Summary/Abstract: Although the Law regarding administrative claims grants the person whose rights or legitimate interests are harmed by an administrative act issued to another party to challenge said act, the question of whether the acts issued by the Court of Accounts can be challenged solely by their recipients or also by injured third parties has arisen in the practice of the courts. This study means to analyze the aforementioned hypothesis, by reference to the applicable law in such situations, to the characteristics of the administrative act, but also to the rules of interpreting legal norms.
