This paper aims to analyse conceptual categories clustered around power metaphors. My research focused on metaphorical conceptualizations of POWER in current Romanian TV journalism, in collecting metaphors I relied on the MIP and MIPVU methods. People frequently use metaphors in ordinary life situations. Identifying/Collecting (manually) power conceptual metaphors in media discourse was a challenge for me. Power is a polysemantic lexical term and an abstract noun. At present, the mappings of power are very interesting, because power is closely connected to politics. The metaphorical correspondences developed by word power differ from one context to another.

The paper assesses the EU crisis management in the South Caucasus with a particular focus on the South Ossetian conflict. The EU engagement in the South Caucasus dates back to 2003, when the region gained importance for the EU as an energy transportation corridor between East and West, as well as for security purposes, in terms of building “a new chain of friends” outside the EU borders. At the same time the EU introduced a wide range of institutional structures and coordination mechanisms over multiple policy domains of crisis management. In contrast, the increased EU presence in the region did not contribute to coherent crisis management in South Ossetia. The involvement of multiple institutional actors in the planning and implementation phases of CFSP and Development Aid has increased the institutional fragmentation within EU`s crisis management architecture creating a need to establish coherence in their actions.The paper argues that the incoherence in EU crisis management is undermined by the overlapping mandates of EU institutional agents in the two main policy areas: the EU’s Common Foreign Security Policy (CFSP) and Development Aid Policy (DAP). The impact of the mandate overlaps on incoherence is empirically analysed through the prism of the bureaucratic politics theoretical framework.

The Spanish transition took place from 1975 to 1982 and was achieved with the consensus of all political parties to not talk about the past (Pact of Oblivion). It turned out that Spain peacefully developed into a strong and consolidated democracy where it seemed the problems of the past were solved. However, recently, different organizations are criticizing the way the transition was conducted and are demanding justice for the victims. This essay will analyze the measures taken during the Spanish transition to determine to what extent they complied with international transitional justice standards. Among other arguments, some examples of transitional justice processes in Chile and Argentina will be used, without an attempt to go into a deep comparative study of the three countries.

The activity of ad-terrorism, taking advantage of too easily influential media, is an active generator of negative feelings among the civilian population. 2017 was introduced on the list of time intervals for the most monstrous terrorist attacks, not because of countries such as Iraq, where 267 1446 dead, 1661 wounded and 12 abducted persons were executed, due to the over-mediation of attacks on the territory of European states such as the United Kingdom, which generated about 4% of the attacks by SI in 2017, but which represented the first media news media. Practically, the media is responsible for the gap created between helping, supporting and building security between the West and the Middle East through ignorance of massacres on the Asian continent and the outlook for the Muslim population in the area.

Performance budgeting is the latest trend in attempts to improve government performance. In this article we investigate the interaction between environmental taxes; environmental expenditures and environmental impacts in the field of waste management. Performance budgeting is realized only once all three groups have been taken into consideration. We confirm direct and indirect effects of environmental taxes on the reduction of waste pollution. Further, we test the earmarking of environmental taxes through the effect of environmental indicators on environmental taxes and note that the rate is high.

In the postmodern era, Europe, including Poland, is strikingly characterised by the migration of citizens, caused among others by the process of European integration or globalisation, enhanced by the fact that territorial, transport and language barriers cease to exist. There are two types of migration: external (among countries) and internal (among regions or municipal units). The process mentioned, apart from all its positive aspects, may simultaneously lead to a weakening or even loss of local identity as well as social bonds on the local level. These two elements, however, are absolutely vital for the proper functioning of a local self-government community. The process of erosion of social bonds is also influenced by a consumerist and hedonist lifestyle. Therefore, a question arises about the future shape of the self-governmental community, which consists of all the inhabitants of a principal unit of administrative division of a country. Such a community with its territory constitutes the local self-government, which not only takes part in exercising public authority, but also as a result of the process of decentralising public authority, accomplishes an essential part of its objectives. Thus, the first element of the presentation will be introducing the political shape of the local self-government, set by the norms laid out in the constitution and the European Charter of Local Self-government, based on legal dogmatics and empirical method (analysis of the jurisdiction of the Constitutional Tribunal, the Supreme Court and the Supreme Administrative Court). Second, the presentation will attempt to verify the thesis concerning the level of threats for the future functioning of the institutions of the local self-government, caused by contemporary social, economic and cultural changes. A measurable factor verifying the thesis will consist in the analysis of the participation of the local communities in the direct way of exercising authority by the members of the self-governmental community, namely the attendance in local elections). A positive answer to the thesis formed may constitute a basis for de lege ferenda conclusions, concerning the shape of local self-government institutions in Poland.

The need to support the family by the state is considered as one of the fundamental principles, both by international standards, as well as national regulations. Article refers here both on the European Social Charter and the Constitution of the Republic of Poland, which occupies a prominent place art. 18 which states that the family is under the protection and care of the Polish Republic. In this article the author discusses the tasks of local government units and its administration in cases of family emergencies, administrative aspects of the position control, basically the limits set by the rules of bodily material and formal administrative law. The purpose of these tasks indicates that they are undertaken primarily in order to allow families to overcome difficult situations arising or resulting from the crisis in the family. Mark also be that these tasks are undertaken when the family alone, without the support given to her not being able to restore indicated above intrafamilial stability and balance. These tasks are undertaken within the social assistance as an instrument of social policy. Among the possible solutions I found it useful overview of the tasks to be performed legally entrusted to municipalities, counties and local government voivodship. This choice is justified by the position, which in the exercise of public functions account for local self-government. Applies here, the constitutional principle of the presumption set of tasks and responsibilities of local government. Local government shall perform all public functions except those that have not been reserved by the Constitution or statutes to the organs of other public authorities. scope of the discussion has been limited to discussion of local government tasks undertaken in a crisis of relations and relations between parents and child. These tasks primarily linked with, that in emergency situations to help ensure proper care of the family and children. However, the State had expressed in these cases, especially in the judicial function of the courts in family matters and juvenile justice, law enforcement bodies actions and judicial probation service. The activities carried out in the field of institutional support can be analyzed from different points of view. The items made here considerations, it seems reasonable to draw attention to three issues, namely: the nature and type of tasks assigned to local governments, form and operation of these units and their organizations and procedure.

The European single market is the core of the European Union today. With the introduction of the four freedoms, within the European single market, people, goods, services and capital move around as freely as they do within one country. It would appear that the Union has a strong economic vocation. On the other hand, the EU established itself as a political union with social paragraph, in which the role of protection of fundamental rights is also essential. The protection of workers is part of these fundamental rights. The right to take collective union action, as the strike is seen as the exercise of a fundamental right. Therefore, a conflict seems to arise between, on the one hand, the structure of the European single market, and, on the other, the protection of fundamental rights, such as the protection of workers. Resolving this conflict would prove difficult, both in terms of finding a practical workable solution and a possible legal reconciliation. The rulings in the cases Viking2, Laval3, Rüffert4 and Luxembourg5 are an example of the difficulty of reconciling the protection of rights of workers, namely the right to strike and unions with the EU freedoms such as the freedom of movement. The future jurisprudence of the Court would prove to suffer from the same gaps as Viking and Laval cases, the question remaining if an equivalent protection is possible.

The paper deals with an important segment of the policy of neutral Turkey during the World War II its policy regarding the minorities that, with its tightening, aggravated the position of the non Muslim communities. Among various repressive measures, the special tax varlik vergisi, introduced in November 1942, is especially significant. Under the pretext of preventing making illegal profits, tax liabilities much higher than those imposed on the majority population were imposed on Greek, Armenian and Jewish businessmen, both Turkish citizens and foreigners. Failure to settle these liabilities within short deadlines would result in seizure of property, internment and forced labour in remote areas. The official justification of this openly xenophobic measure provided by the authorities and their media reflected the influence of the ideas that were coming from the Axis countries and were supported by some in Turkey, including a part of the political elite. The author considers this phenomenon in the light of war events and the position of Turkey as a neutral country, focusing on its relations with the exiled Greek government and the UK.

World-system theory since 1970's have been warned that privileged position of the United States as the world hegemon carries many risks of abuse that privileges. Deregulation of the financial sector and the function of dollar as world money allowed global financial oligarchy and USA political class to abuse, in the second half of the 20th century, that privileged position indeed. At the present, the world economy entered the phase of B Kondratieff cycle. Some representatives of World-system theory held that, under those circumstances, there was an opportunity for individual countries of semiperiphery to attempt to carry out accelerated modernization and thus join the center. The author discusses the question of whether and under what conditions Serbia can do something like that.
More...A Conceptual Framework and A Case Study of Macao
A longitudinal study of entrepreneurial ecosystems (hereafter EE) and its evolvement is important. Extending organizational-based ecosystem as a relationship building phenomenon in which all stakeholders continuously negotiate power (Pfeffer, 1992), this paper proposes a new conceptual framework to study EE longitudinally through the lens of the balance of power between institutional and agency dominance. The new conceptual framework has a 2 (Institutional dominance: high, low) x 2 (Agency dominance: high, low) configuration resulting in four scenarios of EE that are labeled as inertia, top-down, bottom-up, and co-creation. To illustrate the conceptual framework, five decades of historical and political events of Macao, to include change of sovereignty, are highlighted to depict the evolution of its EE in stages that can be labeled as inertia, bottom-up, and top-down. The new conceptual framework and the case study of Macao have managerial implications for policy makers and researchers.

This paper investigates the confluence of recent important political events and the current state of entrepreneurial ecosystem (EE) in India. Prior work has mainly focused on the development of EE only in certain cities in India but not in India’s states. Filling this gap of knowledge, the current work uses data from multiple sources (GEM data, World Bank, Indian government) to show that the development and growth of EE has taken a firm foothold across India after Modi’s win in the 2014 national election. Further, this work strives to develop an understanding of how the ascend of Modi’s leadership and recent reforms in India might have led to the development of a healthy EE. This paper also addresses certain challenges faced by institutions and entrepreneurs in India.

Research on entrepreneurship ecosystems (EE) lacks a political contextual approach, particularly in emerging economies. Morocco is a large country in the MENA region where entrepreneurship activities have been thriving over the past decade. Morocco, a kingdom endowed with many natural resources, has been labeled the “anti-Silicon Valley” for its vibrant but casual entrepreneurial community. This paper investigates the Moroccan EE from an international geo-political perspective to provide a gateway to understand entrepreneurship development in the region. The shaping of the entrepreneurial community in Morocco is also the result of the significant influence of foreign government. The investigation of the significance of foreign assistance as a soft policy tool in a target region or country is lacking in prior EE research. Morocco is a good example since the US foreign policy interests have been translated in significant foreign assistance programs.

Migration is a salient phenomenon in the European Union, including non-European and intra-European migration. European citizenship contributed to this process a lot under the praxis of free movement of persons. Also, the right to vote and to stand in municipal and European Parliament elections has opened a new path for political transformation of citizens’ and European migrants’ rights. Turkey, as a candidate for EU membership, has a different political and legal structure for migrants. Even if there are settled foreigners coming from EU member countries, yet there is no institutional (municipal, regional or central level) and constitutional development for them. Also, the right to vote is exercised only by Turkish citizens. In the case of EU membership, there will be a considerable debate on citizenship and migrants’ rights, including institutional arrangements. So, this paper aims to analyse current preparations of Turkey for the free movement of persons. Thus, the detailed concept of the migration flow into Turkey will be defined and differences will be compared with European member countries. Then, Turkey’s current migration and citizenship policy, as well as its administrative practices at institutional level will be discussed.

A number of changes in International Relations paradigms occurred through the recent decades: the economy became post- industrial, culture became post-modern and society, post-national. Be it the global financial transactions, foreign direct investment or Internet/ mobile/satellite communications, Master Card or Visa payments, all are grouped under one corollary: globalization. In this framework, there is more and more talk about international management. Europe has developed a new type of international and intercultural management, specific to this area. Within the European model of management there are sub-regional and sub-national differences that exist in the form of various European sub-models: Anglo-Saxon, Germanic, Latin, Nordic. An important aspect of program management is the governance of the program. At the same time, project management has become a profession in itself, the market displaying a need for training programs in project management.
