Recognition of Human the Right to Environment in International Law – Current Issues

The article describes the linkages that have been found between the environmental protection and human rights; it esp. mentions the ways how environmental protection may benefit from applying human rights instruments. It tackles the most recent result of these linkages, the concept of a new human right to a decent (healthy, clean etc.) environment and its recognition in international law. After presenting an overview of a historical development of the right, the author deals with three concrete ways that are possible for future international recognition of the right to environment.

Problematika územnej samosprávy ako formy vlády v regiónoch si v dnešnej dobe zaslúži mimoriadnu vedeckú analýzu. Dlhoročné skúsenosti v niektorých európskych krajinách, hlavne v Taliansku a Španielsku, taktiež tradícia Druhej republiky Poľskej a aktuálne sociálne výzvy v Poľskej republike oprávňujú potrebu vedeckej diskusie na túto tematiku. Argumentom sú aj zmeny v dynamike politických systémov, decentralizačných procesov a zmeny vo fungovaní politických strán a straníckych systémov demokratických štátov. Rozmanité sociálne procesy podnecujú podrobný výskum a analýzu interdisciplinárneho charakteru.

Significant changes in the United States policy, among others, in the area of foreign policy were expected upon taking office of the President Barack Obama. However, the experience has shown continuity in foreign policy of administrations of both presidents in many areas. Although during the term of George W. Bush unilateralism prevailed, President Obama performed rather multilateral policy and greater cooperation with allies. The term of both presidents was however influenced by the economic crisis and the war against terrorism which has become a central feature of Bush's foreign policy and in which Obama continued maybe a little more cautious, but almost in the same way. Despite the continual importance, mutual relations of the United States and Europe gradually worsened and nowadays the United States pay more diplomatic attention to Asia. George W. Bush as well as Barack H. Obama however carried out foreign policy focused on security and promoting the interests of the United States.

Gazprom is currently considered to be the major Russian energy company and also the world's largest producer and exporter of natural gas. Besides the domestic market, Gazprom expands its activities in many countries all over the world. The key economic region for the export of natural gas and an important source of revenue for Gazprom is primarily the markets of the member states of the European Union. In addition to Western and Southern Europe, which are major trading partners of Gazprom and the largest buyers of Russian gas in the EU, the Russian company Gazprom is following its energy interests also in countries of Central Europe. The aim of this article is to analyze the strategic interests of Gazprom in the natural gas sector in the countries of the Visegrad Group in the context of Gazprom’s energy policy vis-à-vis the European Union. The second aim of the article is to examine the prospects for the political and economic interests of Gazprom in Central Europe.

M. R. Štefánika v Liptovskom Mikuláši, Univerzitou obrany v Brne, Univerzitou Karlovou v Prahe, Vysokou školou ekonomickou v Prahe, National Aviation University v Kyjeve a Krakowska akademia im. Andrzeja F. Modrzewskiego v Krakove. Toto podujatie bolo spolusponzorované NATO Public Diplomacy Division.

High dynamics of changes in security environment, deepening globalization, and growth of current and new, predominantly asymmetric, threats make on international society permanently new demands and require new more complex approach towards the issue. One of the most significant tools of international community for keeping peace and security on the international level, restraining centres of tension, consolidation or stabilization of relations in crisis areas, and multilateral reconstruction and restoration of the countries after armed conflicts, represent peace operations within international crisis management. Peace operations have changed a lot throughout the last fifty years, and today, unlike the past, they represent highly complex, dynamic, demanding and multidimensional activities. Therefore, the main aim of an author is to point out the significance of theoretical and terminological basis for research in the field of peace operations.

In view of the security threats of nuclear, chemical and biological terrorism we could describe some chosen important tools how to prevent and international initiatives with the aim to prevent the seizure and destruction of WMD and their materials, which are an important complement to global disarmament and non-proliferation mode. Their importance to the security threat lies in the fact that security arsenals of WMD proliferation and also helps to prevent terrorist groups from gaining access to them. In this context, it is necessary to bring the structure and process of creating non-proliferation cooperative agreements and their implications for the peace processes in the U.S. policy.

The Strategic and Security Culture of the United States of America

The genesis of the development of the strategic culture in the United States is different than the one in European countries. The territorial threats coming from neighbours during the process of formation of the United States cannot be compared with the quest for power taking place in other continents, they were much smaller. The strategic culture developed primarily from the strategic positioning of the country; the future state bordered two oceans that did not represented a threat, on the contrary they were perceived as a tool for communication and future trade relations. The paper focuses on the analysis of the strategic culture of the United States and its formation from the late 18th century to the present. The second part of the paper is devoted to the current definition of security policy and strategic culture, as presented in the National Security Strategy of the United States. Thus, the United States also represent an example of a major shift from the strategic culture of the Cold War strategy that was built only on the military and political instruments to the strategies especially in other non-military aspects of security.

Američkog slikara Edwarda Hoppera, koji je početkom listopada 2008. bio predstavljen bečkoj publici na izložbi u Kunsthalleu,pratio je glas dobrog poznavatelja filmskog medija. Preminuo je 1967. u 85. godini, a iza sebe je ostavio velik broj platna s prikazima opskurnih soba i kuća, najčešće na osami, koje su mogle poslužiti (i služile su) kao izvrsna ambijentalna rješenja za scene u noir filmovima njegova vremena i kasnije. Sedam godina prije slikarove smrti (1960) majstor trilera Alfred Hitchcock spomenut će kako mu je Hopperova slika iz 1925. (Kuća uz željezničku prugu) poslužila kao predložak za gotičku kuću na brijegu u filmu Psiho.1 U nju je Norman Bates (Anthony Perkins) svako malo trčao kako bi s mrtvom majkom vodio žučne rasprave o ženama–gostima njegova motela.

Mlada sarajevska umjetnica Šejla Kamerić (1976) u Bruxellesu će početkom veljače primiti uglednu nagradu Europske zaklade za kulturu. Za svoj dosadašnji umjetnički aktivizam primit će nagradu koja nosi ime nizozemske princeze (Routes Princess Margriet Award) i u tome ima određene simbolike, s obzirom na to da je njezinu umjetničkom uspjehu kumovao pogrdan natpis nepoznatog nizozemskog vojnika u jednoj baraci u Srebrenici. Crno–bijeli plakat pod nazivom Bosanska djevojka (2003) s umjetničinim portretom i šturim opisom općih karakteristika bilo koje bosanske djevojke (bez zubi... brkovi... smrdi ko vrag) preko noći je prerastao lokalne okvire i postao sinonim za suvremenu umjetničku klimu u jugoistočnoj Europi. Osim što se plakat našao na ulicama i u galerijama svih važnijih europskih središta, upečatljivi je dio kolekcije zagrebačkog Muzeja suvremene umjetnosti.

Ime Wernera Nekesa sinonim je za zbirku fantazmagoričnih aparata, raritetnih knjiga i pomagala iz domene filmske arheologije. Riječ je o redatelju koji njeguje posebnu strast prema kinotečnim sredstvima — njima se u bližoj i daljnjoj prošlosti (od XVI. stoljeća nadalje) pripremala budućnost pokretnih slika kakvu poznajemo danas i koja, dakako, nije završena nego se nastavlja s razvojem novih tehnologija. Nekesa bi se slobodno moglo predstaviti kao nastavljača tradicije fantazmagoričnih kabineta (wunderkammera), inače preteča današnjih muzeja. Stoga ne čudi što je njegova zbirka nedavno doživjela afirmaciju i sa stajališta suvremene umjetnosti.

Prije dvije su godine bečki Kunsthalle i liverpoolski Tate organizirali ambicioznu izložbu pod nazivom Ljeto ljubavi — Psihodelična umjetnost šezdesetih. Sredinom svibnja ove godine bečka je izlagačka kuća, ovaj put samostalno, u svom aranžmanu, pokrenula sličan ambiciozan projekt pod nazivom Punk. Nitko nije nedužan (Punk. No One is Innocent). Dakle, u istoj dvorani na gornjoj etaži, samo dvije godine poslije.

Gotovo četvrt stoljeća nakon što se u filmu Nebo nad Berlinom (1987) bavio temom levitacije i palih anđela, Wim Wenders je početkom godine na Berlinaleu izvan konkurencije predstavio dokumentarac o poznatoj njemačkoj plesačici i koreografkinji Pini Bausch. Pina je proglašena najboljim dokumentarnim ostvarenjem u Njemačkoj 2011. godine, zagrebačka ga je publika mogla pretpremijerno pogledati prve večeri 28. Tjedna suvremenog plesa, a organizatori Motovun Film Festivala uvrstili su ga u svoj ljetni program.

Frida Kahlo susreće Tinu Modotti

Dvije su se recentne izložbe u Beču dotaknule društvenih previranja u Meksiku sredinom dvadesetih godina prošloga stoljeća i kasnije. Povezuju ih žene koje su se svojedobno poznavale i u čijim su biografijama politički aktivizam i umjetnost bili sudbinski isprepleteni. Obje su bile naklonjene društvu proletera pa su shodno tomu, više ili manje učinkovito, razvijale svoja umjetnička uvjerenja. U godinama novoga tisućljeća mediji su senzibilizirali javnost za njihove sudbine. Ipak, iznenađujuće snažna recepcija danas ne bi bila moguća bez šire promjene javnog interesa, bez otkrivanja egzotičnih pikanterija u životima obiju žena te njihove predanosti umjetničkom poslu i aktivizmu, kao i vječnoj potrebi svakodnevice za radikalnim uzorima iz prošlosti. Dakle, pod sloganom »Frida Kahlo susreće Tinu Modotti« dvije su institucije u službi umjetnosti — jedna je Bank Austria Kunstforum, a druga Kunst Haus Wien — odlučile spojiti dva lika iz prošlosti čije su se životne putanje svojedobno preplitale u boemskom i agitatorskom ozračju Ciudad de Méxica.

Bilješka o mumiji

Na šestom po redu ZagrebDoxu švicarski se redatelj Peter Liechti predstavio dugometražnim naslovom Zvuk insekata — bilješka o mumiji (2008), koji je prošle godine (2009) dobio nagradu Europske filmske akademije za najbolji dokumentarni film. Na zagrebačkom festivalu početkom ožujka 2010. nije izdvojen za nagradu, no svakako će ostati u sjećanju posjetitelja Movieplexa u Kaptol centru po načinu na koji je omekšao granice dokumentarizma. Ne samo zato što se koristio novelom japanskog pisca Masahika Shimade Dok ne postanem mumija, književnom fikcijom na osnovi istinitog događaja, nego i po nizanju vizualnih efekata koji govore u prilog filmskom eksperimentu više negoli o standardnom dokumentarcu na kakav je publika navikla.
