The role of the administrative services offered online is of prime importance for the development of the electronic government in Bulgaria. The policy related to the development of the electronic government is insufficiently touched upon in scientific studies and is related most of all to the emergence of enactments and comments. The novel approach to the topic, offered by the present article, aims at a theoretical and practical understanding of the “electronic government” phenomenon through the perspective of the administrations providing administrative services. In keeping with this, the main objective of the article is to study the development of the electronic government in the Republic of Bulgaria and based on the analysis of the current situation to assess the civil society’s tendencies to use electronic administrative services. The methodology used is based on statistical data and research on literary and internet sources related to e-government in the Republic of Bulgaria.

The article includes the study of contemporary legal problems of regulation of the collection of taxes and fees and submit proposals for their improvement. Analysis of current tax legislation Ukraine, departmental regulations and practices for their implementation, theoretical understanding of scientific works, publications and recent research shows that today urgently needs further reformatting the Tax Code of Ukraine. Recently, discussions around the Tax Code of Ukraine tend to increase. Particularly sharp criticism is about the quality of writing legal text of the Code, its shape and structure. The current topic of contemporary tax debates in Ukraine is the imperfection of the current norms of the Tax Code. The generally acknowledged problem in the field of tax legislation is recognized by the language and technical quality of tax law making. Consequently, the study of legal problems in the regulation of relations in the field of collecting taxes and fees shows that one of the principles on which the tax legislation of Ukraine should be based on the principle of uniqueness and stability of the meanings of concepts. In accordance with them, the legal rules of the tax legislation should be formulated clearly. Legal terms should be used in the texts of tax legislation in a logical and consistent manner. That is, the formation of tax terms, their consolidation in modern tax legislation should take place on their own tax base. Imperative provisions of the Tax Code of Ukraine, which are based on positive obligations must provide clarity, intelligibility of tax regulations. Another problem, in our opinion, is the question of efficient use in existing Ukrainian tax legislation concepts of ‘special tax regime’.

The Universal Declaration of Human Rights, adopted by the General Assembly of United Nations Organization in 1948, was considered the most important international document for promoting human rights. This process was continued in a very sustained form throughout the Worldwide Conferences of United Nations Organization regarding women rights, events which underline the importance of promoting international cooperation for removing the violence against women in private life and all types of abuse. After analysing the data about this theme, we can say that these actions put a special emphasize on removing the stereotypes and the gender differences, as well as on stopping the violence against women, because of different cultural or religious reasons. The way to progress is very difficult because there are many geographical areas where traditions and religious extremism are very often appealed to in order to justify the use of violence against women.

Improving the Efficiency of Public Authorities

The article analyzes one of the most advanced regulatory documents in the field of state budgeting, namely: The concept of increasing the efficiency of budget expenditures in 2019–2024. Significant, according to the authors, measures to improve the efficiency of public authorities, which are listed in the reviewed Concept, are highlighted. These measures are divided into two lists. The first list contains measures that are more general in nature, the second one is more specific. The Russian Federation is actively implementing the principles of project management and is making the transition to program budgeting. In this regard, one of the main ways to assess the effectiveness of state bodies is to assess the effectiveness of the implementation of state programs. Significant shortcomings of the methods of evaluation of state programs, identified by the results of the analysis conducted by a number of authors, are described. The article provides a definition of efficiency in accordance with the Budget Code of the Russian Federation. The authors' point of view on the effectiveness of the work of state bodies is presented. The following aspects of this concept are considered: social efficiency, efficiency of the organization of management, efficiency of the functioning of the management system. The meritocratic tendencies are mentioned in the selection of civil servants in the Russian Federation. As a result of the study, an algorithm was proposed for increasing the efficiency of public authorities, which reflects the effect of specific measures on the considered aspects of efficiency.

In a general sense, transparency is a tool for monitoring the public administration activity, but also a tool for ensuring good governance. This paper highlights various elements of transparency in public administration, focusing on its often surprising and even paradoxical nature and effects. In this study, we propose a simple and comprehensive model of ensuring transparency in local public administration. We start from the premise that the effects of transparency, defined in terms of tangible impact, depend in practice on how other actors react. Reactions can be of two kinds: indirect – when the media, opposition political parties or voters reveal/acknowledge the abuse of the authorities as a problem; and direct when the authorities make binding decisions in response to a problem.

The Tax Administration, as one of the most important state bodies that participates in the process of collecting public revenues, among other functions it performs, also has the authority to adopt tax administrative acts which determine the amount of tax liability that taxpayers are obliged to pay. Taxpayers, on the other hand, are constantly looking for a way to avoid paying the determined taxes or to reduce the tax liability as much as possible. In this process, the activities of both parties have an impact on the budget and the amount of tax revenue collected. The paper discusses the Tax Administration’s rights and obligations, specifically those related to the adoption of tax administrative acts, with an emphasis on the second-instance tax procedure as it directly affects the amount of collected revenues. Furthermore, the paper describes the role of taxpayers in the process of adopting tax administrative acts, focusing primarily on the institute of appeal in this procedure. The available data are also presented supporting the conclusions of this article.

REPERE ISTORICE ALE COLABORĂRII TRANSFRONTALIERE LA GURILE DUNĂRII: JUDEȚUL CAHUL ÎN COMPONENȚA ȚINUTULUI „DUNĂREA DE JOS” (1938-1940)

Euroregions are an effective mechanism for external collaboration of subnational territorial collectivities. On August 14, 1998, representatives of the local authorities from Romania: Galati, Braila and Tulcea counties, from the Republic of Moldova: Cahul, Cantemir and Vulcanesti districts, and from Ukraine: Odessa region and Reni district, signed the “Agreement on the creation of the Euroregion “Dunarea de Jos””.The current Euroregion “Dunarea de Jos”, created by the mentioned subnational territorial collectivities has a historical precedent - the “Dunarea de Jos” Land, which existed within the Romanian state between 1938-1940. Through the Administrative Law no. 2919, published in the Official Gazette no. 187 from August 14, 1938 the counties from Romania were grouped in 10 lands. The “Dunarea de Jos” Land was the second largest in Romania and the fourth largest in terms of population. The created Lands brought together counties that were located in different historical provinces. The “Dunarea de Jos” Land comprised ten counties of interwar Romania: eight counties from the Romanian Old Kingdom (Braila, Covurlui, Falciu, Putna, Ramnicu-Sarat, Tecuci, Tulcea, Tutova) and two from Bessarabia (Cahul and Ismail). The Euroregion “Dunarea de Jos” includes the old counties of Covurlui, Braila, Tulcea, Cahul (Republic of Moldova) and Ismail (Odessa region, Ukraine). The former Falciu county, the vast majority of localities from the former counties Putna, Tutova and Ramnicu Sarat from Romania are not a part of the current Euroregion, but it includes the Cetatea Alba county, which was part of the Dniester Land and the south-western part of Ukraine.

CAPSTONE: UN MODEL DE FINALIZARE A PROGRAMELOR UNIVERSITARE DE ADMINISTRAȚIE PUBLICĂ

Traditionally, university study programs are completed with exams and research papers developed individually, supported publicly, in the presence of a committee. The way of organization and the content of this final test meet the objective of integrating the knowledge obtained within the program. Despite a long tradition, this modality does not sufficiently cover the future professional commitment of students. Capstone courses represent a culminating experience with two perspectives: one focused on consolidating and integrating what had been learned; the other prepares the way for a successful professional initiation into the field of the university program. In this study we describe the way to complete university study programs through "capstone" experiences and discuss the opportunity of adopting this model in local university curricula.

In the modern world, the availability of transparent and reliable information about the performance of public sector entities is becoming increasingly important. Besides the accounting systems that provide this information, the role of Supreme Audit Institutions is growing. As previous research in Europe has focused on EU or Nordic countries, the intention of our paper was to analyze the development of performance audits in selected south-east European countries. The results show that performance audits are still less of a priority for auditors and parliaments, and the impacts of performance audits are realized through follow-up processes.

To fully ensure the effective operation of self-government bodies, it is necessary to constantly update the data and standards that form the basis of practical approaches to management. The ever-changing level and specifics of issues arising in the modern-day public administration require an immediate response from the ruling authorities. Considering the specific features of the management industry at the national and local levels, this collection of scientific articles is presented as a storehouse of valuable scientifically sound ideas and methodologies that can be successfully applied in states with different architectures of the political apparatus (Chyzhov 2021). This collection includes scientific articles of Ukrainian and Kazakh researchers, who focus on finding solutions to various issues of local self-government. Researchers have carefully investigated all the conditions for ensuring the smooth functioning of authorities at the local level to present the readers with the most detailed and useful guide. The materials of this collection cover the topics of setting up public-private partnerships, features of decentralization of local authorities, optimization of the information and communication system of local governments. The ways of improving the system of strategic planning at the state level were also explored. The papers of this collection hold valuable information regarding the principles of attracting valuable personnel to self-government bodies, overcoming obstacles during the implementation of governance, as well as inter-budgetary relations within the state during the global COVID-19 pandemic. Specifically, the researchers analysed the effectiveness of the “Strategy for Sustainable Development of Ukraine by 2023” and the attraction of investments in innovative enterprises of the Republic of Kazakhstan. Along with the aforementioned topical areas of local self-government, the researchers identified the issues of the healthcare system, logistics, and education. Apart from investigating the modern concerns in the field of local self-government, the papers present the results of the analysis of historical and political prerequisites for the development of the existing management system in Kazakhstan and Ukraine. The scientific materials of the collection are valuable in the context of modern science of administration due to the coverage of the most relevant topics of the management industry. A prominent place in the materials of the collection is occupied by the study of local self-government in the context of the development of the modern structure of the state. For instance, in one of the papers, securing the status of an independent state for the Republic of Kazakhstan is considered a turning point for reforming the governance system throughout the country, including at the local level. Ukraine was also analysed by the authors of one of the studies, evaluating the effectiveness of approaches to state formation. Apart from the issues of power, the researchers considered the importance of ensuring gender equality in Kazakh educational institutions, investigated the state of infrastructure development, namely the transport system, in Kazakhstan. For a broader assessment of the prospects for setting up positive relations between state and local government in the context of the modernization of Ukrainian society (Kushakova-Kostytska 2019), a parallel was drawn between Ukraine and its neighbouring states, including Poland, Romania, Hungary, etc. At the same time, such comparative analyses help figure out the steps towards the development of public-private relations in the less politically developed states that were previously part of the USSR. Local self-government today is a guarantee of the functioning of democratic government, at the same time acting as a reflection of the level of autonomy of the population. A thorough investigation of theoretical approaches to solving the multilevel issues of local self-government will become a reliable support in the direct transition to practical actions.

Managing innovation for sustainability in public administration: the challenges of capacity-building

There is a continuous discussion on the role of public administration and on how its management should be structured to meet current societal expectations, such as adopting sustainability. More than a trend, sustainability seems to have become the new absolute necessity of any management strategy and organizational statement. Business enterprises seem to be one step in advance in terms of adopting sustainability, especially with the rise of the ESG criteria implemented mainly by companies. Public sector entities also seem to follow the same path but with less evident speed and visibility. Based on a semi-structured narrative literature review approach, this opinion paper addresses the complexity of public administration capacity building to adopt sustainability through innovation by emphasizing the interdependencies between leadership, orientation towards innovation, values, and organizational challenges. The authors identify barriers and opportunities in adopting sustainability by public administration and propose an empirical capacity-building model for public institutions oriented toward sustainability through innovation.

An excellent quality of public services is a way to improve the public satisfaction index. The public will be satisfied if the performance of public services tends to be higher than community expectations. Multi-ethnic Indonesia has different perceptions about the quality of public service. Thus, in this case, this study aims to see the effect of service quality on public satisfaction through the role of public managers in the tourism sector of various ethnic groups in Sumatra, Indonesia. This research is an associative quantitative study conducted on people of multiple ethnicities. Determination of the sample using the Cluster Random Sampling technique and continued with convenience sampling. The sample of this research is 1,499 respondents. The Likert scale questionnaire, previously tested for reliability and validity regarding content and empirical test items, was used for data collection in the field. The collected data was then analysed using Structural Equation Modeling (SEM) Analysis Moment of Structural (AMOS) statistics and continued with the Sobel test. The literature study also supports data collection. The study’s results prove a significant direct effect between service quality variables and the role of public managers on satisfaction. Moreover, this analysis found that service quality variables indirectly impact satisfaction through the manager’s role. Thus, the research results provided evidence that the research model can be utilised as an academic reason to strengthen the theories and models that have been reviewed in this research study.

This paper is trying to outline, as well as evaluate particular legal regulations as regards the public discussion as a form of local community participation in spatial planning. As far as the author is concerned, the paper addresses issues of great importance for this particular legal matter, such as: the obligation to organize the discussion and the right to participate in the discussion, the ways of organizing the discussion, and the subject and nature of the discussion. This article is also trying to provide an answer to the question about the importance of public discussion in local planning procedures. The conducted research allowed for the diagnosis of the most important problems which the executive body of local government organizing the discussion has to deal with.

The subject of the article are considerations regarding the cooperation between the society, the investor and the commune authorities in determining the legal conditions for the location and implementation of a housing investment Considerations are conducted on the basis of the so-called Special Purpose Flat Construction Act of 5 July 2018. The article presents possible forms of cooperation. Such possibilities exist in several areas, i.e.: when concluding an agreement on social and technical infrastructure, another example is taking into account the voices of the society in discretionary decision on the consent to the location of the investment, and yet another way of cooperation can be considered the creation by the commune of conditions for the application of the provisions of the special act, for example, by changing The Study of Determinants and Trends in Spatial Development findings as necessary. As a result of the considerations, conclusions were formulated regarding informal as well as formal forms of cooperation of the above-mentioned partners in the location and implementation of a housing investment. The article refers to the achievements of German doctrine on this subject.

This article addresses the municipality’s planning powers, which are not unlimited and should not be understood as full freedom of the municipality to specify the intended purpose of land and the rules of its development. This is because the lawmakers did not leave the decision on the intended purpose of land and the conditions for its development to the exclusive competence of the municipal authorities, but gave other bodies of public administration powers in this respect. Furthermore, when making decisions within the framework of the planning powers, the municipal authorities have been obliged by the lawmakers to cooperate with other authorities. An analysis of the normative solutions regarding location decisions also suggests that, when making such decisions, municipal authorities do not essentially have planning freedom, but act solely within the discretionary powers specified by the lawmakers.

The current territorial organisation of public power in the Republic of Moldova represents, in fact, a top-down system of mechanisms implemented with the aim of maintaining authoritarian governance and a planned economy and, therefore, does not correspond to the objectives of democratic society. The aim of the present study is to investigate and to validate/invalidate, as a result of the investigative steps undertaken, the assumption of establishing a universally acceptable optimum of territorial size for local territorial collectivities. As a result of the study of the reformative efforts in various countries of the contemporary world, of the data, of the conclusions and visions contained in the literature on the merger of local territorial authorities, we have come to the conclusion that the establishment of a universally acceptable optimum of the territorial dimension for local territorial authorities is an unattainable mission, both from the theoretical perspective and from the perspective of the practical realisation of such a desideratum. Local territorial collectivities in the countries of the contemporary world are so different, with singular characteristics and contextualised in realities of such wide diversity that the elaboration of a universal theoretical model is not worth the effort because the hypothetical model in different contexts and realities will generate different ends.
