Within the framework of the initiative Civic organizations: a Guarantee for Equal Rights of Vulnerable Groups before the State of the Center for the Study of Democracy the socio-demographic analysis of four selected vulnerable groups – prisoners, refugees and migrants, victims of trafficking and domestic violence – outlines the profile of each of those groups and its components, putting it in particular vulnerability in its relations with institutions. Special attention is given to children from each group as having their specifics, requiring special attention by state agencies. The analysis is based on information by institutions and NGOs and points to lack of unified criteria and low level of comparability of data.

The policy brief makes an overview of the levels of corruption and the impact of corruption on the societal sectors. In 2014, the Corruption Monitoring System has recorded the highest levels of involvement of the Bulgarian population in corruption transactions in the last 15 years. In the past year Bulgarians have conceded to being involved on average in roughly 158 thousand corruption transactions monthly. Most corruption transactions have been initiated by the administration through exerting corruption pressure on those seeking public services. The public’s susceptibility to corruption in 2014 is similar to 1999 despite the increase of intolerance to corrupt behaviour. In the business sector corruption’s effectiveness for solving problems has grown in 2014. Most companies do not trust public organisations and do not consider they are treated equally in courts.

The report reviews the green growth and sustainable development for Bulgaria. According to the authors, the current pattern of energy use in Bulgaria (including both households and industry) is unsound. The country’s energy intensity is striking, when compared to other European countries, thus, Bulgaria’s overriding priority is stimulating energy efficiency by sufficiently utilizing EU funds. Measures to boost energy efficiency mean more jobs and revenues for Bulgarian SMEs, while measures promoting energy savings mean utilizing the existing capacity at a low or no extra cost

This report has been prepared by independent Hungarian intellectuals who wish to inform the Hungarian and international public as well as European institutions about the severe harm that the Orbán regime governing Hungary since 2010 has caused in the fields of education, science, culture, and the media. The reason for preparing the present report is that the acts of the successive Orbán governments consistently run counter to and consciously violate the fundamental principles, values, and norms of the European Union, not only as regards the rule of law and political and social rights, but also in the case of the cultural areas discussed here. In Hungary, important European values are being jeopardised, including cultural diversity, scientific and artistic autonomy, the respect for human dignity, access to education and culture, conditions for social mobility, the integration of disadvantaged social groups, the protection of cultural heritage, and the right to balanced information, as well as democratic norms like ensuring social dialogue, transparency and subsidiarity. By presenting the activities of the Orbán regime in the fields of culture, education, research, and the media, we provide information about areas little known to the international public. With our report, we wish to draw attention to the fact that an autocratic system has been constructed and consolidated in Hungary with the money of EU taxpayers and with the financial and political support of EU institutions. This system creates a worrying democratic deficit and severe social problems, while it also causes irreparable harm in the fields of education, science, and culture. The authors of the report are leading researchers, lecturers, and acknowledged experts, including several academicians, professors, heads of departments, and a former Minister of Culture. The reports in the "Euromonitor" series aim at independent and objective monitoring of the implementation process of the Republic of Moldova - European Union Action Plan. The actions adopted and implemented by both signatories of the Plan will be monitored quarterly. The action plan is a complex document, structured in 7 chapters, which provides for the implementation of about 300 actions, some defined more or less precisely, others very ambiguous. Unable to monitor such a complex document, the authors of "Euromonitor" focused on priority actions, identified in the Action Plan itself.

Vreme komunizma i vreme post-komunizma na prostoru bivše Jugoslavije podeljeni su ratom. U ovom tekstu pokušaću da analiziram osnovni uzrok tragičnog nasilja na Balkanu. Obrazlagaću tezu da je govor mržnje bio principijelni pokretač rata i najvažniji instrument masovnog ubijanja i razaranja. Čitalac će verovatno biti sklon da tvrdnje tipa “teror počinje u glavama”, “reči ubijaju”, itd., shvati kao jake metafore, ili u najboljem slučaju kao impresionističke kovanice koje upućuju na ujedinjujuću i mobilizatorsku ulogu ideologije u procesima koji su prethodili ratu – visok stepen ideološke unifikacije je uvek neophodan da bi se odluka o ulasku u rat prikazala kao opravdana, te da bi se “naš” identitet suprotstavio predstavi o “drugima” na osi prijatelj-neprijatelj. Ali teza koju sam izneo upućuje u drugom smeru. Nije reč jednostavno o tome da je jugoslovenskim ratovima prethodila zloupotreba reči u obliku kreiranja ekstremističkih ideologija, koje bi bile potom korišćene da isprovociraju i opravdaju destrukciju. Želim da pokažem da je samo određena vrsta ideja bila u stanju da razori Jugoslaviju, odnosno da ideologiju mržnje u jugoslovenskom slučaju ne treba čitati kao opravdanje prakse rata, već pre kao tvorenje ove prakse – nadam se da će čitaocu, kad dođe do kraja ovog poglavlja, ovakva tvrdnja izgledati manje maglovita nego što je sada. Drugo, centralnu ulogu u procesu “ubijanja i razaranja rečima” nisu odigrali iz – tradicije Moderne odredivi – “ideološki aparati države” već “nezavisni intelektualci”.

Situated on the border of Latin and Orthodox Christianity, in a region where the infrastructural and the economical possibilities were limited, the Romanian village Seuca became an internationally known place for pilgrimage due to a blind Gypsy women's public visions about Virgin Mary in the first years of the new millennium. The author presents both the history of the ethnical and confessional co-existence in the village and the economical and social problems which affected the whole community. Then, the attitudes towards the apparition of the different denominations will be highlighted by presenting also the way the seer attempts to question the different denominational opinions. The legitimating strategies of a gypsy woman influenced very much the aspects of Virgin Mary vision from Seuca.

Konferencija “Uloga religije u društvima Zapadnog Balkana” je regionalna konferencija koju su organizovali Institut za demokratiju i medijaciju (IDM) iz Albanije, Centar za društvena istraživanja “Analitika” iz Bosne i Hercegovine, Beogradska otvorena škola iz Srbije i Institut za društvene i humanističke nauke Skoplje (ISSHS) iz Republike Sjeverne Makedonije. Cilj konferencije je istražiti izazove i mogućnosti kada je u pitanju uloga religije u društvima Zapadnog Balkana, te doprinijeti jačanju društvenih mehanizama i politika kako bi se na što bolji način odgovorilo budućim izazovima u ovom domenu. Pored toga, konferencija je pružila priliku da se prezentiraju rezultati istraživanja koje je provedeno u zemljama Zapadnog Balkana, a koje se bavilo ulogom religije u društvu. Konferencija je okupila lidere vjerskih zajednica, predstavnike akademske zajednice i medija, vladine zvaničnike i predstavnike civilnog društva sa Zapadnog Balkana, ali i otvorila i širu raspravu među njima o potencijalu za jačanje uloge religije u ovim društvima. U svjetlu općih izazova s kojima se suočavaju zemlje Zapadnog Balkana, kao što su nizak ekonomski razvoj, spora tranzicija i problemi sa vladavinom prava, učesnici su poseban naglasak stavili na implikacije i doprinos religije ovim pitanjima. Odlukom Okružnog suda u Banjoj Luci od 9. novembra 2016. godine, potvrđena je presuda Osnovnog suda u Kotor-Varoši kojom je utvrđeno da nije počinjena diskriminacija nad djecom bošnjačke nacionalnosti time što im nije omogućeno izučavanje nacionalne grupe predmeta (historije, jezika, književnosti) u Osnovnoj školi “Sveti Sava”, područnoj školi u Vrbanjcima, u Kotor-Varoši. Ovaj komentar ima za svrhu analizu odluke Okružnog suda u Banjoj Luci i, posredno, odluke Osnovnog suda u Kotor-Varoši. Sudovi u ovom predmetu nisu se bavili analizom rješenja Zakona o osnovnom obrazovanju, nego sadržinom i realizacijom nastavnog plana i programa, pa će postupanje Republike Srpske (tačnije ministra prosvjete i Republičkog pedagoškog zavoda) biti analizirano iz aspekta potencijalnih diskriminatornih normi i praksi.

During the meeting of the Republic of Moldova-China Economic Cooperation and Trade Committee, which took place in December 2016, the two sides reached a broad understanding regarding the need to initiate negotiations on a free trade agreement between them. It was assumed that the signing of such a document will constitute an important step forward for the intensification of economic relations and the increase of trade between the Republic of Moldova and China. The discussions ended with the signing of a Memorandum of Understanding aimed at preparing the foundation for the initiation of the given discussions.
