Summary/Abstract: This is the second edition of the manual on the Instrument for Pre-Accession aid (Instrument for Pre-Accession Assistance - IPA), framework for provision of external aid in the budget period 2007 - 2013, which is intended to support the candidate countries, as well as those that are on the way to the Union they expect that it will become so in the near future. It is a continuation of being patient and consistent the work of the European movement in Serbia to understand the process of European integration, the stage through which this process goes, as well as the instruments used in it apply.
