In the present publication the attempt has been made to convey an idea of the main aspects of the minority problem with just a few strokes. On the one hand, the fundamentals should come out as clearly as possible - on the other, the diversity of the phenomena of life that oppose the seeker for a problem solution should at least be hinted at. The attempt is made to show the place that the minority question occupies within the broader context of world events. Given the limited volume of the booklet, there can be no question of an exhaustive treatment of the question. The concrete statements about the actual situation also required extreme restrictions. The figures used in the text and in the tables in the appendix are based on the latest studies by the German Society for Nationality Law, Berlin-Steglitz, unless they are taken from the 1930 Ethno-Political Almanac published on behalf of the Berlin-Steglitz Institute for Border and Foreign Studies.

We trust the reader’s capacity, to read un-neutral wording with, nevertheless, neutral understanding): When a young man looks at the world through the curious eyes of a twenty year old, he falls in love with principles. He believes that he can derive everything from principles, and through them alone he can understand everything. Like a theologian, he wants to capture the content of ideas and states in sentences in order to then polemicize against the “universe”. There is more optimism than arrogance in this rebellion. Soon, however, painful processes begin that have to be endured in order to achieve independence, the autonomy of one's own thinking. “Man - says Hegel - must make himself what he should be; he must first acquire everything himself ... So the spirit is his own result.” That is why I say to myself today, without mourning or rejoicing, that this book only reflects a mood of life that I shared with friends, and which was a drop from the general experience of the first half decade after 1918.

This volume is comprising biographies of Fridtjof Nansen, Tomáš Garrigue Masaryk, Aristide Briand, Walther Rathenau, Giuseppe Motta, Eleftherios Venizelos, Lloyd George, Benito Mussolini and Josef Stalin. // Emil Ludwig (originally named Emil Cohn) was born in Breslau, now part of Poland. Born into a Jewish family, he was raised as a non-Jew but was not baptized. “Many persons have become Jews since Hitler," he said. "I have been a Jew since the murder of Walther Rathenau [in 1922], from which date I have emphasized that I am a Jew.“ Ludwig studied law but chose writing as a career. At first he wrote plays and novellas, also working as a journalist. In 1906, he moved to Switzerland, but, during World War I, he worked as a foreign correspondent for the Berliner Tageblatt in Vienna and Istanbul. He became a Swiss citizen in 1932, later emigrating to the United States in 1940. // During the 1920s, he achieved international fame for his popular biographies which combined historical fact and fiction with psychological analysis. After his biography of Goethe was published in 1920, he wrote several similar biographies, including one about Bismarck (1922–24) and another about Jesus (1928). As Ludwig's biographies were popular outside of Germany and were widely translated, he was one of the fortunate émigrés who had an income while living in the United States. Moskov's work comes out at a time (1936) when the Law of Nations is going through a particularly acute phase of depression. Jurists will only be more pleased to see, at this precise moment, express with such lucidity, firmness and faith this interpretation of one of the most curious creations of contemporary international law: the guarantee of Minorities Rights elaborated in International Law. Without any doubt, it will surprise many politicians who have been directly involved, in recent years, in resolving the difficulties relating to the treatment of minorities. But is it not the highest mission of the jurist to project on the creations of social life the strong light of a penetrating analysis, to identify their distant origins, to mark their analogies, to render intelligible the functioning of the cogs of the new institution, to locate its place in the evolution of the Law? Attentive to the psychological, moral and social aspects of the new phenomenon, as well as to the conventional texts of which he gives us a penetrating analysis, M. Moskov gives these legal developments a solid basis which carries conviction. His main thesis, which the internationalists of the Contemporary School would be grateful to him for having demonstrated, is that the guarantee of the League of Nations constitutes in this case a real public function, not a faculty. The Council could not therefore avoid it without failing in its task.

Published in 1937 by Querido-Verlag (Amsterdam) the author offers an essay about the situation of Modern Civilization facing the results of sociographic, technical, intellectual, cultural and political development since the industrial revolution. // Konrad Heiden (born August 7, 1901 in Munich, † June 18, 1966 in New York City) was a German-American journalist and political writer who wrote Hitler's first substantial biography in 1936. // The social democratic journalist has been writing about the political scene in Munich since the early 1920s and thus became one of the earliest observers and a staunch opponent of the Nazi movement and Adolf Hitler. After Hitler came to power, Heiden fled to the USA via several stations and obtained American citizenship in the 1950s. Heiden dealt primarily with the ideology and character of National Socialism. // After his death, Heiden and his writings were quickly forgotten. Since 2007, however, his works on Hitler and National Socialism have been reprinted or re-edited in German for the first time.

A legal document, for all the terrors it arouses, has a shape which is at once concrete, definite and specific. In the case of the federal idea, therefore, I have attempted to translate the concept of a Federal Europe into the draft Constitution of a United States of Europe, with all the detail and paraphernalia which a federal Constitution involves. Such a course has obvious disadvantages. In drafting a Constitution, one must put forward a complete scheme, naming the countries which are to join the Federation, and describing the nature of the machinery of government. No one can be certain to-day which countries will exist at the end of this war, and any scheme of Federation for Europe will be the work of many hands.
