Summary/Abstract: Wars are a constant feature in international relations history and their occurrence is related to many elements such as the global and regional balance of power, types of political regime within states, territorial disputes, and the psychology and ideology of the decision-makers. Since the aggressors calculate their chances to win a war according to some material and immaterial elements, and taking into account that it is possible to identify a preponderance of defensive weapons and strategies or offensive ones, across history, by using the Offense-Defense Balance theory, part of the Neorealist theory of International relations, one can estimate the likelihood of peace or war occurrence in the contemporary situations of crisis and conflicts between the Western states (NATO and EU members) and Russian Federation, after it attacked Ukraine to change its regime and borders. By understanding the implications of the Offense-Defense Balance, which now, in the opinion of many specialists, tends to favor defensive weapons and strategies, Western states must approach relations with Russia, China and the countries aligned with them firmly but non-provocatively, showing that they have not aggressive intentions, only defensive ones.
