ETNOPOLITIKA U DOBA NJEZINOG „GRAĐANSKOG PREVLADAVANJA“

If there is indeed a national issue in post-Dayton Bosnia and Herzegovina, then it is the Croatian issue. Already with the Dayton Agreement that issue has been changed to a state issue with Bosniaks and Serbs: their main national political interest is a final national statehood. For Bosniaks it is Bosnia and Herzegovina, whereas for Serbs it is the Republic of Srpska, as their nation-state. Since the dominant Bosniak national politics is focused on strengthening the state as a whole, the national in that politics is intertwined with the civil. That is why it seems that their national issue does not exist anymore and that there is only the issue of the statehood and civil political participation. In the dominant Serbian politics the national refers only to the statehood of exclusively Serbian entity, so that the national issue is indeed the state issue, but also national. If we see it as a national issue, Croatian issue is then an issue of constitutionality and sovereignty of the nation, of their collective rights. It is raised by the fact that Croats are not constitutive in the Federation, let alone in the Republic of Srpska. That is why Croatian national politics focuses on statutory changes, but that is how it is directly confronted with the Bosniak national politics, because the latter wants to escape the chaos of collective rights in this way. We can assume that Croats, being a minority, do not have their national issue solved. Serbs and Bosniaks do not put up their national issue qua national, in the areas where they are majority – in the two entities. In that case is Croatian entity the only solution? Or is it a delusion of the proponents of the collective rights politics?

Crises, as the one provoked by the COVID-19 pandemic, are events created by the society and mediatized through speech. These are unexpected moments which destabilize social norms. The importance of political speech is essential during crisis times, as it represents the only available tool to control the masses. During the state of emergency in Romania, in 2020, the political leaders realized that only through speech they can convince the entire society to follow the rules imposed by WHO to limit the spread of what was then called ` the invisible enemy`: the coronavirus. In this paper, I will analyse the persuasion strategies in the Romanian president’s speeches, between March 16th and May 15th 2020. I will show that the speeches of president Iohannis were mostly marked by arguments based on logos, at the beginning of the state of emergency period, followed quickly by speeches based on emotion (pathos), using mechanisms such as: the call on people’s collective memory, the exploitation of people’s fears through exaggerated cause-effect relations, the use of words belonging to the catastrophe language, false analogy, the claim of an equal position to Romanian citizens or the use of empathy.

The study deals with the implementation of the key administrativereform (the so-called Organizational Act No. 125/1927 Coll.) in Slovakiaas a prerequisite for the unification of the political administration inCzechoslovakia. With the adoption of the Act, district offices became thebasic unit of state administration throughout the territory of the state. Thefirst part of the paper describes the circumstances of the adoption of thelaw as part of the political negotiations leading to the formation of thenew government and the effects of this compromise on the form of thelaw and the territorial division of political administration. In the next part,the workings of the district authorities in Slovakia are examined basedon inspection reports in comparison with the Czech lands, especiallyin relation to the personnel issue. In the last part, the study focuses onthe corps of district chiefs who headed the district offices and thusrepresented the most important representatives of state power at thelocal level. It examines their age, origin, education, and experience andcompares them with the situation in the Czech Lands. The study linksthe slow implementation of the administrative reform and the problematicoperation of the district authorities mainly to the absence of supervisionby the superior authorities and the lack of suitable senior officials. It notesthat the selection of district chiefs was subject, in addition to professionalcriteria, to political discretion, which, however, led to the lack of adequateskills and experience on the part of some district chiefs.

This article discusses the integrated framework to maximize the development impacts of cross-border movements on both destination and origin countries and on migrants and refugees themselves. The framework it offers, drawn from labor economics and international law, rests on a “match and motive” matrix that focuses on two factors: how closely migrants' skills and attributes match the needs of destination countries and what motives underlie their movements. This approach enables policy makers to distinguish between different types of movements and to design migration policies for each. International cooperation will be critical to the effective governance of migration.

This study explores the reproductive attitudes of the young population in Bulgaria and examines the trends in birth rates over the period 2013-2023, with a focus on the determinants of reproductive behavior. The research utilizes a combination of empirical data collected through a survey, alongside official statistics from the National Statistical Institute. The primary objective is to investigate the motivating and constraining factors that influence the decision to start a family and to identify key trends in the country's demographic development. The analysis reveals that while there is a predominance of positive attitudes toward family formation, the decision to have children remains strongly shaped by critical socio-economic factors. The study also underscores the need for regionally differentiated research that considers local socio-economic conditions and cultural specificities affecting reproductive intentions. The findings highlight the importance of developing empirically grounded demographic policies to address the challenges of declining birth rates and evolving social attitudes. Strategic approaches and policy mechanisms should be based on comprehensive analysis and an integrated framework, aimed at providing economic support and a stable social environment for young families.

Owned Stadiums in Italy: General Overview and Comparison with European Clubs

One of the most debated topics when it comes to football, especially in Italy, is the possibility for football clubs to have their own stadium. In Europe, especially in the top five leagues, most teams either have their own stadium, or have recently renovated their facilities and modernized them. In Italy, however, the situation is quite different. Most football stadiums are municipally owned and have one of the highest obsolescence rates in Europe, as the last renovations date back to 1990, coinciding with the World Cup in the country. It is therefore clear, that for a nation like Italy, where football is the most played and followed sport, the situation has become unsustainable. Many clubs, in fact, have significant financial difficulties and must also deal with the costs of rent and stadium management, expenses that would be reduced to zero with the construction of a stadium of their own. The objective of this paper is to analyze the impact of an owned stadium on club accounts and to analyze the way in which a stadium is built.

Aspects of the Management Style of Top Managers of the Treatment Centers for Women Violence. The Israeli Case

The article discusses the results of a mixed research, quantitative and qualitative, about the management style practiced by the top managers of 52 violence treatment centers for abused women from the state of Israel. Domestic violence is abusive behavior aimed at controlling; the offender attempts to control the injured in different ways. Violence against women is a phenomenon which affects in Israel many women, from each ethnic group, mainly Arab. The main aim of the research is to explore and identify the management style and its influence on the methods of treatment centers for the prevention of women violence in the State of Israel. Most of the centers in Israel are NGOs, mostly funded by public funds since are recognized as providing social services. The research identified that the most used management style is autocratic and paternalistic and that top managers of violence treatment centers use a combination of these styles, including the democratic and to a less extent the bureaucratic style. Several recommendations are formulated aimed at improving the management of the centers based on increased collaboration with its stakeholders.

“An alarming state of affairs”: Rhetoric, Resistance and the Nation in Richard Brinsley Sheridan’s Speech of 20 April 1798

On 21 April 1798 the Morning Post printed a speech, given the night before, by the Foxite politician Richard Brinsley Sheridan. Sheridan had sought to rouse the nation against threatened French invasion. The French must be resisted at all costs, he insisted, and he explained why: “What is it they want? Ships, commerce, manufactures, cash, capital, and credit; or, in other words, they only want the sinews, bones, marrow, and heart’s blood of Great Britain.” Such passionate rhetoric contained a change of argument. Sheridan had previously opposed British warmongering and had maintained a liberal sympathy for France and the cause of reform. The Morning Post’s account of Sheridan’s speech confirms its importance to a liberal audience, but what is equally remarkable is that several other newspapers carried similarly extensive but politically different versions of what Sheridan had said. By confronting this contested mediascape, this article examines Sheridan’s speech, analysing his arguments and rhetoric but also appraising the competing ways in which the speech was reported. The article thereby raises broader questions about the status of printed transcriptions of parliamentary speeches, the dissemination process and the methodological problems of studying different versions of a famous speech.

Dynamics and Trends of Air Traffic at Stefan Cel Mare Airport in Suceava. Strategic Perspectives

The motivation for choosing this topic for the present article lies in the significant economic and social importance of Ștefan cel Mare Airport in Suceava for Suceava County and its neighboring regions. The analysis of air traffic at Suceava Airport between 2015 and 2024 highlights periods of significant growth as well as major challenges faced by this public service. It can be said that the presence of an airport, a regional hospital, and a university represents fundamental pillars for the development of a city, each contributing uniquely and essentially to economic, social, and cultural growth. The evolution of air traffic provides a detailed perspective on the operational dynamics and development of this regional hub in Suceava. Our analysis identifies periods of expansion driven by increased demand and the diversification of air routes, alongside sharp declines caused by factors such as the pandemic, economic instability, and pronounced seasonality in traffic. The main challenges identified include insufficient terminal capacity during peak periods, high dependence on seasonal traffic, and limited diversity in available destinations. To improve airport performance, it is essential to modernize infrastructure, expand operational capacities, and adopt digital and automated solutions. Diversifying revenue sources through the development of logistics services and cargo transport, as well as attracting new air operators, can mitigate seasonal vulnerabilities. These measures could transform Suceava Airport into a competitive regional transportation hub, significantly contributing to population mobility, tourism stimulation, and regional economic development.

Optimizations in the Organization and Responsibilities of Local Public Order and Safety Structures Aimed at Improving Service Quality

Our work examines the institutional evolution and transformations that have shaped the local public order and safety structures in Romania, from their establishment, with a focus on improving organization, duties, and the quality of services provided to citizens. We appropriately address the development of the Corps of Public Guards (CPG), initially created for the protection of goods and maintenance of public order, and its transformation into the Community Police, adapted to administrative-territorial units. The governmental motivation for establishing the Community Police, based on efficiency and modernization, is highlighted, and the legal provisions that defined its functioning are analyzed. We then explore the creation of the Local Police as a response to the shortcomings of the Community Police, such as lack of resources and inefficient coordination, presenting the advantages of a stronger legal framework. Examples of good local practices from 2023 illustrate the effective implementation of reforms. Solutions for institutional development and the career management of local police officers are also discussed, through continuous training and adaptation to current requirements. The conclusions emphasize the need for an integrated strategic vision to improve the quality of public services ensuring local public order and safety, and to strengthen citizens' trust in these structures.

The work focuses on issues related to the international legal regime of navigation and in particular - the revision of certain provisions of the Danube Convention of 1948 within the unified European water transport system river-sea, which is being developed. Special attention is paid to the ongoing negotiations on updating the existing Danube Convention and its coordination with European law, including negotiations between the EU and the Danube Commission.

Despite the growing number of studies devoted to the intricacies of the functioning of local government units in Poland (communes, districts and provinces), it is difficult to point to a scientific study that focuses on districts and the influence of the position of political parties operating at the level of legislature on the election of the staroste as the chairman of the executive. The paper is intended to fill this urgent research gap. The conducted research based on the use of methods and techniques – mainly comparative analysis and statistical analysis – as well as the nationwide data leads to the conclusion that the position of the staroste party (in the district) is weaker than the position of the president party (in the commune) and the marshal party (in the province). In other words, the leading parties operating in districts have the weakest position among the leading parties in all types of local government units included in the study.

The article is of a theoretical and empirical nature, presenting the main problems of child pornography and the assumptions of the amendment to the Penal Code of July 7, 2022 in the scope of Art. 202 of the Penal Code, hereinafter referred to as “Zmkk2022”. In addition, the study presents the results of a public opinion survey regarding the penalties for the crime of child pornography and their comparison with legally applicable regulations, as well as the statistics of penalties imposed by courts. The survey was carried out in March 2024 based on an original survey questiononnaire of a group of 236 respondents – students.

The reforms implemented by Nicolae Ceauşescu in 1967, despite being advertised as decentralization, aimed at streamlining the bureaucratic apparatus within the economy. Their objective was to increase the efficacy of central planning. The decentralisation of exports, the reform of the banking system and the creation of industrial trusts continued to devise economic mechanisms established in previous years. The consolidation of the central political leadership was another key goal. Furthermore, the reforms opened opportunities for social mobility among the party’s “intelligentsia” and the technical experts who emerged in the latter years of Gheorghe Gheorghiu-Dej’s rule. Yet, these policies effectively kept in place the core of the communist system: the planned economy remained tightly linked to the directives issued by the upper echelons of the party. However, the interposition of an additional administrative authority between the ministry and enterprises, through the formation of industrial trusts, generated the significant fragmentation of the areas of competence that were the purview of the central bureaucracy. The phenomenon brought the partial deprivation of its political base. Subsequently, the general secretary of the Romanian Communist Party became the supreme authority on economic matters. The direct connection between Ceauşescu and industrial trusts constrained the capacity of the ministerial bureaucracy to effectively intervene in economic policy.

The article addresses a wide range of domestic and foreign policy issues faced by the Soviet Union during the period of stagnation, as reflected in Leonid Brezhnev’s memoirs. Published in a limited edition after nearly a decade of sustained editorial efforts, and accompanied by a critical apparatus based largely on previously unpublished archival material, specially declassified for this project, Brezhnevʼs memoirs is a unique source in its own way.For researchers interested in the history of the USSR in its final period of existence, Brezhnevʼs autobiography is an important resource. It not only reconstructs the general framework of the era but also provides direct insight into the events experienced and influenced by the Soviet leader.The article summarizes the information from the three volumes of the memoirs, focusing on the Soviet Unionʼs relations with the United States, China, and the member countries of the Warsaw Treaty Organization. The contribution also dwells on issues pertaining to Soviet-Romanian relations, which drew the attention of the Moscow leader.

Good administration, a key element of good governance, is often used as a synonym for good governance, although this refers to a broader concept, which concerns a system of values and principles that regulate the exercise of power in a society. The need to ensure better administration and, implicitly, better governance makes us remember that the rule of law, democracy, respect for human rights, constitute common values on which the European Union is founded, that in a rule of law, power belongs to the people, its exercise belongs to the state, which has the role of holder of power, together with its citizens and local communities. The practical expression of executive power, the technical component of state power, is public administration, whose main objective is to protect the fundamental rights and freedoms of the individual. However, although states are the ones who must be the first to guarantee respect for human rights, local and regional communities are the ones that, according to the powers they have, must take numerous measures legislative, budgetary, administrative, educational, etc. that lead to the respect of these rights. Since recent years more and more people live in urban areas, globally reaching even half of the planet's inhabitants living in urban areas, in many cities around the world and obviously in European EU member states, there has been a move to reimagine urban governance and community life by incorporating the principles of international and regional human rights instruments, to better organize cities, so that human rights are respected, even launching a campaign that aims to establish an active community of cities and urban territories at a global level, which promotes public action based on human rights.
