together with greater transparency, flatter organizational structures, and simpler procedures can help tackle some of the maladies of government. When used strategically IT can reduce red-tape, improve the quality of citizen-government interface, and increase transparency and public accountability. The reader offers the following definitions : -what it means to "reinvent government in the information age"; -what new models emerge when explaining the success and failure of any reform effort; -practical guidelines on how to improve the process of reform; -international case studies analyzing different aspects of technology-assisted public sector reform. The message to the Bulgarian reader is that electronic networks make government services and operations much more transparent, but they can also lead to new forms of corruption. Such immediate consequences should be considered in the development of administrative reform strategies aimed at combating corruption in Bulgaria.

The reader includes both original treatments and translated texts. It presents the corruption monitoring system of Coalition 2000, with a focus on corruption indexes. The latter represent the Coalition's creative contribution to the attempt to monitor the fluctuations of public ideas and attitudes to this phenomenon. The translated materials include the methodology and indexes of Transparency International, the Bribe Payers Index developed by this international organization and a Corruption Index according to countries. The reader also contains a translation of Graf Lambsdorf's Empirical Studies of Corruption. In addition to the materials of Transparency International, the reader also contains a Global Program against Corruption of the Centre for International Crime Prevention, the Office for Drug Control and Crime Prevention and the United Nations Interregional Crime and Justice Institute.

In his preface to the reader the former Chairman of the National Assembly Yordan Sokolov writes: "After manifestations of corruption and organized crime in Bulgaria were virtually tolerated for a long time due to taking only half-hearted measures, the fight against these criminal manifestations has become a priority task of the legislative and executive after the changes which took place in early 1997." The current publication analyses the findings of the survey on public trust in Bulgarian police and courts, including personal assessments about the level of corruption in these institutions and the subjective perceptions of fear of crime. Two main factors are moulding the public trust: the state institutions’ effectiveness, their procedural justice and their distributive fairness towards citizens, as well as institutions’ legitimacy, the legality of their actions and the shared moral principles, which build up the obligation to respect the rules and the decisions of these institutions. The publication suggests that Bulgaria should introduce a system of indicators for assessing the public trust in the criminal justice system. These indicators would be instrumental for the more comprehensive definition of the problems, which criminal justice institutions face, and for more effective monitoring of public opinion fluctuations.

The Judicial Anti-Corruption Program has been developed by eminent Bulgarian lawyers, including magistrates, and has resulted from the combined efforts of influential non-governmental organizations, representatives of state institutions, and experts. In the course of the work the Program was presented to a number of state institutions, non-governmental organizations, professional associations, the media, experts and citizens so that they could provide their opinions, recommendations and proposals. A draft version of the document was discussed at a workshop attended by representatives of the stakeholders. The Judicial Anti-Corruption Program draws on most of the remarks and proposals received and is aimed to prompt a further debate on the discussed issues.

The fifth volume, the last of the Under the shadow of Stalin and Hitler series dedicated to the fate of the European nationas during Stalin's alliance with Hitler, describes the military coup in Belgrade, the preparations for the attack and destruction of Yugoslavia, the occupation regime in Belgium, the surrender of Greece, the bargain for the new boundaries of Southeastern Europe, the anti-British uprising in Iraq, and Stalin's decision to take over the post of a leader of the Soviet Union, the fall of Crete, Hitler's talks with Boris III, Ante Pavelic and Ion Antonescu, and the German Declaration of War against Russia. In the final "Conclusions and lessons", the author shares: "Without the Soviet-Nazi Alliance created by the Nazy-Soviet Pact of August 23, 1939, World War II in Europe would never have erupted. This alliance predetermines the position of forces on a global scale for the next half century. The ultimate winner of World War II is Stalin. The strategic winner, however, is the United States, but democracy will fully realize its victory only with the fall of the Berlin Wall on 9 November 1989 and the end of Communism in Eastern Europe. "
