Summary/Abstract: In the first quarter of the XXI century, new trends in the development of the socially dangerous phenomenon of terrorism stand out. Unlike the past, when the terrorism had local manifestations, in today's globalized world, the question of megaterrorism is becoming more and more relevant because it can affect any country on the planet. Without knowledge of the essence, roots, forms and means of terrorism, it is impossible to carry out the prevention and strategy against this social phenomenon, endangering the lives of citizens and destabilizing the foundations of national security and our country.
