Changes in the personnel factor of the educational subsidy distribution algorithm for Polish universities

Summary/Abstract: The research subject presented are changes in the personnel factor of the basic subsidy distribution algorithm for the educational activity of the universities in Poland. The paper concerns the identification and the description of changes introduced in the period of 2015–2016. The aim of the paper is to present the directions and the range of the personnel factor mapping modifications and their introductory assessment from the point of view of the subsidy algorithm application efficiency. The algorithm and the last changes in the personnel factor formulas and their influence on the subsidy acquisition efficiency are described. It is asserted that the general structure of the algorithm remained unchanged. Two types of changes are identified: direct changes in the personnel factor and changes indirectly influencing other factors. The permanent increasing of the role of the reporting systems (POL-on) in the reliable educational subsidy distribution by the analyzed algorithm is stressed.
