Summary/Abstract: The need for visible and sustainable results in areas of importance for socio-economic development and systemic reforms at the central, regional and local level, and on the other hand, fiscal restrictions, do not provide much room for maneuver for investments and projects that do not contribute to this and do not generate added value. It is very important that every euro and dinar is spent in the right way. This approach requires, first of all, the concentration of funds and the avoidance of small projects in a large number of areas in order to satisfy all aspirations. Therefore, it is necessary to improve strategic planning at the central, regional and local level, to improve the identification and selection of projects, their preparation and implementation, as well as monitoring and evaluation mechanisms. The better we manage these activities, the faster we will move forward.
