A Critical Insight into Policy Implementation and Implementation Performance

Policy implementation involves translating the goals and objectives of policy into action. Although seen as an integral part of the policy cycle, substantial research has not yet been carried out in this area. This paper examines the state and status of policy implementation as a discipline and the factors associated with implementation performance, based on a review of the literature and analysis by researchers.The assessment in this study confirms the dearth of theoretical development of this subject as a major concern for this discipline and a barrier for perfect execution. It was also found that multiple factors are linked to poor policy performance, such as a lack of coordination, funding, commitment, capabilities among implementers and top-downsupport. Finally, by critically looking into loopholes associated with performance in policy implementation, five theoretical models were developed for improving performance.These respectively had a rational, organisational, political, bureaucratic and management basis. It is expected that the application of these standards would help to overcome issues, leading to successful policy performance.

EU Enlargement Policy, one of the newest EU policies created during the last decade of the 20th century, is facing a very difficult period of its development, similar to the challenges facing the EU today. This Policy has been under constant evolution on the basis of experiences with the new Member States, and it has been closely connected with the wider context of European Integration of the Member States. In this article we present an overview of the major challenges for the Union as well as for candidate countries and to point out that there is no good reason why, even in the crisis situation, enlargement should not be continued. It is, we argue, part of the solution to the problems of EU,and not yet another problem.

Ustavni sud Bosne i Hercegovine je svojom odlukom broj: U-9/09 od 26. novembra 2010. godine utvrdio da određeni članovi Izbornog zakona Bosne i Hercegovine nisu u skladu sa Ustavom Bosne i Hercegovine, kao i određene odredbe Statuta Grada Mostara. Ove odredbe (i Izbornog zakona BiH i Statuta Grada Mostara) odnose se na postupak izbora vijećnika u Gradsko vijeće Grada Mostara. Stručnoj i općoj publici je poznato da Parlamentarna skupština Bosne i Hercegovine nije još izvršila navedenu odluku Ustavnog suda Bosne i Hercegovine, pa zbog toga ni izbori za Gradsko vijeće Grada Mostara nisu održani u protekla dva ciklusa lokalnih izbora u Bosni i Hercegovini. Stoga, Grad Mostar više od osam godina “funkcionira” bez Gradskog vijeća.

„Ako je opšta misija uprave služenje opštem dobru, da bi se ona postigla, i uprava mora biti dobra“ . Javna uprava, kao operativni deo izvršne vlasti, nosilac je značajnih javnih ovlašćenja kojima konstantno teži da uskladi dva naizgled protivrečna cilja – zaštitu javnih interesa sa zahtevima građana i njihovih organizacija da u pravnom poretku zaštite i ostvare svoja prava i pravne interese. Zbog toga je opasnost od zloupotrebe ovih ovlašćenja inherentna samoj ulozi javne uprave . U cilju prevencije takvih zloupotreba, javila se potreba za uspostavljanjem određenih poželjnih standarda, odnosno principa koji bi trebalo da obezbede da javna uprava svoju odgovornu ulogu obavlja ne samo zakonito, već i efikasno i kvalitetno. Ukupnost tih brojnih i raznolikih principa označava se genusnim pojmom „dobre“ uprave.

The article illustrates the emergence of new forms of authoritarian governmentality by looking at recent trends and developments in Serbia, Macedonia and Turkey.Based on some general debates concerning the character of neo-authoritarian regimes, the paper discusses central characteristics of newly emerging forms of governmentality. Hence,the question whether and how the rather slow pace of EU integration correlates with the emergence of authoritarian tendencies is discussed. Additionally, the role of ‘strong men’ in the three countries and the use of nationalist rhetoric to secure legitimacy are put under scrutiny. The further paper takes a look at informal and clientelistic networks established by ruling parties with the aim to provide infrastructure for securing power and satisfying particular needs of the ruling elites.The paper finally highlights possible alternatives to authoritarian governmentality. A major alternative is presented by today’s new protest movements and citizen actions. These new civic coalitions, currently formed in all three countries, stand for open societies, democracy and human rights. They constitute an emancipatory resistance to any form of illiberal and authoritarian governmentality.

Secondly, I will describe the key elements affecting the maintenance of a strong bond J. Kaczyński had with his followers, whoconsequently remained the electorate of his party. Alternatywne mechanizmy rządzenia na szczeblu samorządów lokalnych z perspektywy nowej ekonomii instytucjonalnej

The “new institutional economics” (NIE) can go a long way toward comprehending the emerging complexities of local government. As local bodies seek to forge collaborative partnerships with other organizations, they have to decide whether to solve horizontal co-ordination problems through market, hierarchy or network mechanisms. NIE can show that where other governance mechanisms are incomplete or subject to high transaction costs, trust and cooperation can develop informally through the process by which network interactions become embedded within each other. We show how this approach can be revised to take into account the expressive dimension of behavior in hope-based networks whose members are bound together not so much by structures of resource dependence as by the hope they place in the advancement of common goals. To co-ordinate these networks in multi-organizational partnerships, local authorities may have to play a transformational leadership as well as a facilitative role.

Analýza přístupů vybraných zemí NATO a EU k obrannému plánování a plánování schopností

The objective of this article is to answer the question to which extent a respective concentration on Alliance approaches is really indispensable. A substance of the answer is to be found in the outcomes of analysis made on defence planning processes of NATO nations and EU member states. This analysis indicates to which extent national planning processes correlate with principles of NDPP and EU capability development. The analysis outcomes point out a significant diversity of approaches to national defence planning processes, the fact which stems from different interests of their national security and defence policies and, at the same time, the outcomes substantiate that the centre of gravity of national approaches does not lean on implementing principles of NDPP but on achieving outputs of the NDPP.

This article is an attempt to analyze and interpret the evaluation of the politicians of the American Democratic Party in the period from the second half of the 19th century to 1945, which was conducted by representatives of the Austrian School. This article shows that the Democratic Party, from the political group which conforms to laissez faire, individual liberties, and the free trade was later to become a party, which support subsidies, “war for democracy” and the state-sponsored works. The account which was adopted by the representatives of the Austrian School was support for the market economy and personal liberties, and all violations of these issues have become of the subject of their criticism. In this article the author used an interpretative method and content analysis.

Public diplomacy and cooperation with non-governmental organizations in the liberal perspective of international relations

This article discusses the issue of state cooperation with non-governmental organizations in public diplomacy. This has been explored in relation to the liberal perspective in international relations, which very clearly highlights the importance of NGOs as an influential participant in world politics. The article contains an analysis of the international system, categorizes the roles and functions of NGOs in international relations. It shows concepts on contemporary understanding of power and a clear focus on reinforcing and using components of soft power, including public diplomacy, in moden international relations. Methodological aspects are deepened by an analytical layer exploring Civil Society 2.0 Program, what is an example of an effective combination of diplomatic efforts between the state and NGOs to achieve common goals.
