Faced with talks on the reform of the Dublin system, defining the Member States’ responsibility for examining asylum applications, Germany and France have proposed the creation of a solidarity mechanism in which a coalition of volunteers is to participate. This kind of cooperation regarding the relocation of migrants rescued from the Mediterranean is an opportunity to provide effective assistance to refugees and to resolve disputes between Member States. However, differentiated integration in the area of migration creates the risk of progressive fragmentation of the Schengen area.

Japan’s Foreign Policy in the Context of the Rivalry Between the U.S. and China

Victory for the Liberal Democratic Party (LDP) and Komeito coalition in the complementary elections to the upper house of the Japanese parliament will not bring about a significant change in Japan’s foreign policy. Neither will it allow constitutional reform, postulated by prime minister Shinzō Abe, for which he lacks the required majority. Amending the constitution would create new opportunities for military cooperation between the U.S. and Japan, but would have a negative effect on Japanese relations with China. Nevertheless, it is to be expected that Japan will be more active in its economic and security policies towards China and the United States, while the rivalry between these countries will become a greater challenge for the Japanese government.

Polityka zagraniczna Japonii w kontekście rywalizacji Stanów Zjednoczonych z Chinami

Zwycięstwo koalicji Partii Liberalno-Demokratycznej i Komeito w uzupełniających wyborach do izby wyższej japońskiego parlamentu nie przyniesie istotnej zmiany w polityce zagranicznej Japonii. Nie pozwoli też na postulowaną przez Abe Shinzo reformę ustawy zasadniczej, dla której brakuje większości konstytucyjnej. Zmieniona konstytucja stworzyłaby dla Japonii nowe możliwości współpracy wojskowej z USA i mogłaby pogorszyć relacje z Chinami. Mimo to można oczekiwać aktywniejszej polityki gospodarczej i bezpieczeństwa Japonii wobec Chin i USA. Rywalizacja tych państw staje się dla Japonii głównym wyzwaniem.

U.S. opposition is unlikely to halt Bulgarian plans to build an extension of the TurkStream gas pipeline, guaranteeing Russia further energy domination over the region.

The Influence of the Domestic Situation on Russia’s Foreign Policy

The increasing dissatisfaction of the Russians due to the deteriorating socio-economic situation in their country has resulted in declining support for President Vladimir Putin and the government of Dmitry Medvedev. To strengthen their position, the authorities may be more inclined towards confrontational foreign policy, which corresponds to the great-power ambitions of Russian society. If so, the EU might expect more intensive actions aimed at weakening its unity, and for Poland specifically (indicated in the polls of the Russian public as one of their country’s greatest enemies) there could be a continuation of the campaign that disavows its “anti-Russian” foreign and historical policy.

The China–U.S. Dispute on Huawei: A Challenge for the European Union

Huawei is a symbol of the problems in relations between China and the United States. The U.S. accuses the Chinese corporation of industrial espionage and the Americans intend to use trade negotiations to bring an end to such practice. It is also attempting to persuade European partners to end cooperation with Huawei, for example, in 5G development. The company, meanwhile, is trying to persuade the EU Member States not to bow to U.S. pressure. For most EU governments (such as Germany and Sweden), the Chinese offer is favourable, but they wish to impose more restrictions on Huawei in light of the political and technological risks involved. This twin approach is one element of the EU’s new, critical policy towards China.

Huawei jest jednym z symboli problemów w relacjach chińsko-amerykańskich. USA oskarżają chiński koncern o szpiegostwo przemysłowe i w ramach negocjacji handlowych dążą do zakończenia takich praktyk. Namawiają europejskich partnerów do rezygnacji ze współpracy z chińską firmą, m.in. w ramach budowy infrastruktury 5G. Huawei stara się przekonać państwa UE, aby nie ulegały amerykańskim naciskom. Dla większości państw (np. Niemiec czy Szwecji) oferta chińska jest korzystna, ale świadome politycznego i technologicznego ryzyka chcą nałożyć na Huawei ograniczenia. To dwutorowe podejście jest jednym z elementów nowej, krytycznej polityki UE wobec Chin.
