New legal Concepts in the XXIst Century Global Society: from “Global Good Governance” to “Global Eco-diplomacy”

In the present paper, we’ll try to analyze briefly some of the concepts commonly used in the domain of international relations, connected to the field of human rights and we’ll attempt to show their connection to other areas as human security, human development and sustainable development. After briefly analyzing the content of concepts such as global governance, good governance, we’ll reveal their relation to the concept of environmental security, due to the reality that, for the XXIst century global world, the protection and preservation of the Earth environment will represent one of the fundamental obligations of the political actors. This ethical (the ethical element representing, within the global society of XXIst century, one of the most important instruments of the global post-capitalist policy) and legal obligation (consolidating an authentic global environmental law, significantly enriched from the sanction-implementation viewpoint, as compared to the current set of international environmental regulations law, deeply enriched at compulsory level, in comparison with the present legal body of environmental law) will be implemented not only regarding state actors but also, non-state actors which cannot be neglected anymore in the XXIst century global society. We’ll also analyze other juridical concepts as eco-development, sustainable development, with some short observations regarding a global environmental law. The third section will present some considerations over the perspective of introducing “the rights of the nature”, within the XXIst century international law, where environment would be a distinct subject of international law, nearby states and international organizations, enjoying a special range of distinct rights. The fourth section focuses on the perspectives of eco-diplomacy and its legal nature (an inclusive type of diplomacy, based on the harmonious relation between the human being and nature or, on a contrary, dichotomic diplomacy, based on an antagonist relation between the human being and the environment).

The article examines education policies in national integration strategies ofsix member states: France, Spain, Finland, Romania, Hungary and Bulgaria.Education appears as the only means of optimal social integration of the Romapopulation. Political measures for preserving the Roma language, culture and enhancement of the cultural rights of Roma children have been considered. It has been presented a comparative analysis of educational and cultural objectives in the policies of the six countries. Libraries and their role in the integration process has been shown. Place of libraries in the national strategies of Hungary and Bulgaria has been defined.

THE ROLE OF THE PRINCIPLE OF SUBSIDIARITY IN THE THIRD SECTOR IN THE REPUBLIC OF POLAND

The principle of subsidiarity not only has formed many of provisions in the act on Public Benefit and Volunteer Work (particularly those related to social consultations and transferring of public tasks), but is also a directive forming the cooperative habits between the public and non-public sectors. This is a matter of great importance taking into account that the subsidiarity in Poland is not effectively implemented as it could be because of limited autonomy of the self-government and frequently occurring interference of the State. Unfortunately it results in limiting of ability to decide on the type and methods of performing tasks. In addition, financial resources usually are not sufficient. It would be desirable to maintain and develop this course because about 61% of the polish society finds the third sector more effective than the public one. More and more often (43%) the contribution of the non-governmental organizations on solution of local problems is perceived, although still near the half of respondents (48%) doubt that they would have an important impact on the solution of important social problems. There are also real concerns about corruption, other law abuses, or giving priority to private interest instead of communal one.

Risk Management in Future Romanian e-Government 2.0 projects

E-government public services in Romania must follow unitary procedures considering the new re-quirements of the European Union from the Digital Agenda for Europe Strategy 2020. E-government 2.0 has to be implemented because of the cultural and behavioral transformations in the interaction between governments and users of e-services. E-government 2.0 projects use tools and techniques of social media to accomplish their goals. This article examines the possible risk categories and the risk management procedures needed to mitigate risks in future Romanian e-government projects, accord-ing to the strategic lines of development for the Digital Agenda. We propose a risk management plan for the e-government lines of action within the strategic lines of development that includes identifying, assessing, and mitigating the risks. New and modernized government services through e-government 2.0 projects that apply risk management will bring a significant improvement in how citizens and busi-nesses relate to government and will increase the use of e-government services.

In the very first years of his presidency, François Mitterrand noticed that he will really be successful on that day when another socialist will be elected as a president of the Republic. This statement seemed to be prophetic with the victory of François Hollande, which took place 24 years after the victory of François Mitterrand and – after the sequential defeats of the Socialist Party’s candidates Lionel Jospin (in 1995 and 2002) and Ségolène Royal (in 2007) – allowed them finally to take the helm of the French government. The tension between two, yet different visions for the future of the state is so large that, according to some politicians of PS, the PSA action was not accidental. To end with, it should be noted that the answer to the difficult question of the direction of changes in the PS 12 – more to the left or toward the centre – will be possible in the autumn of 2012, when it will be resolved in a public debate a sensitive question of future pensions of the French.

Intrinsic ring of administrative system, the local public administration uses managerial actions and practices in local public affairs governance to respond to the needs of local community members. To accomplish its mission, the local public administration needs a managerial component. To reflect the management role for the organization and the functioning of local government and especially for the achievement of its purpose, this article intends to examine the contents of local public administration and its management. The conducted study reveals the need for management in the local administration process which legitimizes it and gives it substance. This need is justified by the fact that the management in local public administration brings together all the managerial actions, practices and procedures carried out at the level of local government, through which the laws are executed and the local public services are provided, in order to meet the local community needs at the highest possible grade.

Investigating the Impact of e-Government on Public Management

This paper explores the role of public management in effective use of resources and increasing efficiency which leads to satisfaction and economic development. Considering the fact that most of the facilities and tools are in the hands of the state, utilization of new methods of management in doing services are noteworthy. Using E-Government, the role of public institutions is more transparent as people have more information and this leads to the essential changes in interactions between government and citizens. In Iran, as a developing country, service centers of E–Government provide various services for citizens. The methodology of the chi-square test is applied to the survey. The results indicate that these centers not only saves time and resources, but also feedback of appropriate services to the citizen's leads to improve management function.

The discussion about justification for the very existence of Senate, as it was the case in previous years, also took place prior to the 2015 parliamentary elections. Postulates for the second chamber of parliament to be abolished are the inseparable element of election campaigns in Poland. Announcements of total abolishment or change of: form, competencies or number and the election principles for members of Senate, although they found their expression in the 2015 election programs of some of the political parties, but they were never applied after elections. The single member Senate constituencies secured seats almost exclusively for candidates supported by one of the two strongest political parties, that is the Law and Justice (PiS) and the Civic Platform (PO). Even if in the result of 25 October 2015 elections four independent candidates were elected for senators, three of them used support of political parties, using a rule well proven four years earlier: there is not senator without a political party protector. The 40% support for PiS which turned into 61% of seats indicates that the election system for Senate leads to overrepresentation of election winners.

Local self-government is an important component of public system associated with the overall social development and citizens´ needs, whose most important resources are human resources representing its driving and creative force and the basis of its success. The aim of this paper is to highlight the role of municipality as a unit of local self-government and the public sector in providing service to users and the importance of human resources in the municipality, which is reflected in the development and building of human capital through education, training and motivation of employees. The paper provides a brief theoretical overview of the essence and functions of human resource management in the municipality, discussing the importance of human resources in the context of the role of local governments. Also, attention is drawn to the importance of improving knowledge, skills and motivation as a means contributing to the improvement of workplace performance and employee job satisfaction.

Under an unprecedented political system, created since 2010, the Orbán government in Hungary has been dismantling liberal democracy. But this devlopment has remainedrelatively unknown to the world – even to Hungary’s neighbour states and countries in the European Union. This study follows the internal political dynamics in both Hungary and Poland in the decade that has elapsed since the EU enlargement of 2004 brought these countries into the European Union. Traditionally Poland and Hungary have stayed close to each other in development. In 2005-07 Poland tried to establish a “Fourth Republic” foreshadowing the types of policy change the Orbán government later espoused. This Polish attempt collapsed, but the ideology is still very much alive.
